We are responding to an application placard we only noticed today. It could
have been there longer but its location is closer to Sea Pave than Burnham St.
The property in question is located directly across the street from our
residence.
This business has been operating at this location for a number of months and
generates noisy conditions well into the evening. On numerous occasions
vehicles were left idling for extended periods of time. Another concern is the
potential for abandoned vehicles to be stored on the property.
It is not intention to deny anyone from earning a livelihood, however we feel
restrictions are warranted to protect nearby residential property owners.
Sincerely,
George and Jacqueline Parsons

RE: 5 Sea Pave Dead aka I I Sea Dave Road
Dear Sir/Madam:
On February 3,2005, I hand delivered a letter requesting that I be allowed to
license through the Department of Motor Vehicles the location listed above. As stated in
my previous letter,my business is to provide roadside assistance to members of motor
clubs at the site of their disablement. I am not open to the public nor do I repair vehicles.
I am fully insured, have commercial registrations and motor transport numbers(MCC#s
and ICC ##s). I have been operating my business for a couple of years, I have Just been
notified by the,DMV that they believe that I need a license to continue operating, I
recently moved my business from East Hartford into this location and I am locked into a
three year lease. I am requesting a variance only for the next three years, until the
expiration of my lease. I am enclosing documents from my business for your review to
show that there are no services provided at my location and that vehicles are not towed to
this facility.
Please note that my wife and I'have, lived in South Windsor most of our lives. We,
own a home, have raised our children here and still have a daughter in high school. If we
cannot obtain your approval to license this location and continue our business, this will
be financially devastating to our family.
I appreciate your consideration of this matter.
Very truly yours,
Bernard F.Guay

Re: April 2005 ZBA Applications
1. Appl.#2639-05—John&Alma Hernandez,request for two variances: 1)a 3'variance to section
4.5.3.F to allow a garage addition 17'from an existing structure(20'required);and 2)a variance to
section 4.5.4.A to allow a 575 square foot addition-totaling 2,231 square feet(1,400 square feet
allowed)at 47 Hitchcock Way,Design Residence zone.
This home is the in the Avery Meadow Designed Residence Development. The Designed Residence
zone requires that a 20 foot separating distance between all structures. With the addition of another
bay onto the existing garage, the applicant will only have 17 feet between the homes.
Under the regulations for a Designed Residence Zone, the maximum house size allowed is 1400
square feet. Section 4.5.4.a states,
"Dwelling Size and Type:
The size of dwelling units shall not exceed fourteen hundred(1400)square feet.An applicant
may request a waiver of this provision from the Commission for specific dwelling units after
demonstrating good cause for such waiver. Where a waiver is granted, the Commission may
condition such waiver to ensure that the intent of these regulations is not compromised. A
variety of sizes are desirable."
Through the development process, the applicant(Mannarino Builders)applied for,and received waivers for
the construction of larger homes on 11 of the lots(see attached PZC minutes dated 7/9/96).The ability to get
a waiver from the Planning and Zoning Commission for larger homes is no longer available because the
development was completed in the late 90's.Therefore,the homeowner is seeking a variance to be allowed
to construct an addition that would put their unit over the maximum square footage that was allowed by the
Commission.
2. Appl.#2640-05—Bernie's Services,Inc.,Bernard Guay,request for a State Hearing under section 14-
55 of the General Statutes and section 3.13 of the zoning regulations to allow a general repairers license,
at 11 Sea.Pave Road,I-291 Corridor Development zone.
The applicant appeared in front of the Planning and Zoning Commission on February 22,2005 to get input
from them as to the appropriateness of this use at this location(see attached letter from applicant and PZC
minutes of 2/22/05). The PZC indicated this use would be acceptable provided it was conducted as
described in the applicant's letter.
