Narrative Statement
ZBA Application
Michael R. & Susan R.Forcellina
609 Foster Street
South Windsor, Connecticut
April 11, 2002
Michael and Susan Forcellina reside at 609 Foster Street(west side). They are proposing a north
side addition consisting of a second garage space contiguous to the existing single-car garage space, and an
in-law apartment above the two-car garage for Mr. Forcellina's parents. This will require a minor
driveway widening for access to the second garage space. No driveway alterations are required in the
vicinity of Foster Street and it will remain a single lane entrance.
The specific variance request is to Section 10.2 Area, Yard, and Height Requirements, 20 feet side
yard requirement(14 feet variance to allow the addition within 6f feet of the side property line). The
unusual circumstances and hardships that support this application are:
1). The only location to add a second garage stall is immediately contiguous to the existing garage
space.
2). The second garage space cannot be added to the south side of the house due to living
space/windows.
3). The Forcellinas' have evaluated their existing residence and the alternate locations for the
addition and this is the only reasonable location.
4). The proposed addition and required variance enjoys the support of the immediate
neighborhood.
5). This application, if approved, will be followed by an application to the Planning&Zoning
Commission for an in-law apartment.
6). The applicant proposes to abandon the septic system to the rear of the house and connect to the
public sanitary sewer immediately in front of the residence.
7). The proposed addition will increase, or at the minimum maintain, property values of the
neighborhood.
8). Other neighbors have constructed house additions and garage additions.
9). The lot is exceptionally deep(367f feet)and therefore, this addition will not affect the property
owners to the rear on Palmer Drive.
10). The lot is wooded to the rear, which obscures visibility of the proposed addition.
11). The proposed addition is necessary to accommodate a second vehicle.
12). The addition is necessary to provide a residence for Mr. Forcellina's parents.
13). The parcel has only 99.87 feet of street frontage, or 75.13 feet below the normal requirement
in the RR zone and is thus non-conforming to lot width.
14). The reduced lot width has, in part, caused the necessity for this variance.
15). This non-conforming lot pre-dates the zoning requirement for 175 feet of lot frontage.
16). This lot is only 34,917 square feet, which is less than the 40,000 square feet required in this
zone, i.e., it is an undersized lot. This lot pre-dates the zoning requirement of 40,000 square feet lot size.
Thank you for your consideration of this variance request.

RE: Variance Application
Susan and Michael Forcellina
609 Foster Street
So. Windsor, CT 06074
Dear ZBA Members,
We, Carmel and Charlie Eastwood at 617 Foster Street, are neighbors of Michael R. and
Susan R. Forcellina and have discussed and reviewed the variance application for an
increase in the number of garage spaces and an in-law apartment addition at 609 Foster
Street. As the next door neighbors, who could be considered most impacted by these
proposed changes, we have absolutely no objection to this improvement. In fact, we fully
support these changes for several reasons:
We believe that this addition will enhance the value of our property
and improve the neighborhood
As our population ages, we believe these types of changes benefit us all
Many years ago, we also received a zoning variance for a two car
garage, family room and bath
Carmel and I would like to register our full support for this variance application for the
additional garage space and in-law apartment at 609 Foster Street, and hope that you find
in favor of this request.
Sincerely,
Donna Angell

RE: Variance Application
Susan&Michael Forcellina
609 Foster Street
South Windsor, Connecticut
Dear ZBA Members:
I have reviewed the variance application of Michael R. & Susan R. Forcellina for
a garage and in-law apartment addition at 609 Foster Street. I reside in the same -
neighborhood as the Forcellinas', I have reviewed the application, and I'd like to register
my support with the board. My reasons for supporting this application are that the
addition will increase the number of garage spaces, and also will increase the size of the
house. These 2 factors should help elevate property values in our neighborhood. Also,
the proposed addition will be in keeping with the neighborhood. Other neighbors have
constructed similar garage additions.
Sincerely,
1

Re: Appl. #2542-02—Michael R. & Susan R. Forcellina, 609 Foster Street, RR zone
To Whom It May Concern:
At the meeting of the South Windsor Zoning Board of Appeals held on May 2, 2002, the Board approved
with conditions your request for a 13' variance to section 10.2 to allow an addition 7' from the side
property line (20' required) at 609 Foster Street, RR zone.
The Board concluded the hardship on the property to be as follows:
1. The frontage is deficient relative to the current zoning requirements for a RR zone.
2. The house is placed diagonal on the lot.
The Board placed the following condition on this application: Approval of an in-law apartment is subject
to the approval of the Planning & Zoning Commission.
Any new building, or alteration/additions to existing buildings, requires a building permit prior to start of
construction.
These actions are effective upon your filing the enclosed form in the Town Clerk's Office at your own
expense.
Very truly yours,
Robert Warren, Chairman
Zoning Board of Appeals
