Throwe, Esq. 1330 Main Street South Windsor, Connecticut February 7, 2002 In 1966, Jim and Virginia Throwe (deceased 1997) purchased the 2.66-acre residential property at 1330 Main Street from Paul and Diane LaFrance. This is on the east side of Main Street, north of Bancroft Brook and the Kasheta Farm, west of Bancroft Brook and a wooded 13.9-acre Town open space parcel, south of the residence of Mr. Throwe's daughter and son-in- law(Meredith and James Engle), and diagonally opposite Ralph Alexander's house. As depicted on the recent survey prepared by Design Professionals,Inc.,the existing residence is set nearly one hundred feet behind the front yard setback line, and the property also contains a pool and two barns. The first barn is nearly 340 feet back from the street line, and centered on the lot. The second barn is behind the first barn, partially obscured from the street by the first barn and the house, and is 380± feet from the street line, 55± feet from the north property line (Engle), I I0±feet from the south line (Bancroft Brook and Edward Kasheta), and nearly 200± feet from the easterly property line (Bancroft Brook& Town open space). The purpose of the ZBA application is to vary Section 4.1.4f of the zoning regulations to allow storage of a commercial vehicle exceeding the three tons capacity limitation. The unusual circumstances and hardships that support this application are: 1). The vehicle is stored entirely within a barn, and therefore is kept out of view of neighbors and the motoring public. 2). View of the subject barn is partially obscured by another barn in front of it, and by the Throwe residence. 3). Vehicle trips are seasonal and sporadic, and the vehicle is often parked for weeks at a time. 4). The subject barn is 380 feet back from the street line, which is well back from the pedestrians or the motoring public. 5). The subject barn is 55 feet from the north line, which places it approximately 350 feet from the residence of his sister and brother-in-law. 6). In order to obscure the view of the barn from the Engle residence, the applicant proposes to install oversized evergreen trees along the part of the northerly property line. 7). The subject barn is 110 feet from the southerly property line, which places it approximately 450 feet from the Kasheta residence, on the far side of Bancroft Brook. 8). Main Street has many large commercial vehicles stored in barns and sheds (e.g., Kasheta, Levack, Foley). The proposed commercial storage is then in keeping with Main Street. 9). In the late 1980's, Mr. Throwe relocated the subject driveway to remove it from a corner of the Engle property. 165 South Satellite Road, South Windsor, Connecticut 06074 Tel: (860) 291-8755 •Fax: (860) 291-8757 o , DESIGN PROFESSIONALS, INC. civil engineers .planners . surveyors . gis .gps 10). The property is oversized(2.66 acres), and can readily accommodate an oversized commercial vehicle. 11). The business associated with the commercial vehicle (Van's Sewer& Septic Service) is conducted off-site. 12), The subject storage location is in a relatively remote location. Thank you for your consideration of this variance request. Insofar as Mr. Throwe will be in Florida March 5-14, we hereby request placement on the April agenda, rather than being heard in March. 165 South Satellite Road, South Windsor, Connecticut 06074 Tel: (860) 291-8755 •Fax: (860) 291-8757 FORM 174A CONNECTICUT.WARRANTY.DEED SURVIVORSHIP TUTEIANX 4.11120.•u..•...n e. • 7u"le L.w P n+,Rbhehere.lAiiAMd.N. 473 I ..(. .von 11 t 00949 lil Know Vr, That We, PAUL N.
