TO SUPPORT OUR APPLICATION TO THE ZONING-HOARD-OF APPEALS
WE OFFER THE FOLLOWING:
Durhome is-currently (aceordingto Town Hall recor-& 1480 square feet.
Were looking to-add 112 square Jeet.
We are seeking toenlarge-our kitchen enough to-co Portably enlaymeals together
as a fancily. We are not lookingtahe-extravagant In-our addition, we only ask to
add enough-room to have-a-kitchen table with enough room to actually sit
con fortably and-eat! Currently our "eat-in"kitchenTrovides,a space of 7'x 6'
for a table & chairs. We-currently have a fa ity ofthree d hope to add more
chtldrento--our family in the future. In this-very-crap ped€lining space-we have a
moderately sued 3' square table. This allows for 24"on two sides to accommodate
-a-chair and its-occupant and IV on-the twa other-sides for the chair-and occupant.
Needless to say this is a very uncomfortable sitnat}on as eve are e €;_people.
-To get in and out from the table Auring meals we literally have to push the table
away-there is not enough room to_push-our e—shael to get oatl=.rr We tied a
smaller kitchen table but-quickly determined that a meal could not be served on it, it
barely accommodated the pates and would not allow-fbr serving dishes tohelAaced
on the table. This has been a-great-annoyance since the purchase-of our liome and
we have finally-saved enough money d obtained a=loan to afford to add a small
addition. We have-considered moving-but as specified below we feel thatis riot an
option for us.
Our-home was originally chosen-because of=-it's location. Thomas was rained in
South Windsor and attended Pleasant Valley School and wanted his child(renj to do
the saute. Secondly and more importantly,T-omas is Viand has been s}mce 197-8) an
active member ofThe South Windsor Volunteer Eire Department e a-so was just
voted"Firms Fighter of the rear 04 for his conmt tment and dedication). Our
-home-allows him a less than-one tninute response fine to his assigned re company,
Company One on Ellington Road. As he is-one-ofa-stuall percentage-of fire
fighters-qualified and/or authorized to eve fire-apparatus it is advantageous to the
Town of South Windsor from a .blic safety-stand
point we remain in our
-current-location rather than look elsewhere for a home with a larger=kitchen.

As-a blue-collar working class family who basically lives-paycheck to paycheck
we can not afford to move to a bigger home-in South Windsor with the current real
estate market. As stated-move we have saved money and-obtaiined a loan-using the
equity in our-home to fund this addition. It wouldbe much more costly to find an
equivalent home in South Windsor with a larger tchen and we would not be-able
to make the mortgage payments. We also feel that moving away from-South
Windsor is-not an option for us as Thomas has deer roots=in this corninunity and
wants to pass that sense of community on to his child(ren).
When we purchased our home seven years ago we believed that improvements
and[or additions would be permitted as long as the bylaws of our association were
adhered to. We were never told nor were we ever aware of the 1404 square foot
restriction. We-have complete-and fill approval from all of the other nine members
(iomeownersj of The Oak Meadow Association for this addition. We have always
believed that with the permissionof the membership building-this-small addition
would-not be a problem. We were unaware of any town-regulation pr-ohibitirig this
until we tried to-apply for a buildingpermit.
The proposed addition to our kitchen would utilize a-design that would be
compatible and attractive with the style of the existing structure. -The submitted
plan-clearly indicates that this addition will fit nperfect y with the home and
neighborhood without encroaching on the adjoining properties. The proposed
addition would be to the rear ofthe home and will not be visible from the street or
the front of the property. The proposed addition would-only extend approx. 4'
further than the existing deck does at this time.
ft is our understanding that zoning regulations are toprotect land owners and
property values. This addition would cause no inconvenience to adjacent (or
nearby)neighbors and would certainly serveto increase the value of-our property
and the others in the neighborhood. We are aware that in-another PUD in-South
Windsor-a builder, during the-construction process was grantedpermiss on by the
Planning and Zoning Commissifln to build larger homes up to-1 640 square feet. In
facts in that subdivision almost 5bo/o of the homes are larger than 14D4 square feet
with almost 23ro-closer to 1640. If the proposed addition is approved the square
footage of our home would remain under 1600. In aprevious decision a Planning
and-Zoning-Corm issioner stated that the deveiopmentprmess this area:is

troublingbecause the regulation sttite-a limit an-dwelmg its,but then a developer
can request a waiver andbe-avowed to build a larger-home. In fact, thebuilder of
our subdivision was granted permission to build four Iouses that-were 4arger, two
-(one is ours]with larger living spaces ecause-the-architect made amist-Ae)and
two with Florida rooms. We would like to be afforded the same-op
porthat
€leveloper-&-are---the only exception is that ours would e l'or conorl and
convemeuce theirs for profit. Rvpiation 4-.5.4.a states that an applicant may
request a waiver- of the 1400 square foot provision from the Commission for specific
dwelling units after demonstrat good cause for-such waiver. We that we
have demonstrated such good cause and thereforerespectfully request-that the
Commission's-approval be granted for-our very modest-addition.

Re: Appl. #2534-02 - Thomas & Lisa Bengtson, 12 Podunk Circle, DR zone
Dear Mr. & Mrs. Bengtson,:
At the meeting of the South Windsor Zoning Board of Appeals held on April 4, 2002,
the Board approved your request for a variance to section 4.5.4.a to allow a 112 sq. ft.
addition, increasing the house size to 1592 sq. ft. (1400 sq. ft. allowed) at 12 Podunk
Circle, DR zone.
The Board concluded-the hardship on the property to be the existing kitchen is
inadequate in size and in order to enlarge this area, the only way to extend is to the
rear of the house, exceeding the 1400 sq. ft. requirement.
These actions are effective upon your filing the enclosed form in the Town Clerk's
Office at your own expense.
Very truly yours,
Robert Warren, Chairman
Zoning Board of Appeals

The Oak Meadow Association regulations require approval from the Executive
Board prior to any additions or exterior modifications of units. Our association
consists of ten units with a four member Executive Board. The attached
permission form includes unanimous approval from the Executive Board (with the
exception of Thomas Bengtson, President, who is the applicant) as well as from
five of the six the remaining units. We have thus far been unable to find the
remaining neighbor at home to ask approval but will do so as soon as possible
and bring to the hearing.
