SOUTH WINDSOR RECREATION DEPARTMENT Mem o To: Marcia, Banach, Director of Planning From: Ray Favreau, CPRP Director of Recreation CC: File Date: 10/4/2005 Re: Application 05-57P, Nation Zoning Amendment After reviewing the plans and visiting the site, I see no apparent reason to delay or deter the amendment request to section 6.1.3.9 permitting recreational uses in an industrial zone. In fact, I am in full support of such a change,as well as the Nation project, and foresee future implications for potential recreational facilities and advantages for the town. General positive impacts to the town with the amendment include: • Future municipal recreational facility opportunities and extension to our park properties • Provide optional use for vacant commercial properties • Additionally, the Nation proposal will: o provide new youth activities and entertainment opportunities o create activities and entertainment for adults o provide opportunities for families or adults and youth to participate and interact together 0 offer fundraising opportunities for local civic and sports groups • Page 1 "The Benefits are Endless!" V o create associated economic activity along Route 5 Potential advantages this change, and therefore the Nation project, may have for the Recreation Department include: • Supplemental gymnasium space • Venue to offer new programs like bowling lessons or laser tag tournaments • Adequate site to host competitive basketball tournaments, especially the travel variety • Trip opportunity for our summer day camps, especially Adventure Unit • Another option for our annual Basketball Extravaganza for our 3`d & 4th grade basketball players • Home court for a local spring AAU Basketball program to supplement our existing winter program for youth Should you have any questions, or need more information, please don't hesitate to call. •Page 2 MARIANNE LASSMAN FISHER ATTORNEY AT LAW 1645 Ellington Rd, Suite 206 South Windsor,Connecticut Telephone: (860)648-1140 Fax: (860)648-1109 email:atrymlfisher@aol.com October 9, 2005 Planning and Zoning Commission Town of South Windsor 1540 Sullivan Avenue South Windsor, CT 06074 RE: Application for Zoning Regulations Amendment DPI Proj.No. 04-2081 Applicant: Douglas Nation Project Name: Adventure Quest To Whom It May Concern: I am writing to support the application to amend Section 6.1.1.3.9 of the South Windsor Zoning Regulations, which would allow indoor recreational activities to be conducted inside buildings for which industrial uses only are permitted. I am also writing to support the proposed project for which the Amendment was requested, Adventure Quest, a family indoor recreation center. As a resident of the community with two children who grew up in this town, I believe this type of activity center would be a valuable asset to the community. A facility such as this was not available to my children and would have been a great place to go during the long winter months, when outdoor play was not possible. There is no other facility in the area which caters to both children and parents, and which promotes family time together in this manner. Further, there is no other local facility which can accommodate special events for large groups in this unique environment. I do not believe the change in the amendment will affect the industries currently zoned in the industrial area. The fact that the entertainment center is focused on indoor activities in a controlled environment will alleviate any concerns for the safety of patrons in the industrial area in which it is proposed. Page 2 Planning and Zoning Commission October 9, 2005 I fully support the amendment, and the proposed project, and I believe the facility will be not only an asset to the Town, but also a destination for residents of surrounding communities and visitors to our area. BOX 29 136 RYE STREET SOUTH WINDSOR, CT 06074 PHONE 528-0766 October 11 , 2005 To whom it may concern, I am writing on behalf of Craig Nation and his efforts to provide the Town of South Windsor with an indoor recreation facility, cafeteria style restaurant, and lounge area. Andrews Oil Company would fully support this addition to town and agrees with Mr. Nation' s endeavor to create a facility encouraging recreation for families including sports, birthday parties, and even a place to have a quick lunch during the work week. The facility sounds very attractive and safe as well! Lets vote yes to proceed! Thank you for your consideration. Sincerel4Diiore 1 06101, Colleen Managing owner Andrews Oil Company, Inc. I was investigating the possibility of your Boards interest in a 4-court airconditioned basketball facility for your referree clinics and also creating an inhouse sub-board of officials for our tournaments. I am involved in a project that amongst other actiivities we will have 4 regulation basketball courts in one facility located in South Windsor CT by January of 2006. We will be able to offer 4 full-size regulation courts, video capability for all games played on our tournament courts. We plan on running a fall league between 4th- 8th grade boys and girls. Plus we will be the home of the CT Wave AAU organization, in which we run our tournaments at Uconn and soon to run 4-6 more at our new facility next Spring. Give me a call when you have time and we can talk some more about the complex. In fact, I am in full support of such a change, as well as the Nation project, and foresee future implications for potential recreational facilities and advantages for the town. General positive impacts to the town with the amendment include: • Future municipal recreational facility opportunities and extension to our park properties • Provide optional use for vacant commercial properties • Additionally, the Nation proposal will: o provide new youth activities and entertainment opportunities o create activities and entertainment for adults o provide opportunities for families or adults and youth to participate and interact together 0 offer fundraising opportunities for local civic and sports groups I •Page 1 'The Benefits are Endless!" v, o create associated economic activity along Route 5 Potential advantages this change, and therefore the Nation project, may have for the Recreation Department include: • Supplemental gymnasium space • Venue to offer new programs like bowling lessons or laser tag tournaments • Adequate site to host competitive basketball tournaments, especially the travel variety • Trip opportunity for our summer day camps, especially Adventure Unit • Another option for our annual Basketball Extravaganza for our 3'd & 4th grade basketball players • Home court for a local spring AAU Basketball program to supplement our existing winter program for youth Should you have any questions, or need more information, please don't hesitate to call. • Page 2 OCT-12-2005 01 :43 AM MARPETPRESS 8608755205 P. 02 Y " ipWN rtt u `i,yutr-r, ocrcctlz `ll`F. 1540 SULLIVAN AVENUE - SOUTH WINDSOR, CONN. 00074 SOA•co AREA CODE 660/644-2511 Mr, Timothy Wentzell, Chairman October 10, 2005 Commission Members Town of South Windsor Planning & Zoning Commission Re: Application 05-87P, Nation Zoning Amendment Chairman and Commission Members; At its September 27, 2005 meeting the EDC voted unanimously to support the above application and zoning amendment. On behalf of the Economic Development Commission I submit this letter. It is the EDC's unanimous opinion that the general concept represented in this application is in the best interests of the Town and its citizens. Redevelopment of existing properties is the most challenging, this give us the opportunity to fill an existing building. We also feel that this type of activity fits well in this location. The parking is more than adequate and most of the activity will be during the hours that the existing businesses will not be operating. The above applicant has proposed a high quality mixed-use vision that will enhance the viability and visual quality of our industrial areas. Further, the applicant has worked cooperatively and diligently with Town staff to meet legal requirements and strategic policy objectives, The amendment if accepted will provide a wider array of potential users for vacant industrial properties. This will allow the quicker reuse of properties and facilitate them being filled with valuable personal property. Vital revenue is maintained while maintaining the high quality of these areas. Having demonstrated a commitment to the best interests of our Town and a respect for our regulatory process, the EDC recommends your approval of this application. Please feel free to contact me with your questions or if you would like additional information. Sincerely, Marjo S. Request for amendment to Section 6.1.3.9 of the zoning regulations. Section 6.1.3.9 is the section that currently allows, by Special Exception, indoor recreational activities inside buildings that may be readily converted to traditional industrial uses, with the exterior of the building remaining industrial in appearance. The current regulation allows electric rides but not arcade games, theaters, bowling alleys, billiards or pool. The proposed amendment would modify that to a more general provision allowing indoor recreational activities. 2. The amendment also proposes that some uses be allowed as accessory uses only, including entertainment including music and dancing; consumption of food and beverages; game rooms; and auctions. The reason for allowing these specific uses as accessory uses only is to ensure that the entertainment center does not become solely a venue for activities that could cause concerns. 3. he Town Plan of Conservation and Development includes a recommendation for revitalization and redevelopment of Route 5. The Plan does not suggest types of businesses for the revitalization effort. 4. When a use is permitted in a zone, the courts have ruled that a Commission has already determined that the infrastructure in that zone is adequate for that use. Similarly, when you enact a regulation amendment, it is presumed that the infrastructure in the zone is suitable or you would not have adopted the amendment. A Special Exception gives an extra layer of protection because, by definition, it is a use that is just not suitable for every possible location within a zone. The Special Exception criteria are the guidelines for the circumstances under which the use is acceptable, and our Special Exception criteria include infrastructure capacity factors. Having said that, if an application meets the Special Exception criteria, it needs to be approved. Thus, this zoning amendment application is the time to examine the potential impacts of the proposed amendment. The Commission has the ability to modify a proposed zoning amendment, which means the Commission can add Special Exception criteria if you choose. 5. The potential traffic impacts also need to be examined. This amendment applies solely to the Industrial zone areas, which are concentrated along Route 5 and i f the upper end of Sullivan Avenue. Generally, both Rt 5 and Sullivan Avenue are capable of handling large volumes of traffic. The biggest area of concern may be the intermingling of passenger car and truck traffic. We note that this intermingling occurs already with uses such as Whirlyball and the fitness facilities that are operating in industrial zones. 6. The Capitol Region Council of Governments has reviewed the amendment as required and reports that they find no apparent conflict with regional plans and policies or the concerns of neighboring towns. 7. The Director of Recreation has provided a memorandum of support for this application, which will be read into the record by the Commission secretary. 8. If this application is approved, the Planning Dept has no requested modifications. 2 v ; Qq I'A y J- v vy ti mix -7wd V5 V-11 oc, 'Y' Zoning Regulations Amendment DPI Proj.
