Doolittle, P.E., Town Engineer Date: 7/5/05 RE: App 05-43P—Juknis Subdivision 477 Foster Street have reviewed the proposed subdivision of the Juknis property at 477 Foster Street, and I have the following.comments: 1. Check the information for this lot on the plot plan and site plan. The lot area and lot number do not agree with the Town's information. 2. Check the sanitary sewer lateral elevation where it crosses the 18" storm drainage pipe in the street. It appears there may be a conflict here and the sanitary sewer lateral may need to be lowered. 3. The foundation drain needs to be piped to the storm drain in the street or ended in a dry well about where shown or downhill of this location so there is no increase in surface runoff on neighboring properties. There should be clean-outs installed in the foundation drain line because of its length. 4. Will the main driveway be bituminous concrete or gravel? There needs to be a bituminous concrete paved apron at least 20 feet back from the gutter line of Foster Street. 5. WPCA review and approval is needed for this application. Please call me if you have any questions. 1,60J yf Juknis Interior Lot #05-34P- PH 7/12/05 1. Request for approval of a Special Exception to article 4.6 and resubdivision approval to create one interior lot on a 3.4+ acre property located at 477 Foster Street, AA-30 zone. There is an existing house which is proposed to remain with a 1+ acre conventional lot. The new lot is proposed to be approximately 2.3 ac. 2. The requirements for the interior lot in the AA-30 zone include 60,000 sf minimum lot size and 225 feet minimum lot width. The proposed interior lot appears to conform to these requirements. The existing lot would retain 229 feet of frontage, the new interior lot would have 30 feet of frontage on Foster Street for access. 3. The criteria for approval of interior lots include: a. the subject area's boundary configurations, topography, soils or other natural resource characteristics; b. proximity to neighboring properties and dwelling units; c. restriction of existing views; d. proposed buffering/screening; e. potential drainage, traffic & environmental impacts f, driveway locations, slopes & sight lines g. utility service capabilities h. property value impacts; and i. future land use alternatives. 4. Access to the interior lot is proposed to be a 12' wide-mod drive north of the existing driveway. The driveways would be approximately 120 feet apart. It appears the new driveway may require the removal of existing trees along the property line. The Commission may want to consider having the applicant add some evergreen screening along the new drive. 5. It appears that other zoning requirements have been met. 6. The interior lots will be serviced by town sewers and public water. WPCA approval is required. 7. The Fire Marshal has reviewed this lot and is satisfied with the driveway as proposed. OF 8. There are no regulated wetlands on the new lot, therefore no wetlands application is required. There is no 100-year floodplain. 9. There is no screening proposed between the proposed lot and the property to the north other than the existing hardwood vegetation on this site and the adjacent site. If this application is approved, the Commission may want to consider the addition of plantings between the new house and the house to the north. If this application is approved, the Planning Dept. requests that the note under the zoning table which indicates " the proposed house and driveway are representative of what could be provided..." be removed as this is a site plan approval. In the event the applicant wants to relocate either the drive or the house, a modification would need to be approved by this Commission. Town Engineer Re: App 05-43P Juknis Subdivision 477 Foster Street DPI Job No:2120 Dear Jeff, We have enclosed revised plans for the above referenced project. The plans have been revised to address your comments. Our responses to each like numbered comment are as follows: 1. The lot number indicated on the Plot Plan and Site Plan has been revised to correctly show Lot 50.The lot area differs from that shown on the Town Assessor map.Rick Martel is aware of this and is not sure why. There has been a taking by the Town along the frontage and a portion of the property to the north has been sold to the abutters. However, this is less than the 1 ac difference(our survey indicates 3.43 ac and the Town indicates 4.30 ac).We have completed a complete A2T2 certified survey of the property and are confident that our numbers are accurate. We do not know how the Town calculated the area shown on the assessor map. 2. The sanitary sewer lateral has been lowered to cross under the existing storm drain in the street. 3. The foundation drain has been shown to end in a drywell and clean-outs have been indicated in the foundation drain line as requested. A drywell detail has been added to the Site Plan sheet. 4. The main driveway has been labeled as gravel and a bituminous concrete paved apron has been called out on the plans. Again,as indicated in the notes on all sheets, the house and driveway shown are conceptual only and will require an individual plot plan prior to development of the lot. 5. A WPCA application will be submitted upon Planning and Zoning approval. Please feel free to contact me should you have any questions and/or comments. (Sincerely, Z Project Engineer Cc: Thomas S. I had hoped to have an opportunity to address the Commission directly. However, client commitments prevent me£tom appearing before you. By way of background, I moved to Hartford County in 1988 to attend the University of Connecticut, School of Law. Following my graduation, from law school in 1991, I looked for a town to purchase a condominium. I first purchased a condominium,at Pleasant Valley in 1994. Thereafter, when I decided to move from Pleasant Valley, I only considered South.Windsor. and eventually settled at Cinnamon Springs. When I decided I wanted a home, again I chose South Windsor. t selected my present home at 78 Birch Hill Drive for very specific reasons. It was an established neighborhood and it was beautifully wooded. For almost five years, I have enjoyed my home and my neighborhood. Although I am not a lifelong resident of South Windsor,I have made it my bonne since 1994 and expect to do so for many years to come. As I am sure you are aware, the criteria contained in Section 4.6.2 of the Town's Zoning Regulations as to Interior Lots requires that the Commission consider several factors related to the neighborhood when are application such as this one is presented. As an abutting property oamer to the above project's lot, I would like the Commi,,;sion to know that I am strongly opposed to the plan of development for this parcel for the following reasons: 280 ADAms 8'I'r<s:;r . MMM5SM C0MN9(MCOr 06040-1975 - '1"sLsMONg; (860)645-0006 - FAx;(860)645-1110 UM.A.ru F:1RM@L0140-LXWC0M 07/26/2005 14:15 8606451110 LOBOASSOCIATESLLC PAGE 03/03 July 26, 2005 Town of South Windsor Planning&Zoning Commission Page -2- First, the creation of this lot will adversely affect the value of all abutting landowners. The privacy of our backyards, which is the cornerstone of the value of living in this established neighborhood, will be irreparably harmed. When I purchased my home, I considered the rear yard for its beauty, its solitude and its private location. There were many new neighborhoods in South Windsor which offered no privacy. In fact, I would have had to wait years before I would enjoy the shade from a mature tree. Second, the location of the proposed house will adversely affect the existing view from ray back deck. Although a border of trees is currently present,it is insufficient to create a meaningful buffer or screening. At eye level from my rear porch to the proposed location of the home, there is no visual barrier. The foliage provides coved at a much higher.level than.the elevation of the proposed home. Third, the lighting associated with the use of the proposed house will adversely affect the enjoyment of my home as well as other abutters. The lights, and possibly high beams, of any automobile going to the proposed house would shine into the rear of all of the homes. Each homeowner already has street lights in the front of their lot at the street. We enjoy the dank solitude of our back yards. Last, the proposed gravel driveway is approximately 500 feet long. Driving on gravel versus a paved driveway causes significantly more noise especially to those abutting landowners closest to the driveway. In closing, I would ask that the Conunission decay the aforementioned application in order to keep this neighborhood in its existing aesthetic state while protecting the current property owners' investments and ii keeping with the Town's conservative development history. i icere r , , ,f Fa1Y n T. bo FTL:mc Cr1Clieat FileslLobo,Fatim miscenaneousT&Z LTR 072605.doo DESIGN PROFESSIONALS, INC. civil engineers ♦ planners ♦ surveyors .. landscape architects ♦ gis ♦ gps <<.:• li_ s,) October 18,2005 Marcia Banach, Director of Planning Town of South Windsor 1540 Sullivan Avenue South Windsor, CT 06074 RE: Juknis Subdivision Extension DPI Proj.No. 2120 Foster Street South Windsor, Connecticut Dear Ms. Banach, On behalf of my client, Thomas Juknis, et al, I hereby request two consecutive 90-day extensions from the original filing date for recording mylars for the above-referenced project in the office of the Town Clerk.
