Conclusions 3
Introduction: Birch Mountain Earthworks is proposing to construct a facility on three
parcels of land located on the south side of Kimberly Drive adjacent to the Route 5 and
Kimberly Drive intersection.
Existing Conditions: The three parcels contain a total of 6.06 acres of land. The site is
presently wooded and contain some wetland areas. The land generally slopes down from
north to south.
Proposed Development: The proposed development of the site consists of the
construction of a 6,000 S.F. building with associated parking, paved access areas, and
gravel storage areas.
The three parcels of land are within an existing industrial park, and due to the location of
the industrial park within the overall watershed, detention facilities have not been
required.
Water quality measures are proposed for the site consisting of surface water quality
basins to collect runoff from the improved areas. These basins will provide settling areas
for sediment, and allow for infiltration of runoff as the soils allow. The basins will treat
the first 1"of runoff from the improved areas.
Off-Site Analysis: The three parcels of land presently drain to the existing wetlands and
watercourses associated with the wetlands, and will continue to do so under developed
conditions.
Peak Runoff Control: Due to the location of the development within the overall
watershed, peak runoff control is not required.
Nonstructural Drainage Systems: The site will make use of a number of nonstructural
measures to help control the storm-water on the site, and enhance the ability for
infiltration of runoff into the soil. The water quality basins will provide for the treatment
of the first 1"of runoff from the developed areas. Swales have been integrated into the
design where appropriate to control runoff.
Erosion/Sedimentation Control Systems: An extensive erosion/sedimentation control
plan has been developed as part of the site design. These measures include the following:
1. Installation of silt fence down-slope of disturbed areas.
2. Installation of silt fence around stockpiled materials.
3. Use of the water quality basins as sediment basins during construction.
4. Seeding and mulching disturbed areas as soon as practical during construction.
5. Limiting the areas of disturbance during construction.
6. Installation of construction entrance pads.
7. Maintenance of the above measures.
Stormwater Runoff Quality: A number of water quality measures have been integrated
into the site design to provide for treatment of the stormwater runoff from the site. The
water quality basins will treat runoff from the site via a permanent pool.
Conveyance System: The on-site conveyance system consists catch basins, and
associated piping that will convey the stormwater runoff to the eastern most water quality
basin. The other two water quality basins will collect runoff from overland flow. All
three water quality basins have pipes to discharge the runoff from the basins.
Discharge at the Natural Location: The site presently drains to the south to the
wetlands. Under developed conditions, the site will continue to discharge to the
wetlands.
Maintenance and Operation: The following maintenance operations will be required to
ensure the proper and efficient operation of the Storm Water Quality Basin System. The
following maintenance schedule is intended to be a minimum guide, and additional
inspections and maintenance measures may be required following large storm events that
could cause the deposition of excess debris in the system
Pipe Outlet Locations: The pipe outlets and associated riprap should be
inspected annually and cleaned of silt and or debris. The riprap should be re-
shaped and replenished as required.
Catch Basins: The catch basins should be inspected annually. The sumps should
be cleaned when the depth of material within the sumps reaches 1'.
Basin Outlet: The water quality basin outlets should be inspected twice annually,
and all debris and silt should be removed. The discharge point from the outlet
system should be inspected also, and all silt and debris should be removed. The
riprap at the discharge should be re-arranged and additional stone added as
needed. All silt and debris should be disposed of at a suitable location.
Water Quality Basins: The water quality basins should be inspected annually.
All woody growth that could inhibit proper flow within the basins should be
removed. Excess debris that has been deposited within the basins should be
removed. Any erosion noted within the basins should be stabilized.
Topographic Contour Map: Topographic contour maps have been provided showing
the drainage areas for the site. The maps showing the existing and developed conditions
are included in the rear of this report.
Floodplain Boundaries: A small portion of the site is within the floodplain boundaries.
No filling is proposed within the floodplain. . One storm pipe discharge is proposed
within the floodplain.
Drainage Design: The site has been designed to provide water quality basins to treat the
first 1" of runoff from the developed areas, and stable pipe discharge locations for all
storm drainage discharges from the basins.
The development will drain to three water quality basins. Each basin has been designed
to contain the first 1" of runoff from the associated drainage area. The gravel storage
yards are assumed to be impervious (100% runoff from impervious areas, and 0 runoff
from pervious areas. A summary of the basin designs is as follows:
Basin Drainage Volume for Volume
Area* 1"of runoff Provided
Eastern 10,800 S.F. 900 C.F. 1,000 C.F.
Middle 17,450 S.F. 1,450 C.F. 1,450 C.F.
Western 50,500 S.F. 4,208 C.F. 4,700 C.F.
* Impervious areas only
Storm Drainage Calculations: The on-site storm drainage system has been designed for
a 10 year design storm utilizing the Rational method. The calculations for the piping size
are included herein.
Conclusions: The on-site stormwater system with the associated water quality basins
will mitigate any potential storm-water quality impacts from the proposed development.

Planning Dept review comments:
1. All 3 lots must be combined into one lot and the zoning data for that lot must be provided (zoning
regulations do not allow parking/storage area without a principle building on site)
2. On 6/16/05 we contact DPI regarding a traffic statement for this project. To date we have not
received any traffic information.
3. Outdoor storage area needs to be more defined so the Commission has a better understanding of
what that area will look like and how materials will be stored.
4. We are concerned that adequate circulation exists between the parking areas and that the parking
spaces shown west of the drive(indicated as un-striped spaces)are able to be utilized as spaces.
5. Outdoor display area that was presented to ADRC on 7/7/05 does not match what is on the site
plan. Please incorporate that plan. NOTE: vehicles to be displayed in the front area must be
brought to the display location from the interior of the site (can not be brought out into t he street
and over the curb as presented to the ADRC)
ADRC Comments
• Gate detail must be provided
• Shrubs must be added along the kicker wall facing out to Kimberly Drive
• Storage and display areas must be clarified on the plans

TO: Marcia Banach, Director of Planning
FROM: Joseph J. Perna, Project Engineer ,
DATE: July 26, 2005
RE: Birch Mountain Earthworks Site Plan
P&Z Appl. No. 05-42P
At your request, we have reviewed the plans and reports submitted with this application
and offer the following comments:
1. The proposed driveway cut for the bulk storage yard on the west side of the site
should be shifted over to the west in order to avoid disturbance of the existing
streetline monument.
2. The property line angle point 169.82 ft. from the northwest corner of lot no. 3
indicates an iron pin. Is this an existing iron pin or iron pin to be set?
3. The property line angle point 138.22 ft. from the south corner of lot no. 3 should
indicate an iron pin to be set on the plans.
4. Coordinates have been provided for the monuments to be set. Please provide
coordinates for the existing street monuments as well.
5. The proposed entrance drive to the bulk storage yard on the west side of the site
should be constructed with a paved apron.
6. The proposed storm drain pipe that conveys runoff from the water quality basin on
lot no. 2 should be shifted to the south to better align the flow direction with the
existing 36" culvert and match in with the existing rip-rap outfall.
7. The southerly edge of the paved area by the proposed building on lot no. 1 should
be curbed from the proposed dumpster pad to the edge of the gravel area.
8. A rip-rap energy dissipater should be installed at the outfall to the storm drainage
system which conveys runoff from lot no. 1.
w w.
9. We suggest that an earthen berm be constructed along the south side of the
storage areas on lot nos. 1 & 2 and the access roadway that connects them, to
control the handling and storage of waste material generated by the Applicants
construction activities and to maintain the integrity of the existing slopes.
10. Provide details of a rip-rap energy dissipater and RCP flared end from the Town of
South Windsor's Public Improvement Specifications on the Detail Sheet.
Please let us know if you have any questions regarding this application.

Re:Birch Mountain Earthworks
Dear Marcia
We are enclosing 9 sets of revised plans for the above referenced project. The plans have been revised to address
Planning,ADRC,and Engineering comments in addition to Inland Wetland approval conditions. The specific
revisions to address the comments are as follows:
Planning Dept.comments dated 7/21/05:
1. Our clients would like to keep lot#3 as a separate lot. We believe based on the zoning regulations, that
this is allowed, and that lot#3 does not need to be combined With the possibility of changes in the
regulations,we believe it is in our client's best interests not to combine lot#3 into lots 1 and 2,which
based on our application, lots 1 and 2 will be combined.
2. We have enclosed a traffic statement for this project.
3. We have provided on the landscape plan,a layout for storage of materials within the storage yard on lot
#3.
4. The 8 parking spaces as shown are for compliance purposes. This area is specified for storage of trucks
and equipment. The intent of this area is for the storage of equipment for the Birch Mountain Earthworks
landscape business. The only parking within this area will be for the employees of the company, and not
for public parking for visitors to the building.
5. The outline of the display area as presented to ADRC is shown on the plan. The display spaces have been
shown to comply with the town regulations for setback etc. We have also indicated on the plan that these
spaces are to be accessed via the internal parking area and over the lawn.
ADRC comments
1. A gate detail has been included on sheet 6.
2. Shrubs have been added along the kicker wall.
3. Storage and display areas have been clarified on the plans.
J
Inland Wetlands Approval Conditions:
1. Clay liner has been added to the bio-filter areas.
2. A berm has been added along the south side of the interior roadway.
3. A pre-settling area has been added to the western bio-filter area.
Engineering comments dated July 26,2005
1. The western driveway cut has been shifted as requested.
2. The iron pin has been added to the plans.
3. The iron pin has been added to the plans.
4. The coordinates for the 3 existing monuments have been added to the plans.
5. A paved apron has been indicated for the western entrance drive.
6. The pipe for the water quality basin on lot#2 has been shifted as requested. We have discussed this
revision with Jeff Folger to ensure that this change would not affect the wetlands approval.
7. The southerly side of the pavement has been indicated to be curbed. This was the original intent.
8. A riprap energy dissipater has been indicated for the outfall on lot#1.
9. An earthen berm has been indicated along the south side of lots 2 and 3.
10. The appropriate details have been added to the design plans.
Please review the enclosed, and feel free to call with any questions or comments.

TRAFFIC STATEMENT
BIRCH MOUNTAIN EARTHWORKS
KIIABERLY DRIVE
SOUTH WINDSOR, CONNECTICUT
Birch Mountain Earthworks is proposing to construct a facility on three parcels of land
located on the south side of Kimberly Drive adjacent to the Route 5 and Kimberly Drive
intersection. The three parcels contain a total of 6.06 acres of land and are presently
undeveloped.
The proposed development of the site consists of the construction of a 6,000 S.F. building
with associated parking, paved access areas, and gravel storage areas. The site will have
access to Kimberly drive via two driveways. The site will be used for a number of
purposes including as a business office with a showroom, yard for storage and
maintenance of landscape equipment, and a storage yard for landscape products.
Developing traffic generation rates for a use of this type is difficult due to the type of use.
Standard generation rates as contained in the ITE Trip Generation manual do not apply
for a use of this type. The site will have in general, two separate uses;the operation of
the landscape business out of the site, and the sale of the landscape services from the site.
As we understand the use of the site, the sale of the services is not expected to be a major
component of the use of the site. All services are performed off site at the business and
home locations. For customers who want to see samples of materials etc, they can come
to the site to the showroom and see different material samples. In addition, people
traveling along Route 5 who are interested in having landscape work done at their homes
and businesses can stop in and discuss this work. Birch Mountain Earthworks does not
have a showroom presently, and does not meet with customers at their site presently.
The closest information regarding projections of traffic for this type of use in the ITE
Trip Generation manual appears to be for a Nursery(Garden Center). The use of the site
will be significantly different than a Nursery or Garden Center. The main purpose of the
showroom area is to sell the landscape services of the company, and not for retail sales of
merchandise. There may be minor sales of retail products in support of previous clients
such as replacement top caps for retaining walls should one crack or fall and break.
There would be no retail bulk sales and loading of materials contained within the outside
storage areas. This material would only be loaded onto the Birch Mountain Earthworks
trucks for use.
Using the Nursery(Garden Center) generation rates per employee and assuming that only
1 employee would be on-site for sales, the Showroom and on-site sales of contracting
services would generate the following:
Showroom Trips
Weekday A.M. Peak Hour P.M. Peak Hour
Generation rate 22.173 0.750 2.387
Vehicle Trips 22 1 2
The Birch Mountain Earthworks landscape business will consist of the storage of the
landscape trucks and materials at the site. During the normal course of business, the
employees will arrive at the site and leave their personal vehicles at the site for the day.
The company vehicles will be loaded with the necessary materials, and travel to the
location or locations for work on that particular day. Additional landscape material may
be needed from the site during the course of the day. Birch Mountain Earthworks
presently has 4 full time employees and 6 seasonal employees. Assuming all employees
arrive at during the peak hour and 9 employees leave during the peak hour, (1 employee
stays in the office), and all employees drive separate vehicles from the site for the
business, there would be a total of 19 vehicle trips during the A.M. and P.M.peak hours.
During the course of the day, there may be additional vehicle trips to pick up material,
material deliveries etc. We would not expect these additional vehicle trips to average
over 1-2 additional trips per hour. Over the course of the day, an additional 10 vehicle
trips would be expected. A summary of the total vehicle trips for the business and
showroom trips are as follows:
Total Vehicle Trips
Weekday A.M. Peak Hour P.M. Peak Hour
Vehicle Trips 70 20 21
The above estimates are believed to be conservative. Many of the employees are
expected to arrive for work prior to the peak hour of traffic on the roadway system, and in
many cases, workers will travel to job sites together in vehicles.
The sight lines for both access drives for reviewed for adequacy. From the eastern site
drive(Lot 1),the eastern sight distance extends to the intersection of Kimberly Drive and
Route 5. The sight distance in the western direction for the eastern site drive is over
500'. From the western site drive(Lot 3), in the western direction, the sight distance
extends to the intersection of Kimberly drive and Sandra Drive. For the western site
drive, the eastern sight distance is presently obscured by vegetation along the frontage of
the site, and extends only approximately 250'. The site plans have been revised to note
that the existing vegetation needs to be cleared to provide adequate sight distance of 350'
min. (Stopping sight distance for 40 mph design speed).

We believe based on the zoning regulations, that
this is allowed, and that lot#3 does not need to be combined. With the possibility of changes in the
regulations,we believe it is in our client's best interests not to combine lot#3 into lots I and 2,which
based on our application, lots I and 2 will be combined.

Planning Department Report
1. Request for special exception and site plan approval for approval of a 6,000 sf
facility located on the southerly side of Kimberly Drive, westerly side of John
Fitch Boulevard, I zone. The proposal includes a 1,800 sf area for a showroom
and office area and a 4,200 sf shop area. They have indicated a note that there is
the possible expansion to include 1,800 sf additional warehouse area on the
second floor.
2. The zoning data block has identified criteria for two separate lots, however the
applicant has indicated that the lots will all be combined. Lot size is 6+;
minimum lot size allowed is 20,000 sf. Frontage is in excess of 870 feet;
minimum allowed is 100 feet. Front yard setback is 46.5 feet with a 10'
overhang, 35 feet allowed.
3. Maximum impervious coverage allowed is 65% allowed. The applicant will
need to calculate that based on the combined lot proposal and add it to the
plans.
4. Proposed building height has been given as something less than 40 feet; 40 feet
allowed.
5. Two driveways are proposed along Kimberly Drive to access the site. Parking
requirements based on uses (retail, office and warehouse) is 15 spaces; 15
spaces have been provided.
6. The special exception proposed is to section 6.1.3.2 which is for "yards for
storage of and sales of lumber, building materials, and construction equipment."
7. The Special Exception criteria include:
• The goals and objectives of the Plan of Development are met;
• Adverse traffic impacts are not created;
• Negative impacts on property values are not created;
• The land is physically suited for the proposed use;
• Adverse environmental impacts are not created;
• There is a balance between neighborhood acceptance and community needs;
• Present and proposed utilities, streets, drainage system, and other
improvements have adequate capacity to accommodate the proposed use
• Historic factors are adequately protected; and
• The overall physical appearance of the proposed development is compatible
with surrounding development and the Commission's goals for the
neighborhood/corridor.
8. The Architectural and Design Review Committee reviewed the plans on July
7th with the following comments:
• Gate detail must be provided
• Shrubs must be added along the kicker wall facing out to Kimberly Drive
• Storage and display areas must be clarified on the plans
9. The applicant is proposing a display area in the front of the building for which
they have provided a separate colored plan. They have also included two
display spaces, between the building and the road, for vehicle surplus
equipment for sale and/or rental equipment. There is a note on the plans that
this area should be accessed from the interior of the site (can not be brought out
into the street and over the curb as presented to the ADRC).
IO.There are two storage areas shown on the site. The first area, shown on what is
lot 2, is for the storage of trucks and equipment used in commercial business
and short term storage of pallets containing landscape products.
11.The storage yard shown on lot 3 is for bulk storage of mulch, landscape stone,
and landscape materials such as patio blocks and retaining wall units. The
landscape plan shows a possible layout for storage on site.
12.Along Kimberly Drive, a small berm is proposed and it will be planted with
white pines, 15' feet on center, to screen the parking areas.
13.Lighting proposed includes wall paks on the building with cutoff fixtures, fc.
14.They are proposing a 24 sf free standing sign and a building sign,
approximately 60 sf on the side of the building facing out to John Fitch
Boulevard. Designs of the signs have been submitted.
15.There are regulated wetlands on the property. The applicant received approval
from the IWA/CC on July 6, 2005 recommending a bond in the amount of
$5,000 to ensure compliance with the erosion and sediment control measures
and a bond in the amount of$5,000 to ensure installation and establishment of
the water quality structures. Other conditions include: The biofilter areas must
incorporate a clay liner to maintain hydrology; a berm must be constructed
along the south side of the interior roadway to maintain the integrity of the
slope; and a pre-settling area must be constructed prior to the western biofilter
to trap surface sediments.
16.There are public water and sewer available to the site. Water Pollution Control
Authority approval is required.
17.There is a dumpster shown on the southwesterly side of the building on a
concrete pad. The detail show that it will be screened by landscaping, however
that is not reflected on the landscape plan. Is that the intent or will this area be
fenced?
18.If this application is approved, the planning department has no additional
modifications to request.

The following is a brieff-summmmary of points discussed during the meeting:
Erosion and Sedimentation Control
1. All erosion and sedimentation control measures are to be in place prior to earth moving operations in
each area and maintained/cleaned out during construction. Call Jeffrey Folger, Environmental Planner
for inspection when measures are in place, prior to commencement of site work or if any
problems/concerns arise during construction.
2. All topsoil stockpile areas to be protected(ringed with haybales or equal).
3. During construction of the road/driveway a crushed stone tracking pad is to be installed and
maintained to minimize tracking of dirt/gravel on to Kimberly Drive. Calcium chloride or water is to
be used for dust control as required.
Public Works
1. Three complete sets of approved/revised plans to be provided to Town prior to start of construction.
They will be stamped by the Planning Department along with plans developer needs. Only approved
plans are to be used on the job site.
2. The Engineering Department is to be notified forty-eight(48)hours prior to the start of major
construction work with inspections and testing per Developers Checklist(requested, required) for the
following:
After site is-staked-out
b. All drainage work
C. Preparation of subgrade, compaction tests as per Developer's checklist
d. Preparation of subbase, six (6)inch lifts
e. Placement of bituminous concrete, two (2)inch layers maximum
3. Certification of gravel used as subbase and processed stone for base will be required from an approved
testing company.
4. Certification of all products used-- storm pipe, structures, pavement, etc., shall be presented to the
Town Engineer prior to installation.
5. No subgrade formation/base in frozen ground/snow. Same for pipe/structure installation.
6. As built plans are to include horizontal and vertical location of all underdrains, footing drains, and
sanitary sewers and house service laterals located as per revised as-built checklist.
7. All pipe and structures to be backfilled with free draining material, compacted in maximum one foot
lifts with approved compaction equipment or approved equal if deep trench is encountered. Any pipe
or structure work requires inspection prior to backfilling.
8. Any problems and/or questions regarding construction of this project will be directed to Daren Rikicki
at 558-9357 or Mather Clarke at 558-9906.
9. All filling to be done in accordance with Department of Transportation specifications. To be
compacted in maximum lifts and tested as necessary.
10. Job meetings will be held as needed, and can be called by the developer or Town.
11. Seventy-two(72)hours' notice needed for certificate of occupancy inspection.
12. Any proposed changes are to be presented to the Engineering or Planning Department prior to
implementation on change order form in quadruplicate with 4 copies of the drawing. Town will
attempt to turn around within 24 hours.
13. Normal hours of operation 7:00 a.m. —5:00 p.m., no work on Sunday.
14. DOT permit needed for all work within state road. Copy must be given to the Engineering
Department.
15. No paving after October 15 or before April 15 without written approval from Director of Public
Works.
16. A street cut permit is needed for the installation of the 2 driveways.
17. A drain layers permit is required for installation of the sewer lateral.
18. Extra care must be taken when compacting around structures such as catch basins and manholes.
These spots often become problem areas in the future due to settling, therefore, the town
staff/inspectors will be requesting additional compaction tests in these areas.
19. Sanitary lateral locations should be tied down to existing structures and shown on the progress as-
builts.
20. During construction of individual sanitary sewer house laterals, the contractor shall prepare an as-built
sketch on standard form provided by the Engineering Department. This form should be submitted to
the design engineer/surveyor for their use in preparing the as-built plan. The Engineering Department
suggests that the contractor also show locations of foundation drains and water laterals on this form.
Planning Department
1. Landscaping is to be installed in accordance with the approved landscaping plan. If there are changes
required, contact the Planning Dept. Additional landscaping installed on one part of a site will not
preclude planting all of the remaining items shown on the landscaping plan.
2. A erosion and sedimentation bond in the amount of$10,000 is required to be posted prior to any earth
