Existing Conditions: The three parcels contain a total of 6.06 acres of land. The site is presently wooded and contain some wetland areas. The land generally slopes down from north to south. Proposed Development: The proposed development of the site consists of the construction of a 6,000 S.F. building with associated parking, paved access areas, and gravel storage areas. The three parcels of land are within an existing industrial park, and due to the location of the industrial park within the overall watershed, detention facilities have not been required. Water quality measures are proposed for the site consisting of surface water quality basins to collect runoff from the improved areas. These basins will provide settling areas for sediment, and allow for infiltration of runoff as the soils allow. The basins will treat the first 1"of runoff from the improved areas. Off-Site Analysis: The three parcels of land presently drain to the existing wetlands and watercourses associated with the wetlands, and will continue to do so under developed conditions. Peak Runoff Control: Due to the location of the development within the overall watershed, peak runoff control is not required. Nonstructural Drainage Systems: The site will make use of a number of nonstructural measures to help control the storm-water on the site, and enhance the ability for infiltration of runoff into the soil. The water quality basins will provide for the treatment of the first 1"of runoff from the developed areas. Swales have been integrated into the design where appropriate to control runoff. Erosion/Sedimentation Control Systems: An extensive erosion/sedimentation control plan has been developed as part of the site design. These measures include the following: 1. Installation of silt fence down-slope of disturbed areas. 2. Installation of silt fence around stockpiled materials. 3. Use of the water quality basins as sediment basins during construction. 4. Seeding and mulching disturbed areas as soon as practical during construction. 5. Limiting the areas of disturbance during construction. 6. Installation of construction entrance pads. 7. Maintenance of the above measures. Stormwater Runoff Quality: A number of water quality measures have been integrated into the site design to provide for treatment of the stormwater runoff from the site. The water quality basins will treat runoff from the site via a permanent pool. Conveyance System: The on-site conveyance system consists catch basins, and associated piping that will convey the stormwater runoff to the eastern most water quality basin. The other two water quality basins will collect runoff from overland flow. All three water quality basins have pipes to discharge the runoff from the basins. Discharge at the Natural Location: The site presently drains to the south to the wetlands. Under developed conditions, the site will continue to discharge to the wetlands. Maintenance and Operation: The following maintenance operations will be required to ensure the proper and efficient operation of the Storm Water Quality Basin System. The following maintenance schedule is intended to be a minimum guide, and additional inspections and maintenance measures may be required following large storm events that could cause the deposition of excess debris in the system. Pipe Outlet Locations: The pipe outlets and associated riprap should be inspected annually and cleaned of silt and or debris. The riprap should be re- shaped and replenished as required. Catch Basins: The catch basins should be inspected annually. The sumps should be cleaned when the depth of material within the sumps reaches 1'. Basin Outlet: The water quality basin outlets should be inspected twice annually, and all debris and silt should be removed. The discharge point from the outlet system should be inspected also, and all silt and debris should be removed. The riprap at the discharge should be re-arranged and additional stone added as needed. All silt and debris should be disposed of at a suitable location. Water Quality Basins: The water quality basins should be inspected annually. All woody growth that could inhibit proper flow within the basins should be removed. Excess debris that has been deposited within the basins should be removed. Any erosion noted within the basins should be stabilized. Topographic Contour Map: Topographic contour maps have been provided showing the drainage areas for the site. The maps showing the existing and developed conditions are included in the rear of this report. Floodplain Boundaries: A small portion of the site is within the floodplain boundaries. No filling is proposed within the floodplain. . One storm pipe discharge is proposed within the floodplain. Drainage Design: The site has been designed to provide water quality basins to treat the first 1" of runoff from the developed areas, and stable pipe discharge locations for all storm drainage discharges from the basins. The development will drain to three water quality basins. Each basin has been designed to contain the first 1" of runoff from the associated drainage area. The gravel storage yards are assumed to be impervious (100% runoff from impervious areas, and 0 runoff from pervious areas. A summary of the basin designs is as follows: Basin Drainage Volume for Volume Area* 1"of runoff Provided Eastern 10,800 S.F. 900 C.F. 1,000 C.F. Middle 17,450 S.F. 1,450 C.F. 1,450 C.F. Western 50,500 S.F. 4,208 C.F. 4,700 C.F. * Impervious areas only Storm Drainage Calculations: The on-site storm drainage system has been designed for a 10 year design storm utilizing the Rational method. The calculations for the piping size are included herein. Conclusions: The on-site stormwater system with the associated water quality basins will mitigate any potential storm-water quality impacts from the proposed development. MA CK PR OPER TIES,LLC KIMBERLYDRIVE SOUTH*7NDSOR,CT Dear Peter. The inland wetland boundaries on the above-referenced property were field delineated on May 4,2005. The wetlands were field delineated in accordance with the standards of the National Cooperative Soil Survey and the definition of wetlands as found in the Connecticut General Statutes,Chapter 440,Section 22A-38. I have reviewed the plans prepared by your office and have found the representation of the field delineated wetlands to be substantially correct. The upland soils on the property were identified as belonging to the excessively drained Windsor Series and the well drained Agawam Series. Areas within the uplands had been previously disturbed by filling and grading activities. The majority of the on-site wetlands are associated with Bancroft Brook and contain poorly drained soils of the Rippowatn Series and very poorly drained soils of the Saco Series. The isolated wetland in the center of the properly contained poorly drained soils of the Raypol Series. If you have any questions,or require additional:information, please call me at(860) 742-5868. From: Jeffrey H. Folger—Environmental Planner/Conservation Officer Date: June 23, 2005 Re: Appl. 05-42P Review of the proposed Birch Mountain Earthworks site plan at Kimberly Drive. Plans dated 06/13/05 The project is to create an industrial building and raw material storage yard on three lots within an existing industrial subdivision. Stormwater is proposed to be discharged into three biofilters and then discharged to the adjacent wetlands. Proposed wetland disturbance is estimated at 200 sgft, and disturbance within the URA is estimated at 40,900 sqft. Site: The site is located in the Bancroft Brook watershed. The site is comprised of two lots totaling 6.06 acres. Currently the site is a mid-successional mixed hardwood forest with pole-sized(2-10")trees on the site. The understory is moderate with a diverse shrub and sapling component. The site was cleared in the not so distant past. The site slopes to the south. A tributary of Bancroft Brook and its associated flood plain occupy the southern portion of the lots. This area is bordered by low(10 foot)terraces to the north between the wetlands and the upland portion of the site. The wetlands would be characterized as forested wetlands. They are a part of the wetland corridor along Bancroft Brook that stretches from Route 5 to Main Street. Major functions of this wetland system are flood storage, nutrient and sediment assimilation and trapping, ground water discharge, wildlife habitat, and stormwater routing. Detention was not planned for the subdivision and is not planned on the site, due to the location on the watershed. Stormwater quality is proposed to be addressed by creating three biofilters to accept runoff from the site. Based on test pit data, lining the basins with clay is recommended to insure adequate hydrology to support wetland vegetation. Impacts: The soils listed on the site report are Windsor(BxB) 3 to 8% slope and Agawam(AgA) 0 to 3% slopes. These soils have an erosion potential listed as low. Perimeter controls appear to be adequate to contain sediments from construction activities. Two thirds of the site is proposed to have a gravel travel surface on it. There is a concern that the southern edge , where it borders the top of the slope will become unstable over time due to drifting traffic patterns. I have asked the applicant to propose a solution that will anticipate and prevent gravel material and equipment from impacting the slope. tWN 8tq r 7DWn 01 .Ci ► U S ! 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CT 06074 SOR-CO TELEPHONE (860) 644-2511 July 21, 2005 Certified # 70020460000197444248 Design Professionals, Inc. 165 South Satellite Road South Windsor, CT 06074 RE: Appl. #05-4213 — Birch Mountain Earthworks Dear Ms. Schuler: At the July 6, 2005 regular meeting, the Inland Wetlands Agency/Conservation Commission approved application #05-42P— Birch Mountain Earthworks — Lots 1-3 Kimberly Drive — IWA/CC application for the construction of an industrial building, grading, utilities, and associated improvements on property located south of Kimberly Drive and east of Sandra Drive.
