MEMORANDUM
To: South Windsor Inland Wetland/Conservation Commission.
From: Jeffrey H. Folger—Environmental Planner/Conservation Officer
Date: December 6, 2005
Re: Review of the proposed Imperial Oil site plan at Sullivan Avenue. Plans dated
10/25/05
The project is to create an industrial building on one lot that was the site of a heating oil
storage facility. Stormwater is proposed to be discharged within the property and
infiltrated. No wetlands or URA are present on the subject property.
Site: The site is located in the Bancroft Brook watershed. The site is comprised of a lot
totaling 3.385 acres. Currently the northern 50% of the site wooded with sapling and pole
sized hardwoods. The over story is dominated by red maple. The understory is sparse.
The remainder of the site is grassed and was the former site of oil storage tanks.
There is a low area in the middle of the site that currently has ponded water. I sampled
the soils in the area and assessed the plant community and have concluded that the area is
not regulated. The ponding must be of short duration as the plants present are not
hydrophytic and the soil does not exhibit hydric soil characteristics.
Stormwater is planned to be managed by constructing infiltration galleys to the north of
the building that will collect roof runoff and a portion of the parking area. A retention
basin is proposed to be constructed in the southern portion of the site between the
building/parking area and Sullivan Avenue. This structure would collect runoff from the
majority of the site.
Impacts: The soils listed on the site report are Ninagret Fine Sandy Loam(NnA) 0 to 3%
slopes. Erosion potential for this soil type is listed as low. Perimeter erosion controls
appear to be adequate to contain sediments from construction activities.
The infiltrators proposed will not be effective due to obvious high ground water in the
vacinity that is not reflected in the test pit data. Catchbasins are proposed to have trap-
hoods installed. There is adequate space to enlarge the retention basin to contain runoff
from the whole site.

Re: Appl. 05-66P - Review of the Imperial Oil site plan, plans dated 10/25/05.
1 have reviewed the site plans for the proposed Imperial Oil site with the following comments:
1. Incorporating the roof runoff into subsurface infiltrators is questionable in this case, as the
location selected for the infiltrators is currently ponded.
2. Relocate the soil stockpile away from the retention pond.
3. The Town Wetland maps show wetland areas on adjacent properties. The upland review
areas from these wetland areas will overlap onto the subject site. Please show the 80 foot
upland review area as it affects the application.
4. Please submit the Soil Scientist's report.
