Attn: Becky Meyers 165 South Satellite Road South Windsor, CT 06074 RE: Appl. #05-72P—Fraize House Site, RR Rural Residential zone Dear Ms. Meyers: At the December 21, 2005 regular meeting, the Inland Wetlands Agency/Conservation Commission approved with conditions application#05-72P—Fraize House Site— IWA/CC application for a residential house site and associated utilities at 861 Clark Street, RR Rural Residential zone. This approval is subject to the following conditions: 1. One blueprint copy of the entire set of plans and this letter reproduced thereon, must be submitted to this Commission. This must be completed within 65 days of approval prior to any construction activity on the site. Plans submitted to Planning&Zoning Commission shall be considered having met this requirement. 2. The application shall indemnify and hold harmless the Town of South Windsor against any liability, which might result from the proposed operation or use. 3. The permit is valid for five years and shall expire on December 21, 2010. It is the landowner(s)/applicant(s)responsibility to track expiration dates and notify the Commission of a renewal request at least 65 days prior to expiration. 4. All approvals required must be obtained and submitted prior to any activity on the site. 5. A contact person shall be identified on the plans. Fraize House Site December 23, 2005 Page 2 6. We recommend a bond in the amount of$2,000 be submitted to the Planning& Zoning Commission to ensure compliance with the erosion and sediment control measures. 7. Stone check dams must be placed before and after the existing culvert. 8. The plan should reflect the proposed grading and topography that will remain undisturbed. Very truly yours, INLAND WETLANDS AGENCY/ CONSERVATION COMMISSION Elizabeth A. Warren, Chairperson EW:dr cc: Chief Building Official MEMORANDUM To: Marcia Banach, Director of Planning From: Jeffrey B. Doolittle, P.E., Town Engineer rV Date: 1/12/06 RE: App 05-72P—Fraize Subdivision/Special Exception I have reviewed the proposed subdivision/special exception for the Fraize property at 825 Clark Street, and I have the following comments: 1. The Town standard is that the sanitary sewer lateral shall be installed at a slope of at least 2% unless this is impractical. This plan shows 300 feet of sewer lateral at only 1% slope. Include calculations showing that a cleansing velocity of at least 2.5 ft/sec will be achieved in the sewer lateral at the minimum slope shown (1%) with the expected daily flows. The Engineer should consider removing this culvert, raising the invert elevation and/or reducing its size to allow more slope and more cover for the sanitary sewer lateral. 2. The sanitary sewer lateral should be installed to a depth of at least 1 foot below the culvert if possible. The sanitary sewer pipe needs to be covered in concrete under the culvert to protect it from damage due to the shallow depth and because it is in a drainage channel. Given the shallow depth of the The sanitary sewer pipe may also need to be insulated to protect it from freezing temperatures. These measures are recommended for all the utilities in this area. 3. Why are all the utilities bunched so close together? They span a distance of 15 feet within a 50 foot ROW. These will be difficult to install and maintain so close together. I suggest the utilities be spread out more as they are in a public ROW. 4. Provide documentation of the ROW across CL&P property showing that utilities including a sanitary sewer lateral are allowed within this ROW. This will be reviewed by the Town to insure it meets the WPCA requirements. 5. Has a septic system been considered as an alternative to the sanitary sewer lateral? 6. WPCA review and approval is needed for this subdivision with the sanitary sewer lateral shown. 7. An encroachment permit will be needed from the ConnDOT prior to any work within the Ellington Road ROW. Please call me if you have any questions. 9 L 4 U U DESIGN PROFESSIONALS, INC. civil engineers .planners • surveyors . gis JAN 1 8 2006 SOUTH WINDSM PLA,'&,NG DFPl, January 18,2006 DPI Job No: 1978 Town of South Windsor 1540 Sullivan Ave. South Windsor,CT 06074 Attn:Ms.Marcia Banach Town Planner Re:Fraize Subdivision/Special Exception,Application: 05-72P Dear Marcia, We are submitting nine(9)sets of revised plans for the above referenced project in response to written comments from Jeff Doolittle dated 1/12/06. Our responses Jeff's comments are as follows: 1. The original plan had a sanitary lateral with a slope of 1%for a distance of 300 feet in order to ran the lateral underneath the culvert in the brook. In order to achieve a slope of 2%(the Town standard),the lateral will have to cross over the culvert. The existing culvert will be removed and replaced with a 24"pipe.The gas and sewer lateral will cross above, and the water lateral will cross below. We have included details and specifications for the sewer lateral installation on the details sheet which show the separation distances from the sewer lateral to the 24"culvert and the cover over the lateral. 2. The utilities as shown were placed as close as possible in order to minimize the disturbance to the existing vegetation and to the small pocket of wetlands in the northwest corner of the 50'right of way.The deeper laterals will be installed prior to the shallower utilities,so we expect no significant difficulties during installation. The 50' R.O.W.is granted solely to the current owners and is not a public right of way. 3. We have provided documentation of the ROW across CL&P property showing that utilities are allowed within the ROW.The documentation is attached. 4.A septic system has been considered, however the client would prefer the stability of the public sewer service. We anticipate that soils on site would not be conducive to a septic system as there is quite a bit of clay.By installing public service, the owner can better guarantee that there will not be failure down the road if he should want to sell the property. 5.A WPCA application will be submitted and an encroachment pp c ent permit from CT DOT will be pursued. p Please call with any questions or comments.Thank you. Sincerely, Becky Meye Project Engineer Enclosures: Cc: Tom&Sara Fraize Galen Semprebon,P.E. Fraize Interior Lot #05-72P- PH 1/24/06 1. Request for approval of a Special Exception to article 4.6 and subdivision approval to create one interior lot on property located at 825 Clark Street, RR zone. This is an existing farm field. The new lot is proposed to be approximately 4.81 ac. with 1.79 ac. as the access area. 2. The requirements for the interior lot in the RR zone include 80,000 sf minimum lot size and 262.5 feet minimum lot width. The proposed interior lot appears to conform to these requirements. The interior lot would have 50 feet of frontage on Clark Street for access. 3. The criteria for approval of interior lots include: a. the subject area's boundary configurations, topography, soils or other natural resource characteristics; b. proximity to neighboring properties and dwelling units; c. restriction of existing views; d. proposed buffering/screening; e. potential drainage, traffic & environmental impacts f. driveway locations, slopes & sight lines g. utility service capabilities h. property value impacts; and i. future land use alternatives. 4. Access to the interior lot is proposed to be a 12' wide paved drive north of the existing driveway for Berman Russo law offices. There is an existing farm road currently at that location. The driveways along Clark Street are approximately 50 feet apart. 5. The interior lots will be serviced by town sewers and public water. WPCA approval is required if town sewers are proposed. 6. There are regulated wetlands on the new lot, and the IWA/CC approved this application on 12/21/05. They placed the following conditions: recommend a bond in the amount of$2,000 for erosion and sediment control measures and a stone check dams must be placed before and after the existing culvert. 7. There is no 100-year floodplain. .i 8. We note that a "representative" house footprint is shown. If this application is approved, when an actual house plan is submitted, it is especially critical for elements to remain as shown on this application. The applicant and any purchasers need to understand that any modifications other than very minor ones would need to return to the Commission for approval. If this application is approved, the Planning Dept. requests an approval condition that reflects the need for additional approval in the event of proposed modification. 2 . C`,. ..tom C..u: (t11 GI✓I v Sow M a f4< J Tom O-P s_0 ?d •. 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CT 06074 ,OSOR-CO TELEPHONE(860) 644-2511 CERTIFIED MAIL#70041160 0007 4128 2263 January 26, 2006 Thomas R. and Sara Fraize 861 Clark Street South Windsor, CT 06074 -- Dear Mr. and Mrs. Fraize: Re:.
