Signature of Applicant Signature of Property Owner TIME FRAMES AND PROCEDURES FOR SUBMITTING APPLICATION & PLANS 1. Consult Planning Department for fee schedule. This application must be signed by the applicant and owner of the property and submitted in duplicate with all maps (3 copies) and documents (3 copies) required on attached checklist. If the owner is not available to sign the application a letter must be submitted by the owner granted permission to the applicant. Incomplete applications may result in rejection by the Planning and Zoning Commission. 2. The applicant shall be responsible for displaying a sign on the property that states that an application is pending before the Commission. The sign shall be visible from a town street and shall be displayed for at least ten (10) days before the scheduled meeting. Signs are available in the Planning Department, South Windsor Town Hall. 3. For any application for a zone change or special exception use, the applicant shall also notify abutting property owners in writing by certified mail within seven (7) calendar days of the time an application is submitted that an application is pending in front of the Commission. The applicant is required to provide a copy of the certified letter and to whom the letter was sent. The applicant may also be requested by the Commission to notify other property owners at the direction of the Commission. (If an application is submitted to the Planning and Zoning Commission and the Inland Wetlands Agency/Conservation Commission simultaneously, one letter addressing both applications can be sent.) 4. All prospective applicants are urged to confer with Town Planning Department and Engineering Department staff prior to submission of any application to the Commission. 5. Plans are officially received at regular meetings (generally 2nd and 4th Tuesday of the month) of the Planning & Zoning Commission. 6. Plans must be submitted as complete plans - -which includes application plus all required information contained on checklist. It is the applicant's responsibility to ensure that all information required on the checklist is submitted in one vackaze at the time of submission - - including landscaping plans, architectural elevations, traffic report, etc. Note: If the applicant is required to go in front of the Architectural Design Review Committee, it is imperative that the applicant fulfill the requirements on the checklist at the time of the meeting. 7. After review, Town staff will notify the applicant of requested/required modifications. 8. The Commission itself needs to have 4 sets of clean plans at their meeting, and staff needs two sets. Therefore, if there were no plan revisions, an additional three sets is required prior to the meeting day. If the applicant revises plans, six new sets must be submitted. If a Public Hearing is required (or optional but likely) then seven sets are required ten days in advance of the public hearing (one set for the Town Clerk's office). Revised plans should be complete packages (applicant may disassemble previously submitted plans and reuse sheets if so desired). 10/2001 q ? 1 R & B Auto Sales of Used Cars Site Plan 05-74P 1. Request for site plan approval and used car dealer license for property located at 713 John Fitch Boulevard, GC zone. This site has previously been used for motor vehicle sales, however the most recent use of the site has been the storage of vehicles; and the site has generally been in violation of its former approved site plan. This new applicant is now requesting to reutilize the site for car sales and to bring the site into compliance with the existing site plan. 2. The existing site plan, prepared in 1976, shows parking spaces for 24 vehicles for sale. The gas pumps shown on the plan are no longer there. A variance was granted in 1981 to Route 5 motor cars, the previous tenant, to allow 15 cars to be parked in front of the building line. The existing site plan does not reflect this in the 24 vehicle parking spaces shown. The Commission should clarify with the applicant whether he intends to use that variance and place vehicles in front of the building line; if so, does that mean there will be more than 24 vehicles offered for sale? As is common with Route 5 sites, the ROW for Route 5 is very wide, and the applicant's property line is about 50 feet away from the edge of Route 5. If vehicles are parked in front of the building line, they need to at least be on the applicant's property, not the State ROW. 3. The existing building is nonconforming to current zoning regulations, with a 33' setback, 50' required under today's regulations. There are no building additions or modifications proposed with this application. 4. Site size is just over a half acre. We note that, while the site plan shows delineated parking spaces, the majority of the site actually is gravel, and the areas in which vehicles are to be parked are for the most part indistinguishable from the remainder of the site. 5. This site is currently not landscaped. The applicant has proposed to clean up the site—paint the light poles and add shrubbery around the building and planters around the site. There are notes on the plan indicating these items. 6. One major issue we tend to have with car dealerships is noncompliant lighting and use of spotlights. One of the site photographs shows the spotlights and uptilted lighting. This would be an opportunity for the Commission to upgrade the lighting to conform with zoning requirements for full cutoff lights and no spotlights. i t 7. The new sign regulations allow both a building sign and a freestanding sign. The building sign would be allowed to be about 60 square feet, and the freestanding sign would be allowed to be 24 square feet. 8. There currently is no dumpster on site. The applicant is proposing to eliminate one of the parking spaces shown on the southerly side of the building to place a dumpster. The applicant should be advised that it must be placed on a concrete pad and screened. 9. There is no 100-year floodplain on this site. There are no regulated wetlands on site. IO.Public water and sewer currently service the site. WPCA approval is not required. 11.If this application is approved, the Planning Department has no other requested modifications. - rs I November 11, 1975 f41--R IFI LD MAIL Harold Cummings, Esq. 988 Farmington Avenue 'west Hartford, Conn.
