N Cl.id (a Edward R. Kuehn } Commissioner of the Superior Court TOSW Ballfield Lighting PH 1/24/06 1. Request for Special Exception to Article 17.20.6 of the zoning regulations and site plan of development for the installation of ball field lighting at ball field #1 and the construction of new dugouts on the existing ball field adjacent to Rotary Field at Nevers Road Park, RR zone. 2. Section 17.20.6 of the Lighting regulations has criteria specifically related to Recreation Facility lighting. 1) The regulation required that all lighting to be fully shielded and must meet the guidelines of the Institute of Electrical Engineers. 2) The poles must be located a minimum of 100 feet from residential properties or property lines. Poles higher than 35 feet are allowed as a Special exceptions and, if approved, are valid for the approved activity with no expiration date. 3. The regulations indicate that such lighting will be allowed after the Commission considers the impact on the following: (1) Effects on existing uses in the area; (2) Conservation of surrounding property values and the character of the neighborhood; (3) Impacts on the capacity of present and proposed utilities, streets, drainage systems, sidewalks, and other infrastructure; (4) Suitability of the land for the proposed use and any environmental impacts created by the proposal; (5) Consistency with the goals and the objectives of the Town Plan of r Conservation and Development. 4. There are 6 l-iglt poles proposed, to be' 0 feet in height The,,.tw--poles closest to the i field have 5 luminaries per pole the two poles..in the midfield have 8 luminaries anc the two poles in the out eld have 6 luminaries per pole, for a total of 38 ind vidual.luminaries. 5. Generally, the concern expressed with ballfield lighting in residential areas is spillover lighting onto residential properties. Spillover lighting is the actual light that reaches onto property, not just the fact that the lights themselves are visible. It appears that the residential properties that are in closest proximity to individual light poles have property boundaries about 268 feet away. The nearest residence is about 420 feet away from the nearest light pole. 6. There are no regulated wetlands in the area of the lights, therefore no IWA/CC approval is required. 7. If this application is approved, there are no planning modifications requested. Thank you, Barbara Messino Planning f SOUTH WINDSOR PARKS & RECREATION COMMISSION LIGHTING NEVERS ROAD BASEBALL FIELD January 24, 2006 ✓ With the failure of the recreation referendum, we need to optimize the use of our current fields. Lighting a field is equivalent to approximately 1/4 to 1/3 of a new field. ✓ The improvements to this field (irrigation system and moving back the outfield fence paid for by the town, and lights and dugouts paid for by the Little League) is part of the Town Council approved Revised Recreation Master Plan, dated 5/16/05. ✓ Nevers Field is 1 of 3 regulation sized fields (90 foot bases) in town (Duprey, Nevers, & Rotary), and is used by all baseball players over the age of 13. This field will primarily be used by the senior division of our Little League program and the High School Junior Varsity team. ✓ The lights, similar to nearby Rotary Field, would have a regular curfew of 11PM. Most "night" games at Rotary start at 7:30 or 8PM e1 and are over by 10-10:30PM. A couple of times per year, with the approval of the Recreation Department, the curfew can be extended for tournaments or special events. ✓ Like Rotary Field, approved users will have to sign out a key for the lights at the Police Department. The key ring will also include a key to the bathrooms at Rotary Field. After the game, they will return the keys back to the department. This key log will be used by the town to bill various users for the cost of the lights. ✓ No permanent sound system, like, there is at Rotary Field, is part of this application. For special events (Opening Day, tournaments, etc...), with the approval of the Recreation Department, a portable sound system may be used. This will be very limited used.
