Signature of Applicant Signature of Prope y Owner i I ' i frd 1 i Drainage Statement F E B 2 2 2006 AMK Welding 283 Sullivan Ave./CT. Rte. 194 S. Windsor, CT AMK Welding is proposing a 13,600 S.F. addition onto their existing building on Patria Road. As part of the proposed expansion, additional parking will be provided. The development will disturb a small wetland area on the site. It is anticipated that a minimum of 205 sf of wetlands will be created associated with the construction of the shallow vegetated swale. A portion of the developed areas of the site presently drain to 3 on site catch basinsldrywells. The front two catch basin/drywell structures appear to be connected via a pipe, and appear to be connected also to the existing storm drainage system within Patria Road. A smaller portion provides surface runoff southerly to a wetland area on- site. The proposed development will result in an increase on the site of approximately 0.54 AC. of impervious coverage. Assuming the increase in drainage area, and using a 5- minute time of concentration, the peak increase in runoff for a 10-year design storm would be 1.1 CFS, northerly overland to the storm system within Sullivan Ave. A copy of this report and site plans have been sent to the Connecticut Department of Transportation for review. Assuming a 0.8 change in runoff coefficients from existing to developed for the .35 AC of impervious area, and a 5-minute time of concentration, the peak increase in runoff for a 10-year design storm on site would be 1.7 CFS. This larger portion of storm runoff from the site which includes the roof leader(s) for the building addition will be directed into a shallow vegetated swale and then discharge into the existing ditch that currently runs southerly into the existing conservation easement. The gentle slope of the swale will provide for extended contact with vegetation and mitigate runoff from the site. The swale is immediately adjacent to a large wetland area, and the runoff will gradually enter this larger wetland area. It is understood that surface runoff from this site was included in the South Windsor Technologies Industrial Subdivision Stormwater Management Plan and, therefore, detention is not warranted. Standard erosion controls have been designed to be used during construction including silt-fencing down-slope of disturbed areas, and around topsoil stockpiles. Due to the relatively small-disturbed area, and the gradual grades on the site, erosion is not expected to be a problem. Specifically our responses to like numbered comments from Mr.Jeffrey Doolittle's memo dated March 8,2006,are as follows: 1. Monitoring wells have been identified and noted to be removed. 2. A 10'grading easement along the Patria Road frontage has been provided and identified. 3. A catch basin with trap hood structure have been added to the plans/details. 4. The roof leader has been more clearly identified. 5. We anticipate no negative impacts due to the increase in peak runoff associated with the proposed building addition and pavement to either the state's storm system in Sullivan Avenue which is a relatively new system of pipes,24"in diameter, flowing westerly within Sullivan Avenue,or to the neighboring property to the south via the extension of the existing drainage channel. The state has received our plans for review and any additional request for information will be automatically forwarded to your department for review as well. The drainage channel flowing south through the abutter, will continue to flow through a protective conservation easement, then through to the site of the future South Windsor Technologies Center which has a designed pipe system to receive this flow. 6. A storm water maintenance plan has been added to the plans. 7. Additional pavement has been provided as requested by the Fire Marshal. 8. An access easement in favor of the Town of South Windsor has been added to the plans. 9. We understand WPCA review is required for this application. Plans previously submitted with a 3/9/06 revision date addressed comments offered by Jeffrey Folger, dated March 7"', as follows: 1. (3/16/06 revision)The Fire Marshal's request for vehicle access was addressed subsequently with additional pavement. 2. The grass swale will be receiving primarily clean runoff associated with sheet flow from grass areas from the rear and side of the building and only a very small area of pavement, limited to the occasional use of the large loading area to be used for receiving oversized shipments to the proposed manufacturing area. The proposed swale as depicted flowing at a slope of 0.5%should provide a residence time of approximately 28 minutes. (3/16/06 revision)Water quality for northerly flow to the piped system within Sullivan Avenue will be achieved by providing a catch basin structure with a 2'sump and trap hood. 3. This site was originally a part of the much larger South Windsor Technologies Industrial Park subdivision. An additional 1.3f acres of mitigation creation was approved by the IWACC and the Army Corps of Engineers as banking to allow for what was considered unavoidable wetlands disturbance associated with the future development of the individual sites. (3-16-06 revision)We are proposing 0.10 ac.(1:1)of wetlands creation as mitigation to be located on-site as an extension of previous mitigation (2:1). 4. The location of the approved conservation easement over this lot was based on protecting the majority of wetlands on site, however allowing for development to the area up front. Many years have passed since this project was originally flagged, and upon John Ianni reflagging the site,we found the new wetland line to be more prohibitive. Our intention is to develop the site as intended while avoiding the conservation easement. 5. Information regarding the soils on this site are essentially the same as originally reported in the "Wetlands Report Submitted to the South Windsor Inland Wetlands Agency/Conservation Commission South Windsor Technologies Center",dated December 17,2001,submitted by Connecticut Ecosystems LLC. The specific area of this application is portrayed as the wetland swamp located to the north of Wetland Area 1.Excerpts from this report have been submitted as requested. 6. I refer once again to the original report submitted for the industrial subdivision to identify the functions and values associated with the wetlands. I believe that the five principal functions listed for Wetland 1, including ground water recharge, floodflow alteration,sediment/toxicant retention, nutrient removal and wildlife habitat will not be impacted beyond what was originally intended with the approval. The application is limited in scope to a building addition and the wetlands will continue to receive overland flow. Please review the enclosedkanall th any questions or comments,or if you need additional information. Sincerely, ! The ADRC reviewed the plans on 3/16/06 and were satisfied with the plans as presented. It is my understanding that HVAC equipment on the side of the existing building is to be removed and roof-mounted, but will not be visible from Sullivan Avenue. 6. The plans show that new lighting to be added consists of wall paks that will be added to the building. 7. There is no new signage proposed for the site. 8.
