Minutes from the Planning & Zoning Commission meeting of 2/11/86 & 2/25/86. 10. Bulletin regarding past meeting on March 6 , 1986 of the LESA Committee. Mr. Moran stated a meeting being held this evening with the Town Council for farm land preservation in South Windsor. Amended Application #361 - Beechwood Farms Subdivision - LaCava Construction Company. Joe LaCava was present to address the Beechwood Farms -Subdivision and to respond -to-questions in a letter to him from__Bo___Davies-____M__r._ LaCava__s_tated____ that he had received approval originally in 1980 but due to difficulty in excavation with the pump station, they decided to put this plan on the shelf until gravity sewers. Now they have the gravity sewers and have approval from Planning & Zoning Commission on their project. • Questions asked by Bo Davies in his letter to Mr. LaCava addressed the stump burial area. Mr. LaCava stated that they did not have an exact solution to this problem to date but he felt that as they got to this point in the project, that hopefully several alternatives would arise other than having to remove the stumps from the site, . Mr. LaCava did give his assurance to Page 3 SOUTH WINDSOR INLAND WETLANDS AGENCY/CONSERVATION COMMISSION T Amended Application # 361 - Beechwood Farms Subdivision continued the commission, that if no other alternative did arise, that the stumps ,would be removed from the site. Mr. Davies also questioned Mr. LaCava' s construction routing. Mr. LaCava stated that his normal practice in past construction projects, were to separate the road operation and the building construction. He felt that if the road construction for the whole development was done first, it eliminated too many trucks and also controlled the dust, making it easier to control the environmental concerns of the commission. The road would go in first, starting this spring, then the building on the lots in 1987. He also stated that they monitored the equipment and trucking very carefully taking into consideration when children are in school for the pipe deliveries, etc. By controlling the contractors and addressing to them these concerns up front, they have had minimal problems in the past. Other concerns of the commission were about the stabiliziation of the passage over the brook. Mr. LaCava stated that the Town Engineer would be on the site when this work was being done. If the Town Engineer felt that more gravel, etc. , was needed, they would go by what he said. This was a condition for the approval from Planning & Zoning Commission. This expands the limit of the regulations to the discretion of the Town Engineer. Mr. LaCava was asked about how the sink holes , which were previously a concern of the commission, preferably in the open space and on several lots would be filled, if at all filled. Mr. LaCava stated that the sink holes that would be filled. would be filled with pervious material to handle the drainage need. Mr . LaCava felt the sink holes would be handled as follows: • 1. Some sink holes to be filled. 2. Some sink holes to be preserved, specifically in the open space. 3. Gthers to be left to the owners discretion. Some of the lots will have a environmental easement on them. Mr. LaCava stated that the owners of the lots are asked to sign an affidavit to the fact that there is a conservation easement on their property and that they fully understand the easement. The open space given to the town will have 2 access areas for getting into the land and possibly 1 or 2 more ways to get in, in the future. Motion by W. Pekala to approve with conditions. Seconded by D. Tuleja. Conditions being: removal of stump deposit area from the plans and removal of all stumps from site. Sink holes on residential sites may be filled. Open space sink holes not to be filled. After further discussion, motion amended to change conditions to the following: 1. Approve roadway construction within Beechwood Farms with condition that all stumps will be removed from sites as part of the road construction plan. 2 . A construction bond of $25, 000 is to be submitted to Planning & zoning Commission to ensure compliance with the Conservation Plan and must be submitted to the Planning & Zoning Commission prior to construction activities. Page 4 SOUTH WINDSOR INLAND WETLANDS AGENCY/CONSERVATION COMMISSION Continued - Beechwood Farms 3. No lots approved pending further questions due to concerns about • lots in wetlands and sink holes . The commission would like these concerns addressed further and in more detail when application submitted for approval to build. Amended motion seconded by D. Tuleja. All voted in favor. Unanimously carried. New Applications : 1. Application #374 - Admiral Moving & Storage - Construction of 4 Self- Stor Buildings. There was a question by E. Warren whether or not a sign had been posted on this property. It was then further explained by Attorney Woodcock and Mr. Milkie, owner, that the sign was blown off during a storm on Saturday and that Mr. Milkie made several attempts to try to find the sign, to no avail. Another sign was posted on Monday to present. No objections by any of the agency members to hear this application tonight due to the above sign problem. John Woodcock, Attorney presenting case for Mr. Wilkie. Prc;posed . application is on north side of Sullivan Ave-, at the intersection of West Rd and Sullivan Ave. Located in a general commercial zone. Proposal is to build 4 self stor buildings on this piece of land which is a little less than 3 acres in size. The wetland area would be affected by building C & D on the map drawn. by Lucek Engineering Assoc . • Inc. Building A & B is first to be built and in the future C & D . Each building would consist of 46 units, garage size is 10 X 25, height of 82 feet. Proposal includes planting as buffer and to enhance the area to keep property in good shape and to look good. Proposal also included granting a conservation easement to the Town of South Windsor. The land size being approximately 315 X 130, Permanently granting this land to the town. Mr. Emil Lucek was present to answer any questions the commission might have on the drainage or any other engineering questions. Mr. Milkie was also present to answer any questions about his business and the type of activities this business engenders . Mr. Woodcock did want to state that the traffic for this type of business was mild and passive , 3 to 4 cars a day. The type of people who would rent a storage garage is usually on a long term basis, 1 month, 3 months , 6 months , etc. , whatever their .situation calls for. Generally a dropping off of furniture etc. then picking up when no longer needed to be stored. Mr. O'Sullivan asked if site was presently wooded. Mr. Woodcock replied that part of it was. Mr. Lucek characterized it as being sparsely dwell wooded- - ---good size trees but not dense, consisting of pines and soft woods. Mr. O'Sullivan asked if the conservation easement area was very wet_ possibly wetter than the rest of the site. Mr. Lucek answered no. The • watercourse flows from north to the west with watercourse running through being a pocketed- capture condition. During spring and fall these areas would be quite wet, but being dry in summer. Detention size was asked. and told it is sized for a 100 year storm with overflow to go towards the road, where existing drain connected to state highway system in front of the property, which ends 1/3 to 1/2 way up the property, with rambling watercourse which works it' s way up the property. SOUTH WINDSOR IWA/CC PAGE S OCTOBER C?, 19e6 several feet in different areas. He said he didn ' t have the cubic yards. He said the fill would have to be placed in such a way to continue drainage down to the pipe that they would like to extend by about 30 feet to pick: up the drainage. Mr. Rennie asked if the three lots in question are built as per the plan^ He questioned if there should be such a sharp drop. Mr. Smith said they are asking for additional fill of about 10 to 115 feet to give the homeowners more back: yard. What they are asking for is for the continuation of fill in that area. He said the sharp drop a++ was not the intent. Mr. Moran suggested that since it was getting close to 10: 00 that we could further discuss this issue after hearing the next presentation on Beechwood since they were unable to be heard last time. di Beechwood Farms Phase I - Presentation by engineer to provide additional information requested by commission . Mr. Moran said that the additional information the commission needed on this project was on the wetland areas of the individual lots and how they were going to deal with the sink: holes. He said this commission approved the whole road network:. Mr. Joseph LaCava, from LaCava Construction Company, was present. He said the road is all boxed. He said there were sinkholes where the roadway is going which have been taken care of . He said the sinkholes weren ' t as challenging as originally anticipated. He said the whole site turned out a lot better than expected. He showed the commission a colored map outlining the locations of the sinkholes. He said the holes contain very rich black: peat and when mixed with sand it makes very good top soil , which they will do and use for grading , etc. He said a letter from SCS didn ' t consider the sink: holes of any significant value to keep. He briefly explained where the wetland areas were located. He said no building will tak:s place in wetland areas. Six lots have wetlands. Mr. LaCava-- -Said it is P hzs normal ractice to have a conservation easement an any lot with wetlands. The owner signs an affidavit with the contract stating that they are aware of the easement , have read it , and know of the conditions. He said he has been using the system for 10 years now and hasn ' t had any problems. Discussion continued on Pleasant Valley Homes Section II Julie Raymonds , iC' Stanley Drive; was present in the audience. She said she got the impression from Mr. Smiths presentation that an application had been filed . Mr. Smith said it was his understanding that an application had been filed , however, he did not file it. She asked him if he knew when it was filed and does the wetlands . r SOUTH WINDSOR I?-TA/CC PAGE 4 NOVEI4BER 17 , 1986 RE: CAMBRIDGE ESTATES 7 . Fill material is proposed to be placed within 10 feet of the watercourse. Estimated disturbance is approximately 156 sgft within the wetland and in excess of 6,200 sgft within the URA. Site: The site is located in the Quarry Brook sub-watershed of the Podunk River watershed. Currently the site is a hardwood forest with red maple dominating the overstory. The understory is dominated by spicebush and summer sweet, the forest floor is dominated by skunk cabbage and tussock sedge in the wetland portion. Approximately half of the site is wetlands with the eastern and western portion of the site being upland. The western portion of the parcel slopes gently to the south transitioning to a flat floodplain in the middle and southern portion of the site. Wetlands on the site are located on the center 1/2 of the site. The wetlands would be characterized as a forested wetland with a small perennial watercourse running through it. The watercourse is a tributary of Quarry Brook. This wetland is connected to a larger wetland system that runs through a densely populated residential housing development. The wetland system forms a wooded corridor that meanders through the development that is largely undisturbed except for several road crossings. The wetland boundary shown on the plans appears to be accurate. Major functions of this wetland area would be flood storage, stormwater conveyance, groundwater recharge, wildlife habitat, nutrient and sediment trapping and assimilation, and aesthetics. Wildlife habitat values for the wetlands would be moderate to high based on the relative size and connection to other wetland areas in the vacinity. Residential homes surround the wetlands on the parcel on three sides, so ecological integrity is limited; however the relative undisturbed linear orientation of the wetland is a significant plus. This wetland abuts a large open space parcel to the east and provides diversity to the to the shrub-scrub habitat types on that parcel. The initial application of Beechwood Farms Phase I eliminated eleven wetland areas totaling 71,400 sgft. Phase II eliminated ten wetland areas totaling 55,000 sgft. This development significantly reduced the ecological integrity, wildlife habitat to aquatic organisms (vernal pool elimination), flood storage and groundwater recharge capability of the wetlands in the area. Impacts: The limit of clearing is localized to accommodate the house, front yard and a rear yard area. This configuration provides a very small yard area for residential use. The close proximity of the house and lawn area to the wetland and watercourse(10 feet at the closest point)is reasonable likely to impact water quality and wetland function by the generation of pollution in the form of nutrients from lawn fertilizers, pesticides, sediments from construction activities. I have serious concerns that the structure can be built without disturbance to the wetlands by construction machinery and sediment. A portion of the 100 year flood zone is proposed to be filled. This deficit in storage is proposed to be mitigated by excavating a portion of the site to balance the storage capacity. Soils on the site are listed as Elmwood Sandy Loam(EnA) 0-3% slopes by the Hartford County Soil Survey. This soil type has an erosion potential listed as low to medium. Standard perimeter erosion controls are propose with erosion blankets to be placed on seeded slopes to stabilizes after construction. The close proximity of the disturbed area to the wetlands and watercourse makes this problematic. FimmJUL. 18, 2005 8;33AMi CLOSE JENSEN & MILLER 8607211802 Jul. i.-NO. 667 12;;P. 2/2,2 1V WH'AIEL F. My investigations were conducted ulalizirig a spade and auger. I am of the opinion that the wetland boundary as delineated is aceumte. Lots I 1 and 12 are contiguous and across the street from lot 28. The three tots have houses adjacent to them on Quarry Brook]give. The wetland on all three sites consist of an intermittent stream that flows through a culvert under Quarry Brook koad from lots 11 & 12 to lot 28. '1 his ititermittegt sown is more clearly defined on lot 28. Vegetation within the walatld on lots 11 and 12 consists of skunk cabbago, northern arrowwooc, winterberry holly, red xnaple and, proem a.4h. Soils within the wetland are predominately Walpole line sandy loams. Walpole soils are very deep(>6S inches)poorly drained soils that form in water sorted glacial outwash and stratified drill. They have an apparent water table that is at or near lho surface much of the year, Permeability of the Walpole soils is moderately rapid in the surface layer and kubsoil and rapid or very rapid in tho substratum, As stated previously the channel of the inwrmittent st=m is more clearly defined on lot 28 so that the boundary ofthc rosomce area is at the top oI'Wk. Upland vegetaiiou on all three sites consists of white pine, red oak, cottonwood, and red maple.
