EXECUTIVE SUMMARY ' General Avery Street Church in the Town of South Windsor has proposed a new building and site work on their existing site. A new building of approximately 11,700 SF will be constructed. The site work for this project consists of the construction of an expanded parking area. As part of this project, a new drainage system will be installed to supplement existing drainage systems and mitigate the increase of runoff due to the ' proposed building and site work. All of the area associated with this project discharges to an 18" pipe that outlets off site ' into a wetland area. The drainage area of the site to the downstream watershed is significant and is part of an important water source. Therefore water quality is of utmost importance. All catch basins will include sumps as per Town standards and be ' maintained as part of the Town's program for cleaning the sumps of structures and sediment traps. ' The drainage area associated with the church site is a watershed approximately 2.5- acres that drains to the above mention system. The existing impervious area within this watershed is 0.79 acres and the impervious area after development is estimated at 1.03 ' acres. Combined with the change in building area, the total increase of impervious area is approximately 0.33 acres. Pre and Post development flows for the 10 yr storm and Hartford, Connecticut rainfall intensities are estimated at 6.6 cfs and 7.6 cfs respectively, an approximate increase of 13%. Due to the runoff patterns of the r ' watershed the flow path for proposed conditions will change; however, the existing controlling time of concentration of 8 minutes will remain the same in the proposed condition. The following is a summary of pre and post flows for the overall watershed: ' Storm event Pre-development Post-development* 10-yr 6.6 cfs 7.6 cfs ' 25-yr 8.3 cfs 9.5 cfs 100-yr 9.7 cfs 11.1 cfs ' Storage Design All additional runoff due to the proposed building and site renovations can be mitigated ' within one drywell. The increase in flow requires a volume of approximately 512 cubic feet to be mitigated for the 25yr storm and 604 cubic feet for the 100year storm. The drywell is designed to store 588 cubic feet. Since the proposed capacity of the drywell is approximately the same as the volume required, flow off the site for the 25-year storm will be the same as the pre-development flows. Drainage area to these drywells account for nearly all of the additional impervious area. Geotechnical information (enclosed) and the existing drywells on site indicate the site contains material suitable —for-infiltration.--- The drywell will handle the increase in roof runoff and designed as a bypass. The invert of the outgoing pipe shown on the drawings is 6" higher than the inlet and lateral to the drywell. This will allow for the drywell to fill up prior to flow entering the outlet pipe. The drywell is only collecting roof runoff and should not be subject to sediment capture. ' Storm event Pre-development Post-development 10-yr 6.6 cfs 6.5 cfs ' 25-yr 8.3 cfs 8.2 cfs 1 00-yr 9.7 cfs 9.5 cfs Therefore, the wetland area the drainage system outlets to will be unaffected. CLARENCE WELTI, P.E., P.C. GEOTECHNICAL ENGINEERING- ' 227 Williams Street • P.O. Box 397 Glastonbury, CT 06033 (860)633-4623/FAX(860)657-2514 October 5, 2004 Mr. Stephen Zielinski ' Avery Street Reformed Church 661 Avery Street South Windsor, CT 06074 Re: Proposed Avery Street Christian Reformed Church Avery Street, South Windsor, Connecticut - Geotechnical Study ' Dear Mr. Zielinski: ' 1.0 Herewith are boring data pertaining to the above.Eight borings were drilled to a maximum depth of 12 feet below the existing grades. The five borings taken at proposed building were drilled to ' auger refusal on bedrock. One boring was cored 5 feet into the rock. The borings were drilled by Clarence Welti Associates,Inc. and sampling was conducted by thisfirm solely to obtain indications ofsubsurface conditions aspart ofa geotechnical exploration program. No services were performed to evaluate subsurface environmental conditions. 2.0 The Subject Project will include the construction of a new Christian Reformed Church on the corner of Avery Street and Beelzebub Road in the town of South Windsor, Connecticut. The church will have a footprint of about 11,000 sf. About 3,500 sf of the footprint will have a lower level. The lower, floor will have exposure on the south site and will be used for part of the church ' activities. Parking will be provided for 117 vehicles. 2.1 Topographically the church footprint ranges from about Elev. 230 to about Elev. 246. The ' main floor will be at Elev. 246.25. The lower level will be at about Elev. 235. The topography in the lower level area ranges from about Elev.230 to Elev.241. ' 3.0 The Geologic Origin of the natural soils at the site and environs is from moraine deposits. The bedrock is Arkosic Sandstone. - 3.1-The Soil/Rock-Cross Section-from-the borings is-generally as follows: - Topsoil to 4"to 10";locally existing bituminous concrete to 2" with trap rock base to 6" 1 Fine to medium SAND and SILT Subsoil to 1 to 1.5 feet below the(Subsoil) topsoil ' Residual (unweathered) Moraine; fine to medium SAND and SILT, little Gravel, trace Clay to the top of rock at 4.5 to 12+feet below the existing grades; compact to very compact ' Residual Bedrock; Arkosic Sandstone; Weathering in top 1 to 5 feet (Top of Rock [from borings] in lower level area at Elev. 225 to 230) 3.2 The Water Table was not evident in the borings, but soil samples below 6 feet have water contents at 80 to 90%of saturation. ' 4.0 The Criteria for Foundation Type and Loading are as follows: ' 1. The maximum total settlement shall not exceed 3/4" and the maximum differential settlement shall not exceed %Z the maximum settlement. ' 2. The foundation type and structure must address the Seismic section of the building code. 3. The Slab on Grade must not settle differentially more than ''/2' in excess of the ' structure subsidence. ' The above criteria are those normally applied to structures with similar character to the subject structure. The foundation recommendations, included herein, are premised on these criteria. If the owner, the architect or structural engineer have more stringent criteria, the writer should be tinformed. 4.1 Regarding item 2 above the site coefficient for seismic design will be S1=1.0. The peak velocity related acceleration A,,=0.11. The sliding factor(Tan S)=0.60 on residual moraine or the crushed rock and 0.75 for the bedrock. 5.0 The foundations for the structure can be spread footings. The foundations can be on the(1) natural moraine soils at least 2 feet below the existing grades, (2) on the bedrock, or on a controlled fill placed after the removal of any existing fill, topsoil, and frost disturbed soils (assume removal of material to at least 2 feet below the existing grades). It appears, based on the borings and the probable footing depth, that the footing sub grade will be above the-bedrock. When wet, the natural soils may be sensitive to remolding beneath construction equipment. At ' the lower level on the south side the floor will be locally about 4 feet above the existing grades and the normal footing elevation will be at about existing grade. This condition will also be present at parts of church with no lower floor. While much of the structure will be on spread footings atop-the residual-inoraine(at least 2-fie below existing grade), the areas, where the topography is at or lower than the proposed floor grade or normal footing depths (assumed at 3.5 ' feet below finish grades) should have a minimum 6" layer of 3/8" crushed stone placed beneath 2 ' footings. The stone should be carried to the underside of the footings (from the bottom of the required minimum depth (2 feet) into the natural soil. The stone will provide a stable base and a medium for drainage during construction. If bedrock obtrudes into the proposed grade at footing bottoms the bedrock shou ld be removed to at le least 6 belo w the found ations and a minimum nunum 6 layer of 3/8" crushed stone shall be placed beneath foundations. The stone shall be compacted ' with at least 4 passes of a vibratory roller with a minimum static weight of 3 Tons. 5.1 The allowable bearing pressure with the above preparation can be 3 Tons/sf. This value can ' be increased by 1/3 for wind and seismic loading. 5.2 Lateral loading on retaining walls which support building loading, shall be based on at- rest pressure as defined below 5.3 The required frost protection depth is 3.5 feet below the finished grades. ' 5.4 The following is a summary of the design parameters: PaetiptE ' Soil Weight(Backfdl) * 125 pcf At Rest Coefficient 0.45 ' Passive Coefficient 4.0 Active Coefficient 0.28 Allowable Bearing 3 Tons/sf Pressure ' Frost Protection Depth 3.5 feet Sliding Coefficient .65 to .75 ' Site Coefficient(seismic) 1.0 A,,Peak Velocity Related Acceleration 0.11 * This weight is based on the soil gradation in section 6.0 below 6.0 Regarding Controlled Fill, Backfill for Footings and Retaining Walls, and Slab Underlayment the material shall conform to the following or be_3/8" crushed stone:_ PercentPassng Sieve Size 3 100 3.5" ' 50-.100 3/4" 25-80 No.4 The fraction, passing the No.4 sieve shall have less than 15%,passing the No. 200 sieve. All controlled fill and backfill must be compacted to at least 95% of modified optimum density in accordance with ASTM D-1557. ' On site material will not meet this gradation. 6.1 All existing fill and topsoil should be removed from beneath the slab on grade and replaced ' with controlled fill which conforms to section 6.0 above. There should be a minimum 12" of controlled fill beneath the building floor slab. The 4 layer directly beneath the slab shall be with 3/4" minus processed aggregate base or with 3/8" crushed stone. A vapor barrier is required ' under the slab on grade in accordance with the Building Code. 6.2 The lower floor area shall have a minimum 8" layer of 3/8" crushed stone beneath the slab. ' There shall be water stops at the wall/footing and floor/wall interfaces. Footing drains are required by code and there shall be an interior under drain about 8 feet inside the high wall. 7.0 Regarding Earthwork, excavations will generally be in materials defined as OSHA Type C. Excavations, which are unshored and exceed 5 feet in height must be cut back to slopes less than 34' from the horizontal (1.5H : 1 V). 8.0 There should be at least 12" of gravel subbase beneath pavement sections. The gravel subbase ' should conform to section 6.0 above. The recommended pavement sections atop the gravel subbase are as follows: ' For passenger parking, 3.0" of Bituminous concrete on 6" of Processed Stone Base For Bus or Truck access, 4" of Bituminous concrete on 8" of Processed Stone Base 8.1 Where there is proposed reconstruction over existing pavements the material can be reclaimed and used for the processed base beneath the bituminous concrete. ' 9.0 This report has been prepared for specific application to the subject project in accordance with generally accepted soil and foundation engineering practices. No other warranty, express or implied, is_made._In_the event that-any-changes-in the-nature-design-and-location of strictures are---- - -- --- planned, the conclusions and recommendations contained in this report should not be considered valid unless the changes are reviewed and conclusions of this report .modified or verified in writing. 4 ' The analyses and recommendations submitted in this report are based in part upon data obtained from referenced explorations. The extent of variations between explorations may not become evident until construction. If variations then appear evident, it will be necessary to re-evaluate the recommendations of this report. ' Dr. Clarence Welti, P.E., P.C., should perform a general review of the final design and specifications in order that geotechnical design recommendations may be properly interpreted and implemented as they were intended. The following work was included in this study: • Making a 24-hour directional machine count on Avery Street in the vicinity of the access drives. The count included a directional speed study to determine the 85th percentile speed of travel in each direction on Avery Street(85th percentile speed was used to confirm that the intersection and stopping sight distances for vehicles entering and leaving the site are adequate for the prevailing speeds). . • Field measuring the sight distances (looking left and right)available for drivers entering and leaving the site access drives and comparing these distances with the Connecticut DOT Guidelines for Intersection Sight Distances for the 85th percentile speeds determined from the speed study for Avery Street. • Determining the number of additional trips anticipated with the larger Church with additional seating. New Site Trips Additional_trips associated with the_reconstructed_Avery__Street-Christian-Reform-Church were- - -- determined from the Institute of Transportation Engineers(ITE)reference,Trip Generation'. The ITE reference has established mathematical relationships based on studies of various land uses to determine their trip generation rates. These trip generation relationships have been standardized and published in the Trip Generation reference. 'Trip Generation 7th Edition published by the Institute of Transportation Engineers,2003 c:\business\MPN\S-WindsorChurch\ltrrpt.doc The ITE reference provides trip generation information for Churches based on the size and seating capacity of the church. To determine the additional trips associated with the reconstructed Avery Street Christian Reform Church, trip generation for the former church building and for the proposed new church were determined with the difference in trip generation reflecting the additional trips associated with the new, larger facility. Trip Generation estimates for the former 9,900 square foot Church with seating capacity for 250 worshippers and for the proposed 12,000 square foot Church with seating capacity for 350 people were calculated based on ITE Land Use Code 560 -"Church". The following trip generation relationships were used to determine the additional number of Sunday daily trips, and peak hour trips that would be associated with the new Church. The results are summarized in Tables 1 and 2. Church(based on size) Average Sunday Trips Ln(T)=0.59 Ln(X)+4.77 Sunday Peak Hour T=9.59(X) +73.65 50/50 where T is the number of trips and X the Church size in 1,000's of square feet Church(based on seating_capacity) Average Sunday Trips 1.53 Trips per Seat Sunday Peak Hour T=0.61 (X)+ 11.56 52/48 where T is the number of trips and X the number of seats Table 1 -Trill Generation (Based on Size) Trips Entering Trips Leaving New Exist. The southerly drive will be located at nearly the same location as the existing south drive and the new north drive will be located about twenty-five feet north of the existing north drive. Presently worshippers enter the site at the north drive and leave by the south drive. The driveway use is emphasized by the angle parking on the Church site. Both new drives will be full access drives and on-site parking will be head-in parking. Visual observations and sight distance measurements were made in accordance with ConnDOT standards for measuring Intersection Sight Distances and for Stopped Vehicle Turning Left Across Oncoming Traffic. Intersection Sight Distances from the site drive were measured at a distance of 15 feet off the edge of road with a 3.5 foot height of eye and height of object. The sight distance available to drivers leaving the south access drive will be 700 feet looking toward the left(north)and 600 feet looking to the right(south). The sight distance available to drivers leaving the North drive is 600 feet looking toward the left(north)and 700 feet looking to the right (south). The Intersection Sight Distance for Stopped Vehicle Turning Left Across Oncoming Traffic at both drives is greater than 600 feet. These sight distances require minor grading along the site frontage north of the northerly drive to eliminate a blind spot at the intersection of Avery Street and Beelzebub Road and removal of brush and small trees along the west side of Avery Street just south of the southerly drive. The sight distance looking to the left(north)from both drives is far beyond the All-Way STOP controlled intersection with Woodland Drive and Beelzebub Road. The Connecticut DOT presents intersection sight distances(ISD) in their December 2003 Highway Design Manual. Figure 11-2C of the ConnDOT Guidelines presents ISD information for each 5 mph increment for speeds between 20 and 70 mph. The posted speed limit on Avery Street is 30 miles per hour(mph). The speed study done for Avery Street along the site frontage indicates that the 85`h percentile speed(the speed at which 85 percent of drivers travel at or less than)in the northbound direction is 36 mph and the 85'h percentile speed in the southbound direction is 39 mph. A summary of available intersection sight distances and distances required by ConnDOT in their Guidelines for Highway Design is presented in Table 3. Table 3—Comparison of Available and Required Intersection Sight Distances Available Intersection Required Intersection Sight Sight Distance Distance per ConnDOT 2003 Highway Design Manual Looking Left from Southerly Site 700 Feet 434 Feet Drive onto Avery Looking Right from Southerly Site 600 Feet 401 Feet Drive onto Avery Street Looking Left from Northerly Site 600 Feet 434 Feet Drive onto Avery Street - -- - --Looking Right-from Northerly Site- 700 Feet -- 401 Feet Drive onto Avery Street Table 3 shows that the Intersection Sight Distances(ISD)available to drivers looking left and right from the site access drives onto Avery Street(with the recommended minor grading north of the north drive and removal of brush and small trees south of the south drive)are far greater than the intersection sight distance provided in the ConnDOT reference for vehicles traveling on Avery Street at c:\business\MPN\S-WindsorChurch\ltrrpt.doc 3 the 85t'percentile speeds of 36 mph in the northbound direction and 39 mph in the southbound direction. In fact the lesser sight distance(600 feet)is appropriate for travel speeds on Avery Street of 54 miles per hour(at least fifteen miles per hour greater than the 851h percentile speeds and 24 mph greater than the posted speed limit). A second sight distance measured for this study is for Stopped Vehicle Turning Left Across Oncoming Traffic. According to Figure 11-2J of the ConnDOT Guidelines, vehicles turning left from Avery Street onto the site access drives should be able to see 317 feet. The more than 600 feet available to drivers making these left turns is far greater than the distance required by the ConnDOT reference for vehicles approaching from the opposite direction at the 85`h percentile speed of 39 mph. The Stopping Sight Distance for vehicles approaching from the rear of the vehicle turning left onto the site access drives should be approximately 261 feet. The available Stopping Sight Distances (more than 600 feet at both drives)are greater than the required Stopping Sight Distances. All sight distances available to drivers entering and leaving the two drives(with the recommended grading and removal of brush and small trees)are greater than the distances presented in the Connecticut DOT 2003 Highway Design Manual for the prevailing travel speeds on Avery Street. These sight distances will allow drivers the visibility needed to safely enter and leave the site. If you have any questions about the information included in this letter, please call me. Doolittle, P.E., Town Engineer Date: 4/11/05 RE: App 05-23P,Avery Street Christian Reformed Church I have reviewed the site plan for the Avery Street Christian Reformed Church at Avery Street and I have the following comments: 1. The street line on Avery Street and Beelzebub Road needs to be established adjacent to this property. The church needs to give the Town a quit claim deed for property along Avery Street and Beelzebub Road from the center of these roads to the Church property shown on the plans. The property needs to be monumented along these roads. 2. The erosion control notes need to reference the 2002 Connecticut Guidelines for Soil Erosion and Sediment Control. 3. The driveways should be labeled so the northern drive, closest to the stop sign on Avery Street is one way in only and the southern drive is one way out only. This is the way the church driveways are signed and used presently. One-way driveways would pose less conflicts than having traffic going in and out of both driveways, especially with the northern drive moving closer to the stop sign on Avery Street and the intersection of Woodland Drive. 4. The sanitary sewer lateral from the existing house at 399 Beelzebub Road needs to run around the church and connect to the lateral from the church outside the building. 5. The plans need to include invert elevations for the sanitary sewer lateral at the building, the street connection and any changes in slope in-between. There is a note on the plans, "connect into bldg inv=241.25"but the leader does not point to where the sewer is shown leaving the building. The Town normally requires building laterals to be installed at a slope of at least 2%. Why is this sewer lateral shown at only 1% slope and will there be enough flow to provide a minimum velocity of 2.5 fps in this lateral? 6. The sewer lateral and water service must be separated by at least 10 feet per the public health code. 7. There needs to be some more storm water quality treatment measures included in the stormwater drainage system in the parking lot. This could include a hydrodynamic separator, water quality swale, stormwater wetland basin or other measures. 8. A detail needs to be provided for the two drywells shown on the plans. The storage capacity of these needs to mitigate the increase in runoff from the site for the 100 year storm. The elevation of the bottom of the structure also needs to be provided as the soil borings show rock in this area. These should be moved further away from the building or on the other side of the building so they are easier to install and any water infiltrating into the ground does not affect the building. 9. The detail for the catch basins needs to include 1-2 concrete bricks under the cover as a leveling course. The detail for the sanitary sewer trench needs to include detectable warning tape at the top of the sand layer. The detail for the storm sewer trench needs to call for 3%" stone bedding up to the spring line of the pipe for plastic pipe, and delete the note, `or sanitary sewer'. Refer to the details in the Town of South Windsor Public Improvement Specifications. Please call me(x 245) if you have any questions. 04/12/2005 TUE 15:59 FAX 860 644 7280 South Windsor Town Hall 0001 ********************* *** FAX TX REPORT *** ********************* TRANSMISSION OK JOB NO. 3970 DESTINATION ADDRESS 96435773 PSWD/SUBADDRESS DESTINATION ID ST. They thought it's placement away from Avery Street(and lower than Beelzebub) works because of the size of the church. The only two comments were: dumpster area needs to be screened the average lighting levels had to be determined. FYI -They are proposing to add 5 new poles, 25 ft in height(I guess the existing light poles are that high - there are pictures in the file of the existing site). That is a little higher than we usually see, so I wanted to make sure the lighting levels weren't too bright. Have a good week. See you the 25th. Doolittle, P.E., Town Engineer D Date: 4/12/05 RE: App 05-23P, Avery Street Christian Reformed Church I have reviewed the site plan for the Avery Street Christian Reformed Church at Avery Street and I have the following comments: 1. The detail for the storm sewer trench needs to call for V stone bedding up to the spring line of the pipe for plastic pipe, and delete the note, "or sanitary sewer". Refer to the details in the Town of South Windsor Public Improvement Specifications. 10. The Town mows the dam behind the church and requests an easement through the parking lot and across the lawn on the south side of the property to access the dam. Please call me(x 245)if you have any questions. ,. 04/3! /2005 08:41 FAX 860 645 4147 , _—_ --- UULiT ,uU00'ts $v i, ' _ 3n $ 3 LAW OFFICES 3 g 3 M m I Q0 d a o • Phexon, FitzGerald &Wood, P.C. 5z a - Michael M,Darby Nan cy Jeanne Johnson Thomas S.Fiorcntino PetcrJ.Petrone 10 Thomas P.FitzGerald James J.Sullivan , . Maximum impervious coverage allowed is 50% ; 42.3% proposed. Proposed building height is just under 30 feet, measured as allowed by our regulations; 30 feet allowed. The steeple itself has no zoning height limitation. Front yard setback is approximately 230 feet, 50 feet required. 2. The proposal is to replace the existing 9900 sq ft church with a new 12,000 sq ft church. The addition will enlarge the sanctuary from 250 to 350 seats, enlarge the kitchen area, create a handicap accessible bathroom and enlarge the administrative office areas. T eeted— w' . 3. There are two existing curb cuts onto Avery Street, signed for one-way traffic. The applicant proposes to keep this one-way traffic arrangement. The Police Dept has reviewed this application, and has indicated that the accident history shows no pattern that is related to the Church's driveways. The Police Dept also agrees that the driveways need to continue as one-way drives. 4. park a i_ p . Tie parking requirement for this use is based on the number of seats. The applicant is proposing to increase the number of seats from 250 to 350 seats, requiring 117 parking spaces. The applicant has provided 114 spaces and is requesting a waiver of 3 spaces. 5. There is a new dumpster area shown near the existing residence off of Beelzebub Road. The plans show the dumpster to be placed on a gravel pad. We require dump sters to be placed on a concrete pad, ✓6 p 0 ALt-J.. ► 6. The Architectural and Design Review Committee reviewed the proposal on 4/1.5/05_and_had_the following comments: • The dumpster needs to be screened, and • Conformance of the proposed lighting with our regulations needs to be determined. r PLC_ L.f cet l l The revised plans show that screening has been added to the dumpster. 7. The applicant is proposing new lighting in the proposed parking lot as well as along the proposed pathway. The poles will be 25 ft high, and will have full cutoff fixtures. The lighting plan shows light levels near property boundaries that appear to exceed our requirements for light spill across boundaries. This needs to be resolved. 8. There are no regulated wetlands on the site, however there will be over 20,000 sf of disturbance. The applicant will appear in front of IWA/CC on 4/20/05 for conservation plan approval. 9. Public water and sewers are available. Water Pollution Control Authority approval is required.
