I. INTRODUCTION A. Purpose and Scope This Utility Impact Statement has been prepared in accordance with the most current revisions to the Town of South Windsor Zoning Regulations. Its purpose is to define, in a general way,the projected impact that the proposed land uses and intensities will have on the Town's infrastructure, with particular emphasis on: 1. Water supply and distribution system 2. Storm water drainage 3. Sanitary sewers B. Site Location The development site is located on the east side of Buckland Road, just north of the access drive to the Northern Hills development that includes Lowe's and Target. It is approximately 5.76 acres in size. The western portion of the site near Buckland Road has been used for residential use for at least 40 years. The eastern portion of the site was once part of a larger agricultural parcel and now contains a storm water detention basin which serves the Northern Hills development.On-site existing topographic elevations range from 166 to 184 feet above mean sea level. C. Project Description The proposed Northern Hills project anticipates the development of 27,750 SF of retail space. The utilities necessary to support the proposed development area are all readily available in Buckland Road. The major roadway network that will provide primary access to this project has been reviewed and is further discussed in a separate Traffic Impact Study. II. WATER SUPPLY A. Projected Public Water Supply Requirements Based on the table of uses indicated in Table I and as shown on the Land Use Study, a projection of domestic water requirements was prepared. This projection is detailed in Table 2 and, in general,is self-explanatory. G.\P96V6481\A48(PARCEL L)WILITY REPORT PARCEL L 030904.DOC Corres.(HQ) 1 Fuss&O'Neill Inc. TABLE 2 Peak Daily Peak Hourly Land Use Unit Flow Average Daily Flow(" Flow(2) Description Size(S.F.) (Gal/Day) Flow(Gal) (Gal) (Gal/Min) Retail 27,750 0.10/S.F. 27,750 55,500 1115000 Peak daily flow is 2.0 times the demand for an average day. (2)The peak hour demand is 2.0 times the peak daily rate. In accordance with the usual and customary practice, the tabulated flows must be available for usage at residual pressures in the ranging from a low of 25 pounds per square inch to a maximum of about 110 pounds per square inch. Water requirements for fire protection purposes vary depending on the type of construction but it is safe to assume that a fire flow of 1,000 gpm at a 25 psi minimum residual pressure for up to a three hour period may be required. B. Existing Water System The existing public water system is owned by the Connecticut Water Company (CWC). The system is operated by the CWC Northern Division, with offices at 25 North Road,East Windsor, CT 06088. A 12 inch water main fronts the site on Buckland Road. A fire flow test conducted near the site by the CWC on 7/13/98 at a hydrant on Buckland Road yielded a flow of 1,400 gallons per minute(gpm)with a residual pressure of 50 pounds per square inch(psi). The static pressure was 72 psi at the test elevation of 162 feet above Mean Sea Level (M.S.L.). The finished floor elevation of buildings on the site is anticipated to be no higher than 175 feet above M.S.L. Therefore, the normal operating pressure for the site would be expected to be about 66 psi. At that elevation, the fire flow is expected to be about 1,400 gpm at a residual pressure of 40 psi. C. Proposed Improvements The source of water for the project will be a 6 or 8 inch lateral traversing the site with services to each building from that line in order to distribute the required domestic supply and fire flows. D. Conclusion In conclusion, it is our opinion that the existing and proposed water facilities will be adequate to provide water service for domestic and fire fighting purposes in the quantities and pressures required to support the development proposed herein. Projected Sewage Flows from Proposed Project This General Plan of Development proposes the construction of 27,750 SF of retail space on this parcel. It is anticipated that sewage will be generated from this project in the following amounts: TABLE 3 Typical Land Use Unit Flow Average Daily Description Size(S.F.) This is based on a total average flow of 27,750 gal/day and an equivalent population of 370. (2)peak Infiltration=acreage x 1000 gallons/day B. Existing Sewerage Facilities The Evergreen Walk site lies within the wasteshed area of the Clark Street sewage pump station. Gravity sewer service can be provided to the site by an extension of a sewer from the system now under construction at Evergreen Walk. A gravity main in the Tamarack Avenue was approved up to the site as part of the Expo Final Development Plan. C. Proposed Improvements The sewer that is currently under construction up to the site will be extended to serve the proposed buildings. G.\P96\96481\A48(PARCEL L)\UTILITY REPORT PARCEL L 030%4.DOC Comes.(HQ) 3 Fuss&O'Neill Inc. D. Conclusion The quantity of sewage to be discharged from the retail use proposed in the preliminary development plan can be adequately served by the existing and proposed Town of South Windsor sewerage facilities. IV. STORM DRAINAGE A. Existing Conditions The proposed project is situated on a parcel of land containing 5.76 acres east of Buckland Road. All of the storm water runoff from the site discharges to Plum Gulley Brook. B. Proposed Detention and Storm Sewer System In order to minimize environmental damage and the possibility of increased runoff overloading downstream drainage facilities, storm water best management practices (BMPs) will be utilized both during and after construction. A series of sedimentation and detention basins will be constructed to control sediment and peak storm flows. Infiltration of storm water will be utilized where geologic conditions permit. Storm water from the developed portion of the site can be discharged to an extension of the storm water system to be constructed on Tamarack Avenue for the Evergreen Walk project. A storm sewer system in Tamarack Avenue was approved with an extension across Buckland Road to the site as part of the Expo Final Development Plan. The on-site system will be connected to this extension. Storm water detention will be provided in Detention Basin #1 which was approved as part of the Expo Final Development Plan. This site was included in those storm water calculations. During construction, erosion control measures will be installed to minimize erosion and sedimentation. Haybale erosion checks and silt fence will be installed where needed. Temporary sedimentation basins will be constructed when needed. All erosion control measures will be constructed in accordance with the requirements of the latest edition of Connecticut "Guidelines for Soil Erosion and Sediment Control". C. Conclusion The quantity and quality of storm water to be discharged from the retail use proposed in the preliminary development plan can be adequately served by the storm water transmission and detention facilities currently under construction as part of the Evergreen Walk project. Electric Power Past discussions with officials of Connecticut Light and Power indicate that no major problems exist relative to the supply of power to the proposed site.New service to the site will be underground. B. Gas Yankee Gas has a main in Buckland Road that is adequate to serve the proposed development. Recent discussions with Yankee Gas personnel indicated that there were no difficulties in extending gas service to the development. C. Telephone The Southern New England Telephone Company will be able to serve the telephone needs of the proposed development. Doolittle, P.E., Town Engineer Yam' M4R Date: 3/31/05 - "'` soUiH . RE: App 05-17P, Evergreen Run Excavation Plan I have reviewed the above application to excavate on property at 90 Buckland Road (known as Evergreen Run)and I have the following comments: 1. How will this excavation and filling fit with the current plans for future use of this site? Will material be removed from or added to this site? 2. Show the anti tracking pad starting at the curb. 3. The proposed temporary detention basin should be moved east so all grading and disturbance is behind the street line for Buckland Road. 4. Show silt fence or some other containment around the temporary detention basin. 5. Replace the outlet CB in the temporary detention basin with a perforated riser pipe wrapped in filter fabric and surrounded with a stone berm to prevent sediment, silt and fines from flowing downstream from this site. 6. Will this temporary detention basin remain or be removed for future site use? 7. The swale leading to the detention basin can be made wider and more gradual to reduce the amount of cut needed for its construction. 8. All areas that are disturbed on this site will have to be cleaned up and stabilized by seeding as soon as the grading is complete, and no later than the beginning of October, even if grading is not complete. 9. March 3, 2004 Mr. John Finguerra M/S Townline Associates, LLC 1109 Rose Lane Virginia Beach, VA 23451 RE: "Parcel L" Buckland Road South Windsor, CT Our File: 94010.00 Dear Mr. Finguerra, This report documents the traffic impact related to the proposed 27,750 s.f. retail development for M/S Townline Associates, LLC. The development will be located on the property just north of the property on which Lowe's Home Improvement store is currently situated, as shown in Figure 1 on the Location Map. The conceptual site plan prepared by FLB Architecture & Planning, Inc. and dated 01/08/04 indicates that there will be two separate buildings, one near the north side of the site and the other close to the south property line. A parking lot providing 111 spaces is placed between the buildings. Access to the site will be through one driveway approaching Buckland Road, which will permit only right turn movements into and out of the site. It is anticipated that the proposed development will be constructed and oerating under normal conditions by the design year of 2005. Background trafficvolumes for 2004 were taken from the Combined Traffic volumes for the approved Evergreen Walk project. They indicate that during the afternoon peak hour, 2564 vehicles are anticipated adjacent to the site, with 1,299 vehicles traveling northbound and 1,265 vehicles traveling southbound on Buckland Road. During the Saturday peak shopping hour, a total of 2,369 vehicles are anticipated, with 1,129 northbound vehicles and 1,240 southbound vehicles A growth factor to accommodate an increase in ambient traffic was applied in order to determine what the 2005 background traffic volumes will be on Buckland Road. The 1% growth factor approved for the area results in volumes of 1,310 vehicles northbound and ,276-tehioles southbetrnd-during-the-afternoorrpeak hour Thee-resulti background traffic for the Saturday peak hour is 1,157 northbound vehicles and 1,250 southbound vehicles. ITE's Trip Generation was utilized to determine the traffic generation anticipated for the proposed retail development. The attached computations indicate that a total of 269 Civil &Traffic Engineers• Surveyors • Planners• Landscape Architects Tel 860.653.8000 9 Fax 860.844.8600 • email mail@fahesketh.com Mr. John Finguerra March 3, 2004 Page 2 trips can be expected during the p.m. peak hour, with 129 entering trips and 140 exiting trips. The anticipated Saturday peak hour volumes include 195 entering trips and 181 exiting trips for 376 trips overall. The site generated volumes were added to the background traffic volumes resulting in the combined traffic volumes in Figure 3. Analysis of the intersection of the site driveway and Buckland Road was accomplished with the use of SMCHRO, a Trafficware program based on the methods described in the Highway Capacity Manual to analyze roadway networks and intersections. Unsignalized intersections are rated on a movement-by-movement basis, calculating the delay vehicles performing a given movement can expect to experience. The delay is translated into a level of service (LOS), which is on a scale of A to F with the highest LOS A providing the shortest delays and the lowest LOS F having the longest delays. The results of the analysis indicate that vehicles exiting the site will experience LOS C during the p.m. peak hour and LOS D during the Saturday peak hour. It is our opinion that the 27,750 s.f. retail development proposed for the location east of Buckland Road and north of the Northern Hills retail site will not have a significant impact on the existing roadway network. The proposed driveway is designed appropriately with respect to existing roadway geometry and sight lines. We are prepared to present our findings to the appropriate Town and State agencies, as required. Very truly yours, F. A sket &A ociates, Inc. e Mitchell, P .E.
