II LO 93 115' "A, DRAINAGE REPORT Van's RV Center 417 John Fitch Boulevard South Windsor, Connecticut ( f " Narrative: Vanco Associates proposes to pave an existing gravel surfaced inventory stg"p'ared`at their recreational vehicle sales and maintenance facility. The Van's RV Centd411lity is located on the west side of John Fitch Boulevard in South Windsor, Connecticut. The inventory storage area is located on an existing 1.34-acre parcel adjacent to and south of the main facility, a 2.72-acre parcel. The existing storage area has a compacted gravel surface that is essentially impervious. Therefore, the proposed paving will not increase impervious areas and will not result in any significant increase in peak runoff rates from the site. In an effort to improve the quality of stormwater runoff, the perimeter of the storage area will be curbed and runoff will be collected in a new storm drainage system with a Town approved sediment and oil separator system with a high flow bypass. The drainage outlet will be armored against erosion with a preformed scour hole designed to State specifications. The drainage pipes are designed to accommodate peak flow rates for a 25-year storm event. The rational method was used to estimate peak flow rates as follows: Pipe Sizing Calculation: A= 1.2 acres C=0.9 tc=5 minutes i25=6.7 inches/hour Q25=C i25 A= 0.9 x 6.7 x 1.2=7.2 cfs 18" CPEP Type-S @ 1.56%=Qcap= 14.2 cfs 24"RCP @ 0.5% = Qcap = 17.3 cfs Preformed Scour Hole Design: RP=24"=2.0ft. W2 =3Sp+0.4La for TW > 0.5 Rp (U2) Wi = width of apron at pipe outlet or upstream apron limit W2 = width of apron at terminus or downstream apron limit Type C Riprap Aron For a Type C Riprap Apron when there is a well defined channel downstream of the outlet, the bottom width of the apron should be at least equal to the bottom width of the channel and the lining should extend on the channel side slopes at least 0.3m (1 fl) above the tailwater depth (TW) or at least two-thirds of the vertical conduit dimension(0.7 Rp) above the invert, whichever is greater. (In all cases, the overall width of the apron shall be a minimum of 3Sp). See Figure 8-10. Additional guidelines: • The type of apron to be used and length should be called out on the construction plans. • The side slopes of the Type C riprap apron should be 2H:1 V or flatter. • The bottom grade should be level or minimum slope, where practical, for energy dissipation. Where the use of a flat apron is impractical,a preformed scour hole should be considered. • Granular fill shall be placed between the riprap and the underlying soil to prevent soil movement into and through the riprap. Additionally, an appropriately sized geotextile (separation)can be used when field conditions dictate as determined by the engineer. • The location of outlets and outlet protection should be carefully considered to minimize rights- of-way and wetland impacts. 8.7.6 Preformed Scour Hole The preformed scour hole is an excavated hole or depression which is lined with rock riprap of a stable size to prevent scouring. The depression (F) provides both vertical and lateral expansion downstream of the culvert outlet to permit dissipation of excessive energy and turbulence. Equations 8.13 and 8.14 are used to determine the median stone size (d50)required for the lining of the two types of preformed scour holes presented below. The first type, Type 1, represented by Equation 8.13, is depressed one-half the pipe rise and the second type, Type 2, represented by Equation 8.14, is depressed the full pipe rise. A significant reduction in stone size is achieved by the excavation. Therefore, the scour hole depressed the full pipe rise would require a smaller stone size, however the dimensions of the hole would be larger. The type that provides the most economical and practical design given the site conditions should be selected. The dimensions of a preformed scour hole are determined by the set of Equations 8.15 and Figure 8-11. To: Marcia Banach, Director of Planning Jeff Folger, Environmental Planner 0 From: Jeffrey Doolittle, P.E., Town Engineer `0 Date: 1/28/04 RE: App 05 -07 P, Van's RV Center Site Plan I have reviewed the above site plan application and have the following comments: 1. Change the note from "plug existing overflow pipe" to "remove existing overflow pipe"from the existing double CB on the north side of the site. 2. Check the slope listed for the 18" CPEP between the proposed Nyloplast Drain Basin and the proposed double CB. 3. The note for the proposed double CB includes 15" inlet pipe but the pipe on the plan is 18". Check and correct this. 4. Include a trap hood on the proposed double CB outlet. 5. The infiltration system as configured is fine. I suggest additional infiltration galleys be added to increase the amount of stormwater that can infiltrate on this site. It would be easy to double the length of infiltration galleys shown. 6. Include a 2 foot sump in the proposed drop MH to help dissipate the stormwater energy. Please let me know if you have any questions. Request for site plan approval to expand the outdoor storage area for recreational vehicles at 417 John Fitch Blvd, GC zone. Maximum impervious coverage allowed is 65%, 62.5 proposed. In 1994, the Commission had given approval for storage of 66 additional units on the property at 415 John Fitch Blvd; that is the southern of the two properties owned by Vanco Associates. The 1994 approval noted that the additional RV's needed to be stored in substantial compliance with the illustration provided to the Commission. The aerial photo indicates that the RVs have been stored more or less in compliance with the P&Z approval; when the aerial photo was taken, there were 10 or 15 more RVs than approved, many of which appeared to be smaller units. 2. The whole site is accessed via the main entrance and exit drives; there are no new curb cuts associated with this application. 3. Van's Leisure Living has maintained a high standard of landscaping since its inception. There is no need for additional landscaping except for the buffer plantings. 4. There does not appear to be any outdoor lighting on the storage lot. 5. There is a buffer along the west property boundary. The applicant is proposing to plant Eastern Red Cedar trees, 10' on center. The Town's Tree Warden recommends that the applicant select either Canaertii , Gray Owl, or Burkii varieties for the most effective buffer. 6. There are regulated wetlands on the site. IWA/CC approved a site plan on February 2, with a $5,000 bond for erosion & sediment control and no unusual approval conditions. The applicant is installing drainage structures to resolve erosion issues on the riverbank on the west side of the site. 7.
