Folger Environmental Planner Town of South Windsor Re: Appl #-05-06P - Review of Vans RV Center site plan, 417 John Fitch Blvd. - Plans dated 11/29/04. I have reviewed the site plans for the proposed John Fitch Partnership site plan with the following initial comments: 1. There are numerous areas along the western slope that are failing due to stormwater flowing off of the parking area. This site was filled in the past without any engineering review of plans. The material used (concrete, asphalt, and unknown material) is unstable as evidenced by the eroded gullies forming anywhere water is concentrated. It is my professional opinion that any work on the slope that does not entail stabilization activities is reasonably likely to negatively impact adjacent wetlands on and off of the site. Due to the dubious history of filling on the site and lack of information and approvals, data needs to be provided on the nature of the subsurface material to determine suitability of infiltration on the site. The Soil Survey identifies soil east of the old house foundation as being Windsor Loamy Course Sand. This soil type, if verified, may provide to opportunity to infiltrate a significant portion of the site, reducing the water volume that would have to be discharged from the site. Additionally, the gullied area to the south should be seriously considered as a discharge point for stormwater that can't be infiltrated. cc. Town Engineer Town Planner IWA/CC MICHAEL F. Russo Associates 1 Shoham Road East Windsor, CT 06088 RE: Wetland Delineation Van's RV 417 John Fitch Boulevard South Windsor, Connecticut Dear Mr. Russo: This letter is to confirm that in August 2004 I examined the above referenced site for the presence of wetlands and watercourses as defined by Connecticut State Statutes. My investigations were conducted utilizing a spade and auger. The wetland boundaries were marked with numbered blue flagging in the field to be located by your firm. The wetlands delineated on site are to the rear of the lot at the base of a steep slope. Predominant wetland soils are Limerick silt loams Limerick soils are very deep (>65 inches),poorly drained loamy soils that formed in alluvial sediments. They are nearly level soils on floodplains subject to frequent flooding. Permeability of the Limerick soils is moderate in the loamy layers and rapid or very rapid in the underlying sandy materials. Vegetation is predominately red maple and green ash with an understory of highbush blueberry, cinnamon fern and sensitive fern. The Van's RV Center facility is located on the west side of John Fitch Boulevard in South Windsor, Connecticut. The inventory storage area is located on an existing 1.34-acre parcel adjacent to and south of the main facility, a 2.72-acre parcel. The existing storage area has a compacted gravel surface that is essentially impervious. Therefore, the proposed paving will not increase impervious areas and will not result in any significant increase in peak runoff rates from the site. In an effort to improve the quality of stormwater runoff, the perimeter of the storage area will be curbed and runoff will be collected in,a new storm drainage system with a Town approved sediment and oil separator system with a high flow bypass. The drainage outlet will be armored against erosion with a preformed scour hole designed to State specifications. The drainage pipes are designed to accommodate peak flow rates for a 25=year storm event. The rational method was used to estimate peak flow rates as follows: Pipe Sizing Calculation: A= 1.2 acres C =0.9 to= 5 minutes i25 =6.7 inches/hour Q25 =C i25 A=0.9 x 6.7 x 1.2= 7.2 cfs 18" CPEP Type-S @ 1.56%=Qcap= 14.2 cfs 24" RCP @ 0.5%=Qcap = 17.3 cfs Preformed Scour Hole Design: Rp=24"=2.Oft. W2 = 3Sp+0.4La for TW > 0.5 Rp Wl = width of apron at pipe outlet or upstream apron limit W2 = width of apron at terminus or downstream apron limit Type C Riprap Apron For a Type C Riprap Apron when there is a well defined channel downstream of the outlet, the bottom width of the apron should be at least equal to the bottom width of the channel and the lining should extend on the channel side slopes at least 0.3m (1 ft) above the tailwater depth (TW) or at least two-thirds of the vertical conduit dimension(0.7 Rp) above the invert, whichever is greater. (In all cases, the overall width of the apron shall be a minimum of 3Sp). See Figure 8-10. Additional guidelines: • The type of apron to be used and length should be called out on the construction plans. • The side slopes of the Type C riprap apron should be 2H:1 V or flatter. • The bottom grade should be level or minimum slope, where practical, for energy dissipation. Where the use of a flat apron is impractical,a preformed scour hole should be considered. • Granular fill shall be placed between the riprap and the underlying soil to prevent soil movement into and through the riprap. Additionally, an appropriately sized geotextile (separation)can be used when field conditions dictate as determined by the engineer. • The location of outlets and outlet protection should be carefully considered to minimize rights-. of-way and wetland impacts. 8.7.6 Preformed Scour Hole The preformed scour hole is an excavated hole or depression which is lined with rock riprap of a stable size to prevent scouring. The depression (F) provides both vertical and lateral expansion downstream of the culvert outlet to permit dissipation of excessive energy and turbulence. Equations 8.13 and 8.14 are used to determine the median stone size (d50)required for the lining of the two types of preformed scour holes presented below. The first type, Type 1, represented by Equation 8.13, is depressed one-half the pipe rise and the second type, Type 2, represented by Equation 8.14, is depressed the full pipe rise. A significant reduction in stone size is achieved by the excavation. Therefore, the scour hole depressed the full pipe rise would require a smaller stone size, however the dimensions of the hole would be larger. The type that provides the most economical and practical design given the site conditions should be selected. The dimensions of a preformed scour hole are determined by the set of Equations 8.15 and Figure 8-11. Russo & Associates 1 Shoham Road East Windsor, CT 06088 From: Jeffrey H. Folger Environmental Planner Town of South Windsor Re:: Appl # 05-06P - Review of Vans RV Center site plan, 417 John Fitch Blvd. - Plans dated 11/29/04. I have reviewed the site plans for the proposed John Fitch Partnership site plan with the following initial comments: 1. Please provide test pit information to determine if roof runoff can be successfully infiltrated. 2. Maximize infiltration on the site. 3. A stormwater inspection and maintenance-plan should be included on the plan. Currently, there is nothing on the plan that addresses post construction stormwater structures. 4. A more efficient gross particle separator should be used instead of the proposed bypass separator to effectively treat stormwater runoff to attempt to achieve an 80% pollutant removal rate. 5. The proposed catchbasins should have 4-foot sumps for maximum storage of sediments and be equipped with trap-hoods to contain floatables. The detail for trap-hoods should be shown on the plan and state that all catchbasins will be equipped with trap-hoods. 6. The western slopes on the site are very steep and are comprised of highly erodable soil. The plan does not provide enough detail concerning access to the toe of the slope to install the pipe, drop structure, outlet structure and energy dissipater. 7. A detail of the dropstructure should be included in the plans. Water velocity p Y exiting the outlet structure should be minimized to avoid scour beyond the energy dissipater. 8. A detailed slope stabilization plan must be submitted. 9. The stormwater outfall to the north of the proposed activity is inadequate to j convey runoff in a safe and stable manner. The outfall is unprotected and significant erosion is occurring in the floodplain. The results in sediment impacting the Podunk River. The outfall must be re-constructed or eliminated, and runoff redirected to a stable outfall. 10. Due to the history of failures on slopes of this type, the lack of stabilizing vegetation on the slope, the extreme steepness of the slope, and the high likelihood of wetland disturbance, I would recommend leaving a 20 to 30 foot zone of undisturbed land along the top of the slope and stabilizing this area with appropriate deep-rooted plantings. cc. Town Engineer Town Planner IWA/CC MEMORANDUM To: South Windsor Inland Wetland/Conservation Commission. From: Jeffrey H. Folger—Environmental Planner/Conservation Officer Date: January 4, 2005 Re: Appl. #05-06 Review of the proposed Vanco RV center site plan at 417 John Fitch Blvd. Plans dated 11/29/04 The project is to seek approvals and create a 44,000-sgft parking/storage are for inventory. Stormwater is proposed to be discharged onto an energy dissipater, which will empty into the Podunk River. Proposed activity within regulated areas equal 205 sgft, proposed activity within the URA equal 9,500 sqft. Site: The site is located in the Podunk River watershed. The site is comprised of a lot totaling 1.3 acres. Currently the site has a large number of RVs parked on a gravel surface. It abuts the main store and show room facility. This parcel is comprised of 2.7 acres. Present impervious coverage of the combined parcels is estimated at>65%. The proposal also includes the acquisition of an additional parcel to the west. This parcel runs along the east bank of the Podunk River and is approximately 3 acres in size. This land is unbuildable but would be used to achieve an impervious quotient of 62.5% for the total property. The current active portion of the site is a commercial use. The facility is located on a large flat area between Route 5 and the Podunk River just north of Chapel Road. The area appears to have been a terrace escarpment that received fill to enlarge the usable area. The 30'+high slopes go up to the floodplain of the Podunk. The slopes exceed a 2:1 vertical pitch. The surface material on the slopes appears to be unconsolidated material of dubious origin. Large pieces for concrete, and asphalt are present on the surface and within the large gullies present on the slope formed by surface runoff from the parking area. There does not appear to be any topsoil, and the vegetation that exists on the slope is consistent with vegetation found on disturbed areas. Several gullies have formed due to runoff from the parking area travelling over the slope. This has resulted in fill material being deposited onto the floodplain. This slope remains unstable. The proposed plan does not address the stabilization of this slope. A catchbasin currently exists to the north of the proposed stormwater structure, which originally had an outfall exiting onto mid-slope. The location of this outfall resulted in an eroded gully forming from mid- slope to the toe of the slope. It appears that an effort was made to address the problem by attaching a large PVC pipe to the outfall and bringing the pipe to the toe of the slope. This action arrested the progression of the eroded gully but resulted in a large scour hole forming in the floodplain beyond the slope. Regulated areas on the site consist of the main stem of the Podunk River and its eastern floodplain. This portion of the river contains meanders in the sandy soils present. The floodplain adjacent to the subject site ranges from 30 to 100 feet wide. The stream channel width averages 10 to 15 feet with a depth of 3 to 6 feet. The channel bottom is comprised of medium to fine sands. The streambed is active with sedimentation reacting to seasonal changes in flow. The floodplain would be classified as a wooded wetland type. Red maple, Cottonwood, and Silver maple dominate the over story. The understory vegetation is limited due to the dense canopy. Emergent vegetation(skunk cabbage, false hellebore, and jack-in-the-pulpit) is quite thick during the growing season. The wetland boundary starts at the toe of the slope. The second wetland area is located along the southern property boundary. This area is an eroded gully that in the past conveyed runoff from the properties bordering on the north and south and groundwater seepage. Historically, the gully was larger. In reviewing the 1986 and 1996 air photos and the Town topographic maps (1986), it appears that significant filling was done along the south and west of the property. This made the gully smaller. Impacts: The soils listed on the site report are Windsor Loamy Coarse Sand(WuA) 0 to 3% slope and Terrace Escarpment(Tg)in the non-filled areas. Perimeter erosion controls will not be adequate to contain sediments from construction activities. The plan does not show enough detail to demonstrate how the construction would be accomplished or how the area on the slope would be accessed. The deep sandy soil shown on the Soil Survey in the eastern portion of the site should be investigated to determine if infiltration could be accomplished. Based on the steepness of the slope, the instability of the slope material, and lack of detail on the construction procedure, there is a high likelihood that the adjacent wetlands will be negatively impacted by the proposed activity. Alternatives have not been adequately explored, namely infiltration, and alternate areas on the site to direct flow. Current runoff patterns have caused significant erosion on the western slope. The site plan proposes to curb the perimeter of the parking area. This will prevent sheet flow from further degrading the slope. Re- directing flow away from the western portion of the site is another option that the applicant should consider. Mitigation: No mitigation has been proposed for the wetland disturbances. January 13,2005 I have met with the applicant and his engineer on the issues of concern. The plan is to be revised to shift the location of the outfall, and address infiltration possibilities. r 4c+'" ate To 074C S-aum V&Uaot 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CT 06074 oe-co TELEPHONE(860) 644-2511 February 10, 2005 Certified #70020460000197443999 J.
