This mix is well suited for detention basin borders, and the bottom of detention basins not generally under standing water. The seeds will not germinate under inundated conditions. If planted during the fall months, the seed mix will germinate the following spring.During the first season of growth, several species will produce seeds, while other species will produce seeds after the second growing season. Not all species will grow in all wetland situations. This mix is composed of the wetland species most likely to grow in created/restored wetlands, and should produce more than 75%ground cover in two full growing seasons. The wetland seeds in this mix can be hand sown, used with a hand-held spreader,or hydro-seeded on large or hard to reach sites,as long as there is no permanent snow cover.Lightly rake to ensure proper soil-seed contact. Seeding can take place on frozen soil, as the freezing and thawing weather of late fall and early winter will work the seed into the soil. If spring conditions are drier than usual, watering may be required. If planting during the summer months, watering may be required for at least 2-3 weeks after planting to ensure germination.A non-invasive annual such as winter rye may be added to the mix to obtain soil stabilization cover in the fall.Do not add annual ryegrass,Kentucky Bluegrass or perennial ryegrass as these species are very aggressive and they will inhibit the growth of the wetland seeds.A light mulch of clean,weed-free straw is recommended. EMERALD GREEN SUBDIVISION ELLINGTONROAD SOUTH WINDSOR, CT Dear Karen: The inland wetland boundaries on the above-referenced property were field delineated on May 11,2004. The wetlands were field delineated in accordance with the standards of the National Cooperative Soil Survey and the definition of wetlands as found in the Connecticut General Statutes,Chapter 440,Section MA-38. I have reviewed the plans prepared by your office and have found the representation of the field delineated wetlands to be substantially correct. The soils in the on-site wetland were identified,as 1►e1onging to the poorly drained Wilbraham Series. The wetlands developed in a small depression along the edge of a tilled farm field. Surface ponding can be expected in the late winter and early spring in this wetland resource. As with some of the upland soils on this, property the soils of the Wilbraham Series overlay a compact glacial till. Similtnr soils were noted just off-site and are associated with seeps along a terrace escarpment. Upland soils on the property were identified asbelonging to the excessively drained Manchester Series, the well drained Broadbrook Series and the moderately well drained Rainbow Series. Satellite Road South Windsor, CT 06074 From: Jeffrey H. Folger—Environmental Planner/Conservation Officer Date: December 27, 2004 Re: App. #05-03P -Review of the proposed Teaberry Estates SRD—Plans dated 12/15/04. I have reviewed the proposed plan with the following initial comments: The plans show test pit data but do not show the location of the test pits. Please show the location of the test pits. The grading within the proposed detention basin should be such to maximize the flow of stormwater through the basin. Details of the basin bottom should also be provided in regards to top soil depth and composition. The site plan indicated that a type III seed mix will be used in the basin, but no detail shows what is contained in the type III mix. 1 Stormwater discharged from the proposed detention basin appears to exit onto a slope on Town owned open space. Based upon existing erosion scars present on the site from overland flow from the agricultural fields, this flow could pose an erosion problem prior to reaching the watercourse to the east, which would result in direct wetland impacts. This concern needs to be addressed. A soil report has not been received showing soil types present on the site. This should include both upland and hydric soil types. A report on the wetland functions and values should be submitted evaluating the project's potential impacts to wetland function and water quality. CC. Town Engineer Director of Planning MEMORANDUM To: South Windsor Inland Wetland/Conservation Commission. From: Jeffrey H. Folger-Zoning/Wetland Enforcement Officer Date: February 18, 2005 Re: App. #05-03P -Review of the proposed Teaberry Estates SRD -Plans dated 12/15/04. The project is to build a 25-unit Senior Residence Development(SRD)on approximately 12 acres. Proposed regulated activities include construction and grading of a detention/water quality basin with in the upland review area. Site: The site is located in the Podunk River watershed. The parcel is a rectangular piece oriented east-west. The site is mostly open with 3/ of the site historically used as an agricultural field. Relief on the site gently slopes to the east and west with a high spot in the middle of the property. The total site is comprised of approximately 12 acres, approximately 115 of an acre is mapped as wetlands. Two areas of wetlands are present on the site, one located in the northeast portion of the site, the other located at the eastern end of the property(1/8th of an acre). The northeastern wetland is a linear wetland that collects drainage from the center of the site and directs it to the north. This wetland terminates to the north at the property boundary of the Lakewood cluster development. Land uses abutting the parcel are high density residential to the north, and the south, town owned open space to the east, and two residential houses and Ellington Road to the west. The wetlands would be characterized as a forested wetlands. There is no evidence of any vernal pool morphology. The wetlands occur at the edge of the historically cultivated field. The linear wetland conveys runoff from the field, downslope, ultimately ending up in the small watercourse that feeds the millpond. The second wetland is a shallow wet depression with little evidence of a functioning wetland ecosystem. Major functions of this wetland area would be groundwater recharge, stormwater conveyance, and some wildlife habitat. The value of the functions are limited due to the relatively small size and isolation to other wetland areas. The more valuable wetland system is the watercourse to the east at the toe of the slope. The slope exhibits signs of gullying from runoff from the agricultural field to the west. Impacts: Three quarters of the area of proposed disturbance is currently maintained as a plowed Ag field. No cover crop was present, however weeds have thrived in the field and have stabilized it somewhat. The soils are mapped as Rainbow silt loam 3 to 8% slope(RaB) , erosion hazard medium, Manchester gravelly loam 3 to 8% slope, erosion hazard medium. Broadbrook silt loam (BrA) erosion hazard high. E&S controls proposed should adequately prevent the migration of sediment offsite. The likelihood of red water being generated from fine soil particles is good. The stormwater system is proposed to be directed through two water quality basins, one at the eastern end of the development and one at the western end. This will pre-treat the stormwater prior to discharge to the adjacent watercourse. The discharge of stormwater to the east must occur by directing water to the bottom of the slope to the east. Leaving the discharge structures on the applicant's property will create a significant erosion problem over time resulting in gullying of the slope to the east. To address this concern will entail placing a pipe/level spreader on Town owned open space and bringing the water to the toe of the slope. The western stormwater structure was originally planned to discharge into the adjoining church to the north and then into the Lakewood condo storm pipe system. The current plan is to discharge the stormwater directly to the Podunk via pipes leading from the stormwater structure, across Ellington Road, across a private house lot(drainage easement needed) and down the terrace slope to the Podunk River floodplain., In order to accomplish this, the applicant will submit an additional application showing the installation design. This will be done to insure that the proper procedural steps are taken in relation to abutter notification, etc. The plans will include a proposed stormwater outfall to the east that will be constructed on Town owned open space. This will entail an outlet pipe, plunge pool and stone-lined swale. The route will follow an old erosion scar to the toe of the slope. The area has a number of spring seeps breaking out of the slope 1/3 to '/Z of the way up the slope. The vegetation is indicative of a wetland area(Sweet pepper bush, spice bush). This area may contain regulated soils so the applicant was directed to provide data from a soil scientist and ecologist. The applicant must obtain permission from the Town Council to place the desired structure on Town property. Doolittle, P.E., Town Engineer Date: 3/22/05 RE: App 05-03P, Teaberry Estates SRD I have reviewed the revised Site Plan dated 3/10/05 for the Teaberry Estates SRD off Ellington Road and I have the following comments: 1. The driveway for unit 10 appears to be between 19-20 feet long on the right side from the back of the sidewalk to the garage. Add a note to the plans that all driveways must have at least 20 feet from the back of the sidewalk to the garage. 2. 1 did not see a foundation drain from unit 13, 14 or the community building. 3. Several units are very close to the sidewalk and street. Units 1,2, and 25 are 6-7 feet from the sidewalk. Other units are 12-15 feet from the sidewalk. 4. A swale and a trench drain is needed behind the sidewalk around the proposed cul-de-sac known as Church Way to catch the runoff from this site. 5. The plan shows grading for drainage swales very close to the back of the buildings. This will be difficult to make work and to maintain. To insure positive drainage away from the back's of the buildings install a perforated pipe in a stone trench that runs between yard drains in the back of the buildings, under a swale. This will collect water and convey it to the yard drains, even if a patio, landscaping, or some other feature obstructs surface water flow. 6. The proposed grade up the driveway from the cul-de-sac to this development is 8% which is steep. However, it is short and I suggest this grade be lowered to 6%to match Church Way. 7. Revise the angular change in grade at sta. 19+75 to a vertical curve. 8. There are 7 driveways proposed in the cul-de-sac. Revise this to no more than 3 as stated in the Public Improvement Specifications so there is room to pile show and to reduce the clutter of mailboxes, trash cans, utilities, etc. 9. Extend the gravel access drive to the detention basin outlet structure. 10. The proposed discharge from the detention basin must be moved to the toe of the slope and include a level spreader so there is no erosion from this discharge. Easements from the property owner(s) must be obtained for this discharge. Show this on the Plot Plan, Topographic Plan and Sediment& Erosion Control Plan. 11. A detail is needed for the proposed rip rap apron/level spreader. WILLIAM G. The wetlands were field delineated in accordance with the standards of the National Cooperative Soil Survey and the definition of wetlands as found in the Connecticut General Statutes,Chapter 440,Section 22A-38. I have reviewed the plans prepared by your office and have found the representation of the field delineated wetlands to be substantially correct. The additional field work on March 16,2005 identified the upper limits of off-site wetlands in the area of a proposed drainage discharge. Only the upper limits of the wetlands were identified and it should be noted that this wetland area continues downhill and approximates the proposed drainage easement. The soils in the on-site wetland were identified as belonging to the poorly drained Wilbraham Series.. The wetlands developed in a small depression along the edge of a tilled farm field. Surface ponding can be expected in the late winter and early spring in this wetland resource. As with some of the upland soils on this property the soils of the Wilbraham Series overlay a compact glacial till. Similar soils were noted just off-site and are associated with seeps along a terrace escarpment. Upland soils on the property were identified as belonging to the excessively drained Manchester Series, the well drained Broadbrook Series and the moderately well drained Rainbow Series. No. 1930 Emerald Green Subdivision/Teaberry Estates Senior Residence Development South Windsor, Connecticut This memo is in response to Jeff Folgers comment in a memo dated December 27, 2004, requesting a report on the wetland functions and values, and serves to document the review of the thirteen criteria pertaining to wetland evaluation of functional value as set forth in the"Method For The Evaluation of Inland Wetlands In Connecticut", DEP Bulleting No. 9. 1) Flood Control: To evaluate wetlands for their value in flood control, three basic factors are considered. The estimated volume of storage during a 1% chance flood; the effectiveness of that storage in relation to the total runoff and other storage in the basin; and the existing need for flood control downstream(damage potential). As this application is limited to the installation of 12" pipe at the bottom of an existing eroded channel, and providing the necessary fill to cover the storm pipe along the slope in addition to stabilizing the receiving soils as required in the 2002 CT Guidelines for Soil Erosion and Sediment Control, we anticipate no appreciable change in flood storage along the steep slopes. 2) Ecological Integrity: Evaluating the importance of wetlands to the overall health and function of the ecosystem. The wetland area this application proposes to disturb is an existing eroded slope characteristic mostly from the breakout of groundwater. With the proposed introduction of stormpipe, fill and erosion control blanket within the 20' corridor we do not expect any changes to the overall health of the receiving wetlands below as this channel currently receives a very limited area of surface runoff. The receiving wetlands will continue to receive surface runoff supplying it with dissolved nutrients. As for the impact on the animal community, the proposed disturbance will be temporary as it affects a narrow corridor for a very limited time during construction. The impact from new residences will be similar in nature to previously approved developments such as 21 units at Podunk Ridge, 18 units at River Walk and the more than 50 residences located at Strawberry Fields. There is also evidence of recent pedestrian traffic throughout the area most likely from area residents from nearby Lakewood Condominiums and/or residents from the QuarryBrook Drive development. 3) Wildlife Habitat: The effect on wildlife habitat will again be temporary in nature due to short-term construction activity within a narrow corridor at the request of the Town to remedy an existing erosion concern as permitted previously within the Shady Brook Village and Podunk Ridge developments. 4) Finfish Habitat of Watercourses: N/A, this is not a watercourse. 165 South Satellite Road, South Windsor, Connecticut 06074 Tel: (860)291-8755•Fax: (860)291-8757 Email: dpicivil@aol.com DESIGN PROFESSIONALS, INC. civil engineers ♦ planners ♦ surveyors landscape architects ♦ gis ♦ gps 5) Nutrient Retention and Sediment Trapping: The disturbance to wetlands as proposed including the installation of storm pipe, fill and associated stabilizing measures such as riprap stilling basin and erosion control blanket will not provide an increase in nutrient levels and it will decrease sediment loads to the receiving wetlands associated with current erosion. 6) Education Potential: This application offers no impact on the educational potential associated with this form of wetland creation as several others exist nearby and this application considers the repair of one slope. 7) Visual/Esthetic Quality: As this is a currently eroded slope, methods of repair will alter the physical condition of the site creating an overall impact on visual quality. However, with the cleanup associated with the removal of various residential by-products from neighboring communities, including but not limited an abandoned sofa, wooden bench swing, and black landscape edging, we expect an improvement in the visual quality within the disturbed areas. 8) Agricultural Potential: Disturbed area not considered viable for agricultural use without significant fill. 9) Forestry Potential: no forestry potential within Town Open Space. 10)Water-based Recreation(Canoeing,Nonpowered Boating, Fishing, Hunting and Wildlife Observation): N/A 11)Groundwater Use Potential: There is no appreciable impact to groundwater use potential in the area of disturbed wetlands. The only effect on groundwater will be the stabilization of a narrow channel with the intent to keep groundwater from breaking through the sandy soils and continuing the erode the slope channel. 12)Shoreline Anchoring and Dissipation of Erosive Forces:N/A 13)Noteworthiness: Only a certified soil scientist or wetland biologist would be able to offer additional comments regarding noteworthiness of a wetland with features giving them a higher value regardless of any other attribute. I can only offer that similar disturbance, in similar soil conditions, has previously been permitted by the Town of South Windsor IWACC. 165 South Satellite Road, South Windsor,Connecticut 06074 Tel: (860)291-8755•Fax: (860)291-8757 Email:dpiciviI@aol.com DESIGN PROFESSIONALS, INC. 4.e p4, civil engineers ♦ planners ♦ surveyors APR 2 J 2005 landscape architects ♦ gis ♦ gps LETTER OF TRANSMITTAL DATE: TO: RE: " p,{ru 5 UD DPI PROD NO: f 9 j WE ARE SENDING YOU: ❑ for your use ❑ at your request for approval ❑ for your files for review ❑ for your payment THE FOLLOWING Q,1/1 S t cm S' G (/)'I`j FYI 0 4 -dP ea Plays q (2 bps 1 P.►ve- it0i S C7Y)S Sincerely, DESIGN PROFESSIO ALS, INC. d ra,Yl A-1 Pa v.mee C,h UrC 1 U)p( ie. G(S I AJ By. a r can ds Pock No uavdands dl"dalacQ' b Mani 1\ SJ n c (N?-f b )(, 0 ZO I add fl cut 165 South Satellite Road, South Windsor,Connecticut 06074 Tel: (860)291-8755 •Fax: (860)291-8757 Email:dpicivil@aol.com t O'MN aF 719a 0 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CT 06074 iIOSOR:CON4 TELEPHONE(860) 644-2511 May 5, 2005 Certified #70020460000197444057 Design Professionals, Inc. Warren, Chairperson INLAND WETLANDS AGENCY/ CONSERVATION COMMISSION EAW:dr cc: Chief Building Official MEMORANDUM To: File Cc: Jeff Folger, Environmental Planner From: Jeffrey B. Doolittle, P.E., Town Engineer Date: 1/18/06 RE: Teabeny Estates SRD The Town has received several complaints regarding an increase in stormwater drainage in the Lakewood development from property to the south owned by Unity Church and JMJ's Teaberry Estates SRD. Residents of Lakewood claim JMJ took down hundreds of trees and there is a lot of silt and stormwater flowing across the back of property owned by Unity Church and causing flooding of yards and basements at Lakewood. Jeff Folger and I went out this morning to look at the drainage situation on these properties. It was raining heavily and had been raining for several hours. We walked in the back wooded property of Unity Church past the rear detention basin. There was little water in the rear detention basin and there was not a lot of surface water flowing into this basin. There were puddles of standing water in various places in the back of Unity Church's property but the water was clean and this looked normal. There is a natural earth berm along much of the property line between Unity Church and Teabeny SRD. In the back of Teabeny SRD, by units 10, 11, and 12, where JMJ had several soil stockpiles there was a large gap in the silt fence with a few hay bales. There was a significant amount of dirty brown stormwater flowing from JMJ's project onto Unity Church property and down the natural drainage channel (past the old couch) onto TOSW property. None of this stormwater was reaching Lakewood property. Jeff Folger will contact JMJ about installing hay bales, a berm and more silt fence to stem the flow of dirty water from JMJ's property onto property owned by Unity Church and the TOSW. There was some water flowing from Unity Church property onto Lakewood property but it was clean surface water coming from this property (as it has in the past) not from JMJ's project. There is a drainage ditch in the back of Lakewood buildings (along the property line with Unity Church) but there was not a lot of water in this ditch. There was standing water in back of many homes in Lakewood and wet ground (as indicated by lots of moss growing) but this was water that fell there, not water from Unity Church property. The drain at the end of the drainage ditch was covered with leaves. There was no overland flow from the rear detention basin at Unity Church onto Lakewood property. r / SOW N Seq F 7_01wn slou L V&U&ot O O c a u 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CT 06074 rOSOR-C-0 TELEPHONE (860) 644-2511 June 15, 2011 J M J Construction Company Nancy Jacques 658 Ellington Road South Windsor CT 06074 Dear Ms. Jacques: Re: Appl. 05-03,Teaberry Estates IWA Appl. 06-18P,Teaberry Estates-Buffer This is to advise you that the Planning and Zoning Commission voted on June 14, 2011 to release the wetlands bond for the above-referenced project in the amount of $5,000.
