Susan Taylor In-Law Apartment PH 1/25/05
1. Request for a permit for an in-law apartment at 66 Sharon Drive, A-20 zone.
2. The PZC in-law apartment regulation has specific criteria for the unit; and
provides for a 5-year permit period. These criteria include:
♦ The in-law apartment cannot be larger than 900 sq ft or 40% of the gfa
(whichever is smaller)
♦ the entire structure must maintain the appearance of a single family
dwelling;
♦ off street parking for three vehicles must be accommodated;
♦ adequate water and sewage disposal must be provided; and
♦ the owner of the dwelling units must occupy either the in-law apartment or
the main dwelling unit
The Commission may waive one or more of the provisions above (except the
requirement that an owner live in the apartment or house) after determining:
♦ There will be minimum adverse impact on existing uses in the area;
♦ Surrounding property values will be conserved and the character of the
neighborhood will not be unduly disrupted;
♦ Due consideration to preservation of historic factors has been demonstrated.
3. The applicant has provided a plot plan of the property— shown on page 3 of the
architectural plans - as well as a floor plan of the in-law apartment as well as its
conversion back into single family living space. The apartment is proposed to
constructed behind the existing home (raise ranch) and will include a two car
garage on the lower level and living space above it. The driveway will be
extended around the side of the house to access the new two car garage.
4. This in-law apartment is proposed to be 895 square feet (which represents less
than 40% of the total grass floor area once a new family room is added with this
addition. This existing house is 1338 + 315 sf family room addition) This
calculation appears in the upper right hand front corner of the plans. It appears
that all other zoning requirements have been met.
If this application is approved, the Commission may grant approval for up to five
years. The applicant will be asked via letter to reaffirm ownership of the property
every two years. At the end of the permit period, if the family situation has not
changed, the applicant may request renewal by staff.

Dear Ms. Taylor:
Re: Appl#05-01 P,Taylor In Law Apartment
At its December 25, 20N meeting,the Planning and Zoning Commission voted to approve our
pp Y
request for an in-law apartment at 66 Sharon Drive, A-20 zone. This approval is subject to the
following conditions:
I
1. This approval is for an in-law apartment for a family member/relative only. When the in-law
apartment is no long occupied by a relative of the family,the apartment cannot be treated as a
second dwelling unit. Instead, the kitchen must be removed and the living area must be
converted into other living space for the main dwelling.
2. This permit will expire in five years, on January 25, 2010, and will have to be renewed at that
time if the use is to be continued. Owner(s) of the property must reside in the apartment or
the main dwelling unit. Reaffirmation of occupancy by owner will be required every two
years.. This will be done via a letter from the Planning Department requesting the
reaffirmation of occupancy.
3. Any new building or alternations/additions to existing buildings require a building permit
prior to start of construction.

RE: Existence of In-Law Apartment located at 66 Sharon Drive (App. 05 - 01P)
Dear Ms. Cooley:
The Town of South Windsor issued a permit for an in-law apartment at 66
Sharon Drive in 2010. A review of our files shows that ownership of this
property changed in 2013. Please be aware that the permit issued in 2010 was
only valid for the property owner/applicant at that time.
If you are currently using the space as an in-law apartment, or would like to in
the future, please complete the attached permit application and include a
drawing showing any changes to the apartment space. If there has been no
change to the space, then the previously submitted drawing will be sufficient.
You can return the application to the Planning Department, South Windsor Town
Hall, 1540 Sullivan Avenue, South Windsor, CT 06074. Please remember that an
in-law apartment is for a family member or relative only, and that you, as the
property owner, must reside in either the main dwelling or the apartment.
If you are not using the space as an in-law apartment, please send me a letter
indicating that, and describing how the space has been converted back to living
space for the single-family dwelling.
I have included a copy of the original permit application and approval for your
information. There are additional plans available for your review located in the
Planning Department. Contact me at (860) 644-2511, ext. 251 if you have any
questions. Thank you for your assistance in updating the Town files.
Sincerely,
Pamela A. Oliva
