H. Purpose and description of all proposed regulated activity(s) including amount of disturbance in square feet
and types of fill and the time element involved:
The purpose of the regulated activity is to dredge out sediment that has filled a pond which is functioning as
a sedimentation pond on the south side of Lake St at the intersection of Doria Lane. There exists two small
ponds at this location. The northern pond is smaller and has been filled with sand much of it washed in from
the roadways. The sand deposits have reached an elevation higher than the inlet piping causing the drainage
pipes from Lake St to the pond to be silted in and the capacities severely impacted or no longer functional.
Safety hazards such as roadway flooding of the intersection of Doria Lane and Lake Street as well as the
drainage system backing up and causing residential flooding may occur unless action is taken to restore this
drainage system.
The Town is proposing to:
Place sedimentation control fencing along the north side of the pond,
Strip and stockpile the topsoil north of the pond,
Dredge out approx. 485 cu. yds. of sediment from the pond and stockpile adjacent to the pond to allow to
drain,
Form an earthen berm across pond to retain future sediment to eastern end of pond where it can be removed
with an excavator or backhoe,
Spread out and grade approx. 300 cu. yds. of dredged material over an approx. 5700 s.f area to the north of
pond an average of 1.4' deep filling in depressions and smoothing slope,
Haul approx. 185 cu. yds. of excess dredged material off site and dispose,
Spread and grade topsoil, loam, seed and place plantings,
Flush drainage piping,
Remove sediment flushed from pipes from eastern detention area of pond and remove from site,
Remove sedimentation control fencing once area to north of pond has been established.
The Town is planning on starting this work at the end of September or beginning of October and to have
completed by mid October in order to restore the drainage system prior to this winter.

Dear Property Owner:
Re: Lake St. Dredging 04-810, Town of South Windsor
The Town of South Windsor has made an application to the Inland Wetlands
Agency/Conservation Commission to perform work within areas designated as wetlands
on the property adjacent to yours. This work entails dredging the smaller pond on 155
Lake Street to remove accumulated settlement, spreading a portion of the dredged
material on the area north of the pond and hauling excess material off site. This will
allow the Town to clean the presently clogged drainage piping and restore full drainage
capacity to the piping in the Lake Street.
In accordance with Section 7.3b of the "Town of South Windsor Inland Wetlands,
Watercourses, and Conservation Regulations", we are required to notify you that an
application has been filed on the property abutting yours and is subject to a hearing by the
Inland Wetlands Agency/Conservation Commission. The application and plans are on
file with the South Windsor Planning Department.
As-an abutting property owner you are invited to the hearing to ask questions and/or give
comments, however, you are not required to attend. You may also submit written
comments regarding the application prior to the hearing if you so desire. For further
information regarding the specific date this will be hear please contact Jeff Folger,
Environmental Planner/Conservation Officer, Planning Department, 644-2511, ext. 253.
Sincerely,
u«
