This is a request for a conditional subdivision approval for 37 lots located at the southern end of Patria and Schweir Road, I zone. All lots appear to meet the zoning requirements. 2. The subdivision received conditional approval from this Commission on April 8, 2003 and the applicant is now requesting a final approval. The plans have changed slightly from the original approval in that they have reduced the number of lots to 37 lots. The only work on site to date has been some harvesting of trees. 3. Under the conditional subdivision approval the developer had the ability to construct subdivision improvements and file a subdivision plan in the office of the Town Clerk without posting a bond. However, under this approval the subdivider could not sell lots and or obtain building permits. Final subdivision is required for sale and construction of sites to occur. At the time of final approval, all bonds must be posted prior to filing mylars, and then the developer can sell lots and apply for site plan approvals. 4. The final subdivision approval is good for five years from the date of approval and can be extended for five years through approval form this Commission. 5. The applicant currently has IWA/CC approval and has WPCA approval. The required wetlands bonds have already been posted. If this application is approved, the planning department has no new modifications to request. South Windsor Technologies Subdivision 2-5-02 1. Application for a 40 lot conventional subdivision on approximately 130 acres, located south of Patria and Schweir Road, easterly of Route 5, I zone. The proposal is to extend Patria and Schweir Road and the new lots will have frontage on Patria and Schweir Road. 2. Minimum lot size under the Industrial zoning is 20,000 sq ft, with 100 feet of frontage. The lot sizes in this subdivision range from approx. 20,000 sq ft up to in excess of 11+ acres. 3. There is a 40+ acre parcel which has been left as "Not a building lot". This parcel is being left as a landlocked parcel; therefore planning department requests that the remaining land be made a part of an abutting property. 4. Water and sewer are available to the site. WPCA approval is required. Fred Shaw, Sup't of Pollution Control, has indicated that detailed information is needed regarding the pump station. The engineer must evaluate (do a present worth analysis) comparing the two alternatives for pumping— 1) connect project to existing Route 5 pump station; 2) connect to smaller station as proposed by developer. Estimated project flows are needed as well. 5. There is a significant amount regulated wetlands on the property. The application is pending with IWA/CC: The public hearing was opened by the IWA/CC on January 23 and will be continued to Feb 6. 6. A sidewalk is being proposed on one side of the new road system. 7. The proposed road design incorporates interconnections between Patria and Schweir Roads. The Director of Public Works and Fire Marshal have submitted memos supporting an interconnection rather than long cul-de-sacs: READ MEMOs 8. The Police Department has reviewed the plans and has no comments on the proposal. A traffic report has been submitted. The traffic engineer has estimated that a build out on these lots could generate up to 200,000 sf consisting of combination of office, warehousing, and light industrial activities and will have in excess of 300 parking spaces. This requires a STC permit. It is estimated that at full build-out the site will generate 188 to 192 trips during the weekday morning and evening commuter peak periods. 9. The traffic engineer's conclusions indicate that it might be necessary to construct a by-pass area on Sullivan at either Patria or Schwier Road (or both). This will be subject to STC review and approval. 10. There is no requirement for open space in an industrial subdivision. 11. A landscaping plan has been provided to meet the landscaping and street tree requirement. We do require the street trees to be planted in an easement granted to the Town and this easement should be shown on the plot plans. Karl Reichle, Tree Warden, has concerns with the Norway maple as a street tree because of their shallow root systems; concern with any hemlocks being planted due to disease; and the Tatarian honeysuckle and Japanese barberry due to their invasive nature. 12. Site plan approval by the Planning and Zoning Commission is required on all lots prior to use or construction on the lot. 13. If this application is approved, the Planning Department requests the following modifications: l. key map must reflect the accurate lot configurations 2. street tree easement is required 4 ; ver4e-k ak )to a1n CERTIFIED MAIL r'u April 10, 2003 IfP Mr. Peter DeMallie Design Professionals, Inc. 165 South Satellite Road South Windsor, CT 06074 Re: Appl #02-18P, South Windsor Technologies Center, LLC Conditional Approval Dear Mr. DeMallie: We are pleased to advise you that the Planning&Zoning Commission voted on April 8, 2003, to approve with modifications application #02-18P, Conditional Subdivision Approval to create a 38 lot industrial subdivision on 80 acres to be known as South Windsor Technologies Center, LLC, on property located south of Patria Road and Schweir Road, east of Route 5, 1 zone as shown on plans prepared by Design Professionals, Inc., project #1253 dated April 11, 2002, as revised.
