Doolittle, P.E., Town Engineer Date: 9/2/04 RE: App 04-53P—Haven HealthCare have reviewed the site plan application for the proposed addition to Haven Healthcare on Main Street, and I have the following comments: 1. A drainage statement/report is needed to show there is no increase in stormwater discharge from this site since additional impervious coverage is being added. Include any additional drainage structures needed as a result of this analysis. 2. Provide landscaping to screen the proposed and existing driveways along the southern property boundary. 3. A site plan including existing and proposed grades and erosion control is needed for the two building additions proposed to the east of the existing building. 4. No new utilities are shown around the proposed additions. This implies all utility connections for the new additions are internal. Is this correct? Please call me if you have any questions. RECEIVED O'BRIEN ASSOCIATES, INC. SEP 17 2004 CIVIL ENGINEERS • LAND SURVEYORS SOUTH WINDSOR PLANNING DEPT, a I SUMMARY OF HYDRAULIC ANALYSIS PROPOSED IMPROVEMENTS @ CONTINUING CARE FACILITY LOCATED AT MAIN STREET SOUTH WINDSOR, CONNECTICUT The purpose of this summary of hydraulic analysis is to assist municipal officials in reviewing the proposed improvements at the subject site. The Continuing Care of South Windsor property is located in the southwestern Part of the Town of South Windsor, and along the eastern right-of-way line of Main Street. The Haven Healthcare Management of Middletown, Connecticut, prepared the application to the Town of South Windsor Planning & Zoning Commission that includes on-site improvements, three building additions and a revised parking layout. This hydraulic report was prepared to accompany and to support this Site Plan Application. The stormwater generated at this 13.09 acres site flows generally in eastern direction towards woods located at the rear of the parcel. Currently, there are only two drainage structures (dry wells) of unknown size and hydraulic capacity servicing the property. These dry wells are located in the paved areas within north and south section of the site. The dry well No.1 absorbs the stormwater sheet flow from the paved access drive and parking located south west from the existing building. The dry well No.2 is located northwest from the building. Both dry wells appear to function properly, however they are sedimented and require a clean-up (sediment removal), particularly the dry well No.1. Town of South Windsor Zoning Regulations requires that the Applicant will prepare a design outlining stormwater detention and controlled release of stormwater run- off if determined necessary by the Commission. Additionally, maximum infiltration into the ground water is encouraged. The proposed improvements at the Continuing Care of South Windsor will not utilize a detention basin for stormwater retention due to a relatively flat area and lack of an existing stormwater collection system. Therefore, there will no be either a controlled release of a stormwater, configured to mach a flow difference between existing & proposed conditions. Instead, the design concept relies on following site specific conditions: 83 MOUNTAIN LAUREL DRIVE 9 MIDDLETOWN,CONNECTICUT 06457 • (860) 345-7511 • FAX 345-7522 ➢ Utilizes underground stormwater recharge system designed to dispose of collected water, ➢ The groundwater table information (inc. mottling) that was observed and documented on September 15, 2004 ➢ Takes advantage of the fact that entire site encompasses over 13.1 acres, therefore, there will be a sufficient area to absorb the overflow, if necessary and no detrimental effect on the adjacent properties is expected. The hydraulic analysis for the above site is based on the 50-year frequency storm events. The storm runoff determination was performed using Rational Method. This methodology and procedures for estimating runoff and peak discharges are frequently used to evaluate small watersheds. Urbanization (i.e. site improvements) changes a watershed's response to precipitation. The most common effects are reduced infiltration and decreased travel time, which significantly increase peak discharges and runoff. Runoff is determined primarily by the amount of precipitation and by infiltration characteristics related to soil type, soil moisture, antecedent rainfall, cover type, impervious surfaces and surface retention. Travel time is determined primarily by slope, length of flow path, depth of flow and roughness of flow surfaces. Peak discharges are based on the relationship of these parameters and on the total drainage area of the watershed, the location of the development, the effect of any flood control works or other natural or manmade storage, and the time distribution of rainfall during a given storm event. The surface drainage was evaluated based on the "Site Development Plan" (O'Brien Associates, August 12, 2004.) The subject drainage area has been further divided into 4 subwatersheds (separately for existing & proposed conditions) based on topography, localized discharges and the location of proposed improvements& final grading. The existing subwatershed No.1 consists of paved parking areas and lawn area as depicted on Fig. No.1. This subwatershed is discharging into an existing dry well (depicted as No.1), for a total of 1.193 Acres (including 0.442 Acres of impervious surfaces). The subwatershed No.2 consists of a 0.365 Acres drainage area (includes 0.201 Acres of impervious surfaces) located northwest of existing building and draining into a dry well No.2. It is assumed that if the hydraulic capacity of either of the existing dry wells is exceeded, the overflow travels further east, toward the woods (subwatershed No.3). The subwatershed No. 3 consists of the existing building, courtyard area and wooded area at the rear of the property. This particular watershed will not be analyzed, since it is much larger than remaining areas, and except minor improvements, similar in size and surface treatment to the proposed conditions. (Fig. 2 of 2). The subwatershed No. 4 (0.796 Acres total, incl. 0.0748 acres of impervious surfaces) was created only to address the run-off towards the Main Street from the Continuing Care of South Windsor Page 2 of 6 western portion of the property. The volume of the run-off will not change as a result of the proposed on-site improvements. The proposed subwatersheds No.IA & 113 are indented to match the existing subwatershed No.1. They include half of the proposed building addition(south part of the entrance area), revised paved parking areas and lawn area as depicted on Fig. No.2. The purpose of separating the original area 1 into two areas depicted IA & 113 was to calculate the peak flows into a new underground exfiltration system. The area IA, (0.297 acres impervious & 0.238 acres permeable surfaces) will discharge into the proposed exfiltration system. In case of overflow, the stormwater will travel southeast towards Subarea No.1B and subsequently into a dry well No.1. The subwatershed No.1B consists of a 0.266 acres of impervious and 0.153 acres of permeable surfaces. It discharges into an existing dry well. The proposed subwatershed No.2 is indented to match the existing subwatershed No.2, since the outlet (discharge) point is the same and it is located in vicinity of the existing dry well No.2. It includes half of the proposed building addition (north part of the entrance area), revised paved parking areas and lawn area as depicted on Fig. No.2. The proposed subarea No.2, (0.294 acres impervious & 0.290 acres permeable surfaces) will discharge into the existing dry well with overflow into a new dry well exfiltration system as indicated on the drawings. The volumes of generated stormwater will increase due to the modifications to the parking and access drives and the construction of new buildings. To address the issue of the increased run-offs as well as the water velocities and possible surface pollutants, the subsurface exfiltration systems has been proposed. One such system is based on four (4) rows of 24"dia. ADS corrugated pipe placed on and surrounded with %2" stone. The pipe was design to store and to subsequently exfiltrate into underlying soils the collected stormwater. The ADS pipe is certify by the manufacturer and can be placed in areas exposed to the HS20 vehicular loading. The second exfiltration system relies on the traditional pre-cast dry well. The following hydraulic parameters and design methodology is based on the Conn DOT Drainage Manual (October 2000) and Town requirements. Many of Connecticut municipalities require that any underground exfiltration system should be design to accommodate (to store) the first 15 minutes of difference between proposed and existing conditions for 25 year storm event. The first 15 minutes of any storm event distributes approximately 22-25% of its total daily precipitation. The allowance for stormwater exfiltration from the system is not permitted, even if high soil permeability rate was available. The following calculations were prepared for a 50 year event. Continuing Care of South Windsor Page 3 of 6 EXISTING CONDITIONS: 50 year storm event. l. Subwatershed No. 1. Time of concentration: Tc=30 min. Intensity=3.7 in. Q=4.6 x (0.297 x 0.9+0.238 x 0.3)= 1.55 CFS. 2. Subwatershed No. 1 B. Time of concentration: Tc= 15 min. Intensity=5.1 in. Q=5.1 x(0.266 x 0.9+0.153 x 0.3)= 1.45 CFS. 3. Subwatershed No. 2. Time of concentration: Tc= 15 min. Intensity=5.1 in. Q=5.1 x(0.294 x 0.9+0.290 x 0.3)= 1.793 CFS. A. Subwatershed No.4. The existing & proposed run-off from this area discharges into Main Street right of way. There is no change in area or surface treatment; therefore there will be no change in discharged volumes as the result of proposed improvements. B. Subwatershed No.3. The existing & proposed Subwatershed No.3 encompasses approximately 10.74 Acres of the existing main building and undeveloped wooded section of the property. The increase of impervious surfaces (5,263 sf, 1% of total area) due to the addition at Continuing Care of South Windsor Page 4 of 6 the rear of the building, enlarged dumpster area and relocated walkways will have no practical impact on the drainage conditions. C. Subwatershed No.2. Additional exfiltration system (a new dry well) is proposed for this location to accommodate the increased volumes of stormwater. The new well will be connected via 4"pipe to the existing dry well and it will function in the overflow conditions. The proposed peak discharges exceeds the existing by (1.793-1.173) = 0.62 CFS. The retention system to be implemented will meet the "no increase"requirement in the rate of stormwater discharge. The method of storing the first 15 min. of storm will be utilized. Required storage will be provided for Q (Q prop.-Q exist.) based on the storm duration between 0 (beginning of the event) and 15 min. V(0 to 15 min.)=0.62/2x 15x60=279 CF. o he 1. The recharge system is based on-feti dry well*of 6'-8" dia. 8'-8" deep, made of precast concrete. 2. Storage of stormwater within the system: ❑ Dry well with 24" of '/2" stone on both sides provides the following storage volume per well: _ =g p 301 CF (dry well)+ 41 CF (33/o of stone) — 343 CF. This volume of storage will be available for the most of the year with the exception of the seasonal high water table. ❑ The mottling was encountered at 72" below grade. Therefore during the peak part of the year, only 63% of the standard dry well capacity will be utilized. 3. System provides the following storage during seasonal high water table: ❑ 0.63x343 CF=215 CF. This storage volume, despite that it is not meeting designed V=279 cf is considered adequate for this specific conditions. The new well is only providing additional overflow storage and exfiltration capacity to the existing dry well No.2. In addition, in case of unlikely high rate of flow, the stormwater will be totally contained on-site within wooded area at the rear of the property. D. Subwatershed No.1. The entire stormwater generated within proposed subwatershed No.lA is routed to the underground recharge (exfiltration) system. New catch basin structures are collecting the flow at two separate locations. The system that is interconnected was designed using the following parameters: Continuing Care of South Windsor Page 5 of 6 V (0 to 15 min.)=(3-1,45)/2x15x60=697 CF. The system has to retain approximately=700 CF 4. The recharge system is based on four rows of 24" dia. 50' long, ADS corrugated pipe. 5. Storage of stormwater within the system: ❑ Single pipe with 12" of %2". stone on both sides provides the following storage volume per LF of pipe: = 3.14 CF (pipe)+ 1.61 CF (33% of stone) =4.75 CF. 6. System provides the following storage: ❑ 4x50'x4.75 CF/LF=950 CF. Additional, (950-700 CF) storage was provided to accommodate uncertainty associated with the existing conditions of the dry well No.l. Based on the recorded subsurface site conditions and the size of the drainage area, it was evaluated that this particular dry well may be undersized. As a result of the proposed site improvements, the volume of stormwater into the dry well No.l will decrease from 2.3 cfs to 1.45 cfs (a 37% reduction). Sincerely Tomek Grajewski P.E. Proposed building height is 1 story; 2 V2 stories allowed. Lot size is 13+ acres; minimum lot size allowed is 40,000. Front yard setback is 260 feet, 50 feet required. 3. This use was originally established in the 1960's when convalescent homes were a permitted use under the zoning regulations. The regulations were revised shortly after the building permit was issued for the convalescent home, thus creating a legally nonconforming use. Under the rules of nonconforming uses, this use can expand physically provid&d that the business itself is not being expanded to include more patients. This proposal will not expand the number of beds; therefore, the Town Attorney has indicated that it can be considered as a site plan modification and not considered the expansion of a non-conforming use. 4. They did note that the base of the pillars should be wrapped with brick to compliment the existing brick building. Also, when the exterior elevations of the future additions in the rear have been designed they should return to ADRC for review. 6. There will be some lighting replacement on site. Staff has requested that the applicant consider removing the two existing parking lot spotlights and replacing them with light fixtures that conform to our current zoning regulations. twe f 7.
