PROJECT SUMMARY The May Department Stores Company, the applicant, proposes to construct a trailer storage yard on property under their ownership at 319 Nutmeg Road. This parcel is adjacent to their Filene's Distribution Center located on Governor's Highway. This project will consist of a 153 trailer storage area on bituminous concrete, storm drainage improvement, security fencing, lighting and appurtenances, and landscaping. To construct these improvements, the existing detention basin will need to be reconfigured. An analysis has been performed to show that the resulting detention basin will be adequate to handle a 100-year rainfall event. EXISTING CONDITIONS Three parcels will be involved with the proposed project, excluding the parcel that the Filene's Distribution Center is located on. Two of the subject parcels have frontage on Nutmeg Road. The third parcel, where the detention basin is located, is landlocked between the two parcels on Nutmeg Road and the Distribution Center parcel. The total area of the three parcels is 7.52 acres. The total land area including the Distribution Center parcel is 37.52 acres. The parcel addresses are further described below: • Assessor's number 60 - 20: Primarily a vacant wooded site that has an access drive to Nutmeg Road for the Distribution Center parcel. • Assessor's number 60 — 21: A developed parcel with a vacant industrial building associated driveways, parking, and loading area. The site is being used by the May Company for storage of its trailers. • Assessor number 60-22: A landlocked parcel which is primarily occupied by a stormwater detention basin. The existing topography of the overall site is relatively flat, generally sloping in a westerly direction towards the detention basin. The vacant industrial site has stormwater collection structures that discharge directly to the detention basin. In addition, two developed sites to the north of the proposed project, a developed site adjacent to the north, and a small portion of Nutmeg Road discharge into the existing detention basin. PROPOSED DEVELOPMENT The proposed project includes a 4.2 acre bituminous concrete storage yard for the trailers, storm drainage infrastructure modifications, security fencing, lighting and cameras, and landscaping. The existing structure and pavement on parcel#60-21 will be removed for this project. The proposed site development will result in approximately 4.2 acres of impervious area. To accommodate the construction of the storage yard, the detention basin will be reconfigured.- An analysis of the newly configured detention basin has been done to show it will handle stormwater from the resulting water shed for a 100-year storm event. In addition, excess FAP89\89359W50\Project Narrative 415-04.doc Corres.(HQ) Fuss&O'Neill Inc. material will be removed in another area of the detention basin to allow for the appropriate stormwater storage. The proposed site will utilize the existing stormwater collection systems with alterations consisting of abandoning catch basins and adding catch basins to reflect this new storage yard grading. The final system will consist of seven (7) catch basins and two (2) existing flared ends with rip rap that discharge directly to the detention basin. A landscaping plan has been developed for the pervious areas on the proposed site. The plantings have been chosen to screen the storage yard from the road and adjacent parcels. A site lighting plan has been submitted and has been designed to meet the applicant's and the Town of South Windsor standards. WETLAND AND REGULATED AREA ACTIVITIES To support the proposed improvement, the detention basin will need to be reconfigured. This reconfiguring will require 32,635 square feet of the basin to be modified. Also, 21,549 square feet of excess material will be removed from the basin to provide adequate storage for the 100-year rain fall event. The following activities are proposed in the regulated areas: Proposed Activities in Wetlands • Clearing and grubbing 32,635 square feet of brush and tree growth in the detention basin • Installation of 32,635 square feet of clean fill • Construction of 23,529 square feet of bituminous concrete • Installation of two (2)catch basins • Installation of 344 linear feet of 15-inch reinforced concrete pipe • Installation of 85 linear feet of security fence • Installation of five(5) Summit Green Ash trees, and 8,878 square feet of lawn area • Removal of 21,549 square feet of excess material in the detention basin Activities in Regulated Area • Demolition of 19,940 square feet of impervious area • Clearing and grubbing of 73,205 square feet of brush and trees FAP89\89359WOTroject Narrative 4-15-04.doc Corres.(HQ) Fuss&O'Neill Inc. • Removal of three (3)catch basins and 379 linear feet of reinforced concrete pipe • Construction of 45,099 square feet of bituminous concrete and pavement subbase • Installation of 205 linear feet of security fence • Installation of two (2) catch basins and 170 linear feet of 15-inch reinforced concrete pipe • Installation of landscaping and lawn restoration FAP89\89359W50\Project Narrative 4-15-04.doc Comes.(HQ) J Fuss&O'Neill Inc. Executive Summary This report summarizes the changes in drainage that will-occur as a result of construction of the trailer storage yard at the Filene's Distribution Center located on Governor's Highway. This project is being proposed by the owner, the May Department Stores Company on their property G on Nutmeg Road adjacent to the Distribution Center. This project will consist of a 153 trailer ` storage area on bituminous concrete, storm drainage improvement, security fencing, lighting and appurtenances and landscaping. To construct these improvements, the existing detention basin ` will need to be reconfigured. An analysis has been performed to show that the resulting detention basin will be adequate to 3 handle a 100-year rainfall event.- The resulting detention basin will be required to have top e elevation of 95.31. The under existing conditions the elevation is 94.59. As such minor grading n around the basin will be required. 100-YR STORM'FREQUENCY a 15.0 16.0 +1.0 F:\P89\89359\S50\DRAINAGE\DRAINAGE REPORT.doc i Corres. Fuss&O'Neill Inc. Existing Conditions Three parcels will be involved with the proposed project, excluding the parcel that the Filene's Distribution Center is located on. Two of the subject parcels have frontage on Nutmeg Road. The third parcel, where the detention basin is located,is landlocked between the two parcels on Nutmeg Road and the Distribution Center parcel. The total area of the three parcels is 7.52 acres. The total land area including the Distribution Center parcel is 37.52 acres. The existing conditions for each parcels are as follows: ' • Assessor's number 60-20: Primarily a vacant wooded site that has an access drive to Nutmeg Road for the Distribution Center. • Assessor's number 60—21: A development parcel with a vacant industrial building with associated driveways, parking, and loading area. The'site is being used by the May Company for storage of its trailers. • Assessor number 60-22: A landlocked parcel which is primarily occupied by a stormwater detention basin. -The existing topography of the overall site is relatively flat, generally sloping in a westerly direction towards the detention basin. . The vacant industrial site has stormwater collection structures that discharge directly to the detention basin. This stormwater systems consists of 8 catch basin that discharge into 2 separate outlets. The first outlet(0-1)handles runoff from the back western third of the parcel with 5 catch basins. The second outlet(0-2)handles runoff' from the eastern two-thirds of the parcel along with the stormwater generated Nutmeg Road and the parcels east and north of the site. The detention basin has an overall watershed area of 12.51 acres to which the above parcels contribute along with two developed sites to the north of the proposed project,a developed site adjacent to the north, and a small portion of Nutmeg Road discharge into the existing detention basin. Proposed Conditions The proposed project will include a.4.2-acre bituminous concrete storage yard for the trailers, storm drainage infrastructure modification in support of the proposed grades, security fencing, lighting and cameras, and landscaping. The existing structure and pavement on parcel#60-21 will be removed for this project..The ? proposed site development will result in an increase to the overall watershed of 2.2 acres of impervious area while increasing the watershed area to 13.1 acres. . To accommodate the ! construction of the storage yard, the detention basin will need to be reconfigured. In addition, excess material will be removed in another area of the detention basin to allow for appropriate stormwater storage required for the 100-yr storm.. Based on an analysis of the 100-yr storm event the reconfigured detention basin will result in net increase of 1.0 cfs to the existing outlet. This outlet will need to modified from 2-15"openings to 1-15".and 1-12"opening._A plate will F:\P89189359\.S50\DRAINAGE\DRAINAGE REPORT.doc Cares. `j Fuss&O'Neill Inc. i i be used to adjust the second opening. I The proposed site will utilize the existing stormwater'collections system with some minor alterations. The first outlet (0-1) will be modified by abandoning 4 catch basins and there associated pipes and adding 4 new catch basins to collect stormwater runoff generated from the - revised grading plan. The second system will remain intact except for the watershed areas in the trailer storage yard. An analysis, based on a 10-yr storm event, was performed on the two systems serving the storage yard..The first system was found to be adequate with the proposed modifications. The .= second system, however does not adequately pass the 10-yr event. Only minor flooding interior to the yard will be realized and is not consider detrimental to the functionality of the yard. Method i The detention basin reconfiguration was analyzed using the TR-20 computer model. Input information for the model.was derived using TR-20 methods based.on the drainage areas a depicted in the drainage area maps shown in the appendixes. a The storm sewer system was sized and analyzed using the StormCAD computer model. Input information for the model was derived using Rational Formula methods based on the drainage areas for the existing and proposed conditions. i Summary Based on our analysis, the proposed project will not have adverse effect on the reconfigure detention basin. Only a minor increase in discharge will result with the proposed improvements. An analysis of the existing and proposed storm drainage system have indicated the proposed system will carry the 10-yr storm event while minor flooding interior to a portion of the storage yard area will be realized in the existing system. This minor flooding condition will not adversely affect the functionality of the storage yard. 3 2 F:U'89\89359\,S50\DRAINAGE\DRAINAGE REPORT.doc Corres. Executive Summary This report summarizes the changes in drainage that will occur as a result of construction of the trailer storage yard at the Filene's Distribution Center located on Governor's Highway. This project is being proposed by the owner, the May Department Stores Company on their property ' on Nutmeg Road adjacent to the Distribution Center. This project will consist of a 153 trailer storage area on bituminous concrete, storm drainage improvement, security fencing, lighting and appurtenances and landscaping. To construct these improvements, the existing detention basin ' will need to be reconfigured. An analysis has been performed to show that the resulting detention basin will be adequate to ' handle a 100-year rainfall event. The resulting detention basin will be required to have top elevation of 95.31. The under existing conditions the elevation is 94.59. As such minor grading around the basin will be required. Existing Conditions Three parcels will be involved with the proposed project, excluding the parcel that the Filene's Distribution Center is located on. Two of the subject parcels have frontage on Nutmeg Road. The third parcel, where the detention basin is located,is landlocked between the two parcels on ' Nutmeg Road and the Distribution Center parcel. The total area of the three parcels is 7.52 acres. The total land area including the Distribution Center parcel is 37.52 acres. The existing conditions for each parcels are as follows: • Assessor's number 60-20: Primarily a vacant wooded site that has an access drive to Nutmeg Road for the Distribution Center. • number 0 —21: A development parcel with a vacant industrial building Assessor's numb 6 p p g with associated driveways, parking, and loading area. The site is being used by the May rCompany for storage of its trailers. ' • Assessor number 60-22: A landlocked parcel which is primarily occupied by a stormwater detention basin. The existing topography of the overall site is relatively flat, generally sloping in a westerly direction towards the detention basin. The vacant industrial site has stormwater collection structures that discharge directly to the detention basin. This stormwater systems consists of 8 catch basin that discharge into 2 separate outlets. The first outlet(0-1)handles runoff from the back western third of the parcel with 5 catch basins. The second outlet (0-2) handles runoff from the eastern two-thirds of the parcel along with the stormwater generated Nutmeg Road and ' the parcels east and north of the site. The detention basin has an overall watershed area of 12.51 acres to which the above parcels contribute along with two developed sites to the north of the proposed project,a developed site adjacent to the north, and a small portion ofNutmeg Road discharge into the existing detention basin. Proposed Conditions The proposed project will include a 4.2-acre bituminous concrete storage yard for the trailers, storm drainage infrastructure modification in support of the proposed grades, security fencing, lighting and cameras, and landscaping. The existing structure and pavement on parcel#60-21 will be removed for this project. The proposed site development will result in an increase to the overall watershed of 2.2 acres of impervious area while increasing the watershed area to 13.1 acres. To accommodate the construction of the storage yard, the detention basin will need to be reconfigured. In addition, 1 excess material will be removed in another area of the detention basin to allow for appropriate stormwater storage required for the 100-yr storm. Based on an analysis of the 100-yr storm event the reconfigured detention basin will result in net increase of 1.0 cfs to the existing outlet. ' This outlet will need to modified from 2-15"openings to 1-15"and 1-12"opening. A plate will F.\P89\89359\S50\DRAINAGE\DRAINAGE REPORT.doc Comes. rFuss&O'Neill Inc. be used to adjust the second opening. The proposed site will utilize the existing stormwater'collections system with some minor alterations. The first outlet (0-1) will be modified by abandoning 4 catch basins and there associated pipes and adding 4 new catch basins to collect stormwater runoff generated from the ' revised grading plan. The second system will remain intact except for the watershed areas in the trailer storage yard. rAn analysis, based on a 10-yr storm event, was performed on the two systems serving the storage yard. The first system was found to be adequate with the proposed modifications. The second system, however does not adequately pass the 10-yr event. Only minor flooding interior to the yard will be realized and is not consider detrimental to the functionality of the yard. ' Method The detention basin reconfiguration was analyzed using the TR-20 computer model. Input information for the model was derived using TR-20 methods based on the drainage areas depicted in the drainage area maps shown in the appendixes. The storm sewer system was sized and analyzed using the StormCAD computer model. Input information for the model was derived using Rational Formula methods based on the drainage areas for the existing and proposed conditions. 1 Summary ' Based on our analysis, the proposed project will not have adverse effect on the reconfigure detention basin. Only a minor increase in discharge will result with the proposed improvements. 1 sis of the existing and proposed storm drainage system have indicated the proposed Ananay g p p g y p p system will carry the 10-yr storm event while minor flooding interior to a portion of the storage yard area will be realized in the existing system. This minor flooding condition will not adversely affect the functionality of the storage yard. F:\P89\89359\S50\DRAINAGE\DRAINAGE REPORT.doc ' Corres. Folger Environmental Planner/Conservation Officer Town of South Windsor Re: Appl#04-31 P Review of the May Company trailer storage yard—Nutmeg Road South, plans dated 04/14/04. I have reviewed the site plans for the proposed Northern Hills retail project with the following initial comments: 1. All new catchbasins should have 4-foot sumps installed for greater storage capacity of sediments. All new catchbasins should have trap hood installed, and existing catchbasins be retrofitted with trap hoods to trap and contain floatables and hydrocarbons. The detail sheet should reflect this. 2. Details of the proposed detention basin must be provided. The basin floor should be graded to maximize flow within the basin and provide a diversity of plant types proposed. A planting plan for the bottom of the basin should be provided. Details should be placed on the plan. 3. It is recommended that the topsoil within the detention basins be at least 12"thick comprised of at least 30%compost by volume. This can substantially increase survivability and vigor of proposed plantings, and aid in the adsorbtion of metals. 4. Item#4 of the Construction Sequence should include final grading and plant establishment within the basin to be accomplished at the same time. 5. The landscaping plan should include habitat plants around the detention basin. cc. Town Engineer Inland Wetland/Conservation Commission Director of Planning IWA/CC F MEMORANDUM To: Marcia Banach, Director of Planning RECEIVED Jeff Folger, Environmental Planner MAY 19 2004 From: Jeffrey B. Doolittle, P.E., Town Engineer South Windsor Date: 5/19/04 INLAND WETLANDS AGENCY CONSERVATION COMMISSION RE: App 04-31 P, May Department Stores Co. have reviewed the site plan application for the May Department Stores Co. Trailer Storage Yard at 319 Nutmeg Road and I have the following comments: 1. Specify how the existing catch basins and drainage pipes are to be abandoned. Are they to be removed or crushed or filled and plugged? 2. Are the existing shubbery in the front of the building and along Nutmeg Road being removed or remaining? Please label accordingly. 3. Is the CB on the south west comer of this lot really located directly over the sanitary sewer main? If not please correct the plans. 4. Please show the sanitary sewer ROW to the Town of South Windsor on the proposed site plans for reference. 5. There appears to be a flat spot at elevation 100 by the proposed driveway from Nutmeg Road at the south east comer of the site. Check this and include additional grades as necessary. 6. The proposed light poles in the middle of the parking lot are not on the latest plans. 7. The plans show three existing storm drainage pipes with reverse slopes. Please check this and correct these pipe slopes as necessary as part of this site plan and revise the drainage analysis accordingly. Include any needed field corrections on the plans. 8. Label the invert and top of frame elevation of the outlet structures from the detention basin. Show details for any proposed modifications to the outlet structure 9. Additional information is needed in the Drainage report. This includes analysis of the existing and proposed flow off site and proposed water elevation in the detention basin for the 10yr, 25yr, 50yr, and 100yr storms. A summary table should be included with these results along with the detailed analysis. There should be no increase in storm f water discharge from the site for any of these storms unless it can be shown that the increase will not have any deleterious downstream effects. The detention basin shall have at least 1 foot of freeboard during the 100 year storm. Include a map of the stormwater system with the structures labeled as they are referred to in the storm drainage analysis. Label the tables included from the TR-20 analysis and provide clear copies that are not cut off at the top, bottom or sides. Show that the proposed detention basin will retain the first 1.25 inches of rain or the 90% storm event for water quality treatment. Explain where and to what extent the yard may experience "minor flooding" during 10 year or greater storm events if this will occur. 10.An operations and maintenance plan for this property that addresses stormwater runoff and structures (CB's, detention basin, pipes, etc.) needs to be included in the plans. This needs to comply with the Phase 2 stormwater requirements. Please let me know if you have any questions.
