The site is located on the north side of Pleasant Valley Road in South Windsor, Connecticut. Background: The site is presently undeveloped, and the south side of the site is a cleared field. The rear of the site is wooded. Quarry Brook runs through the site. hroposed Development: The proposed development of the site is to consist of the construction of b senior residence units including the installation of access driveways, parking areas, and garages. The storm-water management system for the site will consist of a number of elements that in combination will mitigate the impacts of the development on the storm-water runoff from the site. The developed areas of the site including all paved areas will be collected by a series of catch basins that will discharge to an on site water quality/detention basin. The proposed water quality/detention basin has been designed to detain the 2-100 year design storms at or below existing discharge rates. The basin will have a high level overflow for flows in excess of the 100-year storm event. The detention basin will outlet to the north toward Quarry Brook The detention basin has been designed to provide extended detention for the small storm event (2 year and less). The extended detention option for water quality was chosen due to general concerns by residents of constructing wet basins that could potentially harbor mosquitos. The extended detention basin would drain completely and therefore not provide a permanent pool of water. Off-Site Analysis: The design of the proposed on-site storm-water drainage system has been completed with the goal of providing no increase in peak runoff from the site. As such,no negative impacts to off-site facilities is anticipated. Peak Runoff Control: The site development will drain to the proposed detention basin. The basin will provide mitigation of peak storm-water flows. The design of the detention basin is outlined within this report. Riparian Buffers: Buffers consisting.of natural and additional vegetative plantings will be maintained on the west and east sides of the proposed senior residence development. Natural vegetation exists on the north side that will remain. Erosion/Sedimentation Control.Systems: An extensive erosion/sedimentation control plan has been developed as part of the site plan design. These measures include the following: 1. Installation of silt fence down-slope of disturbed areas. 2. Installation of silt fence around stockpiled materials. 3. Installation of silt fence around catch basins. 4. Use of the detention basin during construction as a sediment basin. 5. Seeding and mulching disturbed areas as soon as practical during construction. - 5. Limiting the areas of disturbance during construction._ 7. Installation of construction entrance pads, and sweeping of roadways as needed. 8. Maintenance of the above measures. Stormwater Runoff Quality: A number of water quality measures have been integrated into the site design to provide for treatment of the stormwater runoff from the site. These include the installation of catch basin sumps, and the use of the proposed detention basin as a water quality basin. Conveyance System: The on-site conveyance system consists of a piped stormwater system discharging to a detention basin. The piped drainage system has been designed to accommodate the runoff from a 10 Yr design storm_ The detention basin has been designed to handle the runoff from a 100-year design storm through the outlet, and larger storm events through the emergency overflow weir. Discharge at the Natural Location: The site discharge to the north will be to the existing stream channel- Maintenance and Operation: The following maintenance operations will be required to ensure the proper and efficient operation of the Storm Water Detention Basin System The following maintenance schedule is intended to be a minimum guide, and additional inspections and maintenance measures may be required following large storm events that could cause the deposition of excess debris in the system. Pipe Outlet Locations: The pipe outlets and associated riprap shall be inspected annually and cleaned of silt and or debris. The riprap shall be re-shaped and replenished as required. Catch Basins: The catch Basins shall be inspected annually. The sumps shall be cleaned when the depth of material within the sumps reaches 1'. Pavement Sweeping: The parking lots within the senior residence facility shall be swept at a minimum of twice per year. Once in the spring shortly after the end of the snow season, and once in the fall after the leaves have fallen. Outlet Structure: The detention basin outlet structure shall be inspected twice annually, and all debris and silt shall be removed. The discharge point from the outlet system shall be inspected also, and all silt and debris shall be removed. The - riprap at the discharge shall be re-arranged and additional stone added as needed. All silt and debris shall be disposed of at a suitable location. Emergency Spillway: The stone spillway shall be inspected twice yearly. All large woody growth that may affect the flow of water or the stability of the spillway shall be removed. The spillway shall also be inspected after any flow passes through it. The riprap shall be re-arranged and added to as required to maintain the design as per the design plans. Topographic Contour Maps: Topographic contour maps have been provided showing the drainage areas for the site at a scale of F=20'. The maps showing the existing and developed conditions are included in the rear of this report. Floodplain Boundaries: The floodplain boundaries are shown on the site plan. Drainage Design: The drainage design of the site has been completed utilizing a number Of computer programs and generally accepted design methods. The runoff from the site under existing and developed conditions was developed utilizing the TR-55 computer program. The flood routing and detention and infiltration basin modeling was completed utilizing the Hydroflow Hydrographs for Windows computer program by Intelisolve. The drainage piping on site was designed using the rational formula. Under existing conditions, the site drains to the north. The TR-55 calculations for the existing runoff to the north are contained in appendix A. The summary of the results is as follows: Design Storm Peak Discharge(CFS) 2 year 0 10 year 1 25 year 1 50 year 1 100 year 1 Under developed conditions, the site was designed to drain to the north to the proposed detention basin The TR 55 analysis for the discharge to the basin is included in appendix B. The summary of the existing, and developed conditions discharges to the detention basin are as follows for the 2-100-year storm event: Design Storm Exist. Peak Discharge (CFS) Developed Peak Discharge(CFS) 2 year 0 1 10 year 1 2 25 year 1 2 50 year 1 3 100 year 1 3 The detention basin has been designed to contain the 2-100 year storm events within the basin, and to discharge at a rate less than or equal to the peak rate of runoff to the north under existing conditions. Storm events up to and including the 100-year storm event will discharge from the basin through 2 orifices, and the outlet pipe. Storms in excess of the 100-year storm event would discharge through a catch basin top on the outlet structure. In event that the outlet structure becomes clogged, or for very large storms, a riprap emergency spillway has also been.provided. The design of the detention_basin.is included in appendix C. The hydrograph routings of the 2-100 year design storms through the detention basin are included in appendix D. A summary of the existing and post developed drainage discharges from the detention basin are as follows: Storm Event Existing Discharge (CFS) Developed.Discharge (CFS) 2 year 0 0.36 10 year 1 1.06 25 year 1 1.28 50 year 1 1.42 100 year 1 1.56 On-Site Storm Sewer Calculations: The storm sewer calculations for the storm piping within the proposed subdivision roadway are included in appendix E. The storm sewer has been designed for a 10-year design storm utilizing the rational formula. On Site Water Quality Measures: As part of the design of the detention basin, the basin was designed to provide extended detention for the smaller storm events (2year or smaller). The two year storm event was designed to provide extended detention and will take approximately 35 hours to drain. A small P orifice will be provided in the outlet structure to provide the extended detention. Conclusions: The on-site stormwater system with the associated water quality and detention basin is expected to mitigate any potential impacts from the development of the site both due to increase of runoff, and water runoff quality. IWA/CC approved this application on March 17, 2004, with two bonds, one in the amount of$5,000 to ensure compliance with the erosion and sedimentation control measures, and one in the amount of$5,000 to ensure establishment of the detention basin. We note that the back yard is predominantly a detention basin and regulated wetlands, with the detention basin occupying virtaqUy1 of the space between the back of the building and the wetlands. At°1_` o r 9• WPCA approval is required. 10.The site is predominantly open with a few large trees in the front. The site will be very visible as it is approached from the east (traveling away from Manchester); and the property to the west is wooded with predominantly young deciduous trees. The required buffer is 50 feet, but the applicant is requesting a reduction to a 25-foot combined side yard and buffer. The criteria for a reduction include: site conditions support such (e.g., site is contiguous to open space, permanent buffers and/or mature vegetation), and large trees are saved or planted within the buffer (6" minimum caliper on deciduous trees, 15 feet minimum height on coniferous trees, spaced no more than every 30 feet, or at a somewhat greater distance if more appropriate given the species). There are about 55 trees proposed for the buffer, and it appears that only 5 are the large trees that are part of the criteria for buffer reduction. Twenty-nine of the 2 proposed trees are white pine, which over time tend to lose the bottom branches and thus lose the buffering effect. 1 l.The Architecture and Design Review Board reviewed the lans on March 18.4- k ****READ ADRC MEMO*** / 12.The applicant has indicated that refuse and recycling will be handled via all six units bringing their trash and recyclables to the curb. Refuse collection vehicles will not be able to enter and turn around in this development. Doolittle, P.E., Town Engineer D30 SOUTH WINDSOR PLANNING DEPT. Date: 4/1/04 RE: App 04-10P—Quarry Brook Village Site Plan/Spec Exception I have reviewed the site plan application for the proposed Quarry Brook Village on Pleasant Valley Road, and have the following comments: 1. Relocate the sanitary sewer main along Pleasant Valley Road in the center of the road. There should be a sanitary manhole at the west end where the line turns into the pump station and at the east end of the line. Details need to be provided for the connection of this sewer into the existing sewer/pump station. Suggest this sewer main be extended to the east end of the property under a developers agreement with the WPCA. This would encourage future users to the east to tie into the sewer and the developer of Quarry Brook Village could recover part of the cost of installing this sewer main. There have been problems with septic systems on lots to the east (ie. #994). 2. Relocate the CB in the road at the driveway entrance so it is not in the middle of the driveway. This can be converted to a MH with a new CB installed off to the side. Provide a galvanized frame and grate for CB in the road. 3. Regrade the driveway and provide a hump at the road so water in the road does not run into the driveway. 4. Quit Claim the property from the center of the roadway for 25 feet toward this lot to the Town for the road ROW. 5. 1 believe this site has a lot of fill and has high groundwater levels. The driveway detail provided is ok if the driveway is constructed on a stable subgrade material. If there is high groundwater or unsuitable subgrade material where the driveway is proposed the driveway construction detail will need to be modified to include additional depth gravel base or process aggregate base on top of gravel subbase. 6. Senior Planner Re:960 Pleasant Valley Road Dear Marcia We are submitting 9 sets of revised plans for the above referenced project. The plans have been revised to address comments made by Michele Lipe dated 3/12/04, and by Jeff Doolittle dated 4/l/04. Based on Jeff Doolittle's comments,we needed to gain access to the Barrington Estates pump station in order to revise the plans. We were not able to gain access until 4-12-04. Our replies to each set of comments are as follows: Michele Lipe's comments 1. The zoning table has been updated based on the revised wetland boundary. 2. The lighting plan has been revised to provide a shield on the light near the property line in order to restrict the light level at the property line to less than 0.25 foot-candles. 3. The side yard has been revised on the plans. 4. We believe that a coterminous buffer/side yard is appropriate in this location. The homeowner to the east of our site has been contacted, and we have included on the plans a provision to add additional landscape plantings on his property if he so wishes. At this time, the east abutter has requested that we maintain the existing fencing along the common boundary line which we have agreed to do. He has not requested additional landscaping, though once the proposed building and landscaping is in place, if he wishes, additional plantings can be added. The property adjacent to the site to the west of the site has extensive wetlands and if a house is constructed on this property, it will need to be constructed substantially closer to the road than the proposed SRD building will be. We have included a copy of the town topographic mapping with the proposed SRD shown. Based on the floodplain at approximately elevation 78, any proposed structure would need to be substantially in front of the proposed SRD. 5. The refuse and recycling would need to be brought to the edge of Pleasant Valley Road as in the remainder of the neighborhood. The homeowners within the SRD would have a choice of bringing out the garbage cans and recycling containers themselves, or hiring an individual to bring the garbage cans down for them. 6. We have enclosed a traffic statement for the proposed project. The 6 SRD units will not generate any appreciable amount of traffic. 1 Jeff Doolittle's comments l. We have revised the sewer to be located within Pleasant Valley Road. We have proposed the sanitary sewer within the center of the eastbound travel lane due to the location of the watermain. With the watermain within the road on the north side of the road, and the width of the road, the sewer line needs to be within the eastbound lane in order to maintain the necessary 10' separating distance. In addition, if the sanitary sewer is constructed within the center of the eastbound lane, the construction may be able to take place without completely closing the road to through traffic. The construction of the sanitary sewer extension is an expensive undertaking, and the proposed project cannot support the additional cost of extending the sewer within the road to the eastern property line. 2. We would request that the issue of relocating the catch basin be reconsidered in this location. The drainage area for this catch basin is very small. It appears that at most, only 100-150' of the roadway drains to this catch basin with no appreciable off road areas draining to the road. As such, this catch basin collects very little runoff, and the additional cost of adding a second catch basin in this area does not appear warranted. 3. We have provided a spot grade showing a hump in the driveway. 4. The right of way will be quit claimed to the town. 5. We concur that during construction, if fill is encountered, than modifications will need to be made to the design details to address the specific conditions encountered. 6. WPCA approval will be requested. Please review the above, and feel free to call with any questions or comments you may have. Sincerely, Galen Semprebon, P.E. The proposed development includes the installation of access driveways, parking areas, and garages. The site is located on the north side of Pleasant Valley Road in South Windsor, Connecticut. The site is presently undeveloped, and the south side of the site is a cleared field. The rear of the site is wooded. Quarry Brook runs through the site. Trip generation rates for the age-restricted homes was determined using the Institute of Transportation Engineers(ITE) sixth addition published 1997. For the 6 elderly housing units, the generation rates would be as follows: Elderly Housing—Detached(6 homes) Average Weekday Trips: Not available Morning Peak Hour: 0.21 Trips per Unit— 1.3 Trips Afternoon Peak Hour: 0.23 Trips per Unit— 1.4 Trips The trip generation rates are for detached elderly homes. The units proposed are attached, though this should not have a significant affect on the trip generation rates. As can be seen from the data, the trip generation rates for the proposed development are insignificant. The sight lines were reviewed for the proposed driveway on Pleasant Valley Road. The sight lines to the east and west are both in excess of 800'. The road is posted for a 30 mile per hour speed limit. Based on the above, the sight lines are adequate. The proposed development is not expected to have an impact on the traffic volumes on Pleasant Valley Road, and the sight lines from the proposed driveway are adequate. \ ; 80 8R 76.5 - ' E646,OOO i 86.5 60 x 9 x c e:S \ 6. 93.0 c.B. 94.3C. \ C.B. c.a / .. /• \ x / C.B. x x \ BASKETBALL 95- 93.2 COURT \ / x • 89.2 z / \ x / 93.0 x 90.7 x x94 y 0-- x 94.6 / -L x \ x \ POOL / \ / TENNIS COURTS k okJ x Apr 21 04 12: 34p Design Professionals" 860-291 -8757 p. 2 DESIGN PROFESSIONALS, INC. civil engineers .planners . surveyors . gig April 20,2004 Town of South Windsor 1540 Sullivan Ave. South Windsor, Ct 06074 Attn: Ms.Marcia Banach Senior Planner Re:960 Pleasant Valley Road Dear Marcia We are writing in order to provide some clarifications on some of the issues raised at the last Planning and Zoning IIearing for the above referenced project. 1. Garbage Disposal: Our clients as indicated at the hearing would be willing to restrict the 6 units within the SRD to use 1-2 community garbage cans and community recycling containers. This would cut down on the number of curb side containers that would need to be brought to the curb side. 2. Parking: The issue of the amount of parking available and the need for visitors to park in front of garages was raised. The applicant would be willing to add a small stepped back garage unit to the western garage for the storage of lawn equipment and garbage containers etc,and eliminate the eastern garage. Visitor parking would be located in the area of the eastern garage. As part of this, the western garage could be moved to be a minimum of 35' from the side property line. We have included a sketch of this alternative garage layout. 3. Please make appropriate revisions and submit seven complete sets (including landscaping and architectural elevations)to the Planning Department at least 10 days prior to the scheduled public hearing (scheduled for April 13). Engineering comments will be forthcoming. If you have any questions, please call. 1. Zoning data table — the density calculations should be updated based on the revision made to the wetlands boundary 2. It appears that the lighting levels proposed (at the property line) exceed what the regulations allow(see Section 17.20.3.c.2) 3. The plot plan reflects a 20' side yard which should be eliminated (buffer requirement is 25'and then 10'side yard) 4. Staff has a concern with the combination of the buffer and the side yard. We recommend they not be combined as there is a single family home to the east and the potential for a home to the west. It does not appear to meet the criteria for a coterminous buffer/side yard (see Section 4.1.12.g). 5. How does the applicant propose to handle refuse and recycling? 6. A traffic statement should be submitted. Note: ADRC will be meeting on the application on March 18, 2004 and further comments may be forthcoming. 1540 Sullivan Avenue,South Windsor,CT 06074 PH 860-644-2511,ext.253 Fax 860-644-7280 e-mail lipe@southvvindsor.org 0 Page 1 DESIGN PROFESSIONALS, INC. civil engineers •planners . surveyors • gis June 3,2004 s N0 Town of South Windsor Z 1540 Sullivan Ave. jNOSORpA DQ South Windsor, Ct 06074 4/*0FpT Attn:Ms. Marcia Banach Senior Planner Re: 960 Pleasant Valley Road Dear Marcia We have enclosed for your review, a check set prior to submitting the 3 final sets of plans. The check set has been revised to address the conditions of approval. We have shown the top on the catch basin at the front entrance drive to be replaced with a manhole cover. Based on our survey information, the catch basin is located essentially at the high point in the road. The center of the road opposite the catch basin is at elevation 92.38. Approximately 100'to the east at the water valve, the road elevation is at 91.84. The conversion of this catch basin should not create a problem with drainage within the roadway. The little runoff that does go to this catch basin will continue down the roadway to the west to the next catch basin. Please review the above, and feel free to call with any questions or comments you may have. We would like to schedule a preconstruction meeting as soon as possible in as much as our client is most interested in proceeding. Sincerely, Galen Semprebon,P.E. Sincerely, Galen Semprebon, P.E.
