The purpose of the investigation was to verify the absence or the presence of regulated wetland areas in accordance with the State of Connecticut Statutes. The proposed development site is located to the west of Nevers Road. The study site is mainly forested with an existing residence along Nevers Road (southeast corner), a small agricultural filed in the southwestern portion of the study site and the remainder is forested uplands. The forested areas are a mix of hardwoods of varying ages and scattered evergreen trees. Evidence of logging was observed during the site visit, which results in a relatively open canopy (15 to 45%) and a dense understory. Typical vegetation encountered include, but are not limited to such species as oaks, hickory, white pine, black birch, hemlock, red maple, and beech in the tree canopy. Sassafras, gray birch, black birch, black cherry, scattered beech, Pennsylvania sedge, rattlesnake plantain, and ground pines dominate the understory. The soils on the subject site were derived from glacial outwash (i.e. stratified sand) deposits. No poorly or very poorly drained soils (i.e. regulated wetland areas) or watercourses were identified on the overall property or within 100 feet of the property boundaries. The soils in the undeveloped upland areas ranged from well drained to moderately well drained loamy soils. Please call us if you have any questions on the above or need further assistance. The 1946 air photo shows the and in an advanced state of eutrofication. p p Heavy surface vegetation including woody shrubs and herbaceous plants are clearly evident and covering over 95% of the surface of the pond. The contributing watershed is at least 50% wooded with a forested area of at least 300 feet surrounding the pond. The forest vegetation would buffer adjacent agricultural impacts (nutrients). The 1956 air photo shows the pond with almost 100% open water with no discernable bottom. This could mean that between 1946 and 1956 either the pond bottom was altered, or the water level was increased. There is no discernable land scarring that would indicate that a dredging operation had taken place. The sand mining operation to the north required an access road to be built with a culvert. It is possible that the level of the culvert was raised over time causing the water elevation in the pond to increase. The 1966 air photo still shows an open water situation. The 1986 air photo shows the pond with the addition of the Wood Pond residential subdivision as well as Wood Pond Road to the south rand Riverside Drive to the north. Woody vegetation has started to encroach into the open water area from the south and around the edges. I would estimate that 20% of the open water area has been encroached upon. The 1996 air photo shows a significant increase of vegetation in the pond. The open water area has been reduced. I would estimate that 40% of the open water area has been encroached upon. There are no man-made structures present that effects the outflow of water from the pond. The channel that drains the pond to the north is in good shape with a sand and gravel bottom. There is no indication that the channel has been degraded by sediment. Wood Pond appears to be in a state of eutrophication and over time is evolving back into a swamp. Urban inputs from the adjacent residential developments within the watershed will accelerate the process. The neighbors have mentioned that there has been a rise in the water level of the pond. Mature trees at the northern end of the pond are inundated to a height of 1-foot plus. This certainly seems reasonable if the pond is becoming shallower due to a buildup of organics and sediments on the bottom. This would also result in a reduction of available storage during storm events. a WILSON M.ALFORD,SR.,P.E.&L.S. ■ WILSON M.ALFORD,JR.,P.E.&L.S. fENGINEERS a SURVEYORS ■ CHRISTIAN L ALFORD,P.E.&LS. 200 PIGEON HILL ROAD N P.O.BOX 484 E WINDSOR I CT 06095 1 PHONE(860)688-TM I FAX(860)888-3M I ALFORD@SNET.NET (RECEIVED February 2, 2004 FFg - 5.2004 Property Owner SOUTH WINDSOR PLANNING DEPT, (Certified Mail) Re: Proposed "Joseph Lane Estates"- Subdivision Joseph Lane & 585± Nevers Road, South Windsor, CT Applicant- Mannarino Builders, Inc. I have reviewed the proposed plan with the following initial comments: The location of soil stockpiles should be shown. Appropriate erosion control measures should be placed so to minimize sediment migration. Siltfence should be placed along the front of all of the proposed lots to minimize sediment migration onto the road, and limit access to the lots by equipment and workers. Stormwater is proposed to be discharged onto the open space property to the east of Nevers Road. This area contains inland wetlands. The plan does not show contours sufficient to determine the direction or impacts of runoff from the project. The construction of the detention basin should be accomplished during phase I. This will insure the proper and timely establishment of the structure prior to the larger scale land clearing associated with Phase IL A detail of the detention basin outlet structure should be provided. A detail showing the proposed catchbasin protection should be provided. Norway maple is considered an invasive tree species by the DEP. A native tree species should be substituted as a street tree alternative. cc. From: Jeffrey H. Folger—Environmental Planner/Conservation Officer Date: February 10, 2004 Re: App. #04-06P—Joseph Lane Estates subdivision-Plans dated 01/30/04. The project is to build a 15-lot residential subdivision, road, and stormwater structures on 9.44 acres. Regulated activities include the location of a stormwater outlet within the URA. Estimated disturbance in the URA is 435 sgft. Site: The site is located in the Podunk River watershed. The parcel is wooded and moderately sloping to the east toward Nevers Road. The eastern 2/3 of the site gently slopes down to the north and west. The site is primarily wooded with hardwoods (oak, hickory, maple)being the dominant overstory trees. The understory vegetation is moderate, as is the forest floor. This parcel abuts a non- developed parcel to the south, which is actively farmed. Based on the proposed plans, the forested area on the site would be cleared to accommodate the development. A stormwater outlet from a proposed detention basin would discharge to a small wetland area that exists between Wood Pond and Nevers Road. The wetland area drains to the north into Wood Pond. The wetland area would be classified as a forested wetland type. Road runoff currently drains to the wetland. Functions of this wetland would be stormwater retention, nutrient and sediment trapping, flood storage, groundwater recharge, and wildlife habitat. The site drains to Wood Pond to the east. This open space area contains a pond and wetland. The pond contains emergent woody vegetation, and while there is evidence of eutrofication(in- filling of open water areas by vegetation),the area has important wildlife, stormwater retention, flood storage, nutrient and sediment assimilation, and groundwater recharge functions. Impacts: The soils on the site are listed primarily as Enfield Silt Loam(EsB) 3 to 8% slopes and Narragansett Silt Loam(NaB) 3 to 8% slopes by the Hartford County Soil Survey. These soils have erosion potentials listed as high. Planned erosion controls should be adequate to contain migrating sediments generated by construction activities. Stormwater quality is proposed to be addressed by the installation of a dry retention basin.. Catch basins planned show 4-foot sumps. Water quality renovation concerns should be addressed by the current design. There is a concern about the effect the discharge will have when it reaches the eastside of Nevers Road. This small wetland drains to the north, eventually emptying into Wood Pond. The topography associated with the wetland is very flat, and care needs to be taken to insure that discharged stormwater flows to the north and does not negatively impact the adjacent residence to the south. Additionally, the increase in volume generated by the development could negatively impact the neighbors adjacent to Wood Pond itself. The Wood Pond impoundment area appears to be changing over time. Sequential aerial photographs from the 1940's through the 1990's suggests that Wood Pond has become shallower, and is less suited to handle stormwater flows than was originally conceived when the Wood Pond subdivision was approved in the early 1980's. The overall storage capacity has been reduced and the water level has been raised during periods of high flow or increased groundwater levels. The present water level is 12-15"high on existing mature trees located at the north end of the pond. Clearly, these trees grew and thrived in a situation where the water level was quite lower. I have measured the depth of the pond at several places along its length. The greatest depth observed was 32"in the center with shallower depths to the north and south. A possible solution to the changing situation there would be to dredge out the man-made drainage ditch that exits from the pond and travels north under Riverside Drive. This would result in lowering the water level in the pond, providing additional storage in the pond and lessening the existing impact to neighboring properties whose yards are becoming increasingly saturated. The applicant is willing to perform this task and include the proposed work as a part of the application. We have instructed the applicant to examine the elevations of the watercourse at the pond, and at the culverts that pass under Riverside Drive to see if it is feasible to consider that option. Doolittle, P.E., Town Engineer r- Date: 3/1/04 RE: App 04-06P, Joseph Lane Estates Subdivision Application I have reviewed the Site Plan for a the Joseph Lane Estates Subdivision and have the following comments: 1. The slopes around the houses should be less than 4H:1 V so they can be used and maintained as lawn area. 2. Extend the sidewalks around both sides of the proposed cul-de-sac on Joseph so they connect. 3. Move the main drainage pipe (from CB4 to C131)to the west side of the road so the yard drains on this side can discharge directly into CB's or the drain pipe. This will eliminate the long collector drains along the road that would have to be privately maintained. 4. Two additional catch basins are required in the cul-de-sac. These should be placed at the tangent of the reverse curves going into the cul-de-sac as shown on the plans, (just up hill of the driveways for lots 6 and 7). 5. The drainage easement between lots 13 and 14 is too close to the houses. It will be very difficult to maintain this pipe and access the detention basin without impacting the houses where they are shown. These houses each need to be located at least 10 feet away from the drainage easement or this easement should be 30 feet wide. If the drainage easement is kept at 20 feet a note needs to be included on the plot plan and building plan that no structure or portion thereof shall be (coated within 10 feet of this easement. The pipe needs to be centered in the easement by the road. 6. Show a standard 10 foot wide Town Gravel Access Road (4" topsoil over 8" gravel over filter fabric)from the paved roads to the detention basin within both the easement area to the inlet and outlet structure. Include a note on the plot plan and building plan that there shall not be any utility structures (other than for stormwater drainage), driveways, structures, fences, or trees, within the drainage easements. 7. Increase the size of the level spreader across the road to about 50 feet long to better disperse the flow from this development. 8. A gutter flow analysis and headwater analysis need to be completed and submitted as part of the drainage report for this subdivsion. 9. The developer has agreed to clean-out the outlet channel from the north end of the pond to the culverts crossing Riverside Drive. This will maintain the flow from the pond and may increase the outlet flow. It may also lower the water level in the pond a few inches depending on the groundwater flow in the area. The details of this plan need to be finalized between the developer and the Town Engineer and Environmental Planner in the spring or summer of this year. The Town requests that the developer clean the outlet channel during the first low flow period after construction begins on either Joseph Lane Estates or Eagle Run SRD. 10. Add a note specifying galvanized frames and grates for the catch basins and detention basin outlet structure top grate and trash rack. 11. On Sheet 8, notes 14 and 30 appear to be the same. One can be deleted. 12. WPCA review and approval is required for this site. Please call me(x 245)if you have any questions. MEMORANDUM To: Marcia Banach, Director of Planning RECLZ11/eD Jeff Folger, Environmental Planner/Conservation Officer Michael Gantick, P.E., Director of Public Works MAR 2 2004 MLq SOUth/(jndSOf From: Jeffrey B. Doolittle, P.E., Town Engineer CONSER 4r04No AGENCY Date: 3/2/04 MM'SS'ON RE: Wood Pond outlet by Riverside Drive I inspected the outlet from Wood Pond and the culverts crossing Riverside Drive today. The ice is beginning to soften and break up. I estimate that the water elevation in the pond has dropped about 8"-12" since the winter based on the top of ice and the visible water. No water was flowing out from the pond. There is a high point in the bottom of the outlet channel mid way between the culverts and the pond that is about 6"-8" above the water level in the pond. There were also two logs down across the mouth of the outlet channel near the pond. It appears that the high point in the channel and the logs across the mouth of the channel have held back the water in the pond and caused the water level in the pond to be high for extended periods this past fall and winter. Cleaning out the channel will be beneficial as the water will keep flowing from the pond and the water in the pond should not remain high for as long after storms as it recently has. We should continue to work with Rob Mannarino to clean out this channel as he has agreed to do as part of the Joseph Lane Estates and Eagle Run projects. I also looked at the two culverts that cross Riverside Drive. A small trickle of water was flowing into the eastern culvert that has the lower invert elevation. Water from the road was flowing into the western culvert via the catch basins in the road. There was about 2"-3" of silt in the inlet to the culverts. No water was flowing out of either culvert. There was ice and about 8" of silt in the culvert outlets. It looked like the western culvert may be obstructed by ice or some other debris. There was also a lot of silt and debris (fallen branches, leaves, rip rap, silt) downstream of the culvert outlets. recommend the Town plan on cleaning out these culverts and the outlet area. The Town owns the property to the north of Riverside Drive along Nevers Road. Doolittle, P.E., Town Engineer 9-ef Date: 3/23/04 RE: App 04-06P, Joseph Lane Estates Subdivision Application I have reviewed the Site Plan for a the Joseph Lane Estates Subdivision and have the following comments: 1. A strip along the front of this property on Nevers Road needs to be deeded to the Town of South Windsor to provide 25 feet of ROW from the centerline of the existing road. (approx. 8 feet wide). The setback lines and houses on these lots need to be adjusted to this new ROW line. 2. The slopes around the houses should be no steeper than 4H:1 V so they can be used and maintained as lawn area. 3. 1 think the sidewalks should be extended around both sides of the proposed cul-de-sac on Joseph Lane so they connect. This is how the sidewalks are on the approved plans for the Vintage Hills Subdivision. If this is not done the sidewalk should cross the driveways for Lots 5 and 7 and end in a ramp heading south to the street. A note and/or lines needs to be shown on the plan indicating a future sidewalk across lots 6&7. 4. 5. A gutter flow analysis and headwater analysis need to be completed and submitted as part of the drainage report for this subdivsion. 6. The proposed foundation drains from the houses on lots 13 and 14 on Nevers Road need to be revised and detailed as follows: Raise and specify the invert elevation so these connect into the top of the 15" drainage pipe between the houses. Include a detail for the connection of these foundation drains into the 15"drainage pipe. Backwater valves are required on these foundation drains to prevent water from backing up into these houses. The backwater valves should be located at or in the houses and be accessible for maintenance. 7. The proposed foundation drain from the house on Lot 15 on Nevers Road needs to be moved back onto private property so it does not run parallel to the road within the ROW. This is a private drain that should cross lot 14 and then connect into the storm drainage pipe with the same detail as is used for the foundation drains from lots 13 and 14. 8. All the proposed driveways need to be graded with a maximum slope of 5%for 10 foot back from the ROW line according to the Town Standard Details. The driveways for Lots 4, 5, 6 and 13 are not graded this way. Grading is not shown on the driveway for lot 14. The steep driveways for lots 4, 5, 6, 13, 14 and any others (greater than 4-5%) need to be sloped to the side so surface water sheds off the driveway onto the more pervious side area before it reaches the road. 9. WPCA review and approval is required for this site. Please call me(x 245)if you have any questions.
