Subject: Metro Realty Proposed developement Deming west of Grandview
Just drove the sight. If I had my utility pole numbers right, I have some real concerns over the location of
that driveway on Deming. Roadway curvature is tighter than appears on plans, though this may just be a
perception problem. If you stand at the proposed drive site and look left(east)there is a serious sight line
problem. Remedy would involved a substantial amount fo excavation on the north side of the roadway to
remove the bank and allow a sight line thru the corner. Thanx for your help. Rich

RE: App 04-04P, Metro Reality 3-Lot Resubdivision on Deming Street
I have reviewed the revised plans (dated 2/17/04) for the above Resubdivision
application and have the following comments:
1. Include a catch basin in the roadway by the comer of Lots 1 and 2. This should
be installed approximately 170 feet uphill from the existing catch basin and
connected with 15 inch diameter RCP to the existing catch basin by the south
west comer of Lot 1. This is to pick up water in the road and shoulder to alleviate
a current icing problem. Connect the foundation drain for the house on Lot 2 into
this new catch basin.
2. The foundation drain for the house on Lot 3 may also be moved to connect to the
storm drainage in Deming Street. However, if it is left to discharge to the rear of
this house a swale needs to be shown leading to the rear of this lot.
3. The grading of the existing bank to accommodate the proposed sidewalk is good.
However, the sidewalk is a little steep, between 9% and 10% in places. Can the
sidewalk grades be lowered so they are no more than 8.3%?
4. Provide a handicap ramp from the proposed sidewalk to the street across from
the sidewalk at the end of Sele Drive. (near SNET pole 3308)
5. An application must be made to the WPCA for the Sanitary Sewer laterals for
these proposed house lots and these must be approved and any charges paid
before they are installed.
Please let me know if you have any questions.

1. Include a catch basin in the roadway by the comer of Lots 1 and 2. This should be

with 15 inch diameter RCP to the existing catch basin by the southwest comer of Lot
1. This is to pick up water in the road and shoulder to alleviate a current icing
problem. Connect the foundation drain for the Lot 2 house into the new catch basin.
2. Deming Street is narrow (20-22 feet wide), has grades in excess of 10%, and has
sharp horizontal and vertical curves in front of these 3 proposed lots. This presents
safety hazards to motorists and drainage problems. The applicant should widen this
section of roadway on their side to provide at least 26 feet of pavement width or
participate in this improvement with the Town. These road improvements may not
include the additional storm drainage or catch basin mentioned in 1 above. This
work would be coordinated and approved by the Town Engineer and Public Works
Department.
3. The foundation drain for the house on Lot 3 may also be moved to connect to the
storm drainage in Deming Street. However, if it is left to discharge to the rear of this
house a swale needs to be shown leading to the rear of this lot.
4. The grading of the existing bank to accommodate the proposed sidewalk is good.

utility easement, no structures can be erected nor trees or shrubs planted over
the sewer easement.
9. There are no street trees shown. The Commission should consider whether
street trees would be appropriate at this location. There is a 50' buffer required
on Lot 1 along the Gateway zone boundary. A buffer planting plan has been
included.
If this application is approved, Planning Dept requests, in addition to items already
noted, a boundary line correction along Grandview Terrace to show the separation
between the Town's right-of-way and the Bassos property.

Re:Application 04-04P;Metro Realty Group Resubdivision
In response to comments generated by Planning and Zoning Commission members, I would like to
recommend an alternate driveway location for proposed lot#1. As submitted, the proposed driveway
location facilitates this lot being developed by the abutting Church and provides access through their
existing lot and entrance drive. The Commission's concern was that this lot could be sold and
developed as a single family residence requiring an access onto Deming St Should this happen,
available sightlines would dictate a proper location of this driveway onto Deming St and as such should
be located as far West as possible. By locating a driveway west of SNIET pole#3306, the available
sightline looking East, up Deming St is maximized and also provides sightline West to the existing
intersection with Buckland Road. It is my understanding that additional permitting processes would be
required to relocate this driveway onto Deming St,including, but not limited to,a staff site change order
request and a curb-cut permit These procedures ensure that appropriate town personnel will have
jurisdiction over driveway placement should relocation be desired.
Please let me know if you require any additional information in your consideration of our application.
Sincerely;,
Ka n Isherwood, P.E.

Mr. Craig Kochanski
15 Grandview Terrace
South Windsor, CT 06074
Dear Mr. Kochanski:
RE: Terrace Heights Subdivision - sidewalk and underdrain.
As part of the construction of the sidewalk along Deming Street for the Terrace Heights
Subdivision, an underdrain must be installed behind the sidewalk to collect both ground
and surface water flowing down this hill. If this underdrain is not installed the water
will flow down the sidewalk and out onto the road, casuing flooding and icing on both
the sidewalk and road. The flow of water off this hill alongside Deming Street had been
a problem in the past and the Public Works Department installed a catch basin along
this hill to catch the water. During the review and approval process of this subdivision,
the issue of water flowing off this hill and causing flooding and icing of the road was
discussed as were options to alleviate the problem. These options included additional
catch basins and piping to carry water down the hill and underdrains. Once
construction began on this site and the hill was stripped of vegetation and graded,
there was more water running down this hill than before, a large section of the hill was
washed out and the water caused flooding and icing in the road. The Town alerted
you to the need to install the underdrain some time last year (2004). The underdrain is
necessary to prevent future washouts of the hill, flooding and icing of the sidewalk and
road. This flooding and icing is a hazard to pedestrians using the sidewalk and
motorists using the road. These conditions also cost the Town extra money to keep the
road clear and the property owner extra money to keep the sidewalk clear.
The cost of the underain and sidewalk was not included in the amount paid to the Town
as the developers contribution to improving the road. The proposed Town roadway
improvements include other storm drainage improvements and additional underdrains if
they are necessary. These costs have increased since this project was approved.
The underdrain needs to be installed and the bank stabilized with grass and mulch in
the next month so the washout, flooding and icing of the road does not occur again this
winter. I also suggest the sidewalk be installed before winter so the subdivision
improvements can be completed and the bond reduced. If these improvements are not
done in the next month, the Town may use the bond money for this project to pay for
alleviating any washouts of the slope, flooding and/or icing in the road. Further delays
r
may also affect building permits/inspections and a certificate of occupancy for the
house at #260 Deming Street that is part of this subdivision.
Please call my office for inspections when this work is scheduled. Thank You for your
cooperation.
Sincerely,
effrey B. Doolittle
