March 1, 2004 Ms. Marcia Banach Director of Planning Town of South Windsor 1540 Sullivan Avenue South Windsor, CT. 06074 Re: Planning and Zoning Application 04-01 P Dear Ms. Banach, This letter is intended to request that the Planning and Zoning Commission reconsider their action on application 04-01 P during the next meeting (March 9, 2004). As I believe the action at this meeting really made no significant change to the current regulations and at a minimum, I'd request that this simply be rescinded. Or additionally, I would like to present additional alternatives that may be more amenable to the commission. Thank you for placing this on the agenda or we can bring it up under "other business" on the agenda. Sincerely, Timothy Wentzell TIMOTHY H. Request for amendment to Section 4.6.2c of the zoning regulations to provide some relief to interior lots that have some front land in an A-20 zone, but have the rear part of the land in a more restrictive zone. The current regulations do not differentiate between the zoning classifications for the front and rear portions of the property. The amendment suggests that, in the rare instances where the front of property is zoned A-20 and the rear is in a different zone, the area is already developed with much smaller lots. 2. If this amendment is approved, applicants would be allowed to apply less restrictive standards to some rear lots. The area affected by this amendment would be limited, as split zoning tends to occur only along older roads. In those instances, the frontage along the road was zoned in one category for a distance of usually about 200 feet, then the remaining land was classified into a different category. Examples of roads that have split frontage zoning include Chapel Road east of Ellington Road, where there is a long stretch of frontage zoned RR, with the land behind it zoned CD or RR-O; Ellington Road in the Rt 74 section, which has stretches of land zoned RR along the street and AA-30 behind. The A-20 split zoning appears to be limited to Governors Highway and Ellington Road around the Beldon Road area. The Commission needs to consider whether this amendment is an improvement to the existing interior lots regulation, or at least does no harm to the existing regulation. 3. The Town Plan of Conservation and Development does not offer any guidance for this proposed amendment. 4. The Capitol Region Council of Governments has reviewed this proposal and reports that: *******READ CRCOG REPORT******* 5.
