There is presently a converted house on the site that contains the existing hair salon. The site is boardered on three sides by the recently approved "The Shops Of Evergreen Walk" development. There are existing wetlands to the north and south of the site, with a very small amount of wetlands on the southeast corner of the site. Proposed Development: The proposed development of the site includes the construction of a 2-story, 9,000 S.F. office building that will also house the Vision's Salon and Spa. As part of the development, parking, and driveways will be constructed. The site will be serviced by public sanitary sewer and water. The Storm drainage system proposed for the development includes the installation of storm-sewers within the proposed parking areas that will connect into and discharge through The shops of Evergreen Walk. The runoff from the parking areas along the eastern side of the building will discharge to a low vegetated area along the eastern side of the site where infiltration will occur. In the event that this area fills with water, the overflow will enter the storm drainage system via 2 catch basins in this area. Off-Site Analysis: The site through an easement and agreement with The Shops of Evergreen Walk will discharge into the storm system constructed as part of this development. Erosion/Sedimentation Control Systems: An extensive erosion/sedimentation control plan has been developed as part of the proposed site design. These measures include the following: 1. Installation of silt fence down-slope of disturbed areas. 2. Installation of silt fence around stockpiled materials. 3. Installation of silt fence around catch basins. 4. Seeding and mulching disturbed areas as soon as practical during construction. 5. Limiting the areas of disturbance during construction. 6. Installation of construction entrance pads, and sweeping of roadways as needed. 7. Maintenance of the above measures. Conveyance System: The on-site conveyance system consists of a piped stormwater system connected into The Shops of Evergreen Walk. The piped drainage system has been designed to accommodate the runoff from a 10 Yr design storm. Discharge at the Natural Location: The site presently drains to the west, and will continue to do so under developed conditions. Maintenance and Operation: The following maintenance operations will be required to ensure the proper and efficient operation of the Storm Water System. The following maintenance schedule is intended to be a minimum guide, and additional inspections and maintenance measures may be required following large storm events that could cause the deposition of excess debris in the system. Catch Basins: The catch Basins shall be inspected annually. The sumps shall be cleaned when the depth of material within the sumps reaches 1'. Pavement Sweeping: The parking lots shall be swept at a minimum of twice per year. Once in the spring shortly after the end of the snow season, and once in the fall after the leaves have fallen. Topographic Contour Maps: A topographic contour map has been provided showing the drainage areas for the site at a scale of F'= 20'. The map showing the developed conditions is included in the rear of this report. Floodplain Boundaries: There are no floodplain boundaries on the site. On-Site Storm Sewer Calculations: The storm sewer calculations for the storm piping within the proposed parking areas are included in appendix A. The storm sewer has been designed for a 10-year design storm utilizing the rational formula. Conclusions: The on-site stormwater system will adequately handle the runoff from the site development. HIGHLAND SOILS LLC May 24,2004 Becky Meyer Design Professionals,Inc. RECEIVED f 65 South Satellite Road South Windsor,CT 06074 MAY 2 7 2004 RE. VISION'S SALON&SPA SOUTH WINDSOR PLANNING DEPT. 207BUCKLAIVD ROAD SOUTH WINDSOR, CT Dear Becky: The inland wetland boundaries on the above-referenced property were originally field delineated in 2001 for the Evergreen Walk project. On March 29,2003 the wetlands on the north side of the property were re mapped in the exact same locations. The wetlands were field delineated in accordance with the standards of the National-Cooperative Soil Survey and the definition of wetlands as found in the Connecticut General Statutes,Chapter 440, Section 22A-38. I have reviewed the plans prepared by your office and have found the representation of the field delineated wetlands to be substantially correct. The wetlands to the north of the property were identified based on the watercourse definition of wetlands. This area is a well defined channel fed in part by storm water runoff and ground water seepage or exfiltration. The upland soils were identified as belonging to the moderately well drained Ludlow Series. Areas in the yard and around the house were previously disturbed and were identified as Udorthents or man-made soils. The wetlands to the south of the property are man-made and are associated with a drainage path. The soils were identified as Aquents or wet man-made soils. If you have any questions,or require additional information, please call me at(860) 742-5868. ' Connecticut Ecosystems LLC was retained to conduct a site plan review, the results of which are presented in this report. Mr. Edward M. Pawlak, Registered Soil Scientist and ' Certified Professional Wetland Scientist, inspected the subject property on May 28, 2004 to collect biological data. Prior to the biological inspections the site plans, prepared by DPI, Inc. and dated April 26, 2004 were reviewed. 2.0 SITE DESCRIPTION The 0.96-acre subject property is bordered to the east b Buckland Road to the south and J p p Y Y west by Evergreen Walk(under construction), and to the north by residential property. ' Slopes on the property are very gentle. The noise level on the property on the inspection date was very high due to vehicular traffic on Buckland Road, and extensive construction activity in the general area. ' 3.0 LANDSCAPE CONTEXT ' The property is part of a landscape block that contains a significant amount of existing (Buckland Hills) and under-construction(Evergreen Walk) commercial land use. ' 4.0 SOILS The Hartford County Soil Survey maps the well drained Enfield silt loam and moderately ' well drained Tisbury silt loam soil series on the property. The narrow wetlands are not shown on the Soil Survey. . ' 5.0 UPLAND COVER TYPE Whitlock et al. (1994) define "cover type" as "a portion of a wetland or upland system ' that contains a uniform plant community composition and structure or that is influenced by one hydrologic regime." Below is a description of the upland cover type found on the property. 5.1 Lawn (Ul) ' An unmowed grass lawn borders the wetland on the westerly half of the property. A row of tall conifers(eastern white pine, eastern hemlock, eastern red cedar)lies adjacent to the south side of the wetland across the entire property. 77 41 • BM ,- • • •-•yj •• 1 • 133 ` •_ 1 fir- "_ i,1._.-:_. 1 ♦ .. ---:. sp F , f .sir.. • ` 71 Pf •:' •a r # t fj r t' ol f 7 I 1 ' s if •s •,•••• h 4 S6 r 45Sti So lj Ilk it Printed from TOP4!01998 Wildflower Productiorm(www.topoxom) ' Figure 1. A modified ' version of the"Highway Methodology", developed by the U.S. Army Corps of Engineers, was used to assess wetland functions and values (Appendix 1). Table 1 lists ' the principal functions and values associated with the on-site wetlands. 6.1 Wetland 1 (Wl) 6.1.1 Wetland Description ' Wetland 1 is a deciduous wooded swamp contained within a narrow channelized ditch. The wetland originates at a culvert below Buckland Road, and extends off-site to the ' west. The ditch contains significant sediment deposits, particularly at the east end, near a large soil pile associated with Buckland Road construction activities. A low flow of water(1-2" deep)was moving west in the ditch on the inspection date. Runoff from the ' on-site parking lot flows directly into the wetland. Weeping willow, jewelweed, and multiflora rose are the dominant flora in the wetland, accompanied by silky dogwood and sensitive fern. ' 6.1.2 URA Description ' The on-site URA consists of a building, parking lot, unmowed rear yard, and a row of tall conifers. ' 6.1.3 Wetland Functions & Values Wetland 1 is associated with the following principal functions: Groundwater Recharge and Discharge, and Pollutant Removal(Table 1, Appendix 1). 6.2.1 Wetland Description ' Wetland 2 is a shallow marsh located in a small depression adjacent to Buckland Road at the south end of the property. The wetland is bordered to the east by Buckland Road, and ' to the south and west by Evergreen Walk, which is under construction. The wetland contained 2-3 inches of stagnant water when inspected on May 28, 2004, following a heavy rainstorm. Blocked drainage is the cause of this ponding condition. ' 7.0 DEP NATURAL DIVERSITY DATA BASE ' The DEP Natural Diversity Data Base (NDDB)was contacted to determine whether there are records of any State-or Federal-listed flora or fauna on the subject property. When a ' reply letter is received it will be forwarded to the South Windsor Wetlands Commission. No listed species were observed during the site inspection, and given the heavily developed surrounding landscape, it is very unlikely that any occur on or near the subject ' property. ' 8.0 WILDLIFE A total of four wildlife species were identified on the property: American robin, northern ' cardinal, gray catbird and chipmunk. None of these are Threatened, Endangered or Special Concern species. It is very likely that additional species occur on the property, including white-tailed deer, eastern cottontail, black-capped chickadee and green frog, ' none of which are rare or uncommon in Connecticut. 9.0 REGULATED ACTIVITIES 9.1 Wetlands & Watercourses ' No impacts to wetlands or watercourses are proposed. 9.2 Upland Review Area ' The South Windsor Inland Wetland Regulations define an Upland Review Area(URA) that extends 80 feet from the edge of wetlands. ' The intent of the Inland Wetlands and Watercourses Act is to protect the functions and values of wetlands, not Upland Review Areas. According to Mr. Steve Tessitore of the ' Connecticut Ecosystems LLC ' Vision's Salon& PageSP a 4 Buckland Road South Windsor, CT 61712004 -----------------—------—-------------—--------------—------------------------------------------------------------ Connecticut DEP, wetland commissions regulate activities in the in upland areas that are likely to affect wetlands or watercourses; they do not regulate the URA itself. ' Importantly, development within a URA does not necessarily affect or impact the functions of the associated wetland or watercourse. The URA is a zone of more or less ' arbitrary width in which the Commission has decided an activity may result in an indirect impact to an adjacent wetland or watercourse. However, it is necessary to evaluate the site-specific functions of the wetland or watercourse in question, the physical features of ' the associated URA(soils, slope, vegetation), and the details of the site plan to assess the likelihood of any impacts to wetlands or watercourses. ' The proposed URA disturbance will occur in an area that consists primarily of a paved parking lot, building, and grass lawn. The conversion of this area to a new building and ' parking lot will not significantly impact the few functions associated with the on-site wetlands. ' 10.0 STORMWATER QUALITY ' 10.1 Project Stormwater System ' The construction of a landscaped infiltration basin, or"rain garden", is proposed at the front of the subject property. The basin is designed to collect parking lot runoff and infiltrate it into the ground. 11.0 CONCLUSION The on-site wetlands are heavily disturbed by channelization, sedimentation, blocked drainage and invasive flora. They occur in a very heavily developed commercial ' landscape, which influences the principal functions they provide. These wetlands will not be disturbed by the proposed development on the site, and the few principal functions they provide will remain at current levels post-development. WETLAND ASSESSMENT DATA SHEETS ' Connecticut Ecosystems LLC Introduction ' The assessment of wetland functions and values in this report is based upon the"Highway Methodology Workbook Supplement"developed by the U.S. Army Corps of Engineers New England Division. This"descriptive approach" moves away from numerical or ranking methodologies, and instead relies upon professional judgment of the reviewer. It provides criteria to standardize the assessment process. Many of these criteria appear in the data sheets that follow. Additional criteria were obtained from other ' assessment methodologies(Magee and Hollands 1998;Ammann et al. 1991)and the experience of the author. Responses to these criteria that are indicators of the function are listed under the"+"column. Those that detract from the function appear in the"-"column. Excluding conditions preclude a wetland from performing a particular function. The determination of whether a particular function is identified as a"principal function"is based upon the number of positive criteria responses, and the judgment and professional experience of the evaluator. ' Descriptions of Functions and Values Groundwater Recharge The capacity of a wetland to influence the amount of water moving from surface water to ground water(Magee and ' Hollands 1998). Groundwater Discharge ' The capacity of a wetland to influence the amount of water moving from ground water to surface water(Magee and Hollands 1998). ' Floodflow Alteration The storage of inflowing water from storm or flooding events, resulting in detention and retention of water on the wetland surface(Magee and Hollands 1998). ' Finfish Habitat:Ponds&Lakes Considers the quality of the aquatic habitat of a pond or lake, and its capacity to support finfish. ' Finfish Habitat:Streams&Rivers Considers the quality of the aquatic habitat of a perennial watercourse, and its capacity to support finfish. ' Sediment,Pollutant&Nutrient Removal The capacity of a wetland to remove dissolved, suspended and floatable pollutants from storm water runoff. ' Production Export The capacity of a wetland to produce wildlife food sources,or to export biomass that sustains downstream ecosystems. ' Recreation The suitability of a wetland to support various recreation activities(e.g.,hiking,canoeing,boating,fishing,hunting, ' bird watching). Wildlife Habitat ' The capacity of a wetland to support a diverse and abundant wildlife community. Educational/Scientific Value The suitability of a wetland for classroom field trips,or for scientific research. ' Uniqueness/Heritage The degree to which a wetland is considered a locally or regionally unique natural resource. ("Pavilions at Buckland Hills")hereby intervenes in this administrative proceeding by the filing of this Verified Petition to Intervene and requests that it be granted status as an intervening party in this administrative proceedings before the South Windsor Inland Wetlands Agency/Conservation Commission("IWACC") concerning the proposed development of a an office building and accompanying improvements to house at least Vision's Salon& Spa. In support of its request, Pavilions at Buckland Hills represents, upon information and belief, the following: 1. Vision's Salon& Spa Corporation("Vision's") proposes to construct a 9,000-square- foot, two-story office building, parking areas, driveways, stormwater structures, and associated improvements known as Vision's Salon& Spa on 40,324 square feet(0.96 acres) located on the west side of Buckland Road, approximately 1,280 feet south of Deming Street. The proposal appears to require the razing on an existing, formerly residential structure on the site. 2. Wetlands comprise approximately 2,823 square feet(0.065 acres) of the proposed site. The proposed development will require the disturbance of 27,818 square feet(0.63 acres) of the regulated wetlands buffer area on the site, including the clearing of wooded areas, the placement of stone, gravel, and topsoil as fill, and the construction of extensive areas of impervious surface. As part of the process to obtain the necessary approvals to construct the proposal, Vision's Salon& Spa Corporation has submitted an application to the IWACC for approval of the proposed development. 3. The IWACC is authorized to grant, grant with conditions, or deny permits "for all uses and activities on inland wetlands and watercourses; and the development, conservation, supervision, and regulation of natural resources within the Town of South Windsor." Inland Wetlands, Watercourses, and Conservation Regulations of the Town of South Windsor, Section 1.3. 4. In its review of the application for Vision's Salon& Spa, the IWACC will consider "conduct which has, or which is reasonably likely to have, the effect of unreasonably polluting, impairing or destroying the public trust in the air, water or other natural 367212 resources of the state." CGS Section 22a-19. The construction and operation of Vision's Salon& Spa involves, inter alia, such conduct in one or more of the following ways: a. Direct disturbance of the regulated wetlands buffer area through construction, the use of heavy equipment, the placement of fill, and the construction of extensive areas of impervious surface; b. Cutting, stripping, or uprooting of vegetation proximate to wetlands on site; c. Erosion and sedimentation caused by construction activity proximate to wetlands on site; d. Exacerbation of flooding by inhibiting the function of area wetlands; e. Increase of stormwater flow from the construction and use of impervious surface for parking spaces and walkways, which will increase erosion and sedimentation and degrade surface water and groundwater quality; f. Harassment, displacement, and possible wounding and killing of wildlife; g. Destruction of wildlife habitat; h. Utility line traversing, impacting and directly disturbing the regulated wetlands buffer area; and i. Future undefined but inevitable short- and long-term impacts given that this proposal is part of and/or adjacent to a larger proposed development. 5. Pavilions at Buckland Hills, in accordance with its rights pursuant to CGS Section 22a- 19, respectfully requests all rights of participation granted to any party within administrative proceedings before the IWACC. The request of Pavilions at Buckland Hills for party status will further the policies and purposes of the Connecticut Environmental Protection Act, CGS Sections 22a-14 through 22a-20. 6. The proposed development of Vision's Salon& Spa encompasses myriad environmental impacts. The participation of Pavilions at Buckland Hills within the proceedings before the IWACC will advance the public interest in the protection of the natural resources of the state. 7. In accordance with CGS Section 1-227, Pavilions at Buckland Hills requests that it be provided with written notice by mail of all regular and special meetings of the IWACC concerning Application No. 04-37P and/or Vision's Salon& Spa at least one week before the date of each such meeting, as well as all negotiations pertaining to the above- captioned application. 367212 2 1 1 WHEREFORE, Pavilions at Buckland Hills intervenes in this action on the filing of this Verified Petition to Intervene, requests notice of all meetings, and further requests that its Verified Petition to Intervene be granted. Commissioner of the Superior Court Notary Public My commission expires: fiE'i ;0b =PUBLIC,STATE „ SEAL ANAVAN OF ILLINOISS 10/14/2006 367212 2 MEMORANDUM To: South Windsor Inland Wetland/Conservation Commission. From: Jeffrey H. Folger—Environmental Planner/Conservation Officer Date: July 6, 2004 Re: Appl. #04-37P Review of the proposed Visions Spa and Salon. Plans dated 06/12/03. The project is to construct a 9,000-sqft-office building, parking lots, and stormwater structures on approximately 1 acre. Regulated activities include the filling and grading within the 80-foot regulated upland review area to accommodate the building and parking lot. Proposed disturbance (filling and grading) within the URA is estimated at approximately .63 acres (27818 sqft). Site: The site is located in the Plum Gully Brook watershed. The land slopes down moderately to the west from Buckland Road. The site is approximately 80% cleared of mature vegetation. "Old field" type vegetation (multi flora rose, red maple, and poplars) are starting to establish in the rear yard. The regulated areas consist of a watercourse on the north side of the property running westerly from Buckland Road that convey runoff from the east side of Buckland Road to Plum Gully Brook, a shrub/scrub wetland on the western portion of the site that connects to Plum Gully Brook. The main stem of Plum Gully Brook borders the site to the west. The watercourse (wetland #2 on your master sheet) that travels 600 feet east to west into a shrub-scrub wetland, then into Plum Gully Brook would be considered an intermittent watercourse. This watercourse levels out and becomes a wider wetland listed as wetland #3. The channel shows much evidence of scour and unstable banks along its length. The channel bottom is 18-24" in width and has a sandy substrate, with active soil migration through the channel. The sediment load in and along this wetland is very high. Average water depth is estimated at 1-3 inches. Hydrology to the watercourse is supplied by surface runoff from east of Buckland Road and some ground water contribution. The riparian zone associated with the watercourse ranges from 20 to 100 feet in width on either side of the watercourse. Vegetation consists of diverse mature tree species (Ash, Cherry, Cottonwood, Oak, Maple), and a sparse understory due to light restrictions. The edge area between the cultivated fields and the forested area consists of a variety of shrubs. The chief functional value of this wetland would be stormwater conveyance and some groundwater surcharge. Wildlife values would be considered moderate in that there is ample room for a wildlife corridor leading to the west to wetland #3. Wetland #3 would also have moderate wildlife habitat value due to the increasing width of the wetland and density of the vegetation contained within. The hydrology, high degree of exposure to urban (Buckland Road) and agricultural runoff reduces the value of the watercourse to support aquatic organisms. Chief functions and values of wetland #3 would be stormwater attenuation and conveyance, sediment and nutrient removal, groundwater recharge and discharge, and wildlife habitat. The main channel and riparian corridor of Plum Gully Brook is the final regulated area associated with the site. This occurs west of the proposed detention/biofilter basin and swale. From this site on down stream to the Podunk this stream corridor is one of the most valuable and unique habitats in the Town. Just about every wetland type, from open water to forested can be found along the corridor. The riparian area adjacent to the stream channel varies from 10 to 100s of feet. The meandering channel varies from 3 to 6 feet on width and from 6" to 3 feet in depth. The bottom substrate is sandy with vertical banks and sand bars as common features. Historical impacts to the corridor include sediment generated from agricultural activities to the east and urban runoff to the north. Functional values include Finfish habitat, wildlife habitat, flood storage, sediment and nutrient trapping and assimilation, ecological integrity, esthetics, groundwater recharge, and stormwater conveyance. There is much evidence (tracks, scat, and visual observations) that wildlife on the site migrate freely between the wetland corridors that transverse the site. This is more apparent in the western portion of the site where the wetland areas are larger and more diverse in their plant composition. Impacts: The proposed grading plan will result in grading and cuts along Buckland Road, and excavation adjacent to the watercourse. Short Term: Soils on the site are mapped as Enfield Silt Loam (EsB) 3 to 8% slopes. These soils are listed as having a high erosion potential by the Hartford County Soil Survey. Erosion controls proposed consist of silt fence perimeter controls, interior silt fence along the phase line. Long Term: The increased impervious coverage will result in reduced infiltration. Only the most urban tolerant wildlife species will continue to exist in the watercourse areas between the developed portions of the site. Stormwater Impacts: Stormwater quality and quantity impacts are proposed to be addressed by utilizing catchbasins with 4' sumps and trap hoods. An infiltration basin is proposed for the eastern portion of the site. However the grading shown for the parking lot raises a question of what will actually drain into it. Sediment storage will be accomplished using 4-foot deep sumps in catch basins w/traphoods. The drainage will combine with the Evergreen Walk drainage and travel to Detention Basin #4. The effect of this grading on the wetland hydrology is not addressed in the material we reviewed. 4. The proposed grading near the southeast comer of the site intersects the edge of the wetland area near the south property line. The proposed grading on the Vision's site does not appear to be coordinated with the current design of Evergreen Walk in the vicinity of this wetland. The existing topography for the adjacent Evergreen Walk property indicates that the proposed grading would result in direct disturbance of the wetland. This is not consistent with the statement in the Inland Wetlands, Watercourses and Conservation Application that the acreage of wetlands and watercourses to be altered is zero. 5. The proposed contour immediately north of the proposed building is labeled as elevation 140. This appears incorrect, given the elevation of 140 also shown on the contour closest to the north property line, and the elevations called out for the tops of frames for area inlets. 6. It appears that there should be an additional 138 contour and possibly some additional spot grades at the proposed "infiltration basin"to more clearly depict the grading of that facility. 7. It is not clear from the drawings that the proposed "leak offs" near catch basins PCB 4 and 5 will be effective. From the grading information shown, it appears that the catch basins would intercept any water that would otherwise flow to the "infiltration basin". The design appears to require modification to achieve the intended delivery of water to the infiltration facility. 8. The proposed "infiltration basin" (if the leak-offs function as intended)would serve a limited area of parking lot, based on the grading information shown. Only the eastern bay of parking slopes toward this facility. How is storm water quality treatment provided for the remaining parking area? 9. The "infiltration basin" as shown on the drawings consists of an unspecified depth of rock overlain by washed river rock. The rock material is proposed to be placed on a subgrade that would be sloped to an underdrain. The underdrain connects back into the storm drain piping system. The basin is therefore a rock-filled storage bed that is directly drained to the storm drain system, and not really an infiltration basin. Some settling of particulates might occur with this type of design, but we would anticipate only incidental infiltration (soils and groundwater conditions permitting), because the porosity of the rock and the presence of the underdrain would rapidly remove water from the basin and not allow time for significant infiltration to occur. Is it feasible to design for greater infiltration of storm water, or provide for another means for more effective water quality treatment? 10. Soils borings conducted at the building location indicate groundwater levels approximately 5 feet below existing ground. Seasonal groundwater levels may E11t. ENSR Intemational Vision's Salon&Spa, South Windsor, CT Page 3 even by higher. If these conditions prevail at the location of the "infiltration bed", then that facility may actually be proposed at or below seasonal groundwater levels. If that is the case, the facility may serve as a groundwater drain, rather than as an infiltration device. 11. The proposed storm drain system as designed would collect the overflow from the "infiltration basin", the sub-drainage from that basin, and the surface drainage from the rest of the impervious area of the site and convey that runoff to the Evergreen Walk drainage system. Drainage area maps in our files provided for our previous review of Evergreen Walk do not indicate that the Evergreen Walk system was designed to accommodate this runoff. Does the Evergreen Walk system have the capacity to manage storm water runoff from the Vision's site? Please contact me if you have any questions regarding the above comments. Box 231277 Hartford, CT 06123-1277 Re: Vision's Salon & Spa, 207 Buckland Road, South Windsor, CT Review of Proposed Grading and Storm Water Management Design Dear Attorney King: As requested, ENSR has conducted an initial review of the project plans and associated documents filed with the South Windsor Inland Wetlands, Watercourses and Conservation (IWWC) and Planning and Zoning applications for the above-referenced project. At this point, our review has focused on the proposed grading of the site relative to wetland resource areas identified on the site plans, and the proposed management of storm water runoff from the site. Based on ENSR's review of the application, design drawings, and associated information we have received to date, we offer the following comments and questions: 1. The wetland report furnished for our review is missing narrative after Page 3. 2. The engineering drawings for the Vision's Salon & Spa reference a plan for the adjacent Evergreen Walk development, and appear to rely on the referenced plans for layout, grading, and storm drain system data. The reference plan is "General Plan of Development Masterplan" dated 05/24/01. The design plans for Evergreen Walk have been advanced well beyond the master plan stage. During previous work, we reviewed plans for that project revised through August 21, 2003, and there may be more recent plans now available. The August 2003 plans showed site layout, drain locations, and final grades that differ significantly from the information shown on the Vision's site plans. For example, proposed Evergreen Walk grades along the proposed parking area near the southern property line of the Vision's site are up to two feet lower than the grades shown on the Vision's plan. The site drawings for Vision's should be coordinated with the more recent design of the adjacent project. 3. Existing grades in the vicinity of the wetland located north of the Vision's site are only partially shown. It appears from the limited information provided and from the topographic information in our files for Evergreen Walk, that the Vision's site will be graded in such a manner as to place the eastern parking ENSR Intemational Vision's Salon&Spa, South Windsor, CT Page 3 even by higher. The letter states that extant populations of the State Endangered grasshopper sparrow and State Special Concern savannah sparrow occur in the vicinity of the project. Also, there are historic records of the State Threatened horned lark from the general area. Based upon my review of the subject property, it does not contain suitable habitat for these species. These avians occur in large unmowed grassland habitats. The subject property contains a commercial building, parking lot and a small mowed grass lawn. It is immediately adjacent to a large commercial construction site. In conclusion, it is very unlikely that these avian breed on or otherwise utilize the subject property.
