It will be placed on a concrete pad and screened. 10.If this application is approved, there are no Planning Dept. requested approval modifications. MEMORANDUM To: Marcia Banach, Director of Planning From: Jeffrey B. Doolittle, P.E., Town Engineer Date: 8/3/04 f RE: App 04-45P, Kasheta Farms Site Plan 1281 John Fitch Boulevard I have reviewed the site plan improvements for Kasheta Farms at 1281 John Fitch Boulevard. My comments are as follows: 1. This application needs to include a drainage analysis and stormwater management plan including measures to address stormwater quality and an O&M plan. 2. There is a box that looks like the symbol for a catch basin to the west of the com dryer. What is this and where does it go? 3. The Bituminous Concrete Pavement detail should be modified to show two 1-1/2" layers of Bit Conc(Class 2 on top of Class 1). 4. A plan must be presented to the WPCA for their review and approval. A drain layers permit will be required for the proposed lateral and a separate water meter will be needed for the proposed building addition. Please call me (x 245) if you have any questions. Town of South Windsor 1540 Sullivan Ave. South Windsor,Ct 06074 Attn:Ms.Marcia Banach Town Planner Re:Kasheta Farms Site Plan Review 04-44P Dear Marcia We are responding to comments from Michele Lipe dated 6/29/04,and from Jeff Doolittle dated 8/3/04. Our response to Michele and Jeffs like numbered comments are as follows: Michele's comments: 1. We were in error in reporting our existing impervious coverage as 73.9%. Based on the impervious coverage definition, storage areas are not noted as included as impervious coverage areas. In as much as the rear storage areas have a gravel base, these areas are not impervious. In reviewing the site plan for the site dated 8-20-72,(copy enclosed),we note that the rear areas of the site at that time were indicated as gravel. The plan specifically stated that"Drainage provisions not necessary in as much as soil composition will absorb rain fall". Based on the above,we calculate that the impervious coverage on the site presently is 35.32%,and under developed conditions will be 41.44%. 2. We have revised the plans to show the areas of outdoor display/storage. 3. The appropriate permits from the State will be obtained for any outdoor parking, display,or storage areas within the State R-O-W. 4. The existing dumpster has been indicated to have a concrete pad and enclosure. Jeffs comments: 1. We have included a drainage analysis. Due to the size of the proposed additional impervious coverage (6,400 S.F.),the storm drainage analysis is limited in scope. . 2. The symbol that looks like a catch basin is part of the grain dryer unit, and is a drop location for grain. 3. The bituminous concrete detail was revised accordingly. 4. An application will be made to the WPCA as required. Thankyou-1bryourassistance-wi is pro ecfj Sincerely, Galen Semprebon,P.E. Enclosures: Stormwater Management Plan Kasheta Farms, Inc. 1275 & 1281 John Fitch Boulevard South Windsor, Connecticut CO: dFi4 i•l yy NAL Prepared by sigirProfessionals; 165 South Satellite Road South Windsor, CT 06074 DPI Project No. 1856 August 4,2004 Introduction: The proposed development is to consist of a 3,300 S.F. addition Background: The site is presently developed with 2 buildings, paved areas, and gravel yard for stockpiling of assorted Iandscaping materials. Proposed Development: The proposed development of the site is to consist of the construction of a 3,300 S.F. addition to the northern building, with associated paved area immediately in front of this area. The proposed disturbance to the site is approximately 6,400 s.f., (0.15 acres). Due to the very small amount of proposed disturbance,no upgrades to the existing stormwater system including for water quality are required. The proposed impervious areas on site will drain to the large gravel yard on site, where the runoff presently drains to and infiltrates. Off-Site Analysis: The area of the proposed addition and pavement presently is part of the rear gravel yard. As such, the runoff from this area presently infiltrates into the ground. The runoff from this area would not tend to drain off-site except to a low ditch along the southern side of the site. Peak Runoff Control: The site development will drain to the gravel parking lot, and to an existing low area graded on site along the southern side of the gravel yard where runoff from the paved areas on site presently drains to. Due to the small size of the additional impervious coverage on site, there will not be any measurable increase in runoff from the site. Erosion/Sedimentation Control Systems: An erosion/sedimentation control plan has been developed as part of the site plan design. These measures include the following: 1. Installation of silt fence down-slope of disturbed areas. 2. Installation of silt fence around stockpiled materials. 3. Seeding and mulching disturbed areas as soon as practical during construction. 4. Limiting the areas of disturbance during construction_ 5. Installation of construction entrance pads, and sweeping of roadways as needed. 6. Maintenance of the above measures. Stormwater Runoff Quality: The proposed impervious areas will drain to the existing gravel yard r i tion, and tot a existing ow area on site during large storm events. Conveyance System: There is no proposed formal stormwater conveyance system. All runoff will be overland. Discharge at the Natural Location: The existing drainage patterns will not be affected due to the proposed development. Maintenance and Operation: The following maintenance operations will be required to ensure the proper and efficient operation of the Storm Water System. The following maintenance schedule is intended to be a minimum guide, and additional inspections and maintenance measures may be required following large storm events. Pavement Sweeping: The parking lots within the senior residence facility shall be swept at a minimum of twice per year. Once in the spring shortly after the end of the snow season, and once in the fall after the leaves have fallen. Gravel Yard Maintenance: The yard shall be inspected for spills and for other sources of contamination regularly. Only materials that will not adversely impact the environment will be stored in the yard uncovered. Special care will be made to insure that any vehicles that are stored in the yard are not leaking oils or other contaminants. Drainage Design: The site was analyzed using the TR-55. computer program under existing and developed conditions. Based on the results, the site will not have a measurable increase in runoff due to the development. The TR 55 computer results are included in appendix A(existing)and B (developed). The results are summarized below. Design Storm Exist. Please make appropriate revisions and submit seven complete sets to the Planning Department at least 10 days prior to the meeting. Engineering comments will be forthcoming. If you have any questions, please call. 1. There is an existing site plan on file in the Town Clerk's office (filed 8/31/87) which indicates the impervious coverage to be 21%. Has there been a variance approved for this impervious coverage? If not, additional green space will have to be created to reduce the coverage ratio down to 65%. (Also, the town engineer will need drainage information since drainage has not been reviewed since the additional impervious surfaces have been added.) 2. Areas of outdoor storage/display areas should noted on the plans (for Commission approval per Section 3.15). 3. It appears that some of the parking spaces are on the state ROW. Does the applicant have approval for use of this area? Any parking and/or outdoor display in the State ROW requires approval from the State. Future parking areas can be shown (however not constructed)to meet the parking requirements of the regulations. 4. All dumpster should be shown on a concrete pad and screened. 1540 Sullivan Avenue,South Windsor,CT 06074 PH 860-644-2511,ext.253 Fax 860-644-7280 e-mail li pe(a.south%M ndsor.orcp 0 Page 1 Kelli Koehler RE Appl 04-45P, Kasheta Farms Addition Page 1 ` From: "William Lanning"<W Lan n i ng@southwindsorfire.org> To: "Kelli Koehler"<koehle@southwindsor.org> Date: 6/29/04 8:25AM Subject: RE:Appl 04-45P, Kasheta Farms Addition -----Original Message----- From: Kelli Koehler[mailto:koehle@southwindsor.org] Sent: Monday, June 28, 2004 2:51 PM To: Bob Deptula; Jeff Doolittle; Chris Dougan; Ray Favreau; Matt Galligan; Mike Gantick; Kristian Lindstrom; Sgt.
