South Windsor, CT Date: 8-12-04 Metals Testing Company is proposing a two phase addition to their existing building and parking lot at their Kimberly Drive location. There are no wetlands located on the site. Phase I: Construction of a 4,680 S_F. addition onto their existing building via a 810 S.F. connector building for a combined total of 5,490 S.F. As part of the proposed expansion, additional parking will be provided. The parking lot proposed for Phase I will be adjacent to the building addition, north of the existing paved driveway. It will provide an additional 18 spaces. Phase H: Construction of a future 7,500 S.F. addition and an additional 18 space parking lot which will extend the Phase I lot to provide a total of 36 proposed spaces when the overall expansion is complete. The developed areas of the site presently drain to 2 catch basins located on Sandra Drive and Kimberly drive via sheet flow across the existing pavement, and a 6"PVC roof drain discharging into the Sandra Drive catch basin_ Lawn runoff from the eastern side of the building currently drains to an existing dry well which reportedly frequently floods. The proposed development will result in an increase on the site of approximately 1.25 AC. of impervious coverage(Phase I and II). Assuming an increase in runoff coefficients from 0.25 (undeveloped)to 0.90(developed), and a minimum 5-minute time of concentration, the peak increase in runoff for a 10-year design storm would be 4.93 CFS. Runoff from the developed site will be treated using a Baysaver 1k system before entering the Town's existing drainage system. We understand that the storm sewer within Sandra Drive and Kimberly Drive were designed to handle runoff from the developed lots without the need for detention. Standard erosion controls have been designed to be used during construction including silt-fencing down-slope of disturbed areas, and around the semi-permanent topsoil stockpile to be located on the abutting lot to the east. Landscaping will be provided itlurrparking-yeas-as-required-b Additionally;lawn-areas-disturbed-by gradina will be seeded and there will be no disturbance in the 50 foot forested buffer area. i a c 0 7A7 ® #R 1 11 1 1 I N 1 odi IIN 111 i umi in Kelli Koehler RE In-house Referra104 51 P Metal Testing Site Plan . . .... -- .,.... _. _.. ell': From: "William Lanning"<WLanning@southwindsorfire.org> To: "Kelli Koehler"<koehle@southwindsor.org> Date: 8/17/04 3:20PM Subject: RE: In-house Referra104-51 P, Metal Testing Site Plan -----Original Message----- From: Kelli Koehler[mailto:koehle@southwindsor.org] Sent: Friday,August 13, 2004 3:45 PM To: Bob Deptula;Jeff Doolittle; Chris Dougan; Ray Favreau; Matt Galligan;`Mike Gantick; Kristian Lindstrom; Sgt. Re: Metals Testing Company DPI Proj.No. 1908 1 Dear Jeff, We have enclosed revised plans(Sheets 3,4,5,and LI)for the above referenced project. The plans have been revised to address your comments from. Our responses to each like numbered comment are as follows: 1. We would prefer to leave Catch Basin 2 as shown on our original submission_Its location is integral to the drainage layout and to the cost control of the project. It allows the drainage pipe connecting the proposed yard drain to the east of the buildings to run underneath the connector building. If moved,it would shift this pipe to underneath the Phase 1 building which is not desired.Additionally, moving it closer to the pavement would create future disruption to the existing Phase 1 pavement when the Phase 2 pavement and drainage pipes will be installed.Keeping it away from the pavement will create minimal disturbance to,the existing pavement when installing the drainage pipe extension.During the snow season, maintenance of the pavement will include the manual shoveling of the paved leak-off in order to avoid clogging. 2. The Baysaver unit was previously shown with access manholes which are not necessary for an inline saver. These have been removed from the plans and the Baysaver has been shifted closer to Catch Basin to avoid conflict with existing telephone and electric lines. 3. A wye connection has been added to the proposed sanitary sewer lateral for the Phase 2 building connection as requested. A note and detail have been added to the plans. 4. The pitch of the swale to the east of the proposed building expansion has not been revised, as it has been designed to direct as much water as possible away from both the existing yard drain and the proposed yard drain. The existing yard drain reportedly floods in heavy rains. The proposed yard drain with pipe connection has been added to alleviate these problems. We feel that directing additional water towards the proposed yard drain may lead to future flooding problems. 5. As requested,a yard drain has been added to the northwest corner of Phase 2 building at the end of the storm drain pipe in front of the building. The curtain drain on the north side has been sloped towards this drain and connected via a pipe. The yard drain has been connected to Catch Basin 3 with a 4"PVC pipe. 6. A right to grade easement along the easterly property boundary is not necessary,as Linbob,LLC owns both the property on which Metals Testing is located and the property to the east. The semi-permanent topsoil stockpile is in place for the storage of material removed during Phase 1,and will remain until the eastern lots are developed,at which time the material can be used as backfill or for additional grading as needed. 165 South Satellite Road, South Windsor, Connecticut 06074 Tel: (860)291-8755 9 Fax: (860)291-8757 A ' DESIGN PROFESSIONALS, INC. civil engineers .planners . surveyors . gis gis•gps.landscape architects 7. The Landscape Plan has been revised to indicate Crown Vetch grass seed along the steep slopes on the east and north sides of the property. 8. The maintenance and operation of the proposed stormwater management facilities has been outlined in our details sheet(6 of 6)in the Maintenance and Operation narrative as well as on the Baysaver detail sheet Maintenance narrative. The stormwater management system on this site has been incorporated into the previously approved industrial park stormwater management system which has been designed to handle the runoff capacities of all developed lots within the park. 9-11. Very truly yours, INLAND WETLANDS AGENCY/ CONSERVATION COMMISSION Elizabeth A. Warren, Chairperson EW:dr MEMORANDUM To: Marcia Banach, Director of Planning From: Jeffrey B. Doolittle, P.E., Town Engineer Date: 9/7/04 RE: App 04-51 P, Metals Testing Co. I have reviewed the site plans for the Metals Testing Co. at 80 Kimberly Drive and I have the following comments: 1. Move the proposed CB2 to the comer of the proposed parking are and eliminate the paved leak-off. This will eliminate clogging of the paved leak-off and make the CB easier to reach for cleaning and maintenance. 2. It looks like there will be utility conflicts with the proposed Baysaver location. Check this and move the Baysaver as necessary. 3. Install a Y connection and clean-out where there is a T in the proposed sanitary sewer lateral for the phase 2 building connection in front of the phase 1 building addition. 4. Reverse the pitch of at least part of the swale to the east of the proposed building expansion so the water in this swale flows toward the proposed yard drain. As shown it is a long way for the surface water to flow north around the building. 5. In phase 2, include a yard drain at the north west comer of the building at the end of the storm drain pipe in front of the building. Slope the curtain drain on the north side of the building toward this yard drain and pipe the curtain drain into this yard drain. 6. There needs to be an easement shown for the grading and topsoil stockpile on Lot 11 to the east. What is a "semi-permanent' topsoil stockpile? This should be used on site or removed from the site. 7. The steep slopes (3H:1 V) proposed on the east and north sides of the property should be planted with Crown Vetch grass seed which will stabilize the slopes and require little maintenance. Town staff can work out the details with the owner and landscaper. 8. A stormwater management plan needs to be submitted with this site plan. 9. WPCA review and approval is needed for this site plan. 10.A drain layers permit must be taken out from the Engineering Division prior to the installation of the piping for the sanitary sewer lateral. A street cut permit and permanent patch fee will also be required to cut into the pavement on Sandra Drive. 11.A street cut permit is also needed for the driveway relocation and connection to the existing catch basin in Sandra Drive.
