Request for site plan approval to construct a kiln and operate Greenleaf Pottery at 240 Chapel Road, I zone. Commissioners will recall that Mr. Macomber appeared before us in the spring requesting Commission feedback regarding whether the Commission thought this was an appropriate use for this existing site. 2. Maximum impervious coverage allowed is 65%. The plan reflects impervious coverage of 29%, but we will need it revised to include the parking ravel area. g P g Proposed height for the new kiln is 10 feet; 40 feet allowed. Lot size is 25,500 sq ft; minimum lot size required is 20,000 sq ft. Frontage is 180 feet; minimum required is 100 feet. Front yard setback is 46 feet feet, 35 feet required. The survey shows that the building was constructed into the side/rear yard setback; however, this situation becomes legally nonconforming after three years of nonenforcement. When this building was built, as-built record drawings were not required; the as-built drawings are how setback violations are generally discovered. 3. Parking requirements for industrial uses are 1 space for 700 sq ft, or 9 spaces. We will need the parking formula as well as parking spaces themselves outlined on the final plan. 4. There is a loading dock on the east side of the building. The new kiln will partially screen the loading dock from Chapel Road. 5. The site is served by public water and sewer. The applicant will need to discuss the operation of the pottery business with the Supt of Pollution Control to ensure that clay and other byproducts are not disposed of into the sewer system. 6. There are no dumpsters proposed. If the applicant does need a dumpster, it will need to be on a concrete pad and screened. 7. If this project is approved, the Planning Dept. requests that parking formula spaces be depicted on the plan; and that the impervious coverage formula be revised to include the gravel parking area. tOVIN Sf5 a 7 t✓W O-P IS-um e W U a 9 & 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CONN. 06074 SOR-0 AREA CODE 860/644-2511 CERTIFIED MAIL July 30, 2004 Mr. John Macomber 7004 1160 0002 1059 9496 Greenleaf Pottery 686 Tolland Street East Hartford, CT 06108 Re: Appl#04-47P, Greenleaf Pottery Site Plan, 420 Chapel Road Dear Mr. Macomber: We are pleased to advise you that the Planning&Zoning Commission voted on July 27, 2004 to approve with modifications the above referenced application for a Site Plan of Development. We intend to open a redemption center at this location. Our business for zoning purposes is in our opinion more situated for this zone than any other. We have chosen this budding because it provides the optimal zone for the scope and type of business that we intend to do. The zone of the building hs consistent with the majority of such facilities looted in other towns. Other locations might have the adverse affect of decreasing the value of surrounding businesses. This location will stabilize the building for turnover Purposes and create excellent value for a depressed location. Through application of appearance improving measures such as painting and outstanding signing we feel that the image of this building with be greatly Improved. Although the nature of this business has the potential to result in pest control Problems we feel this is more a problem of the popular perception of the business rather than the reality. One of the first measures that will be taken to solve a problem before it even exists is to make sure scheduling hng of redemption pickups coincide cloy with volume. This will make an efficient relationship for all mimed and prevent buildup of materials. Proper cleaning procedures will be in Place to also Pint pest problems. if these preventative measures fad in some way to work then we will use over the counter products to solve more elevated pest control issues. Of course if for some reason these measures fail then we will hire a professional firm to solve the problem. A second aspect of our decision to attempt to locate our facility at 240 Chapel Rd is the market for our L services and our ability to best serve our customers in this zone. This location is perfectly situation around many businesses that are dealers of redeemable beverage containers. The intent of the formation of redemption centers was to handle customers with large amounts of beverage oontainers. Since businesses are required by law to redeem the beverage containers that they sell, a redemption center serves a unique function. It allows dealers to be able to arrange pickup or drop off of beverage containers on a negotiated timeframe outside the scope of a typical consumer business. Because the redemption center has the option to accept or not accept beverage containers at its will it is not My open to the public. It is allowed by law to accept any container from pretty much anyone it wants. It is given this flexibility in our opinion to allow it to segment its market in order to maximize its profitability. This should not be misconstrued to mean that discrimination would occur only that it-coutd_occur_ ination to-mearrin this-rim context non redemption of cans and bottles for strictly profit purposes. A third aspect that makes this zone more suitable for our business is the market itself. Most household small volume traffic is taken care of by grocery stores that offer reverse vending machines. Those customers share a symbiotic relationship with the supermarkets that offer this service with the supermarket not having a motive for profit. The supermarket is forced through the same set of law that establishes redemption enters to offer such a service. The reason is because of the amount of beverages that the store sells. The store benefits through the extra disposable cash that the customer typically would be inclined to spend in the store. Although exact statistics on-pro downstream aren't currently available one could come to the conclusion because of opposition from the supermarket industry that redeeming cans and bottles has.marginal profit incentive for them. One of the obvious reasons would be health concerns because of interaction of the bottle return and its proximity to food. The use of the property as an auto enhancement business is allowed in the Industrial zone. Very truly yours, Joy L. O'Connor Zoning Enforcement Officer L U1#imate Edge Performance To Whom it may Concern: Hello, I represent Ultimate Edge Performance. We are an auto enhancement business looking to lease space in the building at 240 Chapel Road. The nature of our business has many levels. We are a wholesale business that is involved in sale of auto parts, performance parts and accessories to dealers and other small businesses. We are involved in the custom fabrication of speaker enclosures and their installation in automobiles. We also deal with the installation of remote starters, alarms and car stereos. The space we will be leasing will hold our stock of parts, our wholesale offices and our custom fabrication/install area. Our company has an ambitious set of goals which involve running a successful business, and contributing actively to the community. It is important to add to a special community in a sense that nothing is taken away, and only positive progress is seen. We plan to run a very tight ship and maintain a highly professional environment. With this great space at 240 Chapel Road our business also plans on doing some charity work to raise money for charitable causes(i.e., maintaining collection boxes for certain charities). After all,we believe in supporting a healthy, prosperous community and will do our part to keep it that way. The Ultimate Edge vision is to participate in the community as an important contributing member. We cannot wait until we have the opportunity to move in to 240 Chapel Road so that we can set our goals in steady progress. To follow up on the new property owner's vision of 240 Chapel Road,we plan on improving the physical appearance of the property. Weeds, cracked and peeling siding, chipping paint, and other problems will be cleaned up. Once the building and surrounding grounds have been restored to a clean bill of health we shall work towards making aesthetic modifications to make the buildingstand out in a positive a s way. We will work P Y closely with the other tenant and property owner to bring out the best attributes in the building. This way, some darker moments in its past can be forgotten. pe that-approval for-our ide-irr-240-Chapel-Raad-is-granted I look- --forward to working together and I know that this will be the beginning of something truly great. Thank you for your time, Erik Dabrowski President, Ultimate Edge Performance (860)402-8160 ^ 1 Planning and Zoning Officials, As far back as I can remember(I have lived in town 20 years)the property at 240 Chapel Road has caught my eye. Especially in the last 10 years when I have noticed how it didn't reflect the community of South Windsor for what it is. Every time I drove by this building and saw the un-manicured grass, tall weeds, chipping paint and generally un-cared for appearance, it bothered me. A property like this should be clean and well maintained. This building, especially being one of the first buildings many people see when coming into South Windsor, should reflect positively on the class of this town. The building it self is simple yet it glows with potential, something that I believe has gone to waste and never been fully exercised. Once this property legally becomes mine I plan on cleaning it up and in the next 5 years making it an aesthetically pleasing corner stone of this community. I believe that I can make this property great and achieve its full potential. I can't wait to start cleaning it up,which will begin once I close on it. The property at 240 Chapel Road has seen some interesting tenants over the years, some of which have taken away from what could be a very aesthetically pleasing property. Currently the main tenant has made nice strides in cleaning up his part of the building and area around it. I commend him and his business Green Leaf Pottery. Our intentions are to sign him to a long term lease and retain what I believe is an excellent tenant and business for our community. In addition to Green Leaf Pottery I would like to bring Ultimate Edge Performance in on a long term lease. I believe that these two businesses will compliment my goals for the building and both be great pieces of our town. A letter from Ultimate Edge is attached to this letter, it describes who they are and how they will fit in. These two tenants posses the drive, professional nature and long term goals that match what I have in store for the property I honestly do not think I could find any better tenants than these two businesses (A compliment because there are so many bad tenants out there). I hope that Ultimate Edge Performance is approved because my purchase of 240 Chapel Road is contingent on this happening. Currently we are under a contract and working towards closing on the property during-the first days-of-August hi order-to-mak2-40-Chapel-Road-chang€-hands swiftly we ask that you reply in a timely manner. Once this is in place I look forward to many years of working and prospering together. If you have any questions please feel free to contact me. Thank you for your time. r Sincerely, Hipolit Dabrowski (860)-644-6379
