Re: 280 Sullivan Avenue—Sewer Connection
Dear Mr. Caron:
The sewer connection servicing the property at 280 Sullivan Avenue has not been
completed in accordance with those conditions of the Water Pollution Control Authority
(WPCA)approval of July 30, 2002.
Specifically, the existing sewer running north/south to Sullivan Avenue was not replaced
with an 8 inch pipe, and the required manhole referenced in the W.P.C.A. approval letter
(copy attached hereto)has not been installed as of this date.
Furthermore,the-original permit obtained on January 13,2003 for the work has expired.
Another permit will be required.
Please contact this office within seven(7)days of the date of this letter to advise me as to
your plans for completing this work. There will be no wastewater discharges allowed to
the-Town sewerage system until all conditions of the W.P.C.A. approval have been
satisfied. Failure to do so will mean that this application is in violation of the Town of
South Windsor Water Pollution Control Authority Rules and Regulations, Section 5-
--"Building-Sewers and Connections,"and the Town--will-pur-sue-appropriate-enfor-cement
action and penalties.

Re: Appl. 03-94W—Technologies Center LLC, Industrial subdivision. Plans dated 12/24/01
The project is to construct a cross-country sanitary sewer line from the site to Route 5 to accommodate a
gravity line. The activity would occur on the site of the previously approved South Windsor Technologies
Center, a 41-lot industrial subdivision on 129.03 acres. Direct wetland disturbances area estimated to be
330 sgft or.008 acres. Disturbance within the URA is estimated at 5662sgft or 0.13 acres. Proposed
wetland creation is estimated to be 53,920 sgft or 1.23 acres.
Site: The site is located in the Bancroft Brook watershed. The total parcel area is 129.03 acres. The
subdivision is proposed to occur on 80 acres in the northwest portion of the property. Flagged
wetlands/watercourses are shown along large portions of the northern, central and southern property
boundaries. The boundaries shown appear to be accurate. Numbered wetland flags are present in the
field.
The cover types present on the area in question would be classified as hardwood forest in the early
successional forest stage of development.
Regulated areas in the area of question site consist of a small,man-made drainage ditch running north to
south. The ditch averages 2 feet wide with 6"to 1' of standing water present. During dry years, I would
anticipate that the ditch would be dry.
Wetland Functions:
Major functions of the northern wetland would be, stormwater flow attenuation, and detention(due to lack
of any appreciable slope), sediment retention, and groundwater surcharge. The ditch has the potential to
de reeding abitat€or-amphibians-by-acting-as-a-vernal-pool., although-no-evidence is visible-at this
time of the year. That being said, I feel that the wetland area in question is a very minor component of the
wetland system on the parcel.
Impacts:
The proposed disturbance is temporary in nature. The disturbed area above the pipe will recover in a
couple years time.
Proposed erosion controls are adequate to contain construction borne sediments.
I would recommend that the work be done during the dry time of the year July through September.
This proposal can be accomplished without a significant impact to the wetlands present.

Re: South Windsor Technologies Center—IWA/CC Application
Dear Jeff,
As part of the Planning&Zoning permitting process for the above-referenced project, the sanitary sewer
pump station originally proposed for the South Windsor Technologies Center industrial park was removed
from the plan. In lieu of the pump station, sanitary sewer service will be provided to the industrial park via
a sanitary sewer main extension to John Fitch Boulevard(Route 5). The installation of the proposed
sanitary pipe requires a temporary disturbance to wetlands. The purpose of this IWA/CC application is to
permit the wetlands disturbance for the extension of the sanitary sewer pipe only. All other areas of
wetlands disturbance on the South Windsor Technologies Center site were previously approved by the
Town IWA/CC (approval letter attached).
The Inland Wetlands application for modification of the existing permit is enclosed, along with the
following: (1) 15 copies of the completed application form, (2)2 sets of plans showing the areas to be
permitted, (3)application fee in the amount of$60.00,and(4)abutter letter and listing.
Please advise us of any Town staff comments and of the expected hearing date. Thank you.
