My landscaping business consists of doing residential lawns only during the week
from Monday through Saturday. Hours of operation start from 8 am to dusk. Exceptions
to this time frame are Spring and Fall when cleanups may extend to Sunday due to
shortage of daylight and weather conditions for doing them. Also, included in what I do
is minor Bobcat work for the spreading of topsoil and removing brush from yards.

Re: Appl#03-87P, Borawski Major Home Occupation
Please be advised that the application submitted does not include sufficient information to allow
adequate staff review or Commission action. The performance criteria that must be addressed
includes criteria referenced under section 4.8.3 and 4.8.2 (all major home occupation must meet the
criteria of a minor home occupation as well).
To follow up on our conversation of earlier this month and a site visit to the property, we need
information addressing how the major home occupation criteria are being met (i.e. a more detailed
narrative statement describing the business, number of non-resident employees, office space in the
home, vehicle/equipment storage — please note only one business vehicle is allowed; outdoor
storage/parking of the business vehicle is prohibited, see section 4.8.2 d,etc.)
The lack of adequate information could delay the public hearing (currently scheduled for January 6,
2004)and/or action on this application, or could result in denial of the application.
Thank you for your attention to this item.

Dear Mr. & Mrs. Borawski:
It was brought to our attention that there may be a landscaping business being
conducted from the premises, without any approvals. Recent field reviews
revealed multiple cars parked in the street in front of the home, as well as trucks
and flat bed trailers (with and without mowing equipment) parked in the road and
in the driveway. There are also two temporary structures, one on the side and
one behind the garage of the home.
The Town of South Windsor's Regulations requires a Home Occupation Permit in
order to run a business from the home. Enclosed are the SOUTH WINDSOR
REGULATIONS: Section 4.8 Home Occupations, which explains this. The
home occupation permit would be for either a major or minor type depending on
specific qualifications defined in the enclosed information. The permit for a major
home occupation requires an application be made to the Planning and Zoning
Commission and would be issued for a five year period.
CORRECTIVE ACTION REQUIRED: Submit an application for a home
occupation permit, if it satisfies the conditions for a major or minor home
occupation. (An application can be obtained from the Planning Department at the
Town Hall.) If it does not meet the criteria and a landscaping operation is being
conducted, please cease operation of the business and remove related material
from the home so that no further enforcement action need be taken.
The two temporary structures should also be in compliance with zoning and be a
minimum of fifteen feet from the side and rear property lines. Please confirm that
the structures do meet the fifteen foot setback requirement.
Your cooperation in this matter is appreciated. If you have any questions
regarding this matter, I can be contacted at 644-2511, ext. 251.
