The following is a brief history of the use of the property at 175 Wheeler Road and a summary of the Kebalo Family Business. Background 1. K.F. Properties LLC(Kebalo Family) is owned by brothers Walter and Andrian Kebalo. 175 Wheeler Read was formerly known as 176 Smith Street and has been owned by the Kebalo family since 1961. 2. Included on the property at 175 Wheeler Road is a two-story concrete black building with a slate roof and concrete floors built in the 1920s. At one time, it was a standalone building and is now connected by a new foyer to the Kebalo two-family house. The house is currently undergoing an exterior renovation with new windows and new siding. 3. The concrete block building was once used as a horse barn on the lower level and a historic dance hall on the upper level. 4. Beginning in 1961, Mr. Paul Kebalo(father)operated a carpentry shop. 5. In 1969,Mr. Wasylenko(grandfather)applied for and received from planning and zoning commission permission for a family-run machine shop. 6. Today the machine shop is only being used as storage space for Kebalo's electric company business. Description of Kebalo family business activities 1. A family-owned business since 1987,the electric company provides electrical contracting service primarily to commercial customers. 2. Some recent projects in South Windsor include the new Post Office, Steeltech's new building on Nutmeg Road, and also the wiring of the new condominium complex called"Wheeler Estates". 3. The business employs three family members,a nephew and our wives. The nephew is full time and the wives are part time positions. We(Walter and Andy) may spend a couple hours each day there between visiting job sites. 4. The electric company customers and salesmen do not come to our offices—we go to them. 5. The electric company is not open evenings. 6. The electric company has several small trucks. The trucks are not parked or dispatched from here—only one or two small trucks are parked at the shop or are garaged, 'The other trucks stay with the drivers either at job sites(day)or their homes(night). All the electric company trucks pay South Windsor property taxes. 7. Almost all of our supplies are delivered directly from the supplier to the job sites, occasionally a vendor will deliver something to the office—but the volume of this is low. 8. We do store some leftover supplies and tools in the shop area, but it is not used as a warehouse with people coming and going with material. r 9. Our electricians may stop by occasionally but they don't work at the office and they don't come to the office except for special situations. 10. We do have adequate parking and our access is from a lightly used road. 11. Walter lives across the street, he walks to work. 12. Other activities on the site include the business of building the"Wheeler Estates" condominium project. This project is being closed out and any related activities should be completed by September or October. 13. We also provide maintenance services to the Wheeler Estates Condominium Association. Wheeler Estates is a 25 unit SRD on 7.6 acres located 200 feet from our shop. We mostly provide lawn care service, leave removal and snow plowing. Our office with its close proximity to Wheeler Estates provides prompt service in case of emergencies. We garage some equipment used at the condos including;lawn-mowing equipment, a small street cleaner, snow plowing equipment and leave disposal equipment. In order to address anyone's concerns for continued business being on the property: 1. We have explained the level of activity for our business and believe that the level of traffic is much less than what a typical retail or professional services business generates. 2. We have an established natural buffer behind the shop. In front of the driveway we have added natural screening from both Smith Street and Wheeler Road, so it will look like a slightly larger home next to some trees and shrubs. 3. Except for our name on the mail box and an I x 24"name plate on the shop door. There is no outside signage advertising a commercial business. Walter Kebalo Manager K.F.
