From: Jeffrey H. Folger—Environmental Planner/Conservation Officer Date: September 112003 Re: App. #03-59P -Review of the proposed Chapel Woods subdivision, 727 Chapel Road. Plans dated 8/19/03. The project is to create a 2-lot single family subdivision. Proposed regulated activities include locating the driveway for lot#2 in the wetlands and location of the driveway and house within the 80' URA. The application estimates 1,050 sgft of wetland disturbance and 27,790 of disturbance within the URA. Site: The site is located in the Podunk River watershed. The site is lightly wooded with successional stage pole and sapling forest. Relief on the site is gently sloping to the east. The total site is comprised of 4.1 acres, 0.75 acres of which is wetlands. The wetlands are located in the eastern portion of the site. They would be characterized as a forested red maple wetland along the perimeter with a lower area of shrub/scrub swamp in the center. Groundwater, and to a lesser extent, runoff appear to provide the hydrology to the wetland. The wetland is isolated by I-291 to the south and Chapel Road to the north. Major functions of this wetland area would be nutrient and sediment trapping, wildlife habitat, some groundwater recharge, and limited flood storage. The isolated nature of the wetland limits its importance within the watershed. This site was the subject of a wetland application and approval in 1994 for a single house lot. The approval is still active and valid until 2004. A driveway has been boxed out and fill for the driveway installed onto the lot,per the existing site plan. No other work has been done on the site. Impacts: The areas of proposed disturbance are mapped as Windsor Loamy Coarse Sand 3-8%, and 3-8%. This soil type has an erosion potential listed as low in the Hartford County Soil Survey. Erosion controls proposed should adequately prevent disturbed sediment from migrating into sensitive areas. The proposed development will further reduce wildlife habitat values in an area that has become isolated and encroached upon by highway and house development. ,JOW N seq t wlliam R.
