In addition, I have obtained 100 scale mapping from the town showing topography, structures and approximate lot limes to use as a base snap for sketching the wetland boundaries (Refer to enclosed sketch). The purpose of this letter is to describe the existing site conditions, tabulate the flag numbers and wetland types and describe the soil found in the areas delineated. The property was examined on May 9, 2003 and the limits of the study area are shown on the attached sketch -- Existing Conditions The properties are located northwest of the unersection of Troy Road and Sullivan Avenue in South Windsor, CT. Lot 27 fronts on Troy Road and lot 28 fronts on Sullivan Avenue. The topography is nearly flat with short slopes going down into the wetlands. Surface water ruu off enter the wetlands from all directions, but given the porous nature of the soils present, most rainwater infiltrates and reaches the wetlauds, via shallow groundwater discharge. A house and out-building are present on lot 27 but have not been used in several years and are dilapidated_ Lot 28 lacks structures, but the soil along Sullivan Avenue shown signs of alteration and filling. Both wetlands and uplands on the site generally have hardwoods of up to 1 foot in diameter. The wetlands on the site generally a red-maple dornilnaut wooded swamp, but also contain area of intermittent watercourse and areas of seasonal flooding. The upland soils are of the Ninigret series, and the wetland soils are of theWalpole series along the outer edge of the wetland_ In the deeper, wetter parts of tlne wetland the soils are muckier and of the Scarboro series_ The wetland on site',a zed maple swamp, is one of the most common wetland types m Hartford County. The trees in this wetland are typically approximately 10-20 inches dbh(Diameter at breast height)_ The shrubs in the under-story are moderately dense and typically 4- 10 feet high. The herbaceous layer was not completely evident at tile.tine ofthe delineation_ The on-site wetland performs a number of functions. Among its p6nary functions are wildlife habitat, stormwater renovation, and groundwater discharge/recharge. Note that a CTDFP listed Species of Special Concern, eastern box turtle(TeiTapene c. earolim) was found within the wetland delineated by flags 2-1 to 2-5. Based on areas of standing water found during the delineation, there.is the potential for vernal pools(important miphibian brfA-,ding habitat)within the main body of the wetland. • Page 2 «- 0 7 r08103 10:09 FAX 860 290 7047 DST OUTPUT RECEIVED [a 004 JUL 0 8 2003 south Windsor INLAND WETLANDS AGENCY CONSERVATION COMMISSION Summalty There are extensive wetlands on this site, and the priaxlary wetland funLl:ions they provide are wildlife habitat, stonnwater renovation, and groundwater dischargelrecharge. Wildlife habitat is a noteworthy function given the presence of the eastern box turtle. Other wetland functions are of moderate value_ Given the extensive amount of wetlands, any proposed alterations to the site will likely require a permit from the towel wetland agency. Future use of this site will be closely regulated due to the amount and functions of the wetlands_ l strongly recommend consultation with town wetland officer (Jeffery Folger, ZoninglWetlaud Officer, 860-644- 2511)in order to assess any potential future uses of this land.
