DEAR COMMISSION MEMBERS,
I have reviewed the proposed zoning regulation pertaining to the length of dead
end streets terminating in cul de sacs. The length of the street is not a critical factor. We
carry enough large diameter hose on each pumping engine to virtually put down an above
ground water main. As long as the street is 26' wide and the cul de sac is a minimum of
90' in diameter. There also must be city water mains and hydrants located every 500'.

MEMORANDUM -town of

DATE: 8-Nov-01 Police Services
SUBJECT: Cul-de-sac length
There are several problems with cul-de-sac streets, other than the normal problems we have
with plowing, turning around any large vehicle. However, my main concerns deal with:
(1) School bus issues. When we have a cul-de-sac it is difficult for school buses to
maneuver on the smaller streets that are now being built. For safety reasons we do not
want school buses to back-up. But when the Cul-de-sac Street is long, like Andreis Trail,
parents do not want their children walking to the bus stop, which is some distance from
their home. The town is then faced with having the children walk to the bus stop or
r et the smaller buses to enter the street and the still might be forced
increased costs to
g Y g
to back-up.
(2) Shoveling. During the winter months we require property owners to clear the sidewalks
on their property of snow within 24 hours after the storm. There is always a problem in
having non-housing property cleared by the property owner. Also we need sidewalks on
BOTH sides of the street.
Thank you, Tom

RE: SCHOOL BUS USE ON DEAD-END STREETS
Dear Mr. McCann:
I have received an inquiry from Marcia Banach about school policies regarding bus
transportation in dead-end streets.
In general, the Board of Education's Transportation Guidelines prohibit entry into cul-de-
sacs and dead-end streets. The reason for this is that State of Connecticut Regulations
state that"Backing of the school bus shall be avoided, if possible." This is a safety
regulation that recognizes the hazards associated with backing up a large vehicle having
significant blind spots when children might be present. Even in cul-de-sacs that are large
enough to permit a Type I (full-size) school bus to swing around in a single motion under
ideal conditions, the presence of snow piles or parked vehicles can force the driver to
back up to maneuver out of the cul-de-sac.
Under certain conditions, the Board does permit entry to cul-de-sacs. To do so, one of
the following conditions must exist:
1. The entrance is directly off a major local or state road;
2. The pupil load from the street and surrounding homes using the street as a designated
stop is greater than 17;
3. Mid-day kindergarten student; or
4. The street is more than.50 miles in length.
There are a limited number of stops established within cul-de-sacs that do not meet these
criteria, but have been established by appeal to the Board of Education. Within the
Transportation Guidelines, there are dead end streets that might meet these criteria, but
have been specifically designated as "Do Not Use/Enter Streets"because there is no
place to turn around(i.e., they are dead ends, not cul-de-sacs).
1737 IMAIN STREET, SOUTH WINDSOR, CT 06074-1093 (860) 291-1200
FAX (860) 291-1291
When practicable, Type I busses are utilized even in cul-de-sacs, as they are many times
more efficient than mini-busses given their greater capacity and the economies of picking
up students in a continuous route versus sporadic, taxi-style stops spread out over a larger
region.
The Board of Education will be reviewing its Transportation Policy and Administrative
Procedures in the not-too-distant future. Given the inherent danger of backing up the
busses, I do not anticipate the prohibition against entering cul-de-sacs to be eliminated as
a result of this review.
If the proposed zoning amendment to double the length of dead-end streets is enacted,
assuming normal sized lots on these streets I foresee two logical consequences that will
impact school transportation. First is, despite the maneuvering hazards, we will be
entering into more cul-de-sacs since, with a greater number of residences, the pupil load
limit is more likely to be exceeded. Secondly,I would anticipate a greater number of
appeals to the Board's cul-de-sac prohibition, since students at the dead end of these
streets will have farther to walk than their counterparts on shorter, cul-de-sac streets. As
it is, a significant number of transportation appeals that my office, the police department
and the Board of Education handle originate from cul-de-sac residents. Naturally, the
preponderance of these is from parents whose children reside near the dead end and,
therefore, have the furthest to walk to the bus stop.
If the Planning and Zoning Commission determines that the new amendment is desirable,
I would strongly suggest that it be linked to a requirement for sidewalks on both sides of
the street. This would provide an extra measure of safety for children and other
pedestrian who need to walk to the intersecting street.

Appl #01-38P, Mannarino Subd Amendment
(cul-de-sac length)
Public Hearing, 11-13-01
Planning Department Report
1. Request for approval of an amendment to 1 Chapter 4, section C.3.c.
p ( ) to allow
an extended-length cul-de-sac in residential zones under certain conditions. The
amendment is modeled after the industrial cul-de-sac regulation, section C.3.
c.(2), and allows the Commission to consider a waiver to cul-de-sac length if
the specified conditions are met.
2. The purpose of the amendment would be to provide for longer conventional
cul-de-sac streets where there are physical constraints to through streets, or
where longer dead-end streets serve the purposes of access management. An
example of an access management purpose would be a single longer cul-de-sac
rather than two short cul-de-sac streets intersecting an arterial or major collector
street.
3. The proposed criteria for granting of a waiver include:
• The maximum length of a cul-de-sac is 1500 feet;
• Where a future outlet is proposed, the commission must conclude that the
proposed outlet is feasible, for example, it can't lead directly into a regulated
wetland;
• The subject property can't be reasonably served by any other public street;
• The proposed cul-de-sac extension conforms to access management goals
and objectives; and
• The new street will always function as a residential local street, not as a
collector or arterial street if connected through in the future;
4. The amendment also has a provision that a waiver request may be submitted
and acted upon prior to a formal subdivision application.
5. Public Works and Engineering depts have expressed concerns regarding access
with lengthy cul-de-sac streets. An interconnected street network provides for at
least two entrances to properties, so that storm damage or winter storm
conditions don't restrict emergency access. Also, lack of an interconnected road
network makes it difficult for pedestrians and bicyclists to access adjoining
vAu"
neighborhoods without going onto major streets, most of which do not have
sidewalks or bike lanes.
6. The Fire Marshal has indicated to us that he prefers an interconnected street
network for emergency purposes and hopes not to see a large increase in the
number of dead-end streets as a result of this amendment. Once the decision to
construct a dead-end street is made by the Commission, however, the length is
immaterial to the fire dept. He also noted that where site conditions do preclude
through streets, he is comfortable with dead-end streets. ****READ
LETTER****
7. South Windsor Police Department has reviewed the proposal and has responded
with a memo: ****READ MEMO****
8. The Board of Education's Business Manager has indicated that dead-end streets
are problematic for them, and school buses generally don't go into dead-end
streets. The longer the cul-de-sac, the more problematic it is for the Board, as
parents are more concerned about the distance their children have to walk to get
to the bus stop.
If this application is approved, Planning Dept has no requested modifications.

Dear Don:
RE: SCHOOL BUS USE ON DEAD-END STREETS
The Planning and Zoning Commission recently had a public hearing on a proposed zoning
amendment to increase the length of dead-end streets (without islands) to 1500 feet. There was
some confusion at the hearing regarding whether school buses enter dead-end streets.
The Commission has requested written clarification of whether buses enter dead-end streets,
and if so, whether full-size or smaller buses enter the cul-de-sacs, and under what circumstances.
Would you please provide this information so that the Commission is assured of having accurate
information to aid them in their decision-inaking. Please address your response to Kevin McCann,
Chair,Planning and Zoning Commission,at Town Hall(1540 Sullivan Avenue).
Thank you for your assistance.

Subdivision Amendment Approved 12-18-01; effective January 15, 2002
Chapter 4, Section C3.c.(1) is hereby repealed, and replaced with the following.
(1)Residential Cul-de-Sac Streets
Cul-de-sac streets in all residential zones shall generally not exceed 600 feet in length,
measured from the right-of-way line of the intersection street to the centerpoint of the cul-de-sac
radius along the street centerline. The Commission may grant a.waiver of the length requirement
of this section, in residential zones only, if the Commission deems it desirable due to adverse
topographic or environmental conditions, difficult site configuration, if such street is likely to be
extended in the future to another outlet, if no potential outlet would be available to serve the
residential zone area, or if such extension serves the purposes of access management, subject to
the following conditions:
(a) In no case shall a dead end street exceed 1,500 feet in length.
(b) If a potential outlet is available, the Commission shall conclude that the conceptual routing
of such outlet appears reasonable. `
(c) If no potential outlet is available, the Commission shall determine that the subject property
cannot be reasonably served by any other public street(existing or future) due to-site
constraints(environmental or topographic), accepted engineering standards, and/or
prohibitive or excessive cost.
(d) The Commission shall determine that the proposed extension conforms to the goals and
objectives of access management.
(e) The Commission shall conclude that the proposed street extension will function as a
residential local street, rather than a collector or arterial highway.
(fl Underground utilities must be provided.
(g) Sidewalks are required on both sides of the street.
Said waiver may be considered and acted upon at the request of the subdivider in advance
of a formal subdivision application. In such cases, a conceptual layout of the proposed street
extension shall be submitted with the written waiver request, accompanied by a narrative
statement explaining the proposal and why a waiver is consistent with the requirements of this
section.
