Re: Application for Major Home Occupation
I have been a resident of South Windsor for 30 years. I have been operating
Pleasant Valley Landscaping for 17 years. The cost of commercial rental
property has become very costly and very scarce in South Windsor, which
has prompted me to purchase this property and apply for this permit.
My company is a two-man show, one employee and myself. I would be
living at his property with my family and all landscaping equipment will be
kept in the rear barn. All landscape equipment and trucks would be able to
be stored inside. We have no deliveries to the shop and rarely return during
the day for=4.nything. Hours of-operation are generally from 7:30 am— 5:00
pm, five days a week—occasionally we work on Saturday. We offer no
retail sales of any material.
My purchase of this property hinges on the acceptance of this application. I
fit with in all of the criteria of section 4.8.3 Major Home Occupations. If
approved I would be planting screening trees to obscure the rear barn from
the road and make the property as residential only appearing as possible.
Thank you for your consideration in this matter.

Lovett Home Occupation- Public Hearing 6/10/03
i. This is an application for a 5-year major home to run landscaping business,
from property located at 44 West Road, RR zone.
2. The applicant has submitted a narrative defining the scope of the business.
He has indicated that all of the landscaping equipment used in his business
would be stored in the barn to the rear of the property. The applicant has
indicated that the only activity on-site is the departure and arrival of the
trucks at the beginning and end of the day. The hours of operation are
generally 7:30 am— 5:00 pm, Monday through Friday and Saturday's on
occasion.
3. The reasons for requiring PZC approval are to ensure that:
• the home occupation is clearly secondary to the use of the building for
dwelling purposes;
• the home occupation is compatible with other permitted residential uses
in the residential district;
• the residential character of the dwelling and the neighborhood are
preserved, and;
• all residents have freedom from excessive noise, excessive traffic,
nuisances, fire hazards offensive odors and pollutants, and other possible
effects of commercial uses being conducted in residential areas.
3. Performance ri ri c to a that must be met include:
• Maximum of 25% of the floor area can be used for the occupation;
• occupation cannot be visible from outside the dwelling unit;
• dwelling must contain the character of a single family dwelling;
• no entrance or exit may be added solely for the occupation;
• no more than one non-resident employee allowed;
• the occupation cannot create a volume of passenger or commercial traffic
that is inconsistent with the normal level of traffic on the street;
• all parking needs must be met on-site; and
• the Commission may require screening of additional parking from the
street and from adjacent residential properties.
4. )there is a second drive onto the property which
services the rear barn. In discussions with the applicant, he noted that the
_/ I
U l ' A c4l /IA) k-1-du,4rs
drive is partially on the abutters property. Staff would recommend the
applicant obtain a cross-travel easement for use of this drive and also a
street cut permit from the town for this driveway. The applicant has also
indicated that he would be planting trees along West Road to further screen
the rear barn from West Road.
s. There is an office proposed in one of the bedroom within the house. It is
approximately 130 sf(which is less that 6% of gfa).
6. The applicant has indicated that there is one other employee involved in the
business. The regulations allow for a two square foot sign, however is no
signage is proposed at this time.
7. Fred Shaw, Sup't of Pollution Control, has reviewed the proposal. He had
indicated that the owner must provide for business generated waste/
recyclable collection and disposal.
s. It should also be notediat no outdoor storage of material is allowed and all
vehicles mUst be stored within the barn area.
9. If this application is approved, the applicant will complete a home
occupation form, which contains acknowledgment that the applicant will
abide by criteria contained in the zoning regulations. The applicant would
also be required to return to this Commission upon expiration of the 5-year
permit period.

Kelli,
Please disregard the last message.
This business will probably be operated via a second driveway that may not be entirely on this property. If
this is the case then an easement is necessary for this driveway. The applicant needs to present a plan
for the proper construction of a paved driveway apron (to keep dirt from being tracked into the road). The
driveway needs to be shown on the plan and the necessary easement also included. A Street Excavation
Permit is necessary for the construction of this driveway.
Thank You
