Dear Bill;
The inland wetland boundaries on the above-roferenced property were field' Y
delineated on May 7,2003, The wetlands were field delineated in accordance with the
standards of the-National Cooperative$oil Survey and the definition of wetlands as found
in the Connecticut General Statutes,Chapter 440,Section 22A-38. I have4eviewed the
plans prepared by William Palmberg&Son I,LC(dated 5722=03)and have found the
representation of the field delineated wetlands to be substantially correct.
x <„
A number of wetland types were found on the property- The most significant
wetland occurs alongthe rear,or, eastern property line. This wetland is characterized-as a
Buttonbush Swamp with large expanses of open water. Along the;edge of this wetland.Red
Maple,Pin Oak and Cottonwood dominate the capopy layer; Skunk Cabbage,Cinnamon
Fern, Sensitive Fern and Canada tyflower comprise the ground cover. This wetland
appears to be habitat for amphibians and reptiles(unidentifi species of turtles). A small
finger of wetlands(wetland flags#9,-17)extends from thend. This area of wetlands is
 1
sparsely forested with Red Maple and Cinnamon Fern,Sensitive Fern and Tussock Sedge in
the herbaceous layer;.Surfitce water ponds in this portion of the wetland but the depth and
duration of the ponding preclude amphibians from using the area for breeding. Overall, this
portion of the wetland has love functional value.
The.:wedands-identified by wetland flags#42 to 54 have similar characteristics to
the previously described area.. This wetland skirts the edge of an old barn that has
_Collapsed. This wetland is also characterized.by Red`Maple trees with the same species in
the herbaceous layer in addition'to Silky Dogwood and Jewelweed. This wetland also
ponds water but is not a vernal pool.
A small isolated wetland(flags#55 to 60)was found along the northwestern part of
the property. This wetland is also dominated by Red Maple in the canopy and a few
specimens of Spicebush in the shrub layer.-Ponding of surface water occurs in this wetland.
but the:area is not a vernal pool•due to the shallow depth and short duration of the.ponding.
This wetland also had limited functional value.

In conclusion, the wetland resource with highest value is the open water/Buttonbush
wetland along the rear property line. The other wetlands tend to be of low functional value,
and the proposed development of the property for a single family home appears to
reasonably protect the site resources.

MEMORANDUM
To: South Windsor Inland Wetland/Conservation Commission.
From: Jeffrey H. Folger—Environmental Planner/Conservation Officer
Date: June 12, 2003
Re: Appl#03-32W, Review of a proposed Wilmar Construction Inc. house lot. Plans dated 5/22/03.
The current parcel is comprised of 2.6 acres. The project is to construct a residential dwelling. Regulated
activities involve the construction of a house, including clearing and grading, within the 80-foot upland
review area. The house would be located approximately 90-feet from the wetland, proposed clearing to
occur within 40 feet of the wetland boundary. Estimated disturbance is approximately 19,800 sgft within
the URA.
Site: The site is located in the Podunk River watershed. Currently the site is is a mixture of forested with
red maple dominating the overstory, and successional shrub. The parcel is flat with some minor sloping to
the east. A remnant barn and storage shed still exist on the property.
Wetlands on the site are located on the eastern edge and southern portion of the parcel. The wetlands
along the eastern edge would be characterized as an emergent/persistent swamp, with the remaining
wetlands on the property being forested wetlands. Most of the wetlands on the property are connected.
There is a small wetland along the southwestern property boundary that is isolated from the rest. The
emergent wetland appears to be a remnant pond that is filling in with vegetation(eutrification). Presently,
the swamp is dominated by buttonbush. The dense overstory in the forested part prohibits the
establishment of a productive understory. The wetland boundary shown on the plans appears to be
accurate.
Major functions of this wetland area would be flood storage, stormwater conveyance, groundwater
recharge, wildlife habitat, nutrient and sediment trapping and assimilation. Wildlife habitat values for the
wetlands would be moderate based on the relative size and isolation to other wetland areas in the vacinity.
Cultivated farm fields and residential homes surround the wetlands on the parcel, so ecological integrity is
limited. The buttonbush swamp is functioning as a vernal pool. Wood frogs have been identifies as using
this area as a breeding ground.
Impacts: The limit of clearing is localized to accommodate the house and a rear yard area. This
configuration provides a reasonable yard area and would minimize the likelihood of illegal activities
occurring in the"natural" area. The remainder of the parcel should have some sort of protection to
preserve it.
The site is very flat with very sandy soils present. The perimeter erosion controls shown should be
adequate.
