Signature of Applicant Signature of Property Owner ALL PHASE ELECTRIC T& C PH 5/13/03 1. Request for a two year temporary and conditional permit for three storage units to house equipment associated with the business and outdoor storage at 15 Commerce Way, I zone. The containers and outdoor storage currently exist on site; this application is a result of a zoning violation citation for unscreened outdoor storage. 2. The storage containers and materials are shown in the picture provided. They are located within in the parking area in the rear of the building. These units are visible from Sullivan Ave as well as Commerce Way. 3. There is other material being stored outside on site. Outdoor storage is permitted under Section 3.15 provided that it is not visible from public ways, and subject to Planning and Zoning Commission approval. The applicant is proposing to add shrubbery along Sullivan Avenue. No information has been provided about types of shrubs, size at planting, spacing. There is no provision for screening from Commerce Way. We suggest that a stockade fence or other decorative board fencing may be more effective at accomplishing the desired screening from Sullivan Avenue; and the view from Commerce Way should also be addressed. 4. For the record, I note that several other businesses on Commerce Way have also been cited for outdoor storage zoning violations (at least five others). These other violations are at various stages of the enforcement process. 5. The wording of the T & C permit regulation is that, "Temporary and conditional permits may be granted by the Commission for a use which is not specified elsewhere in these regulations for a period not to exceed two years. Such approval may be given after a Public Hearing if, in the judgment of the Commission, the public convenience and welfare will be substantially served, and the appropriate use of neighboring property will not be substantially or permanently injured, and traffic and other hazards will not result from such use." 5. If this application is approved, the planning department requests no additional modifications other than already discussed. k)0-i O p i 1r2. ' 2 t Pva, I n ri e1 9 O(n'//t 4110 l G n pit f LG/tf`'^n.P ui JCd-f0 / - d✓' l+2 U-' i"r+'c v A40P. CTRIC SUPPLY CO. RECEIVED June 11, 2003 JUN 12 2003 Mr. Kevin McCann, Chairman SOUTH WINDSOR PLANNING DEPT. Planning &Zoning Commission 1540 Sullivan Ave. South Windsor, CT 06074 i Re: Appl. #03-20P, Temporary & Conditional Permit Dear Mr. McCann, I thank you for, and appreciate the decision that your commission has made to allow us the two year temporary and conditional permit for our storage trailers. These trailers are vital to our business and will allow All-Phase to remain a successful enterprise in the South Windsor business community. My concern now is to make sure we fully cogly with the stipulations posed in your letter resulting from the commissions May 27t meeting. I propose taking the following two steps to screen the frontage of both Sullivan Ave and Commerce Way. 1. Commerce Way—On Thursday 6/12/03 I am having all three of our storage trailers moved so that they are not visible from Commerce Way. 2. Sullivan Ave -I am having a permanent and decorative fence installed along the frontage of Sullivan Ave beginning at the end or our building and ending at the tree line of our property. The fence will be completed no later than the requested date of 7/15/03. I am currently having quotes completed by several companies. I hope that these changes are satisfactory and if I need to submit any other paperwork please reply with those details. I HAVE NOT SEEN THE LOCATION WHERE THEY WANT TO PUT THE TRAILERS. HOWEVER, THERE IS A DETANTION BASIN ON PROPERTY OWNED BY THE TOWN OF SOUTH WINDSOR TO THE NORTH. TO MY KNOWLEDGE WE CAN NOT ACCESS THE OUTLET FROM THIS POND WITH OUT TRESSPASSING ON ALL-PHASE.WE ACQUIRED A TEMPORARY EASEMENT IN 1994 TO MAKE A REPAIR TO THE OUTLET. WE SHOULD SEE IF WE CAN GET A PERMENANT EASEMENT ALONG THE NORTH PROPERTY LINE OF ALLSTATE.
