This is an application for a 5 year major home occupation permit to operate a chiropractor's office from property located at 88Nevers Road, AA- 30 zone. The house is currently under construction. The applicant is proposing to use the third bedroom (on the second floor) for his office. 2. The reasons for requiring PZC approval are to ensure that: • the home occupation is clearly secondary to the use of the building for dwelling purposes • the home occupation is compatible with other permitted residential uses in the residential district • the residential character of the dwelling and the neighborhood are preserved, and; • all residents have freedom from excessive noise, excessive traffic, nuisances, fire hazards offensive odors and pollutants, and other possible effects of commercial uses being conducted in residential areas. 3. Performance criteria that must be met include: • Maximum of 25% of the floor area can be used for the occupation; • occupation cannot be visible from outside the dwelling unit; • dwelling must contain the character of a single family dwelling; • no entrance or exit may be added solely for the occupation; • no more than one non-resident employee allowed; • the occupation can not create a volume of passenger or commercial traffic that is inconsistent with the normal level of traffic on the street; • all parking needs must be met on-site; • and the Commission may require screening of additional parking from the street and from adjacent residential properties. s s-. 4. The applicant is proposing to have office hours M-F 12:00 to approx. 2 pm and 7:00 pm to 9:00 pm. He is proposing office hours Sat and Sun 7home The applicant has indicated that he anticipates 6-8 patients 3-4 on the weekend days. 5 has several questions we would request the applicant provide for to determine how well this use meets the criteria fot he upation: What percentage of the floor area is being used for occupation? Where will the entrance to the office be- from t within the structure or will there be an outside entrance? 6. Will there be any employees? /h of 7. How will parking be screened? 8. Is there any signage proposed? S-F 9. The applicant will also have to complete a home occupation form and would also be required to return to this Commission upon expiration of the 5-year permit period. Also, the Commission might consider adding as approval conditions limitations on number of days and hours of operation, or number of customers per day, in order to ensure that the intent of the home occupation regulations is adhered to. If this application is approved, the Planning Department has no modifications to request. There are no engineering comments on this plan. 60 I py N SF4 S s ` 1540 SULLIVAN AVENUE SOUTH WINDSOR, CONN. 06074 SOR-CO AREA CODE 860/644-2511 March 25, 1997 CERTIFIED MAIL Dr Thomas M.
