Doolittle, P.E., Town Engineer Date: 3/11/03 RE: App 03-13P—Lynwood Estates Subdivision, Barber Hill Road I have reviewed the site plan application for the proposed Lynwood Estates Subdivision, and have the following comments: 1. Show how lots 1 and 2 meet the requirements of Zoning Regulations, Section 10.1 a. Specifically, show the 10,000 sq. ft buildable area and the 90 ft x 90 ft square exclusive of detention areas, easements, rights-of-way and slopes at or in excess of 15%. 2. On Lot 1, lower the driveway and reduce the fill requirements by moving the house closer to the road and/or by lowering the elevation of the house and garage. Alternately, add a low retaining wall in front of the house to reduce the fill needed. 3. Add another clean-out on the foundation drains at the first bend from each house 4. Better define and enlarge the swales along the sides of Lots 1 and 2 so the stormwater does not flow onto neighboring lots. Specify how these swales will be established, stabilized and maintained to prevent washouts and erosion onto the road or neighboring properties. 5. How will stormwater runoff from the driveways be handled? This needs to be directed off the pavement before it reaches the road. 6. Clarify the note for the Prop Settlement Area. Will this have the Sediment Trap shown on the detail page or some other structure/treatment? How was this area and the structure/treatment sized? 7. The driveway for Lot 3 appears to be in excess of 15% in a couple of places. This needs to be checked and revised to conform with Town Standards. 8. Land along the road in front of this subdivision needs to be deeded to the Town to provide a 25 foot ROW from the center line of the road. 9. Show on the plan where the existing house will be renovated to comply with the Zoning side yard setback requirements. 10.Show the reserve area for the existing leaching and septic system on Lot 2. 11.The final design of the septic systems must be reviewed and approved by the Town Sanitarian before building permits can be issued. DESIGN PROFESSIONALS, INC. civil engineers ♦ planners ♦ surveyors gis ♦ gps ♦ landscape architects MEMORANDUM To: Ms.Michele Lipe,Assistant Director of Planning From: Judy A. Schuler,Project Engine Date: March 19, 2003 Re: Lynnwood Estates Subdivision The following are like-numbered responses to your faxed comments dated February 28,2003 and Town Engineering comments dated March 11,2003. We are submitting eight(8)sets of revised plans as requested. Planning Comments 1. All lots contained in the subdivision support a 90 ft x 90 ft buildable square required per section 10.l.a of the South Windsor Zoning Regulations. The 90 ft x 90 ft buildable squares are shown on the revised plans. The proposed house on Lot 1 was modified and relocated to within the 90 ft x 90 ft square. 2. The street tree easement was removed from the plans. 3. The approximate location of the driveway and utilities for Lot 2 are shown on the plans. The approximate location of a reserve septic area for Lot 2 is also shown on the plans(see note 10 on sheet 3). 4. A wetlands permit application was submitted on February 24,2003. Engineering Comments 1. The 10,000 sq.ft. and 90 ft x 90 ft square are shown on the revised plans. The proposed house on Lot 1 was modified and relocated to within the 90 ft x 90 ft square. 2. The fill requirement for Lot 1 has been significantly reduced through redesign/regrading. 3. An additional cleanout was placed on Lot 3. The first bend in the foundation drain on Lot 1 was removed. 4. The swales have been enlarged and will be stabilized and maintained by seeding. See"Construction Sequence South Windsor"notes 6 and 8 on Sheet 4 and see"Construction Notes"note 5 on Sheet 4. A silt fence is proposed along the lot boundaries to prevent erosion onto the road or neighboring properties during construction. 5. Spot grades were incorporated to direct water off the driveway before it reaches the road. 6. The proposed settlement area is a grassy area—this note was clarified on the plans. A temporary sediment trap and temporary diversion berm were added to Lots 1 and 3 for erosion and sedimentation control during construction. See Sediment Trap Detail note 4(sheet 4)for sizing of temporary sediment trap. 7. The driveway for Lot 3 was revised so that no areas are in excess of 15%slope. 8. Portions of the frontage along Lots 1 and 2 will be deeded to the Town to provide the 25 feet ROW from the centerline of the road. Deeded area is shown on the plans. Also see note 8 on sheets 2 and 3. 165 South Satellite Road, South Windsor, Connecticut 06074 Tel: (860)291-8755 •Fax: (860)291-8757 DESIGN PROFESSIONALS, INC. civil engineers ♦ planners ♦ surveyors gis ♦ gps ♦ landscape architects 9. The area to be removed from the existing house to conform to Zoning side yard setback requirements has been highlighted, using hatch marks,on the revised plans. 10. The approximate location of a reserve septic area for Lot 2 is shown on the revised plans. See note 10 on Sheet 3. 11. The final septic design will be reviewed by the Town Sanitarian prior to the issuance of building permits. Additional Comments 1. Additional survey points were taken to verify the topography in the area of the proposed house on Lot 1. The contours were revised in this area based on the additional survey information. cc: Galen Semprebon,P.E. 165 South Satellite Road, South Windsor, Connecticut 06074 ; Tel: (860)291-8755 •Fax: (860)291-8757 RECEIVED MEMORANDUM MAR 2 12003 To: Marcia Banach, Director of Planning SOUTH WINDSOR PLANNING DEPT, From: Jeffrey B. Doolittle, P.E., Town Engineer Date: 3/21/03 RE: App 03-13P—Lynwood Estates Subdivision, Barber Hill Road I have reviewed the revised site plan application for the proposed Lynwood Estates Subdivision (dated 3/18/03). Most of my previous comments have been addressed, however, I have the following comments: 1. Public Works has expressed concern about water running into the road from this area. Provisions need to be included on these three lots to catch any surface runoff that comes down the hill before it reaches the road. The proposed grassy settlement areas do not look large enough to do this. Surface water coming off these lots should not flow out to the road to get to the existing catch basins. Surface water should be picked up by a pipe that connects to the back of the existing catch basins and opens to a flared end at the swales on theses lots. Alternatively, another catch basin acting as a yard drain could be located on these lots to catch the surface water. This would be piped into the back of the existing catch basins. Drainage pipes should be installed under the driveways and connect to perforated pipes that would be located under a shallow swale along the front of these three lots. These pipes should be open at the ends and run into the existing catch basins along side the road. 2. The final design of the septic systems must be reviewed and approved by the Town Sanitarian before building permits can be issued.
