Tom In-House Development Review Meeting 2-25-03 Present: Banach,Drabek,Folger,Doolittle, Gantick, Stead, Shaw,Field,Reichle Podunk Ridge SRD Shady Brook SRD Lynnwood Subdivision(2 new lots) Tomek Interior Lot 1. Podunk Ridge SRD • Concern re highly erodible slopes&future slope failure. • Backs of houses right on top of"rain garden"depressions: if these areas are mowed areas, may get filled in over time by residents as they are right on the residents' rear doorsteps. If they are planted as rain gardens, there is no back yard. • Existing flooding onto Ellington Road is a concern. • Pumping of sewage: emergency generator needed, &more detailed pump station information with indication of financial responsibility. • Most units have no back yard. • Input from Stead and Field regarding fiscal impacts of SRD's; for example, yearly reimbursement by Town to SRD of snow removal, lighting costs,&possible increased number of emergency medical calls. • Identify street hardware(signs, poles, etc)that may be sight line issues. • Use yield sign instead of stop sign internally. • Will need operation&maintenance plan for stormwater& sanitary sewers. • Debris and junk on site needs to be cleaned up. 2. Shady Brook SRD • Is drainage easement from South Windsor Land Conservation Trust in place? • How do you get around the detention basins to maintain? • Will be recommending to PZC sidewalks on both sides of street. 3. Lynnwood Subdivision • Existing drainage runs off the slope into Barber Hill Rd • Need to show 90 x 90 square& 10,000 sq ft buildable area outside 15% slopes 4. Tomek Interior Lot • Reset iron pins at front corners • WPCA approval required Shady Brook SRD 03-12P Planning Comments—3/11/03 1. Section 4.1.12g allows the increase in setback(when frontage is less than 200 feet). Please illustrate on the plan how this requirement is being met? 2. All front, side and rear yards must be shown on the plans. 3 Proposed tree line along the perimeter of the project as shown on the topography plan does not reflect the clearing shown on the landscape plan. This should be corrected to reflect the actual clearing that will take place to accommodate units on the building/buffer line. 4: Is the buffer line shown on the easterly side of the property following any property line/zone line? If it is a buffer, no unit driveways can be within the buffer(driveway for lot one appears to be in the buffer) 5, A buffer cross sections, illustrating the buffer at 5-years and again at maturity must be provided(Sec. 10.4.a.1 and 2). Also, a cross section, illustrating the buffer adjacent to the industrial zone, should be shown. 6. Is there any signage proposed? If so,please provide a diagram with dimensions. Ajot 7. Lighting plan must be submitted in accordance with Section 17.20. General Comments 1. Is drainage easement from South Windsor Land Conservation Trust in place? 2. How do you get around the detention basins to maintain? 3. Staff will be recommending to PZC sidewalks on both sides of street. 4(4.% The landscape plan is very difficult to read(looks like too many layers are on and It lettering is on top of other lettering). A legible plan should be submitted. 5. Drainage calculations have not been received toctate. RECEIVED MEMORANDUM APR 2 204„ To: Marcia Banach, Director of Planning SOUTH WINDSOR PLANNIIw From: Jeffrey B. Doolittle, P.E., Town Engineer Date: 4/2/03 RE: App 03-12P, Shady Brook Village SRD have reviewed the above application for the Shady Brook SRD and have the following comments: 1. Show the water main in Strong Road and where the line for this development will tap into the main. Label the size and pipe material of the water line for this development 2. Label the Sanitary M.H. on Gorski Drive at Strong Road as existing. 3. Add spot grades at the western edge of the limits of clearing behind units 9-12 and by the northwest detention basin. 4. Include leaders from the labels for the "Prop. Endwall" to the actual endwall outlet from both detention basins. 5. The detention basin outlet pipes should be at least 12 inch diameter to prevent clogging and for ease of maintenance. Also the slopes of these pipes need to be lowered or Class V RCP is to be used for pipes with slopes greater than 10%. 6. There needs to be a stone overflow spillway outlet from each detention basin. 7. Label the rip rap channel downstream of the outlet from the northeast detention basin. 8. Confirm that the outlet velocities from both detention basins are very low (1-2 ft/sec) for all storm events so there is minimal erosion downstream of the outlets. Corrugated pipe could be used on the outlets to help reduce the velocity. 9. The"Toe Drain"detail should be changed to 6"perforated pipe. 10. Increase the size of the overflow pipe from the depressed area west of units 9-12 to at least 10 inches for ease of maintenance. Include a grate or screen on the inlet to this pipe to exclude debris(and critters)that may cause clogging. 11. Explain why the Typical Roadway Section shows the road cross slope superelevated (sloped to one side) rather than the Town Standard crowned road cross section. Superelevation is not normally used in a residential road because it causes problems with surface water crossing the road and icing in winter. What criteria was used to determine the superelevation slope (3.1%)? This is not adjusted to match the curve direction and radius. Several of the curves in Bailey Circle (especially the loop at the end of this road) are superelevated against the direction of curvature which could cause safety concerns. If superelevation is to be proposed the slope should be set according to the design speed and radius of curves and the direction of superelevation should match the direction of curvature of the road. 12. Remove the sedimentation structures and include a 4 foot deep sump on the last catch basin in the road before the pipe run to the detention basin. 13. WPCA review and approval of this plan is required. Please call me if you have any questions. PLANNING DEPARTMENT IN-HOUSE REFERRAL FORM TO: Matt Galligan, Fred Shaw,Michael Gantick, Thomas Field,Bill Lanning,Kris Lindstrom, Ray Favreau, Karl Reichle, Mel Stead, John Collins, Bob Deptula, Jeff Doolittle FROM: Marcia A. Banach, AICP,Director of Planning The Planning&Engineering Departments have received.plans for the following project: Location: a2 1%-Site Plan O Subdivision No. Acres Zone O Industrial O Commercial Residential No. Lots/Units Water: Q Public O Private Well Sewerage: ® Public O Septic system(s) Project Description: Future Town-owned property involved? Shady Brook Senior Residence Development PH 4-8-03 1) Request for a Special Exception and site plan approval to construct a 20-unit Senior Residence Development on the northerly side of Strong Road, easterly of Main Street. The subject site property is 11.85 acres, A-40 zone. 2) There are existing single family residences to the south and west of the proposed Shady Brook Senior Residence development. To the east is industrially-zoned land and uses. There is an existing 50-foot right-of-way along the new driveway to the industrially-zoned rear property currently owned by Glen Knafel. To the northeast is property of the South Windsor Land Conservation Trust. We would also note the presence of a fifteen-foot strip of land belonging to the Land Trust surrounding most of the property. Town staff have some concern about this fifteen-foot strip of land, as it will be exceptionally difficult for residents and neighbors to differentiate where Shady Brook land ends and the fifteen-foot strip of Land Trust property begins. 3) The proposed density is 2.3 units per net buildable acre; maximum 4 units per net buildable acre are allowed. Proposed impervious coverage is 19.8%; 60% allowed. Required parking is 1.5 spaces per unit, or 30 spaces; the applicant has provided 82 spaces, or 4 spaces per unit. It appears that all other zoning requirements are met. 4) There are regulated wetlands on this site. IWA/CC approved the application on November 18, 1998 with a $10,000 bond and an approval condition requiring the design engineer to oversee the installation of the detention basins. The IWA/CC reviewed changes with this proposal and did not feel there was substantial change requiring a new permit. 5) If this application is approved, the number of total SRD units approved will remain at 179 (because there are already 20 units approved at this location). The maximum number of units that the Commission may approve is currently capped at 250. 6) Public water is available in Strong Road. Public sewer can be extended from Gorski Drive. WPCA approval is required. If the development will have curbside refuse collection and recycling, a hold harmless agreement and permission to enter form will need to be provided to the Town to allow the refuse & recycling vehicles to enter the site. 7) All proposed units are single-family units, with the exception of on e four-unit building. The units would vary in size according to the new formula, with 6 units under 1400 sq ft, 6 units between 1800 and 2000 sq ft, and the remainder of the units between 1400 -1800 sq ft. 8) The Special Exception criteria for review of a SRD include: • traffic impacts will not be detrimental to the residential character of the neighborhood; • there will be minimal adverse effects on existing uses in the area; • surrounding property values will be conserved and the character of the neighborhood will not be unduly disrupted; • impacts will not be detrimental to the capacity of the present and proposed utilities, street, drainage system, sidewalks, and other elements of the infrastructure; • the land is physically suited to the proposed use and minimal adverse environmental impacts are created; • the SRD proposal is consistent with the goals and objectives of the Town Plan of Development; • the SRD proposal will help meet senior housing needs of South Windsor; • the location of the SRD facility is within reasonable proximity to community facilities or amenities which serve the needs of elderly residents, or is within reasonable proximity to indoor/outdoor activity centers, or is within close proximity to or contains permanent open space land; • the SRD facility has been designed to meet the needs of handicapped residents or visitors; • the architectural design is aesthetically pleasing and low profile 9) There are no sidewalk shown on the northern side of the street. Staff would recommend that a sidewalk be on both sides of the street throughout the project. 10) The site is a treed site, which is wooded with predominantly deciduous trees. The applicant is showing a combined yard and buffer of 35 feet. The buffer shows evergreen interplanting among and along the edge of existing deciduous trees. The applicant has included cross-sections as required to demonstrate the buffer. It should be noted that on the northerly and westerly sides of the site the detention area is within the buffer area. 11) The applicant submitted a traffic study which indicates that there will be little impact to the existing roadway network. Sight line issues have been identified, and trimming will be implemented. 12) The Architecture and Design Review Board reviewed the plans on March 20 and April 3. The proposal was well-received by ADRC. The Committee forwarded the following recommendations: • All of the units should have some sort of brick masonry; • The unit should be placed so that no two identical units will be placed next to each other; • The landscape architect should oversee the planting plan 13) If this application is approved, the Planning Dept. requests that plan revisions to address any concerns raised tonight and to address engineering comments dated April 2 be submitted before this application is scheduled for a work session. c !y O \ T — 66.0 /, 6'9 0 INS-6D ANSLAT L = 3 FFeR 67.0 S X 9.25 t ?\\ PROP_ C-C6#3 .S.M.H.4 T.F.=67:65 \ } T.F.=68.10 tp INV. =61.25 IN\5- ( ® N23'18'C <66.7 \ AND ;T S66 20'47' \ 1.78 - - -- , 5237806'w w - _ 15.00' ' - - - - P.S.M.H.3 . All•erosion and sedimentation control measures are to be in place prior to earth moving operations in each area and maintained/cleaned out during construction. Call Jeffrey Folger, Zoning/Wetlands Enforcement Officer for inspection when measures are in place, prior to commencement of site work or r. if any problems/concerns arise during construction. 2. All topsoil stockpile areas to be protected(ringed with haybales or equal). .3.1 During construction of the road/driveway a crushed stone tracking pad is to be installed and maintained to minimize tracking of diiVgravel on to Strong Road. Calcium chloride or water is to be used for dust control as required. Public Works 1. Three complete sets of approved/revised plans to be provided to Town prior to start of construction. They will be stamped by the Planning Department along with plans developer needs. Only approved plans are to be used on the job site. 2. The Engineering Department is to be notified forty-eight (48) hours prior to the start of major construction work with inspections and testing per Developers Checklist (requested, required) for the following: a. After site is staked out b. All drainage work c. Preparation of subgrade, compaction tests as per Developer's checklist d. Preparation of subbase, six(6) inch lifts e. Placement of bituminous concrete, two (2)inch layers maximum 3. Certification of gravel used as subbase and processed stone for base will be required from an approved testing company. 4. Certification of all products used -- storm pipe, structures, pavement, etc., shall be presented to the Town Engineer prior to installation. 5. Two (2) weeks' notice must be given prior to placing the finish pavement course. This is to allow for inspection and correction measures(if necessary)of the infrastructure, prior to final pavement. 6. No subgrade formation/base in frozen ground/snow. Same for pipe/structure installation. 7. Progress As Built Plans are to be submitted to the Town Engineer for approval prior to paving and after subgrade formation. 8. As built plans are to include horizontal and vertical location of all underdrains, footing drains, and sanitary sewers and house service laterals located as per revised as-built checklist. 9. All pipe and structures to be backfilled with free draining material, compacted in maximum one foot lifts with approved compaction equipment or approved equal if deep trench is encountered. Any pipe or structure work requires inspection prior to backfilling. 10. Any problems and/or questions regarding construction of this project,will.be-directed to Chris:Chiulli at 250-2517 or Bruce Edwards at 883-5498 in the field. 11. All filling to be done in accordance with-Department of Transportation-specifications:. To be.compacted- . in maximum lifts and tested as necessary. 12. Job meetings will be held as needed, and can be called by the developer or Town. 13. Forty-eight-(48)hours notice needed for certificate of occupancy inspection. 14. Any proposed changes are to be presented to the Engineering or Planning Department prior to implementation on change order form in quadruplicate with 4 copies of the drawing.: Tqwri will-attempt to turn around within 24 hours. 15. Normal hours of operation 7:00 a.m.—5:00 p.m., no work on Sunday. 16. No paving after October 15 or before April 15 without written approval from Director of Public Works. 17. A street cut permit is required for the road cut and work in Strong Road. 18. A drain layer permit is required for the main sewer line and separate drain layers permits are required for each building lateral. 19. Catch basins shall have galvanized frames and grates. 20. Testing of sub-base,base, and pavement is required for work in Strong Road and Bailey Circle. 21. Extra care must be taken when compacting around structures such as catch basins and manholes. These spots often become problem areas in the future due to settling, therefore, the town stafFinspectors will be requesting additional compaction tests in these areas. 22. Inspection of gravel access roads required prior to placement of topsoil. 23. For concrete sidewalks, 8"depth with reinforcements is required at driveway crossings. If the sidewalk is constructed before lot development, the locations must be indicated on the as-built plans. If a proposed driveway location is moved, the sidewalk must be removed to the nearest expansion joint and rebuilt to the proper depth with reinforcement. 24. If a concrete monument is located within a driveway, a cast iron frame and cover must be provided for town public improvement specifications. 25. During construction of individual sanitary sewer house laterals, the contractor shall prepare an as-built sketch on standard form provided by the Engineering Department. This form should be submitted to the design engineer/surveyor for their use in preparing the as-built plan. The Engineering Department suggests that the contractor also show locations of foundation drains and water laterals on this form. 26. During construction drainage must be addressed with drainage swales as necessary. The homes will be occupied by "Seniors"who are at least 55 years old and remain able to care for themselves, but are seeking a home with lower maintenance requirements. This report was prepared by Traffic Engineering Solutions to address the traffic impact on roadways surrounding this Senior Residential community. The following scope of work was included in this study: ■ Making 24-hour directional machine counts on Strong Road in the vicinity of the site. The count included a speed study to determine the 85th percentile speed of travel in each direction on Strong Road (85th percentile speed was used to determine the intersection and stopping sight distances needed for vehicles entering and leaving the site); ■ Obtaining from the Town of South Windsor traffic accident data for the latest three year period for Strong Road in the vicinity of the site; ■ Making Visual Observations of roadways and land use conditions along Strong Road; ■ Determining the number of trips expected to be added to the roadway system by the proposed 20 Senior Residential Units; ■ Completing morning and afternoon peak hour capacity analyses for the intersection of Strong Road and the site access road to determine the anticipated operating Level of Service (LOS) for the traffic volumes expected upon completion of Shady Brook Village; ■ Field measuring the sight distances available for drivers entering and leaving Shady Brook Village and comparing these distances with the Connecticut DOT Guidelines for Intersection and Stopping Sight Distances for the 85th percentile speeds along Strong Road; EXISTING CONDITIONS The proposed Shady Brook Village is a Senior Residential Development with 16 Single Family homes and four attached units. The development is proposed for approximately 11.85 acres located along the north side of Strong Road in South Windsor, Connecticut. The majority of the site is situated behind existing single family homes along the northerly side of Strong Road. The site has 200 feet of frontage along Strong Road at the westerly end of the site and a 50-foot frontage at the easterly end of the site. Access to Shady Brook Village will be provided within the 50-foot frontage which is located midway between Bancroft Lane and Gorski Drive. The access road will be constructed to Town standards and is proposed to be a private road. The property is presently undeveloped. Visual observations C:\BUSINESS\B&M\REPORT2.DOC 1 were made and traffic counts obtained for the Strong Road in the vicinity of the site. Strong Road runs west to east with one lane of travel in each direction. The road begins at Main Street and continues easterly for about three and one half miles to its intersection with Pierce Road. West of Main Street a single lane road continues through agricultural fields to the Connecticut River. The site is located about midway between Main Street and John Fitch Boulevard (Route 5). Strong Road is typically 25 feet wide in the vicinity of the site with 12.5-foot lanes and no shoulders in each direction. A double yellow center line separates the two directions of travel. Between John Fitch Boulevard and Main Street, Strong Road is straight. Strong Road is also nearly flat from John Fitch Boulevard to 300 feet west of the site access road where Strong Road goes downhill as it proceeds toward Main Street. Strong Road has a slight upgrade as it approaches Bancroft Lane from the east and crests just west of Bancroft Lane where it begins a slight downgrade as it continues toward the west. The posted speed limit on Strong Road is 30 miles per hour(mph). Land use from Main Street to just west of!dent Road is single family residential. The Forest Village (along Bancroft Lane and Gorski Drive) is more than two-thirds built with 27 of the 39 homes completed and occupied. From just west of Ident Road to Route j 5, there is a mixture of industrial and commercial uses. Strong Road intersects Main Street approximately 700 feet west of the site and John Fitch Boulevard (Route 5) approximately 800 feet east of the site. The intersection of Strong Road at Main Street is STOP controlled on all approaches and the intersection of Strong Road with Route 5 is controlled by a traffic signal. Existing Traffic Volumes Twenty-four hour automatic traffic recorder(ATR) counts were made from Noon on January 15 to Noon on January 16, 2003 along Strong Road for this study. The counts were done just west of the intersection with Bancroft Lane and included the traffic count and speeds of each vehicle traveling on Strong Road. The ATR count indicates there are 527 vehicles traveling Strong Road near the site (this compares with 511 vehicles per day counted for the 1998 study completed for the earlier proposal for this site). During the morning peak hour(7:00 AM to 8:00 AM) 36 vehicles traveled Strong Road (26 traveled eastbound and 10 traveling westbound). The highest hour during the afternoon period occurred from 4:00 PM to 5:00 PM. During this hour, the traffic volume on Strong Road was 41 vehicles (21 traveling eastbound and 20 traveling westbound). The speed study indicates that the 85th percentile speed (the speed at which 85 percent of all vehicles travel at or less than) is 43 miles per hour (mph) for vehicles traveling in the westbound direction and 43 mph for vehicles traveling eastbound. The 85th percentile speed was used to determine the required intersection and stopping sight distances. C:\BUSINESS\B&M\REPORT2.DOC 2 Accidents The South Windsor Police Department provided a summary of traffic accidents for Strong Road between Main Street and John Fitch Boulevard. The accident information covered the three year period from January 1, 2000 through December 31, 2002. During this three year period there were twenty-three accidents reported along the section of Strong Road. Fifteen of the reported accidents occurred at or near the intersection with John Fitch Boulevard and five of the reported accidents occurred between Ident Road and Main Street. The accident records did not indicate the exact location of the remaining three accidents. It should be noted that five of the accidents (more than twenty percent of the accidents) involved drivers striking a deer in the road. The police Department indicated that there is no pattern of accidents at any location that would suggest the need for remediation along Strong Road. PROJECT GENERATED TRAFFIC New trips to the roadway system generated by the proposed Shady Brook Village were determined from the Institute of Transportation Engineers (ITE) reference, Trip Generation'. The ITE reference has established mathematical relationships based on studies of various land uses to determine their trip generation rates. These trip generation relationships have been standardized and published in the Trip Generation reference. The proposed 20 Senior Residential Homes are being developed for "Seniors"who are at least 55 years old. The ITE reference provides trip generation information for several related land uses for senior housing including: "Retirement Community", "Elderly Housing—Attached" and "Elderly Housing — Detached". The ITE reference also provides trip generation information for standard housing including "Residential Condominium/Townhouse" and "Single-Family Detached Housing". The trips generated by the 16 Detached Homes and 4 Multi-Unit Homes were calculated for Senior Housing and Standard Housing to provide a comparison of the number of trips Senior and Standard housing would generate. The trip generation was based on Land Use Codes 251 - "Elderly Housing— Detached", 253- "Elderly Housing—Attached", 210- "Single Family Detached Housing" and 230—`Residential Condominium /Townhouse". The following trip generation relationships were used to determine the number of daily, and morning and afternoon peak hour trips that would be generated by the proposed Shady Brook Village Senior Residential Community and by a similar size standard residential development. The results are summarized in Tables 1 and 2. Because many people continue working well past their fifty-fifth birthday, and since the trip generation information for residential uses with no age restrictions is higher (more conservative), the Trip Generation estimates for standard housing were used for the proposed 20 Unit Shady Brook Village Senior Residential Community. The capacity analyses completed for this study used the higher number of generated.trips present in Table 2 to provide a conservative (worst case) evaluation of the operating Levels of Service. CAPACITY ANALYSES Capacity Analyses were done to determine the anticipated quality of traffic operations at the intersection of Strong Road at the site access road. Letter designations from A to F are used to represent the Levels of Service (LOS) for the traffic operation at each intersection or roadway, with LOS A representing the best operating conditions and LOS F the worst. Typically, LOS D is considered acceptable by ConnDOT for design peak hour conditions. The Level of Service for unsignalized intersections with STOP control on the minor street assumes that through and right-turning traffic on the main street is not affected by traffic on the side street(s). Thus, the LOS designation is for the movements on the side street and the left-turn movement from the main street onto the side street. Levels of Service are defined by the average delay per vehicle as indicated below. Unsignalized Intersections Level of Service Avg. Delay/Vehicle (in Seconds) LOS A < 10.0 LOSB > 10.0 and < 15.0 LOS C > 15.0 and < 25.0 LOS D > 25.0 and < 35.0 LOS E > 35.0 and < 50.0 LOS F > 50.0 C:\BUSINESSIB&M\REPORT2.€ OC 5 Level-of-service capacity analyses completed for the 2005 Build P Y Y were conditions for Strong Road at the site access road. The 2005 traffic volumes were determined by applying a two percent growth factor(totaling 104.04% growth for two years) to the 2003 traffic volumes to account for growth that may occur in the area, though background growth is not likely because of the surrounding roadway system is relatively isolated from through traffic that does not originate within the neighborhood. The year 2005 analyses assume a two year buildout for the Shady Brook Village Residential Community. The generated trips were assigned to the intersection of Strong Road at the site access road assuming that all the new trips would travel to and from each direction on Strong Road. This provides a conservative estimate of the site impact by adding twice the anticipated new trips to the surrounding roadway system. The results of the analyses are presented in Table 3. Table 3: Unsignalized Intersection Capacity Analysis 2005 Build Location Peak Hour Delay LOS Strong Road at Site Access Road E-Bd Left Turn 7.2 A AM S-Bd Site Road 8.8 A E-Bd Left Turn PM 7.3 A S-Bd Site Road 8.9 A Delay = Average stopped delay, in seconds, to all vehicles entering the intersection or to vehicles making the specified turn. Table 2 shows that the new intersection created by the site access road and Strong Road will operate at an excellent Level of Service A for vehicles entering and leaving the Shady Brook Village Senior Residential Community. i SITE ACCESS The proposed access road to Shady Brook Village will be located along the north side of Strong Road midway between Bancroft Lane and Gorski Drive. Visual observations and sight distance measurements were made at the location of the site access road to determine the Intersection Sight Distances and sight distances for Stopped Vehicle Turning Left Across Oncoming Traffic. Intersection Sight Distances (the distance drivers leaving Shady Brook Village will be able to see in either direction along Strong Road)were measured at a distance of 10 feet off the edge of road with a 3.5 foot height of eye and height of object in accordance with ConnDOT Standards for determining Intersection Sight Distances. The sight distance looking left (east) from the access road is 355 feet(restricted by the slight vertical curve in Strong Road just west of Bancroft Lane). The access road has been C:\BUSINESS\B&M\REPORT2.DOC 6 i designed to provide a positive grade increased elevation for the first fifteen g p P 9 ( ) feet before dropping at a one percent grade into the site. Using a profile of Strong Road prepared by Design Professionals, Inc. we found that with this grading, along with clearing or thinning the trees and shrubs immediately east of the access road along the north edge of Strong Road, the sight 1 distance available to drivers leaving the site will be more than 500 feet when looking toward the left. The sight distance looking to the right (west)will be 470 feet. This sight distance is achieved by trimming the shrubs in front of No. 90 Strong Road below three feet or removing them from the edge of road. A sight distance beyond 470 feet is restricted by the hill on Strong Road west of Gorski Drive. The Intersection Sight Distance for Stopped Vehicle Turning Left Across Oncoming Traffic at the access road is 355 feet and the stopping sight distance for vehicles approaching from the rear of the turning vehicle is 450 feet. The posted speed limit along Strong Road is 30 miles per hour(mph), and the 85th percentile speed on Strong Road is 43 mph in both directions. The Connecticut DOT presents Minimum and Upper standards for intersection sight distances (ISD) in their January 1999 Highway Design Manual. The ConnDOT guidelines are presented in metric, which required that the prevailing speeds be converted to kilometers per hour. Figure 11- ' 2D of the ConnDOT Guidelines presents ISD information for each 10 kph increment for speeds between 40 and 100 kph. Table 3 presents the intersection sight distances that will be available to drivers leaving the site, and the minimum and desirable sight distances presented in the Connecticut DOT Highway Design Manual for the 85th percentile speeds for traffic traveling Strong Road. Table 3 -Available Intersection Sight Distances vs. ConnDOT Guidelines Connecticut DOT Design Guidelines2 Field Measured Minimum Upper Intersection Intersection Sight Intersection Sight Sight Distance Distance Distance Looking Right 470 Feet 423 Feet 595 Feet Looking Left > 500 Feet 423 Feet 595 Feet Table 3 shows that the sight distance lookingtoward the left and right from 9 then site access road onto Strong Road will fall between the Minimum and Upper intersection sight distances for the observed 85th percentile speed of travel (43 mph) on Strong Road. The intersection sight distances for drivers leaving Shady Brook Village will be more than 150 feet greater than the 305 2 Determined from the ConnDOT High=way Design Manual for 43.0 mph travel speeds on Strong Road as determined from the January 15 and 16, 2003 speed study. C:\BUSINESS\B&M\REPORT2.DOC 7 foot intersection sight distance available to drivers looking left from Gorski Drive onto Strong Road. A second sight distance measured for this study is for Stopped Vehicle Turning Left Across Oncoming Traffic. According to Figure 11-2F of the ConnDOT Guidelines, vehicles turning left from Strong Road onto the site access road should be able to see 333 feet. The 355 feet available to drivers making this left turn from Strong Road onto the site access road is greater than the distance required by the ConnDOT reference for vehicles approaching from the opposite direction at the 85th percentile speed of 43 mph. The Stopping Sight Distance for vehicles approaching from the rear of the vehicle turning left onto the site access road should be approximately 380 feet. The available Stopping Sight Distance (more than 450 feet) is also greater than the required Stopping Sight Distance. All sight distances available to drivers entering and leaving the proposed site access road are greater than the Minimum standards presented in the Connecticut DOT Highway Design Manual for the prevailing travel speeds on Strong Road. Therefore, the available intersection and stopping sight distances combined with the low volume of traffic on Strong Road will allow vehicles to safely enter and leave the Senior Residential Community. Conclusions Shady Brook Village, a 20-unit Senior Residential Development with 16 detached homes and four attached homes, is proposed for a 11.85-acre site located along the north side of Strong Road in the vicinity of Bancroft Lane and Gorski Drive. The development is proposed to provide housing for Seniors who wish to move from a larger single family home to a new home with lower maintenance requirements. Access to Shady Brook Village will be provided within a 50-foot frontage which is located midway between Bancroft Lane and Gorski Drive. The access road will be constructed to Town standards and is proposed to be a private road. The trip generation information included in the ITE Trip Generation reference contains information for Retirement Communities and Elderly Housing developments. Because the trips generated by these land uses is less than the trips generated by Single Family Detached Housing and Residential Condominium/Townhouse developments, and many people continue to work beyond their fifty-fifth birthday, the traffic impact from Shady Brook Village was determined by using the trip generation information for Single Family Detached Housing and Residential Condominium/Townhouse developments. This provides the most conservative approach for evaluating the impact from the proposed Shady Brook Village . The study assumed that the residential development would be constructed over a period of two years. Capacity analyses were done for the intersection of Strong Road at site access road for the year 2005 Build conditions. Levels of Service are expected to be LOS A for all movements entering and leaving the site. All sight distances available to drivers entering and leaving the proposed site access road are greater than the Minimum standards presented in the Connecticut DOT Highway Design Manual for C:\BUSiNESS\B&M\REPORT2.DOC 8 the prevailing travel speeds on Strong Road. Therefore, the available intersection and stopping sight distances combined with the low volume of traffic on Strong Road will allow vehicles to safely enter and leave the Senior Residential Community. Since traffic operations are expected to be an excellent Level of Service A at the new intersection of Strong Road and the site access road, and the intersection and stopping sight distances exceed the minimum criteria established by ConnDOT for the 85th percentile speeds on Strong Road, no offsite improvements other than the clearing to provide the sight distances are suggested as a result of the added traffic generated by the proposed Shady Brook Village with 20 Senior Residential Homes (16 detached and 4 attached homes). Bruce Edwards recently delivered to me a copy of the Improvement Location Survey prepared for Shady Brook Village Condominiums by Gardner &Peterson Associates, LLC dated October 14, 2005. Apparently, a question has arisen with regards to the paved driveway located on the southwesterly corner of the property adjoining property, now or formerly, of Edward T. Sunderland III. Apparently, this driveway provides access from Strong Road to the Sunderland property. I have enclosed for your immediate reference, with this letter, a copy of the title block from that map and the section of the map showing the paved drive referenced in this letter. As indicated, the driveway accessing the Sunderland property is located on land which is subject to a conservation easement in favor of the South Windsor Land Conservation Trust, Inc. Page 2 January 9, 2006 The conservation easement in favor of the South Windsor Land Conservation Trust was created on January 12, 1999, by deed when the Land Trust conveyed the parcel of land in question to Bancroft Brook, LLC, predecessor in title to Shady Brook Village. Apparently, the Sunderland driveway was already in existence at that time. South Windsor Land Conservation Trust, Inc. originally acquired the parcel in question by deed from Bancroft Brook, LLC dated January 14, 1998, and recorded in Volume 1032, Page 104 of the South Windsor Land Records. Apparently;the driveway in question was constructed years before by Edward T. Sunderla_nd.III or his predecessors in title, for purposes of accessing;what is now shown on the map as the Sunderland property. Since the driveway and fence in question apparently predate the.conveyance of the conservation easement, therefore, the existence of the driveway and fence do not violate any conservation restrictions as reserved in the January,1999 deed. Please advise if you have any questions with regards to the above. Sincer urs, Har R. Cummings HRC:es Enclosure cc: South Windsor Land Conservation Trust, Board of Directors Bruce Edwards s Abv,-zP SHADY BROOK ASSOCIATES , LLC RECEIVED March 9,2006 MAR 14 2006 The ABC Group,LLC SOUTH WINDSOR PLANNING DEPT, 165 River Rd.,Suite 3 Willington,CT 06279 Al-IN:Bob Burrows Dear Mt Burrows, We are somewhat confused with regard to your recent letter stating that the Board of Directors of Shadybrook Village Condominium Association would prefer to wait until the"planned spring walk thru", to sign off on our letter of completed punch list items (for the grounds and common elements of the community). This was the punch list that was compiled with their assistance during the November 16,2005 walk-thru with them, yourself and Bruce Edwards. So we are at a loss as to why they now refuse to sign off on it We would also like to note that at that time there was no mention of, or agreement tq another walk-thru with us at a later date. It was understood by all parties involved that this was to be the final walk thru of the site. This fact is supported by your memorandum to us on November 3, 2005 which stated that you were "looking to schedule the final walk around"at that time (See attached copy). Prior to this date the Board had been performing periodic inspections of the development since at least July 25th and faxing us progressive punch lists of items, including landscaping, that they thought needed to be taken care of. We received at least two of such lists (See attached copy of the last one received from you Prior to the November 16th walk thru, with items that had been completed since last submitted list blocked out, showing that we had been working on these items well before the November site inspection). After the November walls-thru,among other things,we replaced some trees that had died and agreed to replace 13 dead Redtwig Dogwoods in the spring, even though the Dogwoods had appeared to die because they did not receive the required maintenance after we relinquished control of the Association. When we turned over control of the community to the Association and its management company m June 2005, the responsibility for maintenance of the completed common elements, including landscaping, went with it After the dead trees were replaced, all plantings (with the exception of the 13 dogwoods still to be replaced) were in a healthy state and needed proper maintenance to continue to survive. As a Property Manager you no doubt have been advising your clients about the following proper maintenance for new shrubs and grasses. Of course, water is extremely important, especially during the hot, dry months like the ones that we had last summer. However in addition to water, a special fertilization program specifically designed for new plants and lawns needs to be implemented. This treatment is essential to help new plantings wake up in the spring. We would hope that this treatment was done. While we commend the Board for their due diligence in planning a walk-thru this spring(as the grounds should be inspected at least twice each year, spring&fall),we will not be accompanying them at that time. We hope that our adhering to the agreed upon final walk-thru on November 16,2005 and not agreeing to be a party to this additional wall-thru is in no way misconstrued and interpreted to mean that we do not have the best interests of the association in mind. We would ask that the Board of Directors please keep in mind how S _2_ March 9,2006 much we assisted their association in its infancy. From the time the association was formed in September 2004 until it was turned over to the residents in June 2005,we cared for all of the management duties. As a Property Manager you no doubt are aware of the work that that entails. Also, I'm sure the residents that were living there last winter remember all the snow that we had. During the winter of 2004-2005,after each snowfall we not only plowed the roads, but we cleared the driveways and sidewalks of each occupied unit, the number of which increased as the winter went along and more residents moved in. Although we did not ask for any compensation at the time for these services that we provided in the nine months from September 2004—June 2005,we did keep track of our expenses. We hope that the Board will take all of the above information into consideration in their assumption that another walk-thru with us is required. After reviewing your list the Board had a couple additional concerns as well as some questions. Please see below: • Due to a structural mistake by the developer the deck had to be altered behind unit 44. During the construction the grass area was damaged, will that be the responsibility of the developer? • Also where the developer removed two trees behind 50&48 will they be re- seeding the bare areas? • There is a pine located next to units 20&44 that is leaning, is that on your list for the arborist to look at? In addition to these concerns, the Board asked me to clarify if the site bond of $50,000 is released but not the $10,000 landscape bond, can the developer walk away from the landscape repairs? And if he does will that bond amount be paid directly to the Association? Thank you for all of your assistance. Enclosed is our bill in the amount of $1574.10 for the Association's portion of that work. As stated in our letter dated September 14, 2006 (a copy of which is enclosed), "we would be happy to arrange for the replacement of the two street trees in front of #25 and #35, and the eleven Arborvitae at the entrance at the same time our other work was done, but we did not feel that they were our responsibility to pay for, as their required replacement was a result of poor maintenance and/or poor workmanship on the part of the Association, it's management company and it's landscape contractor." At that time we were requesting that the Association willingly and reasonably assume financial responsibility for the replacement of these items, as they were damaged while under their oversight. Unfortunately that was not the case. The Association has the option of seeking reimbursement for this expense from those responsible for the damage, since it is the one who hired them. However, we do expect to be paid for these items and reserve the right to add late charges and 1.5% interest monthly on any unpaid balance after 30 days. Sincerely, Debra L. Shadybrook Condominium Association, Inc. c/o Sandra Dubiel 74 Bailey Circle 4zh f% A pN E South Windsor, CT 06074 .v e9 A Dear Board Members: Recently the Town of South Windsor sent us a list of trees and plantings that need to be trimmed or replaced before our Landscape Bond can be released. Some of the items on the list have already been replaced by us once. Since you took over control of the Association on June 20, 2005, you have been responsible to arrange for the proper care of the Common Elements, of which these are a part. Please send us a copy of your schedule for maintenance, i.e. watering, fertilizing, etc., as well as copies of the contracts you have in place to care for these. On a recent visit to the community it was observed and pointed out to Mrs. Dubiel that whoever did the edging around the street trees, piled up the excess dirt and mulch on top of the existing mulch bed, burying the root ball and base of the trunk. This burying of the root collar is often fatal to newer trees. We look forward to your quick response so that we can work together to get these items taken care of. Sincerely, Debra L. We value our reputation and therefore are very concerned in that Ms. Grenier's letter contained some defamatory allegations and inaccurate statements about our company. Before issuing a letter such as that, it is usually best to get all the facts so as not to incur any liability for inaccuracies. It also would have been nice if we were contacted beforehand to address any concerns that the Board of Directors had, instead of just hastily sending a letter off to the Town. If that were done the ensuing inaccuracies would have been avoided. Ms. Grenier's first comment states that there was "a structural mistake by the developer." This statement is inaccurate, defamatory and calls our reputation into question. Unless you or Ms. Grenier can provide proof from a structural engineer that there was a structural mistake, and what that was, please submit a letter to Michelle Lipe, stating that your representative spoke in error and without having all the facts. We would like to receive a copy of that correspondence. If Ms. Grenier had checked her facts first, she would have found out that it was actually Gardner & Peterson Associates, the professional engineering firm hired by us, who made a mistake in the stakeout of the unit next to#44. This was not a structural problem, but a zoning issue. This resulted in a side yard that did not meet zoning requirements when taking into account the expanded deck size of #44. Additionally, the Town of South Windsor required Gardner & Peterson Associates to post a$2500 bond last fall to cover any landscaping issues that might arise when the deck of#44 was modified this spring. If Ms. Grenier had gotten the facts first, she would have found out that they are the ones responsible for any landscape issues resulting from the reconstruction of the deck. In addition to the previous misstatement, in her letter Ms. Grenier asked- "can the developer walk away from the landscape repairs?" This too is defamatory and potentially damaging to our reputation with the Town of South Windsor,to transmit the thought that we would walk away from legitimate items. Her letter to the Town was written just two weeks after we replaced thirteen Red Twig Dogwoods, which had died due to a lack of maintenance, specifically water. We are at a loss, if we would do this, where does the idea that we would walk away come from? pylH Sf4 O J .
