The zoning data block of the approved site plan for the 20 unit Senior Residence Development indicates the impervious coverage as 16%.This accounts for the 4 multi-unit buildings which provide 16 residential units, and 4 detached residential units. When you include the area and impervious coverage of the approved single family lot (2.74 ac.),the actual impervious coverage for the entire site(11.85 ac.)is 17.4% .These areas combined are now the subject site for the new application. This figure should be compared with the new application before Planning and Zoning which will eliminate the single family building lot and will reduce the number of units on the site to only 20 senior residential units. The zoning data block indicates an impervious coverage of 20%.This number reflects the impervious coverage of all units as depicted on the plans. The plans depict 1 multi-unit building containing 4 residences(as previously approved),and 16 detached units. Two of the 16 units must be 1400 s.f.or less and the plans reflect this(units 1 and 5).The remaining 14 units depict the largest foundation available, 1999 s.f,to ensure that this foundation will fit in all areas on the site while providing the minimum setbacks required by zoning(20 feet between buildings and buffer setbacks). The development will only be allowed 6 units(30%)between 1800-2000 s.f. Therefore, the impervious coverage that will actually be constructed will be less than the 20%indicated in the zoning data block. The revisions to the plan were limited to the relocation of catch basins due to the location of larger detached units now available due to recent zoning revisions. We are hopeful that this site plan application, which offers no change in the approved multi-unit building closest in proximity to the wetlands(located entirely in the upland review area),and no changes to either dry-detention pond, will require an administrative modification to the existing permit. S;en .E. CC: Marcia Banach,Director of Planning MEMORANDUM To: South Windsor Inland Wetland/Conservation Commission. From: Jeffrey H. Folger - Zoning/Wetland Enforcement Officer Date: March 4 2003 Re: Appl #03-13P - Review of the proposed Shady Brook SRD Application— Strong Road, plans dated 02/21/03. I have examined both sets of plans, the 1998 approved set and the 2003 proposed set with the following comments: A dry well from the approved plan has been eliminated. The numbers of proposed plants around the detention basin has been reduced from the approved plan. Additional tree clearing along the southern boundary and at station 6+00 will occur in the new proposal. There is a change in impervious coverage (see letter from applicant). The change in the width of the URA now places some of the grading and a corner of a building within the URA. The block of buildings closest to the western slope has been raised 2 feet higher. This would tend to decrease the amount of level area between the buildings and the slope.
