Request for a 5-year approval for a major home occupation under Section 4.8 to open a counseling center at property located at 99 Main Street, A-40 zone. 2. The applicant has indicated that the scope of the services provided would include marriage, family, individual, and substance abuse counseling. Office hours would include weeknights from 7 — 9PM; Saturdays from 10 —12 a.m., and Sundays from 12- 2PM (total of 14 hours a week). 3. The applicant has provided two alternatives. She has noted that her preference would be to use an existing accessory building that was constructed in 1989 for agricultural purposes, located about 200 feet from the road. Approximately 900 sq ft of the interior would be remodeled to create two offices and a waiting area. You have a sketch showing the layout in your packet. The plumbing already exists for a bathroom and the applicant indicated the septic system was designed to accommodate this bathroom. 4. The applicant has indicated that she does not expect more than one vehicle on site at a time, and that there is adequate parking on-site to accommodate parking needs. If the outbuilding is used, she has indicated that the driveway to the north of the existing barn would be used. A site visit found the driveway to be somewhat in disrepair. The applicant may need to improve the drive and clean up debris on site to make the access safe. Staff wold recommend the Commission hold this hearing open and visit the site prior to approving the outbuilding for office use. 5. The applicant's alternate proposal is to use an existing 150 sq ft room in the front of the house as an office area. A sketch of that floor plan is also included in your information package. The total area of the house is over 3,000 sq ft. Parking would be on the side of the house in the main drive. This application appears to meet the physical criteria for the home occupation with respect to square footage. 6. The reasons for requiring PZC approval are to ensure that: r t_ f P 2 el., tu_ to a, 11 It C/C_ f' d N (off µ4— • The home occupation is clearly secondary to the use of the building for dwelling purposes; • the home occupation is compatible with other permitted residential uses in the residential district; • the residential character of the dwelling and the neighborhood are maintained and preserved; and • all residents have freedom from excessive noise, excessive traffic, nuisances, fire hazards, offensive odors and pollutants, and other possible effects of commercial uses being conducted in residential areas. 7. Performance criteria that must be met include: • Maximum of 25% of the floor area can be used for the occupation; • Occupation cannot be visible from the outside of the dwelling unit; • No entrance or exit may be added solely for the occupation; • no more than one non-resident employee is allowed - • the occupation cannot create a volume of passenger or commercial traffic that is inconsistent with the normal level of traffic on the street • all parking needs must be met on site • and the Commission may require screening of additional parking from the street and from adjacent residential properties. 8. The applicant is not proposing to have any employees. 9. A sign is proposed with the application. The regulations allow up to a two square foot sign. 10.If this application is approved, the applicant will complete a home occupation permit form, which contains an acknowledgment that the applicant will abide by the criteria contained in the zoning regulations. The applicant would also be required to return to this Commission upon expiration of the 5-year permit period. 11.If this application is approved for the outbuilding, the Planning Dept. recommends that the driveway access be improved. a c lOo,it'1 / EbAOO] parK- ax a c NSL Q w Tl c .J C(A 5 Au+o 1 o 76SS r n x .p Town of South Windsor General Map N MR i Connecticut ROAD NAMES ,.o.:.. 0 Date Printed: March 25,2003 PARCELS Text Annotation 0 60 Feet Property boundaries are derived from the Town of South Windsor Tax Assessor maps, digitized at a scale of 1 inch=100 feet, and include the same data limitations and disclaimer as the Assessors maps.
