Doolittle, P.E., Town Engineer C0NSERVATIDNCUMMISSION Date: 3/19/03 RE: App 03-08P, Podunk Ridge SRD Application I have reviewed the revised Site Plan for the Podunk Ridge SRD dated March 6, 2003 and have the following comments: 1. Relocate the storm drainage and walking path behind units 4, 5, and 6 where they go down the hill. This is to minimize disturbance of this hill and allow for a better outlet location. From PCB #12 the storm drainage line should go south west to another type"CU CB behind unit 5 and then turn west and go down the old path between the 36" trees to a MH before the 36" Beech tree. Then the storm drainage line will turn north west for a short distance to another MH near the existing PMH #2. Then the storm drainage line will turn north to a last MH and outlet near Wetlands Flag #30. The attached plan shows a sketch of this route. The walking path should follow this route to the proposed gazebo location. There need to be several water bars across the walking path to shed the water off the path and down the hill. 2. Include deeper drop inlet manholes to reduce the slopes of the storm drainage pipes down the hill. According to the Town Drainage Design Criteria, class V RCP is to be used where the pipe slope is 10%or greater. 3. The last length of pipe before the outlet should be revised to lower the velocity as much as possible. Suggest ZV corrugated plastic pipe with a slope of 0.7%. This pipe should be about 20 feet long to be sure the velocity is reduced before the outlet. 4. Provide revised drainage calculations according to the relocated drainage lines. 5. We recognize the grading to direct water away from Ellington Road, however, where will this water go? Add a yard drains in front of and to the east of units 1 and 21 so water from Ellington Road flows into the storm drainage system instead of across the yards or driveways of the units. 6. Regarding the proposed sanitary sewer pump station: Show an emergency generator. The pump station needs to be enclosed with a security fence. More details are needed on the pump station. Who will monitor and maintain the station and respond to the alarms? How will O&M costs of pump station be funded? A Written O&M plan is needed. 7. If Town services for refuse and recycling are requested, the owner must provide executed Indemnification and Permission to Enter forms. 8. An application must be submitted to the WPCA for review and approval of this project. Please call me(x 245)if you have any questions. Stormwater Management Plan Podunk Ridge South Windsor, Connecticut Fop, 1 2003 O Prepared by Design Professionals, Inc. 165 South Satellite Road South Windsor, CT 06074 DPI Project No. 02-1520 January 28,2003 Rev. 2-13-03 rill tog a isteer®® ; 'All +nuaawil" Table of Contents: Page# Introduction I Proposed Development 1 Off-Site Analysis 1 Peak Runoff control 1 Riparian Buffers I Erosion/Sedimentation Control Systems 1 Storrawater Runoff Quality 1 Conveyance System 1 Discharge at the Natural Location 2 Maintenance and Operation 2 Topographic Contour Maps 2 Floodplain Boundaries 2 Drainage Design 2 On-Site Storm Sewer Calculations 3 On-Site Water Quality Measures 3 Conclusions 4 Appendices TR-55 Existing Conditions A TR-55 Developed Conditions B Storm Drainage Calculations C Introduction: The site is located on the west side of Ellington Road(Route 30). The site presently contains a single family home and a number of out buildings. The site is bounded in the west and north by the Podunk River, and has fairly steep banks down to the river. The upland portion of the site was used for farming. Proposed Development: The proposed development consists of the construction of 21 single family age restricted housing units with associated roadway and driveways. A community building will also be built on the site. Off-Site Analysis: The majority of the site presently drains directly to the Podunk River over the banks. The upland portion of the site drains to a few concentrated points that drain down the hill to the river. A small portion of the southeastern side of the site drains to the south to the neighboring properties to the south. Peak Runoff Control: Due to the location of the site close to the Podunk River, and on the lower reaches of the overall watershed, the site has not been designed to provide peak runoff attenuation. Detaining the peak runoff on this site will only delay the peak to more closely match the peak runoff in the entire watershed. By allowing the peak from this site to flow directly to the Podunk River with no attenuation will allow the peak from the site to entire the river before the river peaks from upstream areas. Riparian Buffers: Due to concerns expressed by the Town Environmental Planner, the development of the site has been held back from the edge of the embankment associated with the Podunk River. Erosion/Sedimentation Control Systems: An extensive erosion/sedimentation control plan has been developed as part of the site design. These measures include the following: 1. Installation of silt fence down-slope of disturbed areas. 2. Installation of silt fence around stockpiled materials. 3. Installation of silt fence around drywells. 4. Seeding and mulching disturbed areas as soon as practical during construction. 5. Limiting the areas of disturbance during construction. 6. Installation of construction entrance pads, and sweeping of roadways as needed. 7. Maintenance of the above measures. Stormwater Runoff Quality: Prior to discharge, the storm runoff from the site will be directed through a Baysaver unit. Conveyance System: The site will contain a typical storm drainage system consisting of catch basin and piping. The storm system will collect overland runoff and foundation drainage. The system will contain the Baysaver unit for water quality, and will discharge to the Podunk River. Discharge at the Natural Location: The site presently discharges to the Podunk River. Under developed conditions, the site will continue to discharge to the Podunk River. Maintenance and Operation: The following maintenance operations will be required to ensure the proper and efficient operation of the Storm Water System. The following maintenance schedule is intended to be a minimum guide, and additional inspections and maintenance measures may be required following large storm events that could cause the deposition of excess debris in the system. Catch Basins: The Catch Basins shall be inspected annually, and cleaned when the depth of material within the catch basins reach 1'. Pavement Sweeping: The parking areas and driveways should be swept a minimum of once a year, in the spring shortly after the end of the snow season. Pipe Outlet Locations: The pipe outlets and associated riprap shall be inspected annually and cleaned of silt and or debris. The riprap shall be re-shaped and replenished as required. BaySaver Structures: The Baysaver Structures shall be inspected quarterly for the first year of operation after stabilization of the site to determine the required maintenance schedule. The Baysaver shall be cleaned when the sediment in either manhole reaches a depth of 2'. The maintenance shall be done in accordance with the Baysaver recommendations as contained on the detail sheet. Topographic Contour Maps: A topographic contour map has been provided showing the developed drainage areas for the site at a scale of 1"=40'. The map showing the developed conditions is included in the rear of this report. Floodplain Boundaries: The floodplain boundaries are shown on the site. Drainage Design: The drainage design of the site has been completed utilizing a number of computer programs and generally accepted design methods. The runoff from the site under existing and developed conditions was developed utilizing the TR-55 computer program. The on site drainage system was designed using the rational formula. Under existing conditions, the site generally drains to the Podunk River. The existing runoff per the Tr-55 analysis is included in Appendix A. The summary of the results is as follows: Design Storm Exist flows 2 0 10 1 25 2 50 4 100 6 Under developed conditions, the site will continue to drain to the Podunk River. The TR- 55 analysis under developed conditions is included in Appendix B. A summary of the existing and developed runoff from the site is as follows: Design Storm Exist Flows Developed Flows 2 0 1 10 1 4 25 2 6 50 4 7 100 6 9 There is a modest increase in peak runoff from the site due to the proposed development. The increase in peak runoff is small (3 CFS for the 100 year storm). Due to the location of the site close to the Podunk River, and on the lower reaches of the overall watershed, the site has not been designed to provide peak runoff attenuation. Detaining the peak runoff on this site will only delay the peak to more closely match the peak runoff in the entire watershed. By allowing the peak from this site to flow directly to the Podunk River, with no attenuation, will allow the peak from the site to enter the river before the river peaks from upstream areas. The entire Podunk River has a watershed at the Corporate Limits of the Town(which is very close to the outlet of the Podunk River to the Connecticut River) of 18.94 square miles. The Podunk River above Quarry Brook has a total drainage area of 10.05 Square miles. With the contribution of 1.64 square miles of watershed from Quarry Brook, the total drainage area for the Podunk River below Quarry Brook is 11.69 square miles. This point is still a ways upstream of the site. Therefore, the majority of the drainage area for the Podunk River is upstream of the site (62%), with a maximum of only 38%down stream of the site. With the site located in the lower reaches of the watershed, the peak runoff from the site will not adversely impact the peak of the watershed. The watershed will peak long after the site has peaked and subsided. On-Site Storm Sewer Calculations: The on-site storm drainage system has been designed for the 10 year design storm. The calculations are included in appendix C. On-Site Water Quality Measures: The proposed Baysaver Unit will be installed to treat all storm runoff collected within the storm drainage system. Conclusions: The on-site stormwater system with the associated Baysaver unit will mitigate any potential water quality impacts from the development of the site. Due to the location of the site within the overall Podunk River watershed, detention on the site is not warranted. ' Catch Basins: The Catch Basins shall be inspected annually, and cleaned when the depth of material within the catch basins reach 1'. F000dplain Boundaries: The floodplain boundaries are shown on the site. Therefore, the majority of the drainage area for the Podunk River is upstream of the site (62%), with a maximum of only 38% down stream of the site. I have reviewed the proposed plan with the following initial comments: Proposed catch basins should have 4-foot sumps incorporated to maximize sediment retention prior to the Baysaver Unit. The detail sheet and the narrative show 2-foot sumps. A note shows that turf reinforcement matting will be used on slopes greater than 3:1. Please show the areas where the matting will be applied and a detail with proper installation measures. Please provide grading to direct overflow volumes from the infiltrators/raingardens to the storm system in the street. Please relocate the perimeter silt fencing in the northwest raingarden to the north, out of the excavation. A soil report has not been received showing soil types present on the site. This should include both upland and hydric soil types. Please provide a detail of the earthen berms proposed for interior E&S controls. The proposed raingardens could be incorporated into the landscaping scheme. Ornamental groundcovers and shrubs that can tolerate periodic inundation can provide esthetic options to turf grass. I am enclosing some literature that CC. Town Engineer Director of Planning IWA/CC MEMORANDUM To: South Windsor Inland Wetland/Conservation Commission. From: Jeffrey H. Folger—Environmental Planner/Conservation Officer Date: February 24, 2003 Re: App. #03-08P—Podunk Ridge Senior Residence Development(SRD) - Plans dated 01/30/03. The project is to build a 21-unit senior residence development, parking, and stormwater structures on 12.54 acres. Regulated activities include 4,000 sqft of disturbance in the Upland Review Area(URA). Site: The site is located in the Podunk River watershed. The southern 2/3 of the site is very level; with steep slopes associated with terrace escarpment geology along the western and northern portions. The main channel of the Podunk River abuts the site to the west and north. The level portion of the site is open meadow and has been used as an agricultural field historically. The western and northern slopes are wooded with a moderately dense understory. Large, mature trees are present throughout the slopes, typical of the escarpment areas in town (oak and beech). Wetlands as shown on the plan are located along the western and northern portions of the site. They are associated with and adjacent to the main channel of the Podunk River and its floodplain. The project proposes to encroach in the URA in two areas. The first area is north of proposed buildings to accommodate the stormwater outfall. Stormwater must be brought to the bottom of the slope in order to eliminate the chance of erosive cutting of the slope. Clearing and grading to bury the storm pipe will be necessary. The selected route is the shallowest portion of the slope and appears to be the remnants of an old roadbed. The wetland boundary shown in the field appears to be accurate. Major functions of the wetland system, are flood storage, groundwater recharge, wildlife habitat, finfish habitat, and sediment storage. The stream corridor provides a linear habitat for a diverse wildlife component. The wildlife values within the corridor would be considered moderate to high, however the dense residential development to the west and the east across Rt. 30 would tend to limit wildlife movement and concentrate movement along the corridor. Wildlife values within the rest of the site would be estimated as low to moderate due to the lack of habitat vegetation. There is ample sign of turkey and deer utilizing the piece as well as other suburban adapted wildlife. Impacts: The soils on the level portions of the site are listed as Windsor Loamy Fine Sand (WvA)by the Hartford County Soil Survey. This soil has an erosion potential listed as low. I would consider planned erosion controls to be adequate to contain potential migrating sediments. The soils on the slopes are listed as Te (Terrace Escarpment, fine sands over clay). This soil type has an erosion potential listed as high. Additional erosion control practices must be added to the plan to insure stability after work is done in this area. The site is proposed to be graded level. The construction activities associated with the construction of the dwellings and the road will by adequately contained by the perimeter erosion controls shown and proposed interior berms and temporary sediment basins. The applicant was strongly urged to remove all building construction activities within 50 feet of the top of the slopes. This was accomplished The construction of the stormwater outfall pipe and outlet will occur on a terrace escarpment slope. This area is highly erodable and will require a redesign of the current plan to outlet stormwater to a safe and stable portion of the stream bank. The location of the piping should be altered to avoid disturbance to several large(36"+dia.) beech trees that are present on the slope. Other than avoiding the large specimen trees, the installation of the pipe can be accomplished without any long term impacts to existing habitat vegetation. Stormwater quality is proposed to be addressed by the installation of a gross particle and floatables separator(Baysaver). Catch basins planned show 2-foot sumps. I have requested of the applicant that 4-foot sumps should be installed to provide an initial containment of significant quantities of road sediment prior to discharge to the Baysaver unit. Due to the deep well-drained nature of the soils present, there is ample opportunity to reduce runoff volumes to the storm system by infiltrating roof and yard runoff on the site. Several shallow depressions (rain gardens?)have been planned to capture and contain roof and yard runoff with the purpose of introducing the water into the ground. This method will be successful when there is no frost to inhibit vertical movement of water. It is important that any excess runoff not be directed to the surrounding slopes to avoid the chance of erosive scour. Land grading must be done to direct overflow from the depressions to the road drainage system. The landscaping plan lists Japanese barberry as a component of the planting plan. This plant has been demonstrated to be an invasive exotic plant species and should be removed from the planting plan. I have reviewed the proposed plan with the following additional comments: The proposed stormwater outfall prior to the river must be changed. The current plan would result in water outletting to a three-foot bank in the river. This would result in erosive scouring of the bank and pose a significant impact to the watercourse. The location of the outfall should be changed to an area where flows would not result in erosive scour and headcutting of the stream bank. A much more detailed plan of this area must be submitted. I recently heard about the proposal to build an adult living complex called Podunk Ridge across the road from my property. There is a long-standing problem with water collecting and standing in the road in front of 887 Ellington Road, property owned by Tim and Kathy Friend. The property is just to the North of my property. During periods of heavy rain and during the spring thaw, water often covers more than fifty percent of the northbound lane and sometimes goes completely across the road. This creates a very dangerous situation for drivers, who either have to pull into the southbound lane to avoid the water or drive straight through the water holding tightly to their steering wheels. At times, when the temperature is just under freezing, the water is spread down the road by the tires and then freezes, creating an icy glaze on the road. Now, the situation will be made even worse with cars slowing down to turn into the new complex. Is there some way that the storm drain system for the new complex could be connected to the dry well in front of the Friend's house to eliminate the dangerous standing water? Thank you for considering my request. Sincerely, Roger H. Anderson 871 Ellington Road South Windsor, CT 06074 Oo3—Oc "RECEIVED March 10, 3003 MAR 2003 Mr. Kevin McCann, Chairman UVlNDSUR PtANNfNG DEPT; Planning&Zoning Commission Town Hall 1540 Sullivan Avenue South Windsor,CT 06074 Re: Podunk Ridge SRD Ellington Road South Windsor,CT Dear Mr.McCann: As a concerned citizen and abutting property owner, I am writing to voice my opinion regarding the proposed development plan on the 7.21 ±acre parcel on Ellington Road. It is inconceivable that the Planning & Zoning Commission and the Inland Wetland Agency would approve an application for twenty one (21) detached homes to be built on a parcel of land 7.21 acres in size. Whatever happened to the 1/2 acre lot size requirement for building lots that had been in effect up until recent years? The need to maintain constraints on high density housing is more critical now than ever to preserve some sense of quality of life in South Windsor. What are the constraints or regulations regarding high density housing? This letter does not even begin to address other issues such as traffic impact and adverse environmental concerns detrimental to the character of the neighborhood. The commissions are charged with insuring that the town's forward moving progress does not infringe on the quality of life of all other residents. Does the current development proposal now being considered insure this? There would be less opposition to the proposed plan if a scaled down version of the number of houses to be built were reduced by a third-down from 21 to 14. I urge P&Z and IWA to consider a more reasonable proposal that can be looked back upon without regrets. Today's decisions will have long lasting consequences if foresight is not exercised. By allowing over-development is to follow a pattern that some of our neighboring communities have created and are now having to deal with. Doolittle, P.E., Town Engineer Date: 3/11/03 RE: App 03-13P—Lynwood Estates Subdivision, Barber Hill Road I have reviewed the site plan application for the proposed Lynwood Estates Subdivision, and have the following comments: 1. Show how lots 1 and 2 meet the requirements of Zoning Regulations, Section 10.1 a. Specifically, show the 10,000 sq. ft buildable area and the 90 ft x 90 ft square exclusive of detention areas, easements, rights-of-way and slopes at or in excess of 15%. 2. On Lot 1, lower the driveway and reduce the fill requirements by moving the house closer to the road and/or by lowering the elevation of the house and garage. Alternately, add a low retaining wall in front of the house to reduce the fill needed. 3. Add another clean-out on the foundation drains at the first bend from each house 4. Better define and enlarge the swales along the sides of Lots 1 and 2 so the stormwater does not flow onto neighboring lots. Specify how these swales will be established, stabilized and maintained to prevent washouts and erosion onto the road or neighboring properties. 5. How will stormwater runoff from the driveways be handled? This needs to be directed off the pavement before it reaches the road. 6. Clarify the note for the Prop Settlement Area. Will this have the Sediment Trap shown on the detail page or some other structure/treatment? How was this area and the structure/treatment sized? 7. The driveway for Lot 3 appears to be in excess of 15% in a couple of places. This needs to be checked and revised to conform with Town Standards. 8. Land along the road in front of this subdivision needs to be deeded to the Town to provide a 25 foot ROW from the center line of the road. 9. Show on the plan where the existing house will be renovated to comply with the Zoning side yard setback requirements. 10.Show the reserve area for the existing leaching and septic system on Lot 2. 11.The final design of the septic systems must be reviewed and approved by the Town Sanitarian before building permits can be issued. The plans have been revised to address comments made by yourself,Jeff Doolittle, and Jeff Folger. Our responses to the like numbered comments are as follows: Planning Department Comments Dated 2-20-03 1. Iron pins indicated to be installed at all property corners not presently pinned. 2. Front yard setback dimension added to plans. 3. There is no sign proposed beyond the standard road sign. 4. We have discussed the depressions with Jeff Folger and the wetlands commission. Due to the location of the depressions near residential units, these areas will function as the lawn areas, and as such will be planted in grass. 5. The isolux diagram was submitted at design review. 6. The plans have been sealed by both a P.E.and L.S. 7. The infiltration areas are shallow depressions compared to a detention basin. The landscaping plan has been revised to provide the needed level of screening in this area. 8. A minimum of 19' of space has been provided in each driveway beyond the street or sidewalk for parking. 9. The site consists of the development of 21 units. As such, the traffic within this development will be very low. The site design with the sloped curbs, and numerous curb cuts provide ample opertunity for use of the sidewalks throughout the development by all units. Due to site constraints including addressing Jeff Folgers request to maintain a minimum of 50' of separating distance between the top of slope and the units, space was not left on the southern side for a sidewalk. 10. The existing shed is to remain. 11. As indicated during design review, the front porches protrude out in front of the garages. In order to be economically feasible for the future elderly residents of these units, costs need to be held down where possible. The higher the development costs, the higher the prices of the units. The more units that can be built in a particular development, the lower the cost of each unit. Due to the shape of the land, the units need to be as narrow as possible, and therefore the garages need to be where they are within the design. The desire by purchasers is for two car garages where possible. WPCA comments by Fred Shaw 1. WPCA approval will be required. 2. The emergency power generator will be provided, and enclosed in the Community building. 3. A detail of the force main connection has been included on the plans. 4. The maintenance and alarm reporting details will be discussed with Fred Shaw prior to the WPCA meeting. 5. We anticipate a usage based on 75 Gallons per person per day,and an occupancy of 2 people per unit of 3,150 gallons per day. Jeff Doolittle's Comments dated 1/27/03. 1. A note regarding cleaning of debris has been added to the plans. 2. A number of measures have been added to the plans in regards to the slope stabilization including turf reinforcement mats, and clay check dams.\ 3. A drainage structure, sanitary structure, and piping tables have been added to the plans. 4. An additional sanitary manhole was added. 5. A yard drain was added. 6. The depressions are labeled as infiltration areas. Due to the proximity to the units, they will be seeded as lawn areas. 7. Stop sign changed to yield sign. Due not enter signs also added. 8. Profile revised accordingly. 9. The Baysaver unit size added to the detail. 10. Plans revised to show grade to drain in these areas where possible. 11. Sight lines were verified in field. The sight line to the north is 524'. The limitation for this sight line is the road geometry and some existing vegetation on the site. The vegetation will be removed as part of the site development. The sight line to the south is 883'. There is an existing do not pass sign approximately 70'to the south of the proposed driveway that hinders sight lines. When we request a curb cut permit for this development,we will ask to relocate this sign. 12. The bituminous slope curb will be used throughout the roadway. Plans revised accordingly. 13. An O&M plan to be completed as part of the construction of the pump station. See WPCA responses also. 14. Details added to plans. 15. Client to do. 16. WPCA approval will be required. JeffFolger's Comments dated 2-18-03 1. 4' sumps incorporated into plans. 2. Plans revised to contain detail of slope mat installation and to show extents of installation. 3. Grades revised accordingly to provide overflow locations for infiltration areas. 4. Silt fence revised to be outside infiltration area. 5. We have requested a soil report from the soil scientist, and will be transmitted to Jeff once received. 6. Earthen berm detail added to plans. 7. Due to the location of the depressions near residential units, these areas will function as the lawn areas, and as such will be planted in grass. Suggest 24" corrugated plastic pipe with a slope of 0.7%.
