NAME AUDRIESS %n CLA; Page 1 December 6, 2002 To Whom It May Concern: I am writing to you today in support of the continued zoning approval for Studio 549. 1 have been a client of Studio 549 for the past three years. I have watched the care The aesthetics of the building conforms to the other homes on the street. It is extremely well maintained with beautiful shrubs, flowers and lawn. The parking lot is away from the street thus not distracting from the residential look of the property. Thus I urge you to continue the approval of the use of the property. Thank you. Marjorie . Glater 21 Hazel Street South Windsor, CT 06074 December 8, 2002 To Whom It May Concern: This letter is in regard to the business named Studio 549. 1 find this establishment to be pleasant in its decor, comfortable and accessible. It has easy access, that are well marked, from the main road; ample parking for all customers without changing the landscape of the area. The business sign is nicely done without glaring at you as you travel along the main road — it makes you aware without defacing the scenery. I do not find this business a problem to a residential area but provides all that is needed to satisfy the customer. Mrs. Pelletier is very conscientious of her situation and makes every effort and then some to make sure everything is just so. Thank you, Mary 1Bt Pfeiffer 63 Osprey Circle So. The interior is very well decorated and comfortable. There is plenty of space and I have always been treated in a very friendly and personal way. The parking is adequate; I have never had a problem finding a space. The grounds are kept in very well shape and are tastefully landscaped. I look forward to many more years at Studio 549! This is an application for renewal of a 5 year major home occupation permit to continuing operating a hair salon at 549 Ellington Road, RR zone. 2. The business operates four to five days a week, 9 am to 8 pm, by appointment. The applicant has remodeled space in the existing garage for the salon. Since the original approval, the applicant has obtained a building permit to add an conservatory on the side of the building. To date, it has not been completed. We have an elevation of the front of the garage showing what it looks like. 3. The reasons for requiring PZC approval are to ensure that: ♦ the home occupation is clearly secondary to the use of the building for dwelling purposes ♦ the home occupation is compatible with other permitted residential uses in the residential district ♦ the residential character of the dwelling and the neighborhood are preserved, and; ♦ all residents have freedom from excessive noise, excessive traffic, nuisances, fire hazards offensive odors and pollutants, and other possible effects of commercial uses being conducted in residential areas. 4. Performance criteria that must be met include: ♦ Maximum of 25% of the floor area can be used for the occupation; ♦ occupation cannot be visible from outside the dwelling unit; ♦ dwelling must contain the character of a single family dwelling; ♦ no entrance or exit may be added solely for the occupation; ♦ no more than one non-resident employee allowed; ♦ the occupation can not create a volume of passenger or commercial traffic that is inconsistent with the normal level of traffic on the street; ♦ all parking needs must be met on-site; and ♦ the Commission may require screening of additional parking from the street and from adjacent residential properties. 5. The existing house is served by public sewer and water. There currently is an-in law apartment approved above the garage as well. 6. The applicant has indicated that there she has two part time employees as well as space rented out to a third person. The Commission will have to make a determination if this fits the criteria of the regulation. 7. The parking requirement is being met within the existing driveway. There is a significant amount of space available for parking on site. 8. The site does have two existing curb cuts. 9. The applicant is allowed a two square foot sign, and has a sign on site. 10.If renewed, the applicant would also be required to return to this Commission for renewal upon expiration of the 5-year permit period. 4pWM j 1540 SULLIVAN AVENUE • SOUTH WINDSOR, CT 06074 Y°SOR.Co TELEPHONE(860) 644-2511 X.
