Signature of icant re of Pro Owner n Dear Board of Directors: My summer hours of operation will be Monday through Friday 6:a.m. to 10:a.m. weekends 7:a.m to Ipm. There will be limited hours of operation during the winter. I plan to have garbage pick-up one time per month. To clear up any confusion, It is necessary to have two doors at my place of business as an alternate exit is needed if one door does not operate correctly. This is necessary as my busiest time of operation is weekends and it is a virtual impossibility to get appropriate help in the case of a problem with one or both doors. I run a very small operation. My staff includes only myself and one employee. I will keep the noise level to a minimum. Only two trucks are operated per day. Thank you in advance for your cooperation. Sincerely, David Zylberman, Owner Dee-Zee Ice Company G)c 0*1 RECE NM Date: February 4,2003 FEB 112003 To: Planning and Zoning Commission of South Windsor MH WINDSOR From: Residents of Old Parish Drive and Oxbow Lane Subject: Proposal for Lot#39 on Sandra Drive—Dee Zee Ice Company This letter is to let you know the concerns we have regarding the proposed Dee Zee ice Company industrial building on Lot#39 on Sandra Drive. There appears to be some features of the building plan that will have a detrimental impact on our properties and lives. We are asking that the plans for the building and surrounding structures be developed in a manner that minimizes the disturbance to nearby residents. We understand what the zoning laws for business development permits. We believe that there are choices that can be made now that keep the disturbance within the industrial zone rather than allowing it to impact an adjoining residential area. We have a quiet and peaceful and safe neighborhood and would like to keep it this way. We have listed below speck items of concern along with reasonable and acceptable solutions. Noise Level Concerns 1. Air conditioning, heating equipment, and compressors located on the roof or at the rear or sides of the building will produce excessive noise. The current plans identify an air conditioning pad at the rear of the building. We request the air conditioning, heating equipment, ice making equipment, compressors, or any external noise producing equipment to be located inside the building or to the front of the building. Let the noise they produce be heard by the other businesses on Sandra Drive. 2. The driveway and rear loading dock will also be a source of noise. Is it allowed or needed? Can it be eliminated? The plans identify plentiful access into the building from the front of the building. This noise emanating from the use of this road so close to our property will impact our lives. 3. Has the planning and zoning commission investigated the hours of operation for the proposed business? Does the business operate on a three shift schedule? Does the business work on weekends and holidays? When does the work day begin for the business? What are the acceptable noise decibel levels for residential property? The work days and hours of operation will indicate if the business will produce noise at times of the day that will truly be disruptive to a residential neighborhood. Can the planning and zoning board dictate the hours of operation so as to mitigate this concern? Visual Blight and Shieldino Concerns 4. The plans now identify that an earthen burm is to be constructed along with a planting and landscaping design. This is a very good idea. Please require the owner to guarantee that the plantings will last for two years from the date of occupancy. This guarantee should be in the form of a pre-paid monetary instrument(i.e. a bond)for an amount that will cover the expense of completely replanting the burm's landscaping and it should be held in escrow for the two years. At the end of two years the money can be returned to the owner. Continued on second page Page 3 of 2 Continued from first page What good will the burm and its landscaping be if the plantings die before they can become established and acclimated to their new environment? Security and Safety Concerns 5. Our neighborhood has an awareness of what's going on, not only for our safety, but especially for our children. Much security will be compromised by the people that will frequent this business. Diminishina Property Value Concerns and Property Taxes 6. The addition of any commercial buildings this close to our properties will lower our property values. You must remember that our properties are also an investment in addition to our homes. The town will be expected to collect less property taxes due to the decrease in our property value. The town will need to lower our property evaluations. We are asking that the Planning and Zoning Board and the developer and owner of this property address our concerns and adopt the proposed solutions. The concerns and solutions are reasonable and can be addressed and adopted without major planning changes. Engineering and Design BaySaver° separator units are manufactured in three different sizes, and the sizes of both the primary and storage manholes may be varied to suit any specific site conditions that need to be addressed. By selecting the separator unit size and making adjustments in the manhole diameters, the design engineer has the freedom to adapt the BaySaver°system to the needs of a particular site. BaySaver° System Sizing BaySaver°systems may be sized according to either the flow rate through the system or the impervious area draining to the system. The three different sizes of separator unit have the hydraulic capacities shown in Table 1. TABLE 1: BAYSAVER®FLOW CAPACITIES BaySaver® Low Flow Moderate Flow Bypass Head Loss Separator Unit Capacity Capacity Capacity (Full Bypass) cis 2.4 efs 10 cfs 5„ 3T 2.5 cfs 7.8 cfs 30 cfs 6" 5K 3.8 cfs 1 11.1 cfs '50 cfs 12" If the BaySaver°system is to be sized according to the flow capacities, BaySaver®,Inc. recommends that the treatment capacity(at moderate flow)be set for the two year, one hour storm. By using this rainfall intensity to estimate the flow rate through the system, the designer ensures that the BaySaver°operates at low flow efficiency during the less severe, more common storms throughout the year. hi some applications, a diversion structure may be necessary to provide the conveyance flow required for flood control. BaySaver° systems may also be sized according to the impervious area that drains to the system. Table 2 below shows recommended sizing guidelines based on impervious drainage area. TABLE 2: STANDARD BAYSAVER®SIZING GUIDELINES Impervious Separator Primary Manhole Storage Manhole Drainage Area Unit Size Minimum Diameter Minimum Diameter $ 48" <4.O cres 3K 60" 60" <5.75 Acres 5K 72" 72" Standard BaySaver°systems use identically sized structures (48", 60", and 72"for the 1K, 3K, and 5K systems respectively) for both the primary and storage manholes. The designer may choose to use larger manholes to account for factors specific to the site. September,2000 9 BaySaver°,Inc Technical and Design Manual Alternate Configurations: Standard BaySaver° systems may be improved slightly by using larger than standard storage manholes. By increasing the diameter of the storage manhole, the retention time during low flow treatment is increased, thus enhancing the removal efficiency. In addi- tion to this increased performance, the additional sediment and oil storage capacity will result in a longer interval between required maintenance procedures. The use of deeper manholes provides a similar increase in sediment storage capacity and maintenance inter- val, but does not substantially affect the removal efficiency. This pipe, which can be up to three feet in diameter, can help contain a spill, and can be designed to match the volume of the potential event. If a spill does occur, the BaySaver° system must be maintained as soon as it is safe to do so. State and local permitting agencies sometimes require BMP sizing guidelines to comply with regulations not considered in this manual. BaySaver° staff and authorized repre- sentatives will work with designers and regulators to meet these additional restrictions. If necessary, BaySaver°, Inc. can custom fabricate separator units to adapt the system to specific site constraints or regulatory demands. Doolittle, P.E., Town Engineer 2p SOUTH WINDSOR PLANNiNGDEPT. Date: 1/17/03 RE: App 02-77P, Dee Zee Ice, Lot 9, Sandra Drive I have reviewed the Site Plan for Dee Zee Ice, proposed for Lot 9 on Sandra Drive dated December 12, 2002. 1 have the following comments: 1. I have not received any stormwater drainage calculations for this site. These are needed to check the pipe sizes, and the size of the Baysaver, and the peak stormwater discharge. 2. Suggest the handicap space be moved closer to the main entrance door. 3. Provide information as to how the oil/water separator was sized. Details must also be provided for this unit. 4. The water used to make ice (or for other processes) that is not discharged to the sanitary sewer must be monitored. A separate water meter may be needed for this purpose. 5. Provide a note that the invert of the existing sanitary sewer manhole in the cul-de-sac will have to be rebuilt when the sanitary sewer from this building is connected. 6. Include details for the concrete dumpster pad and the concrete retaining wall. 7. A street cut permit with a permanent patch fee will be required for the installation of the sanitary sewer line in the street. 8. A drain layers permit will be required for the installation of the sanitary sewer for this site. 9. An application must be submitted to the WPCA for their review and approval. Please call me(x 245)if you have any questions.
