Doolittle, P.E., Town Engineer Date: 12/5/02 RE: App 02-68P—Vintage Hills I I Subdivision, Barber Hill Road I have reviewed the site plan application for the proposed Vintage Hills II Subdivision, and have the following comments: 1. The two catch basins on Barber Hill Road in front of Lot 1 need to be shown. The pipe crossing the road needs to be replaced as part of this project. 2. New drainage pipes need to be included along the entire frontage of both these lots. These are to keep the stormwater off the road, replace the existing ditch and drain stormwater past these lots. These pipes should slope to and be tied into the catch basin in front of Lot 1. The north and south ends of these pipes at the subdivision boundaries should daylight with flared ends to pick-up surface flows. 3. The foundation drains and roof leaders from these two houses need to be tied into the above referenced pipe and catch basin. 4. A trench drain, perforated pipe, or swale needs to be included along the rear and sides of these lots to catch water running off the hill behind these lots. This water should be piped or directed via swales to the storm drainage pipe and catch basin in the front of these lots. 5. Show gas, electric, telephone, and cable utilities for these two houses. 6. Label the existing shed to be demolished or removed and include details and notes as to the testing and handling of potentially contaminated soil in this area. 7. Show a location for the top soil stockpile for these two lots? 8. The driveway grades appear to be 13% to 15%. These driveways need to have an alternate pulloff as shown on the Detail on the Sheet 4. The driveways also need a radius where they meet the road as shown on the Detail. 9. How will stormwater runoff from the driveways be handled? This needs to be directed off the pavement before it reaches the road. 10.Land along the road in front of this subdivision needs to be deeded to the Town to provide a 25 foot ROW from the center line of the road. Please call me if you have any questions. The changes described have been incorporated into revised plans and submitted for your review 1. After a recent meeting with the Town Engineer it was concluded that the best location for the placement of these two catch basins would be in front of the common property line between the proposed lots. One advantage to this location is that it allows the footing drains from the proposed houses to tie into the proposed drainage system. The proposed catch basins have been shown in the revised location. 2. Proposed drainage improvements have been shown along the property frontage. Corresponding details have been added to the revised plans. 3. The foundation drains and roof leaders from the two proposed houses have been tied into the proposed catch basin on the east side of Barber Hill Road. 4. The rear and sides of the lots have been swaled to redirect water coming off the hill behind the lots. 5. The approximate location of electric, telephone and cable utilities as well as gas have been shown. 6. The existing shed has been labeled to be removed. A note has been added to the Topographic Plan stipulating that at least one(1)foot of fill shall be placed over the shed footprint to cap any contaminated soils, per the environmental report prepared by the applicant's environmental engineer. 7. Soil stockpile locations have been shown on the Erosion& Sedimentation Control Plan. 8. The proposed driveways for both lots have been revised to show an alternate pulloff area and return radii at the intersection with Barber Hill Road. 9. The driveway for Lot 1 has been revised to show a low spot and leakoff near the bottom to divert water coming down the driveway away from Barber Hill Road. The roof leaders from both proposed houses have been tied in to the proposed footing drains, as requested. A construction note has also been added that states roof leaders shall be tied in to the footing drains. 2. A construction note has been added to the plans stating that driveway surface runoff shall be directed to the proposed flared ends along Barber Hill Road. Surface grading arrows have been shown at the bottom of the proposed driveway on the northern lot to depict in which general direction the surface runoff shall be routed. The last comment issued by Jeff was in regards to the deeding of an appropriate street line along Barber Hill Road. It is my understanding that our client's attorney,Hal Cummings, has or will in short time be deeding the street line in accordance with the project approval conditions.
